Después de examinar los objetivos y el nuevo dispositivo institucional creado a la luz de reforma energética de 2013-2014 para atender la problemática social vinculada con los proyectos de energía en comunidades y municipios, este artículo analiza las aportaciones y, sobre todo, las carencias de esta legislación en vista de sugerir algunas alternativas. Asimismo, pone en evidencia la naturaleza del problema de gobernabilidad que subyace tras la espiral de conflictividad que surge con la presencia de los desarrolladores en las comunidades. Como parte de una investigación más amplia, este trabajo utiliza las múltiples entrevistas a profundidad con diferentes grupos de actores (gubernamentales, empresas, comunidades, académicos, periodistas, consultores, etc.) para complementar la búsqueda hemerográfica realizada. La originalidad de este trabajo consiste en que: a) ofrece una visión histórica del nuevo andamiaje institucional para regular los impactos sociales (comparada con las graves deficiencias anteriores) y estudia las aportaciones de los cambios legislativos en derechos humanos, indígenas y responsabilidad social empresarial para la nueva regulación; b) muestra cómo la certeza jurídica que pretende brindar el nuevo marco regulatorio está in fine vinculada con el viejo problema de gobernabilidad que el país no ha logrado resolver hasta la fecha.
This study aims to analyze the real capacity to implement sustainability in multinational companies. First we analyze the key concepts, and then we present a background check of multinational companies. The central part of the document is intended to analyze the relationship of companies with the environment and sustainability, what steps companies can take to achieve it, the economic and social complications to achieve the objectives and the benefits that companies and the societies get of sustainable practices. Finally, we present the relationship of the companies with the territory and the industrial estates. ; El presente trabajo tiene como objetivo analizar la capacidad real de implementar, en las empresas multinacionales, acciones, políticas, actuaciones, etc. Que conduzcan a las sostenibilidad ambiental. Primeramente, se analizan los conceptos, para después realizar una revisión de los antecedentes, poco sostenibles, de las empresas multinacionales. La parte del central del trabajo se destina a analizar la relación de las empresas con el medio ambiente y la sostenibilidad, que pasos pueden seguir las empresas para alcanzarla, las complicaciones económicas y sociales para alcanzar los objetivos y los beneficios que obtienen tanto las empresas como la sociedad de las practicas sostenibles. Por último, se presenta la relación de las empresas con el territorio y los polígonos industriales. ; L'objectif de ce travail est d'analyser la capacité réelle à mettre en oeuvre des actions, politiques, actions, etc. Cela conduit à la durabilité environnementale. Tout d'abord, les concepts sont analysés, suivis d'un examen des antécédents non durables des entreprises multinationales. La partie centrale du travail vise à analyser la relation des entreprises avec l'environnement et la durabilité, les mesures que les entreprises peuvent prendre pour y parvenir, les complications économiques et sociales pour atteindre les objectifs et les bénéfices obtenus par les deux entreprises et la société des pratiques durables. Enfin, la relation des entreprises avec le territoire et les zones industrielles est présentée.
Theories about the collapse of contemporary societies have aroused increasing interest in recent years. Similarly, the environmental discourse has entered strongly into contemporary art, not from the naturalist or ecological approach of aforetime, but from the political ecology. Art, like other areas of knowledge, questions possible alternatives to collapse in terms of sustainability. However, given that there are two interpretations of the term sustainability, a weak one (the institutional one) and a strong one (the one defended by political ecology), it is relevant to clarify the implication of artistic projects in this sense. In the first part of this article, the scenario of the collapse of contemporary western society is presented and a parallelism with geological instability processes is established, in the context of an artistic research. Next, the types of responses to collapse are analyzed, based on ecological economy and political ecology concepts, and examples of artistic proposals are presented for each type of response. This analysis concludes on the role of contemporary art in the transition towards a sustainable society, as well as the convenience and urgency to promote artistic proposals that are framed in the concepts of strong sustainability. ; Las teorías sobre el colapso de las sociedades contemporáneas han suscitado en los últimos años un creciente interés. Igualmente, el discurso ambiental ha entrado con fuerza en el arte contemporáneo, no ya desde el enfoque naturalista o ecologista de antaño, sino desde la ecología política. El arte, como otras áreas del conocimiento, se cuestiona posibles alternativas al colapso en términos de sostenibilidad. Sin embargo, dado que existen dos interpretaciones del término sostenibilidad, una débil (la institucional) y otra fuerte (la defendida por la ecología política), resulta relevante aclarar la implicación de los proyectos artísticos en este sentido. En la primera parte de este artículo se presenta el escenario de colapso de la sociedad occidental contemporánea y se establece un paralelismo con los procesos de inestabilidad geológica, en un contexto de investigación artística. Seguidamente, se analizan los tipos de respuestas ante el colapso, basados en los conceptos de economía ecológica y ecología política, y se exponen ejemplos de propuestas artísticas para cada tipo de respuesta. Este análisis concluye sobre el papel del arte contemporáneo en el tránsito hacia una sociedad sostenible, así como la conveniencia y la urgencia por impulsar propuestas artísticas que se enmarquen en los conceptos de sostenibilidad fuerte.
The policies implemented to improve the liquidity of Spanish municipalities and the introduction of the commercial debt sustainability principle reveal the importance of controlling late payment by public sector. In this context, the purpose of this paper is to analyse the effect of the fiscal rule directed to control the average payment periods of public administrations and whether the political environment, socioeconomic characteristics and financial situation influence on the average payment period of municipalities. En la actualidad, se plantea el manejo bajo un enfoque de sustentabilidad, por lo que resulta urgente reconciliar dos acciones que se consideraban en el pasado como incompatibles, la obtención de una rentabilidad económica de las actividades humanas y la preservación a largo plazo de la biodiversidad. In this paper we identify which global value chains made intensive use of minerals between 2005 and 2015. Input-output analysis instruments, complemented with network theory algorithms are used for this purpose. We also describe, under the weak and strong sustainability approach, the mechanisms of resource rent capture and distribution used in the Pacific Alliance countries, as well as the creation of environmental laws, which the Governments have been forced to implement given the extractive boom of the 90s and the first decade of this century.
A pesar de su aceptación, la sustentabilidad no se ha hecho operativa, debido, entre otras razones, a la dificultad de traducir sus aspectos filosóficos e ideológicos en la capacidad de tomar decisiones al respecto. Se propone una metodología que consiste en una serie de pasos que conducen a la obtención de un conjunto de indicadores adecuados para evaluar la sustentabilidad de los agroecosistemas. El uso de indicadores sencillos y prácticos, es vital para proveer a técnicos, productores, y políticos, de información confiable y comprensible de los impactos y costos de la incorporación de diferentes paquetes tecnológicos. Se discuten los alcances y limitaciones de esta propuesta. ; Abstract: Despite its acceptance, sustainability has not been made operational, due, among other reasons, the difficulty of translating philosophical and ideological aspects in the ability to make decisions. This paper proposes a methodology consisting in a series of steps leading to obtain a set of indicators to assess the sustainability of agroecosystems. The use of simple and practical indicators is necessary to provide technicians, agricultures, and politicians, reliable and understandable information on the impacts and costs of technology adoption. The scope and limitations of this proposal are discussed.
In the last century, the world has become an "urban world" and the cities began to concentrate a larger number of people (with over of 50% of global population living in the cities). Currently, the social-environmental challenges that the cities face, drive new alternatives to the contemporary urban planning. In those conditions, it is expected than the cities become the centers of changes and they find new possibilities in the urban planning field taking into account the concepts of resilience and sustainability during the elaboration of municipal policies. This case study research was conducted in the city of Bogota, capital of Colombia, and evaluated the Master Plan - MP (as instrument of urban planning), and the commitment to this plan, with the construction of resilience in a highly susceptible city to climate change. Also included many challenges such as, population dynamics, sprawling around the rural areas, mobility problems and infrastructure deficiencies, each one of them with the necessity of attention from the planning point of view. The objective of this research is to know in a qualitative way, whether the Master Plan has an orientation and how can this contribute to the construction of urban resilience. The methodolo- gy was developed in a previous research by Lemos (2010) and involved categories of sustainability and resilience, with the possible impacts of the actions described in the Plan. After the implementation of the methodology and the revision of the Plan, the results shown that the Plan is targeted to the resilience. Actualmente, los desafíos socioambientales que las ciudades enfrentan, impulsan nuevas alternativas para el planeamiento urbano actual. En esas condiciones se espera que las ciudades se conviertan en el centro de cambios y encuentren nuevas posibilidades en el área del planeamiento urbano teniendo en cuenta los aspectos de la resiliencia e la sostenibilidad durante la elaboración de la Política Municipal. Esta pesquisa se trata de un estudio de caso realizado en la ciudad de Bogotá, capital de Colombia, que evaluó el Plan de Ordenamiento Territorial – POT (como instrumento de planeamiento municipal) y el compromiso del mismo, con la construcción de resiliencia en una ciudad altamente susceptible al cambio climático, con muchos desafíos, como las dinámicas poblacionales, la expansión a lo largo de áreas rurales, problemas de movilidad y deficiencia en la infraestructura, cada uno con una necesidad de atención por parte de planeamiento en cuestión. El objetivo de la investigación es conocer cualitativamente, si el Plan tiene una orientación y puede contribuir en la construcción de resiliencia urbana. La metodología usada fue desarrollada en la pesquisa previa de Lemos (2010) e involucra categorías de sostenibilidad y resiliencia, con los posibles efectos de las acciones descritas en el Plan. [Resumen] En este trabajo de fin de máster, sostenibilidad del sistema público de pensiones, se intenta explicar con claridad el problema de la sostenibilidad del modelo que hasta ahora conocemos de las pensiones públicas españolas, explicando las contingencias cubiertas y la acción protectora de la seguridad social, entendiendo los factores clave y las amenazas para ese sistema de pensiones, así también las posibles reformas que se necesitarían para hacerlo sostenible y una proyección a largo plazo. Por último incluir las soluciones que se podrían llevar a cabo para no perder lo que hasta ahora es la realidad en España, o intentar poco a poco mejorar el sistema de pensiones público con propuestas para esa sostenibilidad y una comparativa con los sistemas de pensiones privadas. ; [Abstract] In this Thesis, sustainability of the public pension system, attempts to explain clearly the problem of sustainability model that we have knowledge of the Spanish public pensions, explaining the contingencies covered and the protective action of social security, understanding the key factors and threats to the pension system, so possible reforms that would be needed to make it sustainable and long-term projection. [Abstract] Currently, sustainability is imposed environmental degradation that are suffering all rural and nature areas, particularly in those areas susceptible to leisure-tourist implementation that still have not been incorporating these sectors. Therefore, in this article the needs and challenges facing rural tourism and active tourism planning in areas with underused yet arise, and is intended to define more clearly the priority sustainable approaches that are required in these wilderness areas or underexploited. To this end, we selected a case-specific Rural and active recreation in the region of Extremadura, in order to realize the basic guidelines that requires sustainable planning in these cars through political, economic and social structures of the sectors involved there. ; [Resumen] Algunas perspectivas de sostenibilidad en el turismo rural y activo poco explorado: el caso de la región extremeña. Actualmente, la sostenibilidad se impone ante el deterioro medioambiental que están sufriendo todos los ámbitos rurales y de naturaleza, y más concretamente, en aquellos espacios susceptibles de implementación ocioturística que todavía no han sufrido la incorporación de estos sectores. Por tanto, en este artículo se plantean las necesidades y los retos que tienen el turismo rural y el turismo activo ante la planificación en áreas todavía poco utilizadas, y se pretende delimitar con claridad las perspectivas sostenibles más prioritarias que se requieren en estas zonas vírgenes o poco explotadas. Para ello, se ha seleccionado un caso concreto –El turismo rural y activo en la región extremeña- con el fin de concretar las directrices básicas que requiere la planificación sostenible en estos turismos a través de las estructuras políticas, económicas y sociales de los sectores que ahí intervienen.
Taking as starting point some peculiarities of the archaeological and urban environment involved in the planning of Rome new underground line – what we mentioned as "romanities" –, this article proposes some reflections on the topic of sustainable public procurement and its strategic use as privileged instrument for the promotion of horizontal public policies in the light of the European Union normative paradigm on the matter. The article brings a definition of sustainable public procurement and presents the European Union normative framework that offers a wide juridical legitimisation to the institution as a parameter that must orientate the decisions of the contracting authorities. Furthermore, it demonstrates from a case study how public policies for ecological and cultural protection can be legitimately introduced into public procurement procedures. The case study involves the construction of a new subway line (Line C) – the most modern infrastructure of public transportation of this kind in Italy –, and how it seems to be contributing to the growth of the levels of sustainability of the cultural and urban environment for the benefit of Rome.
The historical development of contemporary capitalism has produced an environmental crisis of global dimensions. The predominance of harmful capital technology determines the deployment of the capital productive forces that overexploit and pollute nature in ways never seen before. In this context, the present study aims to advance towards the reconstruction of the ecological streak of Marxism from Marx's critical discourse, distancing itself from both the hegemonic imaginaries of sustainability. An exploratory analysis of documents was followed to present the arguments that both Conventional Economics (CE) and environmental economics deploy to try to explain contemporary environmental devastation, and subsequently, from this impotent criticism and prey to the logic of the market and value as a social form, it goes on to structure the hegemonic imaginaries of sustainability. In this sense, this paper argues for the need for the critical and scientific discourse of Karl Marx to think about the environmental devastation and the objective conditions of possibility for ecological capitalism; thus, it was possible to address the ecological and political-libertarian dimension of Marx's thought and the task of developing it to break with the hegemonic views of sustainability; and overcome the series of misrepresentations and misstatements that have been made to an alleged anti-ecological view of Marx. The study concluded that, while the struggle for the environment has become somewhat urgent, this front does not replace that of the class struggle; that is, the contradiction between capital and nature does not subordinate to the contradiction between capital and labor but, on the contrary, updates it. Therefore, the validity of Marx's critical discourse is essential, in its genesis and development, to make an ecological criticism of the economics and politics of contemporary capitalism.
