During the Convention in Ciudad Victoria proposals and initiatives were discussed such as: Tamaulipas being declared the first port of the Republic; Election regulations; Highway construction; Establishment of schools and social and economic improvement for women. Obregón candidato a la Presidencia por la Convención del Partido Fronterizo". EXCELSIOR. México,D.F. Mayo 18, 1927. Durante la Convención en Ciudad Victoria se discutieron proyectos e iniciativas tales como que: Tamaulipas fuese declarado primer puerto de la República; reglamentación de elecciones; construcción de carreteras; establecimiento de escuelas y mejoramiento económico y social de la mujer. Se propuso como candidato a la Presidencia al Gral. Obregón.
Es evidentemente paradojal que en la etapa más agitada de nuestra vida republicana o sea durante la llamada Anarquía Militar, que abarca desde la muerte del Presidente Gamarra en el campo de Ingavi, el 18 de Noviembre de 1841, hasta la ascensión por primera vez al poder de don Ramón Castilla, el 20 de Abril de 1845, haya existido un momento en que se creyó que la paz pública se había afianzado con una solidez pocas veces conocida en nuestra convulsionada patria en el siglo anterior.

Mr. José de la Luz Gómez introduces himself with Gen. Plutarco Elías Calles. He describes himself as one of the few thinkers in Mexico. He states that Cárdenas recognized his talent but he does not support the destructive work of his administration. He knows that the "callistas" are planning to take action. He tells Gen. Plutarco Elías Calles that he thinks both of them agree on the measures to take for the progress of the nation. He mentions Gaxiola's book about the administration of Abelardo L. Rodríguez and says that the "callismo" needs a political and social platform. He wrote about it in a book titled "The failure of the cardenista social policy". He offers to give him a copy of the book and to work together. Reply by Gen. Plutarco Elías Calles expressing he does not want to participate in politics, but if he decides to do so, he will let him know. He also would like to have a copy of the book. / El Sr. José de la Luz Gómez escribe al Gral. PEC presentándose como uno de los pocos pensadores que tiene México, que no tiene nada que agradecerle porque ni siquiera fue su partidario, que en cambio Cárdenas sí ha reconocido su talento pero que no ha querido participar en la obra destructiva que su gobierno ha emprendido; que sabe que el callismo tiene planeado actuar y que él está cierto que el general en su retiro ha podido meditar acerca del porvenir de la nación y que está seguro ambos coinciden en las tendencias a seguir. Hace mención al libro del Lic. Gaxiola sobre el gobierno del Gral. Abelardo Rodríguez y afirma que ha conseguido marcar algunas orientaciones pero que es necesario que el callismo tenga una doctrina, una plataforma política y social y que él ya la escribió en forma de libro que titula "El fracaso de la política social cardenista", le ofrece dárselo para que se publique en su nombre o de cualquier otro y que puedan trabajar juntos. Respuesta del Gral. PEC agradeciendo su carta que leyó cuidadosamente y afirmando que él no quiere de momento participar en política, que si en algún momento lo decide se comunicará con él y que le gustaría leer su libro.
