The role of social media (social networks) in international relations is analyzed. The international relations as the main contributor to the world information space are singled out. Definitions of the main concepts characterizing the use of Internet technologies in the foreign policy activity of the state are given: foreign policy activity of the state, foreign policy behavior of the state, communication in the system of international relations or foreign policy communication of the state. The study used a set of general and special methods: the method of conceptual analysis in determining the basic characteristics of socio-political communication, comparative analysis, functional analysis (functions of foreign policy communication and activities). Social media and the Internet are turning into a new reality, where the main actors are states. The political image of the state is directly proportional to the image in the social media. The popularity of the state, diplomatic institutions depends on the openness of society and the advancement in social networks.
The article deals with the issue on the correlation, study and usage of the international relations history theoretical foundations as a sufficiently specific scientific direction, combining the features of historical and political sciences, in particular world history, the history of diplomacy, political science, the theory of the international relations, etc. The emergence of the international relations history is connected with the development of national historical sciences, the study of the history of diplomacy, geopolitical concepts, the theory of international relations, etc. The results of the scientific study of the international relations history have laid the basis for the common international processes study. Throughout the XX-th century this direction was actively developing, been influenced upon by the confrontation of political systems. Accordingly, antagonistic ideologies were used, a sample selection of historical facts and sources was carried out. Such issues as the concept and the subject of the international relations history, its periodization, and relations with the world history, history of diplomacy, the theory of international relations and other scientific directions still remain controversial.
Problem setting. The modern world continues to consider military power as one o f the most important tools for solving foreign policy problems. However, it is not an extraordinary option or a last resort in the range o f possible shares. Military power has become a widely used tool along with political and diplomatic actions. The protection of intellectual property was crucial for stimulating innovation even before the word coronavirus became widespread. Without the protection of the ideas of the enterprise and the individual, scientists and inventors would not be able to take full advantage of their inventions and would focus less on research and development. Likewise, if artists do not receive full remuneration for their artwork, cultural viability suffers as a result. Several studies have shown that most US small businesses are unaware that their US patent or trademark does not protect them in other countries. If such a company is a real or potential exporter, it may find that foreign manufacturers have copied products, packaging, and business plans, even though the company has never done business abroad. Foreign forgers can easily steal product images, brochures and logos from a website and register these materials as their own inventions in their home country if the company has not registered them in the inventor's home country. For this reason, various national governments have begun to take practical steps to monitor intellectual property policies. The objective of this paper is to briefly describe the problems in the political dimension of the industry.
The role of higher education institutions in the world is growing in ensuring socio-economic development that is the result of the transition to the paradigm of knowledge economy in the most developed countries. Started in 2014, the reform of higher education system in Ukraine must, among other things, include ensuring the implementation of national intellectual capital through technologies transfer. The relevance of the article is predetermined by the need for a comprehensive approach to the preparation of plans for reforms in the period of global competition for knowledge as the main resource for development. The purpose of writing the article is substantiation of the recommendations on the most urgent aspects of the development of technology transfer in Ukraine on the basis of generalization of foreign experience and the analysis of domestic realities. To achieve the objective we identified the following tasks: to generalize theoretical principles of TT; to identify the world leaders of the TT and their peculiarities; to explore the characteristics of the development of TT in developing countries; to study the current status of TT in Ukraine. The article substantiates that the establishment of the developed innovative economy in which the activity of the TT is an important factor, as a rule, takes a long time. Results of the study showed that the lack of efficient activity of TT is often due to the fact that this activity is viewed separately from the more complex issue of knowledge management in all forms, in particular as a mandatory stage of R & D. The lack of implementation of the competence–based model in domestic Universities, research centers, businesses and state and local governments leads to the fact that the activities of TT do not have any mentioning of entrepreneurial, marketing competences. Their lack, in turn, causes low efficiency of TT activities. In the developed countries, the growth of the commercial activity of the Universities and research centers came as a result of evolutionary demands of society regarding the efficiency of investments in science and education. In the developing countries, such as Ukraine, the desire of commercial aspect in the development of the commercial aspect of TT is considered in terms of the impossibility of providing sufficient and stable funding, lack of financial mechanisms of accumulation of the results of successful TT. Under such circumstances, the really concerned are exclusively the employees of Universities and research centers themselves, the interests of whom are detached from other stakeholders' intentions, the unity of whom is substantiated in the triple helix concept. The effectiveness of efforts with regard to TT is limited by the lack of opportunities of accumulation of financial results from the commercialization of OÌV in domestic Universities. Received financial results often are allocated on current activities because of insufficient, falling financing from traditional sources. The means of the state budget must remain the main traditional source, but in this case engaging other sources must be supported. The negative dynamics of spending state funds on research and educational activities is predetermined by various factors, among which is insufficient disclosure of the recipients from the state funds of the reports about the results and the analysis of the efficiency of their spending. Lack of publicity, lack of transparency may testify to the privatization of the results of the activities by individual subjects or to a significant corruption component in their activities. At the same time, lack of publicity can indicate a low level of public accountability of the results and inability to take responsibility for certain risks. The lack of information about created effects, including multiplying, from the implementation of OÌV and technologies provides prerequisites for the relative "victories" in the competition for budget funds in other areas. Introduction of the competence–based model, in particular entrepreneurial and marketing competencies, into the activities of TT of national institutions should improve their efficiency in the medium term to the level of the developed countries. Taking into account the obtained findings during the development of the reform of the system of education and science will increase their level of international competitiveness and the level of efficiency of investments in this field, which will have comprehensive positive impact on national prosperity. Scientific novelty of the work is proven by: substantiating of the implementation of long–term strategies to increase competitiveness of universities and research centers as key institutions in the generation and transfer of knowledge; detecting the insufficiency of entrepreneurial, marketing and other competences in the development policy of the University offices of technology transfer; substantiation of the necessity of implementation of societal requirements concerning accountability of universities and research centers for disclosure of the efficiency of spending tax payers' money and their contribution to socio-economic development of the regions and the country. There remains a wide range of issues, the study of which my reflected in further work. In particular, we believe relevant: 1) justification of a scorecard measuring all aspects of TT; 2) study of the formation of professional networks in the field of TT; 3) substantiation of the system of motivation and efficiency of cooperation of all involved players; 4) methodological work with the patent policies of the universities and their convergence with scientific and research institutions; 5) building a culture of public accountability of institutions of scientific and educational spheres as recipients of the taxpayers' funds.
The author defines the cyberspace as a new dimension of political space and as a field of political interaction and confrontation of various political actors. The differences between cyberspace and the Internet-space are analyzed. It is shown that modern society is becoming specifically networked and digital, the relations in machine-mediated social and media net-works complement or replace communications based on the face to face interaction of political actors. ; Вступ. The article is focused on the analysis of the status of legal regulation of pharmaceutical relations in Ukraine. It has been stated that pharmaceutical law is a new entity in the legal system of Ukraine, the subject matter's boundaries of which are being formed, standing out of other branches of law. Pharmaceutical law being a complex branch of law, regulates various groups of social relations, which are united by the pharmacy. It has been emphasized that a significant number of current bylaws indicates a satisfactory status of legal regulation of the medicinal products' circulation, but complicates the understanding of law and the application of uniform regulatory practice by the relevant entities. It has been emphasized that there is a lack of special documents among the current regulatory acts aimed at minimizing corruption risks related to the medicinal products' circulation in Ukraine, as well as to prevent the influence of pharmaceutical market entities on lobbying for inclusion of their pharmaceutical products in the registers and lists of medicinal products that are subjects to reimbursement. It has been noted that there are currently processes in Ukraine aimed at strengthening the effectiveness of administrative and legal regulation of public relations in the pharmacy. The key areas of qualitative changes are attempts to regulate relations within the forensic pharmacy, the circulation of generic medicinal products and the reimbursement mechanism. The author has indicated insufficient legal regulation of the status of biologically active additives, generic medicinal products and anti-corruption mechanisms in the field of medicinal products. The article is devoted to a comprehensive study of the asymmetry of power in a complex system of international relations, which is characterized by a particularly high degree of global stratification, integration and asymmetric interdependence. Uneven distribution of power, increasing the number of asymmetric threats at the beginning of the XXI century, limited degree of study of the research topic in the domestic literature highlights the need to understand the asymmetry of power in international relations. In determining the power of the state in world politics, the determining factor is the material and power factor, which is clearly manifested at the present stage of development. Asymmetry of power – uneven distribution of power between participants in international relations leads to the dominance of several states that have higher indices of power than others. Dominance is manifested in various areas – from military to economic and cultural. Inequality of power creates an asymmetry of interaction. The strategy of the state's behavior in the international arena depends on the level of power. The ratio of total power capabilities between actors can change, which leads to an increase in the power of some actors and the decline of power of others. The asymmetric distribution of power leads to the formation of rights and rules governing the interaction between states, in which states compete for the preservation of the geopolitical status quo and their global influence. Despite the growing role of soft power components, the power continues to play a leading role in the international arena and to influence the format of relations in various areas of cooperation. The article examines the features of international relations in the context of the migration crisis at the present stage. The main objectives of the study were to characterize the historical causes of the current migration crisis in the field of international relations, assess the regulatory framework of migration policy of the European Union, recommendations for improving international relations in the context of the current migration crisis in European countries. The methodology of scientific research is based on the dialectical method, which summarizes all the phenomena and processes that take place in the field of international relations in its relationship and interdependence. In the process of writing the article there were used methods of analysis and synthesis – in the study of the peculiarities of the system of international relations; monographic – when presenting consistent material related to the specified research topic; historical – in describing the causes of the migration crisis; comparison – when assessing the situation in the EU and Ukraine; abstract-logical – in substantiating the logical sequence of events in the international arena, which caused the migration crisis at the present stage of development of society. The result of the study was the generalization of proposals to improve the situation in the field of international relations, the development of recommendations for a common migration policy of European countries and the possibility of involving Ukraine in solving these problems. As conclusions, it is stated that the relationship between European countries is imperfect, and this encourages the leadership of European countries to seek new ways of cooperation in the context of resolving the migration crisis. The significance of the study lies in understanding the need for joint action by Ukraine and the EU to address the migration problem.

Life in a pandemic will become a new norm for everyone, consulates, and embassies, international organizations are no exception. It also leads to a rethinking of diplomacy and it in the work of international relations, in their dangerous activities, international support and international mutual assistance. In international practice, the use of digitalization, social platforms, video conferencing, which is already becoming an alternative way of conducting international activity, is becoming increasingly important. Diplomacy will move to a digital format and this is now gaining more effective importance in the work of embassies. The purpose of the article is to study and analyze the work of diplomacy and international relations during the COVID-19 pandemic, their difficulties during this period, the consequences and joining of efforts, the exchange of best practices in the face of new challenges to society. The methodological and methodological approaches to studying the problems of diplomacy and international relations during a pandemic, their role and ways of countering the spread of COVID-19, effective intergovernmental interaction are disclosed. The modern world can be characterized primarily by the fact that at the beginning of 2014 the international security system, based on a certain balance of power, adherence to the principles of international law and human rights, was challenged. Annexation of the Crimean Peninsula by Moscow Federation is considered as a factor that destabilized the international environment, starting the era of uncertainty. This article raises the issue of international security environment changes, researches the approaches to international security concept understanding in the context of modern international transformations and confrontations. This new period is often described as a resumption of confrontation similar to the times of Cold War, but with a tendency to intensify inter-state conflicts, as a result of changes in the international system. Understanding of international security and outlining of approaches to its provision is changing in regards to the latest challenges posed by modern realities: the activation of new actors, the inability of the international system of containment and counterbalance, and the inability to stop the aggressor with existing instruments of international law. Taking this into account, the author points on the role and place of the hybrid war (hybrid aggression) in the process of activation of transformations and change of the international security environment. It is illustrated by Moscow hybrid war against Ukraine, which is seen as a way to change geopolitical situation in the world. The article also introduces the concept of «hybrid security» as a definition of a special status of international security. Новий період багато вчених окреслюють як відновлення протистояння, подібного до часів холодної війни, але з тенденцією до активізації міждержавних конфліктів унаслідок змін міжнародної системи. Розуміння міжнародної безпеки і визначення підходів до її забезпечення змінюється з огляду на новітні виклики, які позиціонують сучасні реалії: активізація нових акторів, недієздатність міжнародної системи стримування та противаг, нездатність зупинити агресора наявними інструментами міжнародного права. Враховуючи це, розглянуто роль та місце гібридної війни (гібридної агресії) у процесі активізації трансформацій і зміни міжнародного середовища безпеки, на прикладі гібридної війни, яку Російська Федерація веде проти України, оскільки її розглядають як спосіб змінити геополітичну ситуацію у світі. Здійснено спробу оспорити вагомий вплив глобалізації на функціонування держави у внутрішній і зовнішній площині та на проблему втрати державою суверенітету.Дослідження беззаперечного проте неоднозначного процесу глобалізації дало змогу віднайти на практиці велику кількість аргументів, які дають змогу зробити висновок, що в сценарії майбутнього розвитку головні ролі, як і раніше, належатимуть сильним державам, їхнім національним інтересам, могутність яких тільки зросте завдяки економічній інтеграції. Роль національних урядів не зменшується, а видозмінюється у відповідності до викликів глобалізації, пов'язані, насамперед, із намаганням приватного капіталу регулювати і транснаціональну діяльність, державну владу, і міжнародні організації. В майбутньому для світової політики держав буде характерною боротьба (протистояння) двох діаметрально протилежних тенденцій – укріплення суверенітету, з одного боку, і його розмивання чи обмеження з іншого. Причому ці тенденції часто будуть імпломентуватися в політику ряду держав, які переслідують стратегічні цілі (укріплення власного суверенітету в XXI столітті буде супроводжуватись або відбуватись за рахунок обмеження суверенітету інших). Це однак не оспорює тезу, що держава, як і раніше, залишиться основним учасником міжнародних відносин, а суверенітет – їх атрибутивною ознакою та принципом побудови системи міжнародних відносин. ; The author attempted to challenge the sufficient influence of globalization on functioning of the state in internal and foreign sphere and on the matter of loss of state sovereignty.The research of the undisputable but still ambiguous globalization process enabled finding a lot of practical arguments allowing for the conclusion that the in the scenario of future development there will be starring the powerful states and their national interests and their power will only grow due to the economic integration. The role of the national governments does not lessen; it just alters according to the globalization challenges connected first of all with attempts of the private capital to regulate the transnational activity, state authority and international organizations. Future world policy will be featured by struggle (antagonism) of two opposite trends; strengthening of the sovereignty, on the one hand, and its erosion or restrictions on the other. Moreover, these trends will be often implemented into politics of number of states pursueing strategic goals (in XXI century strengthening of the own sovereignty will be performed or will be accompanied by limiting the sovereignty of others). However, this does not contradict to the idea that the state still remains principal participant of the international relations and that the sovereignty remains its attributive feature and a basic principle for constructing the international relations. ; Здійснено спробу оспорити вагомий вплив глобалізації на функціонування держави у внутрішній і зовнішній площині та на проблему втрати державою суверенітету.Дослідження беззаперечного проте неоднозначного процесу глобалізації дало змогу віднайти на практиці велику кількість аргументів, які дають змогу зробити висновок, що в сценарії майбутнього розвитку головні ролі, як і раніше, належатимуть сильним державам, їхнім національним інтересам, могутність яких тільки зросте завдяки економічній інтеграції. Роль національних урядів не зменшується, а видозмінюється у відповідності до викликів глобалізації, пов'язані, насамперед, із намаганням приватного капіталу регулювати і транснаціональну діяльність, державну владу, і міжнародні організації. В майбутньому для світової політики держав буде характерною боротьба (протистояння) двох діаметрально протилежних тенденцій – укріплення суверенітету, з одного боку, і його розмивання чи обмеження з іншого. Причому ці тенденції часто будуть імпломентуватися в політику ряду держав, які переслідують стратегічні цілі (укріплення власного суверенітету в XXI столітті буде супроводжуватись або відбуватись за рахунок обмеження суверенітету інших). Це однак не оспорює тезу, що держава, як і раніше, залишиться основним учасником міжнародних відносин, а суверенітет – їх атрибутивною ознакою та принципом побудови системи міжнародних відносин.
The qualification (bachelor's thesis) paper explores the problem of security measurement of migration processes in modern international relations. The author analyzes the theoretical aspects of studying the issue of migration and its impact on international relations. Particular attention is paid to the issue of securitization of migration processes and the peculiarities of this process in different regions of the world (on the example of the European Union and Asia) and the factor of the coronavirus pandemic COVID-19. ; У кваліфікаційній (бакалаврській роботі) досліджено проблему безпековий вимір міграційних процесів в сучасних міжнародних відносинах. В роботі автором проаналізовано теоретичні аспекти вивчення проблематики міграції та її впливу на міжнародні відносини. Особливу увагу приділено питанню сек'юритизації міграційних процесів та особливостям даного процесу в різних регіонах світу (на прикладі Європейського Союзу та Азії) та чиннику пандемії коронавірусу COVID-19.
