Por estos días, Europa y el mundo son testigos de una crisis humanitaria tan drástica como aquella suscitada a causa de la Segunda Guerra Mundial. Los distintos focos de conflicto en Oriente Medio y el Norte de África, han provocado el desplazamiento forzado de millones de personas. Muchas de ellas, en busca de asilo, aspiran a ingresar a la Unión Europea por tierra o por mar. Frente a esto, el Consejo Europeo decidió homologar el 18 de marzo de 2016 una declaración conjunta con el presidente de Turquía, Recep Tayyip Erdogan, para hacer frente al flujo masivo de migrantes que arriban diariamente desde Turquía a Grecia, la vía más accesible. Sin embargo, el Acuerdo Unión Europea-Turquía, que además de contar con una dudosa procedencia jurídica dice establecerse a los efectos de frustrar el modelo de actividad de los traficantes y ofrecer a los migrantes una alternativa a arriesgar sus vidas, posee un lado oculto que contradice ostensiblemente el Derecho Internacional de los Refugiados. Éste artículo, busca inicialmente esclarecer la naturaleza jurídica del acuerdo en cuestión y posteriormente intenta ahondar en las inconsistencias entre lo convenido entre las partes y las obligaciones asumidas en la materia en el plano internacional. ; On these days, Europe and the world are witnessing a humanitarian crisis as drastic as that raised because of World War II. Asia Central representa un objetivo primordial en la actual política exterior turca, al igual que para la diplomacia rusa, china, estadounidense y europea. Turquía ha fortalecido su acercamiento hacia las ex-repúblicas soviéticas firmando importantes acuerdos que pueden ayudar a la Política de Vecindad que desarrolla la Unión Europea en la región. Tanto las élites como el público europeo en general asumen que los turcos están lejos de los valores comunes y necesarios para ser parte de la UE. A pesar de la indefinición general de dichos valores, la idea persiste con fuerza en el imaginario colectivo y se pone de manifiesto a través de los datos del Eurobarómetro (EB). Más aún, esta percepción sobre la distancia cultural que separa a turcos y europeos tiene un fuerte impacto negativo sobre el apoyo popular al ingreso de Turquía en la Unión, así como las políticas que las élites de la UE están dispuestas a apoyar. En esta nota de investigación se analiza, por un lado, la calidad de la batería específica de preguntas sobre Turquía que el EB introdujo en 2005, considerando su posible efecto sobre las percepciones negativas acerca de Turquía. Y, por otro lado, se valora la utilización alternativa de una batería de preguntas diferente, introducida en el EB en 2007. En tanto que la batería de 2005 contribuye a crear prejuicios y construir a Turquía como el «Otro» de los europeos, la batería de 2007 muestra que turcos y europeos no son tan diferentes en cuanto a sus sistemas de valores.Both elites and the European public in general assume that the Turks are far from common values and needed to be part of the EU. Despite the overall uncertainty of these values, the idea persists strongly in the collective imagination and is evidenced by the Eurobarometer (EB). Moreover, this perception of cultural distance separating Turks and Europeans have a strong negative impact on public support for Turkey in the Union and the policies of the EU elites are willing to support. This paper discusses research on the one hand, the quality of the specific battery of questions about Turkey that EB introduced in 2005, considering its possible effect on negative perceptions about Turkey. And on the other hand, assesses the alternative use of a battery of different questions, introduced in 2007 in the EB. While 2005 battery contributes to prejudices and build Turkey as the "Other" Europeans, battery 2007 shows that Turks and Europeans are not so different as to their value systems.

La intervención militar turca en el Kurdistán sirio, conocido como Rojava, demuestra que la guerra civil siria presenta una gran cantidad de aristas. El objetivo de la misma es crear una zona de seguridad donde reasentar a más de dos millones de refugiados sirios y expulsar del lugar a las milicias kurdas, opositoras al gobierno de Ankara. El presente artículo tiene como finalidad ahondar en el uso de encuadres utilizados por la prensa escrita española a la hora de cubrir la intervención militar turca en el país árabe. A través de una metodología clásica y cuantitativa, análisis de contenido, se ahondará en los discursos mediáticos de la prensa nacional con el objetivo de investigar qué narrativas están teniendo mayor peso. Esta contribución intenta explorar si las cuestiones humanitarias presentan mayor relevancia que las explicaciones centradas en la seguridad. ; The Turkish Military Intervention in the Syrian part of the Kurdistan region, known as Rojava, shows that the Syrian Civil War presents a great number of different sides. The objective of the intervention is to create a safe zone where two million syrians could be resettle, expelling from the area the kurd militias that oppose the government in Ankara. The present article wants to deep in the use of frames used by the Spanish written press when covering the Turkish military intervention in the Arab country. Through a classic and cuantitative methodology, named analysis of content, this paper will go into the mediatic discourses of the national press with the purpose of exploring what explanations are having a biggest importance. This contribution tries to explore if the humanitarian question weights more heavily that the ones focused on security.

Las relaciones exteriores de Costa Rica con sus socios no tradicionales han provocado poca investigación académica, resultando en un vacío de conocimiento sobre cómo Costa Rica conduce su política exterior con estos socios. La investigación busca llenar parcialmente este vacío al analizar el origen y subsecuente desarrollo de las relaciones exteriores de Costa Rica hacia Turquía. Originándose en 1950, las relaciones fueron principalmente políticas, condicionadas por el contexto de la Guerra Fría. Luego, especialmente por intereses turcos de promover sus exportaciones e influencia global, las relaciones se intensificarían durante la segunda mitad de la primera década del siglo veintiuno. Para el 2014 ambas partes inaugurarían misiones diplomáticas permanentes. Desde entonces, las relaciones han sido fluctuantes, motivadas, principalmente, por intereses económicos y comerciales en ambas partes, donde Costa Rica busca nuevos mercados para sus productos, fondos de cooperación internacional y ayuda para ingresar a la Organización para la Cooperación y el Desarrollo Económicos, mientras que Turquía busca. Mayoritariamente. negociar un Tratado de Libre Comercio con Centroamérica, que beneficiaría su ya de por sí positiva balanza comercial con Costa Rica. Recientes roces comerciales relacionados con la producción de banano en Turquía, uno de los principales productos de exportación de Costa Rica, y la importación de acero desde Turquía, han detenido el ímpetu de las relaciones. ; Costa Rica's foreign relations with its non-traditional partners has been scarcely studied, resulting in a lack of knowledge about how Costa Rica conducts its foreign policy with these partners from all around the world. This research aims to partially fill this gap by analyzing the origin and subsequent development of the Costa Rican foreign relations towards Turkey. Starting in 1950, the relations were mostly political, constrained by the Cold War context. Later on, specially by Turkish interests on promoting its exports and increasing influence globally, the relations intensified during the second half of the first decade of the twenty first century. By 2014, both countries stablished permanent diplomatic missions. Since then, the relations have been fluctuant, driven mostly by economic and trade interests from both sides, where Costa Rica looks for new markets for its products, international cooperation funds and support to become member of the Organization for Economic Cooperation and Development; while Turkey is mostly interested in negotiating a Free Trade Agreement with Central America, benefiting then its positive trade balance with Costa Rica. Recent trade disagreements regarding banana production in Turkey, one of the main export products of Costa Rica, and the import of steel from Turkey, has slowed down the bilateral relationship.

The conflict in Kurdistan is one of the longer duration and gravity throughout Middle East; and above all, must be considered as a regional conflict, which not only runs in Turkey, but has influence in the economic, military and diplomatic relations between the West and the Islamic world. The procedures for the accession of Turkey to the European Union (since 1999), the invasion of Iraq (2003-2011) and the arab riots in Syria (2011) are tangential issues in appearance that have directly affected the situation of the inhabitants of Kurdistan. The Kurds, living in an area that oozes oil and water, and in the strategic path of the oil and gas pipelines that supplies (now or in the future) to the West, have seen how their aspirations for a free and independent State, which once was recognized, are today farest than ever. But the debate in this geostrategic conflict use to forget the international power relations and is focused on the struggle for human rights, forgetting most of the occasions that among them, self-determination is not the less important one. ; El conflicto del Kurdistán es uno de los de mayor duración y gravedad en Oriente Medio; y sobre todo, debe considerarse un conflicto regional, que interesa no sólo a Turquía, sino a las relaciones económicas, militares y diplomáticas entre Occidente y el mundo islámico.
