Examines Canadian elections since 1988 to consider the validity of research supporting the idea that they are vulnerable to leader effects. Why Canadian research deems leadership relevant in the Canadian context is considered in terms of institutional features, party convergence & size, & electoral flux. The extant evidence is viewed as modest, & it is wondered whether the research is really addressing personality. This is taken up in a discussion of prime ministers, touching on leaders as embodied preferences of policy orientations based on sociodemographic & regional signals & character & competence spheres of personality. Individual & net personality effects are then estimated for the four elections between 1988 & 1997. Why leadership is a main focus in Canadian campaigns is contemplated before looking at a particular indirect effect that led to understating the salience of personality perception in the 1988 election. Focuses on section 5 of the Voting Rights Act & the provisions that are due to expire from that act lest congress reasserts them, the most important of which is the preclearance clause which mandates that no changes can be made in voting requirements without a strict federal or judicial hearing, thus protecting the ability of minorities to participate in voting. This begins with the definition of preclearance & its history & the rare invocation of section 5 after its adoption, yet was annulled by the practice of some southern states by at-large election systems & other such systems to stave off the black majority vote in some areas. Reviews problematic voting changes that were allowed, & so assesses the legality of the Department of Justice's objections to this, prior to the case of Bossier II, including methodology of this research, such as quantification standards within the data. One important aspect was pinpointing objections to redistricting plans versus general objections as well as dissecting the pattern of objections after Bossier II, which fell to a fifth of what they were prior to that case.
