STRUGGLE OF TRADE UNIONS AGAINST SOCIAL DUMPING ; Борьба профсоюзов против социального демпинга
[For the English abstract and full text of the article please see the attached PDF-File (English version follows Russian version)].ABSTRACT In the context of modern globalization, transnational corporations (TNC) use social dumping in their practice, which is expressed in the export of low-quality economic resources, political ideas or sociocultural values for their own advantage to underdeveloped countries. The authors of the article, using examples from the activities of international transport unions, show their struggle against such dumping, in defense of the labor rights of wage workers, as well as attempts to establish mutually beneficial cooperation between trade unions, business and government. В условиях современной глобализации транснациональные корпорации (ТНК) используют в своей практике социальный демпинг, который выражается в экспорте слаборазвитым странам низкокачественных экономических ресурсов, политических идей или социокультурных ценностей для получения своей выгоды. Авторы статьи на примерах из деятельности международных транспортных профсоюзов показывают их борьбу против такого демпинга, в защиту трудовых прав наёмных работников, а также попытки наладить взаимовыгодное сотрудничество профсоюзов, бизнеса и государственной власти.

ТЕНДЕНЦІЇ РОЗВИТКУ ПРОФСПІЛКОВОГО КОНТРОЛЮ В РОЗВИНЕНИХ КРАЇНАХ СВІТУ ; TRENDS IN TRADE UNION CONTROL IN DEVELOPED COUNTRIES
Статтю присвячено дослідженню сучасних тенденцій розвитку профспілкової діяльності та профспілкового контролю в розвинених країнах світу. З'ясовано, що діяльність профспілкових організацій характеризується високою національною варіативністю. Якщо в одних країнах світу, учасниками профспілкових організацій є 4-5% працівників, то у інших – цей показник може сягати 92%. При цьому, зазначений показник не характеризує рівень економічного розвитку країни, оскільки обумовлений особливостями трудових відносин та системи соціального забезпечення. Метою статті є дослідження тенденцій профспілкового контролю в провідних країнах світу та перспектив використання їх досвіду в Україні. На основі розгляду сучасних тенденцій діяльності профспілкових організацій в таких країнах як Великобританія, США, Австралія, автор констатує скорочення кількості активних учасників профспілкового руху, що обумовлено рядом факторів: впровадженням аутсорсингу, високим рівнем оплати праці в розвинених країнах, поширенням позитивних результатів діяльності профспілкових організацій на працівників, які не є їх членами. З'ясовано, що на міжнародному рівні профспілкові організації проводять кампанії проти несправедливості урядів або роботодавців, у контексті корпоративної соціальної відповідальності, глобального соціального діалогу, корпоративного управління. В умовах глобалізації, зростає роль профспілок та профспілкового контролю у вирішенні глобальних проблем, таких як гендерна дискримінація і сталий розвиток. Окрему увагу присвячено питанню контролю з боку профспілкових організацій за діяльністю пенсійних фондів (у Великобританії, Австрії, Нідерландах). Такий підхід може становити інтерес для України, з огляду на проведення пенсійної реформи та вже наявну мережу профспілкових організацій. Також акцентовано увагу на тенденціях щодо взаємодії профспілкових організацій та органів державної влади в контексті реалізації національної безпеки, зокрема – протидії впливу з боку інших держав (на прикладі Австралії та КНР). У такій площині точкою діалогу між профспілковими організаціями та державою виступає спільна зацікавленість у протидії демпінгу цін на імпортні товари та демпінгу оплати праці. ; The article is devoted to the study of modern trends in the development of trade union activity and trade union control in the developed countries of the world. It was found that the activities of trade union organizations are characterized by high national variability. If in some countries of the world 4-5% of workers are members of trade union organizations, in others this figure can reach 92%. At the same time, this indicator does not characterize the level of economic development of the country, since it is conditioned by the peculiarities of labor relations and the social security system. The aim of the article is to study the trends of trade union control in the leading countries of the world and the prospects of using their experience in Ukraine. Based on an examination of modern trends in the activities of trade union organizations in countries such as the UK, USA, Australia, the author notes a decrease in the number of active participants in the trade union movement, which is due to a number of factors: the use of outsourcing, high wages in developed countries, the spread of positive results of the activities of trade union organizations for employees who are not their members. It was found that at the international level, trade union organizations campaign against injustice by governments or employers, in the context of corporate social responsibility, global social dialogue, corporate governance. In the context of globalization, the role of trade unions and trade union control in solving global problems such as gender discrimination and sustainable development is increasing. Special attention is devoted to the issue of control by trade union organizations over the activities of pension funds (in Great Britain, Austria, the Netherlands). This approach may be of interest to Ukraine, given the implementation of the pension reform and theexisting network of trade union organizations. Attention is also focused on the trends in the interaction of trade union organizations and public authorities in the context of the implementation of national security, in particular, counteraction to the influence of other states (at the example Australia and China). In this plane, the focus of dialogue between trade union organizations and the state is the common interest in countering the dumping of prices for imported goods and dumping of wages.

Trade Unions' Potential for Political Influence in Modern Russia ; Потенциал политического влияния современных российских профсоюзов
The article analyzes the capacity of trade unions to influence political process in the Russian Federation, the extent of trade unionists' representation in state bodies and political and social organizations. It also assesses competitive potential of the party "Union of Labor", created by the trade unions. The author concludes that the ability of trade unions to lobby in the government the adoption of necessary decisions is limited and suggests ways to increase the resources of the political influence of trade unions.Key words: Trade unions, political influence, public authorities, elections, political party. ; В статье анализируются возможности профсоюзов оказывать влияние на политический процесс в Российской Федерации и уровень представительства сторонников профсоюзов в органах государственной власти и общественно-политических организациях, дана оценка конкурентоспособности партии «Союз труда», созданной профсоюзами. Автор делает вывод о том, что возможности профсоюзов лоббировать в органах власти принятие необходимых для их деятельности решений ограничены, и предлагает пути увеличения ресурсов политического влияния профсоюзов.Ключевые слова: профсоюзы, политическое влияние, органы государственной власти, выборы, политическая партия.

Trade unions' protection of social and economic interests of young people: Problems and limitations
The article considers factors that hamper the protection of social and economic interests of young people in trade unions and the development and performance improvement of trade unions. For this purpose, the authors analyze the data of their study which includes questionnaire surveys among trade unions' youth and experts, expert interviews and content analysis of the trade union newspaper. The study reveals that young people have high demand for help and assistance provided by trade unionsto protect their social and economic interests as at least one-third of the trade unions' young people get the help they need. The trade union's potential is mainly used to solve individual problems rather than to fulfill collective social and economic interests. The factors that hamper active practices among young people are bureaucracy, ineffective personnel policy, the merger of trade unions with the authorities and enterprises' administration, gaps in legislation, law percentage of young people in sectoral and territorial trade unions, and especially ineffective outreach and awareness-raising work. The authors prove that most of barriers are caused by paternalistic settings and expectations of young people who have law motivation to become members of trade unions, law awareness of their rights and trade union membership opportunities, as well as their failure to define their request to trade unions.

Evolution of the health-related activity of the trade unions of Galicia in the early-XIX XX centuries
Based on the principle of historicism, systematic analysis, scientific and objective approach, the article analyzes the evolution and shows the activities of the Galician trade unions in health-related activity. The current state and development of historiography of the issue is shown, the history of the medical and trade union movement is studied, it is proved that common problems for all segments of the population became the main event among the trade unions of the early-XIX XX centuries. These issues provide significant material for the scientific study of other key issues of the complex history of Galicia in the Austro-Hungarian period, in particular: the organization of health care, medical education, governance, economic and social development, the rise of the Ukrainian national movement and the like. In the conditions of building democratic institutions of independent Ukraine, the analysis and accumulation of historical experience have not only scientific, but also cognitive, ideological-political and especially applied, practical significance. Almost any professional organization has tried to protect its members in some way. In early 1867, doctors in Lviv recognized the need to create their own professional association to organize social protection, to create a fund to support sick, infirm and impoverished colleagues, as well as their widows and orphans. Thus, it was decided to establish a separate Medical Society. In accordance with the provisions of the statute, the purpose of the Society of Galician Physicians was to work together on the development of medicine, primarily in the direction of its practical application, taking into account the relations of the population as a whole; promoting a spirit of cohesion and friendship between health professionals to jointly oversee medical affairs; providing material assistance to impoverished colleagues, families of deceased colleagues. Similar tasks were set by the societies of printers, weavers, and oil refiners. Specific features of the right to associate in trade unions in the republic of Azerbaijan: theoretical and practical analysis
The presented scientific article examines the features of the right to associate in trade unions in the Republic of Azerbaijan. The importance of the creation and activity of trade unions in the development of civil society is substantiated. It is noted, that on the basis of the right to association, various public organizations are being created in society. Within the framework of these organizations, members of the community ensure or defend their common interests. In order to determine the place of the right to associate in trade unions, it is important to analyze the level of its compatibility with other human rights and freedoms. As you know, the right to association is closely related to such social rights as the right to work and rest. Therefore, it was advisable to first determine the relationship of the right of association with these rights. The main goal of the modern state is to ensure the well-being and free development of the individual. Therefore, we can say that in the constitutions of such states, the right to work is separately enshrined. It is important to define the relationship of the right to association with other human rights. This will form a broader understanding of the nature of the right of association. Within the framework of this scientific article, the significant place of the right to association in trade unions is determined among constitutional human rights in the Republic of Azerbaijan. The right to association creates a real opportunity for the realization of other important social and political rights. It is also noted, that the issue of the activity of trade unions is in the center of attention of researchers in many countries. The article provides a brief overview of modern scientific research on the history and current state of the Trade Union movement in Russia. On the example of The Russian Trade Union of education and The Primary Trade Union Organization of Employees and Students of Southern Federal University, a centenary period of development of Trade Union organizations in education – from their inception to current status is traced. In 2020, the SFU Trade Union celebrates its 100th anniversary and this article is intended to draw attention to the state of solidarity of employees and students both in the country and at the University, as well as to outline directions for improving the efficiency of modern trade unions in the field of education.
Trade unions and social movements: methods and forms of interaction ; Профспілки та суспільні рухи: способи і форми взаємодії
The development of trade unions in the public and political dimension associated with maintaining by them socio-political movements, which in different periods of political history had the status of social movements. Among these movements are a social democratic and labor movements in Europe, which later acquired the status of parties. In addition, social movements are informal and very broad associations that need support group of values, or focused on single-step action, such as changing the current ruling power. In these circumstances, trade unions have to choose cooperation or dismissal from the social movements.The main cause of optimum interaction of trade unions and social movements are spontaneous occurrence of the latter. However, the broad social base, which is natural in the social and political movements, based on the negative perception of individuals and groups surrounding social reality. In this regard unions can support or deny certain facts of social life.The development of social movements is an important feature of democratic political life. Access to political participation is determined by the ability of self-organization and freedom to nominate requirements. The trade union movement at this stage has the ability to mobilize citizens to defend their labor rights that are under regulatory pressure correction and minimization by reviewing the priorities of the welfare state.New typological features of social movements are formed on the basis of a new type of social and communication links. Social hierarchy and class antagonisms, which provided the basis for the existence and development of trade unions in the past, expired. Therefore, the organizational forms of trade unions as social movements have become more available and acceptable for contemporary citizens. ; Розвиток профспілок у громадсько-політичному вимірі пов'язаний з підтримкою ними деяких суспільно-політичних течій, які в різні періоди політичної історії мали статус суспільних рухів. Серед таких рухів є соціал-демократичні та лейбористські рухи в Європі, які згодом отримали статус партій. Крім того, суспільні рухи є неформальними і дуже широкими об'єднаннями, які вимагають підтримки невеликої групи цінностей або спрямовані на одномоментну дію, наприклад, зміну існуючої владної команди. В цих умовах профспілки мають обирати співпрацю чи відсторонення від суспільних рухів.Основною причиною порушення оптимальності взаємодії профспілок та суспільних рухів є спонтанність виникнення останніх. Водночас широка соціальна база, яка вважається в стихійних суспільно-політичних течіях, базується на негативному сприйнятті індивідами і групами оточуючої соціальної реальності. В цьому ставленні профспілки можуть підтримувати або заперечувати ті чи інші факти соціального життя.Розвиток суспільних рухів виступає важливою особливістю демократичного політичного життя. Доступ до політичної участі визначається можливістю самоорганізації населення та вільного висування ним своїх вимог. Профспілковий рух на сучасному етапі має можливість мобілізації громадян на відстоювання своїх трудових прав, які перебувають під тиском нормативно-правової корекції, та згортання через перегляд пріоритетів соціальної держави.Нові типологічні ознаки суспільних рухів формуються на основі нового типу соціальних і комунікативних зв'язків. Суспільна ієрархія і класові антагонізми, які давали основу для існування і розвитку профспілок у минулому, втратили свою чинність. Тому організаційні форми профспілок як суспільного руху мають перетворитися на більш доступні і прийнятні для сучасних громадян.
