Čovjek je neodvojiv od ostaloga stvorenja bez kojega se ne može misliti. Na ovu goruću problematiku upućuju brojni pokreti, građanske inicijative kao i političke stranke koje u svoje statute ugrađuju brigu za okoliš i odgovorno ponašanje. Rad polazi od suvremene antropologije koja predstavlja temelj krivoga razumijevanja stvorenoga svijeta, odnosno opasnost od izrabljivanja njegovih potencijala. Naime, sve je pogubnija novovjekovna koncepcija koja je izrodila dogmatičnu ideju antropocentrizma. Ugrozu predstavlja i ideja biocentrizma koja krči put do praktična ostvarenja ravnopravnosti svih oblika života. Toliko potrebno ekološko obraćenje treba uključiti opću solidarnost kao i integralnu ekologiju u kojoj Franjo Asiški može poslužiti kao zaštitnik i svjedok. Obnovljeni bioetički edukacijski sustav pak ne smije isključiti duhovno umijeće vladanja. Valja graditi globalnu ekološku pismenost koja će osobito naglasiti djelovanje čovjeka na životnu sredinu u različitim fazama i dimenzijama. ; A man is inseparable from the other creature without which it is impossible to think. This burning issue is pointed out by many movements, civil initiatives as well as political parties which incorporate care for the environment and responsible behavior into their statutes. The paper starts with the contemporary anthropology which represents the foundation of the wrong understanding of the created world or danger from exploitation of its potentials. Namely, modern conception that created a dogmatic idea of anthropocentrism is becoming more ruinous. The idea of biocentrism, which clears the way to practical realization of all forms of life equalities, also represents a danger. That much-needed ecological conversion should include general solidarity as well as integral ecology in which Francis of Assisi can serve as a protector and witness. Renewed bioethical educational system cannot exclude spiritual art of behavior. Global ecological literacy should be built in order to emphasize the effect of a man on the environment in different phases and dimensions.
The author thinks that liberalism, as a political doctrine, is eminently contradictory, the contradiction being embodied in its two variants. The perfectionist doctrines by William Galston & Joseph Raz advocate liberal forms of good life (autonomy, tolerance, openness to the world), while the antiperfectionist doctrine of John Rawls limits itself to defining the procedural foundations of justice. Raz's & Galston's liberal perfectionism is in danger, in the name of liberal values & virtues, of violating the principle of neutrality of political authority in relation to individual choice of values, while Rawls's concept of procedural justice cannot steer clear of the danger that the total permissiveness regarding individual value options eventually undermines the foundations of liberal society. The author concludes that the balance between perfectionism & anti perfectionism is essential for the defense of liberalism. Such argumentational strategy has to take into consideration the liberal notion of justice, the necessity of a liberating democratic politics, & the concept of a citizen as a subject who, by practicing active tolerance, accepts the responsibility for the community. The author first defines the various facets of globalization in today's world, emphasizing the key changes that are intensifying communication among peoples, nations, & cultures all over the world. However, parallel to this, there are other pressing problems: from the ecological crisis, to the realization of human rights, to the anomie of life & work. All this proves that globalization is not only an economic & technical but, ultimately, practically an ethical & political issue. Along the lines of Hegel's philosophy of world history & Aristotle's practical philosophy, the author has come to view contemporary globalization as a step forward for world civilization, ie, as a possibility for the realization of freedom & a good life. Globalization, of course, scares people with its unpredictability & the erratic development of "global society," which (in line with Beck's distinction between the First & the Second Modernism) today is represented as a society of nation-states, on the one hand, & a "global society of transnational actors," on the other. Due to the increasing globalization & the danger of reducing all beings to things, it is central to point out that a human being is not a thing among other things, & that the appreciation & realization of life requires nurturing & cultivating the variety of human knowledge pertinent to different spheres of the historical world of life. U radu se na temelju arhivske građe pohranjene u Arhivu Jugoslavije i Vojnom arhivu u Beogradu i postojeće historiografske literature daje pregled razvoja brodograđevne industrije u Jugoslaviji. Naglasak je stavljen na planove obnove i izgradnje pomorskih brodogradilišta, kao i na rezultate njihova rada, tj. na proizvodnju brodova za potrebe jugoslavenske ratne i trgovačke mornarice. Pozornost smo posvetili i plasmanu proizvoda jugoslavenske brodogradnje na svjetsko tržište. ; Yugoslav shipbuilding suffered great material damage during World War II. Even that which was not destroyed had very little value at its end. Shipyards had to be built and upgraded according to new and modern concepts. All adopted construction plans and projects of renewal, reorganisation, and modernisation, as well as parallel efforts in production and investment construction, in Yugoslavia were aimed at developing an industrial branch that had been of very little economic importance for the country before World War II. For that reason, significant financial resources (around 28 billion dinars) were invested in the development of the shipyard in the observed period, which enabled larger-scale shipbuilding to begin during the 1950s. Given the permanent military threat to the country in the first post-war decade, shipbuilding in that period placed emphasis on the construction of ships for the needs of the navy. A large number of vessels were built for the needs of the Yugoslav Navy, which significantly contributed to increasing the country's defence capability. However, we must point out that the first fleet program from 1947, which, among other things, foresaw the delivery of 4 cruisers, 20 destroyers, and about 100 submarines to the navy, was never carried out. Due to the reduction of the danger of war, starting in 1953, Yugoslav shipyards began to pay more and more attention to the construction of ships for the needs of the merchant marine and for export. The article puts forward an answer to the following question: why is Iran, thirty years after the 1979 revolution, still at the center of world politics, & why is it, on top of that, a legitimate candidate for the status of one of global powers in the new, multi-polar international order. The author stresses that Iran has been the main obstacle to global ambitions of liberal democracy since 1989, & that it has developed a specific ideological & political system based on the idea of theocratic-republican dualism. Furthermore, after the end of the Cold War, it was convenient to the West to have Iran as the Antagonistic Other (and vice versa). The relative American failure in the war against Iraq (2003-) opened up for Iran the options of connecting on a wider basis with Russia, China, Venezuela & the countries of "Old Europe" (Germany & France). Since the relatively prosperous neighboring countries -- China & the four Asian tigers -- are also founded on dualistic principles, Iran did not have to be liberalized in the way that Eastern Europe was liberalized after the Cold War. As the author concludes, the election of Barack Obama for American president presents a new opportunity to normalize relations between Iran & the West, but the opportunity will be seized only if the USA is willing to accept the multi-polarity of international relations & to renounce the doctrine of liberal interventionism. This paper deals with various philosophical aspects of the notion of listening correlated with forming and disabling of totalitarian communities. Traditional philosophy is mainly critical towards sensual knowledge, whereas contemporary thought is concentrated on listening as a significant and complex phenomenon that can be observed as a cognitive category and through various philosophical perspectives (politics, ethics). For Heidegger, listening has existential status and represents one of Dasein's characteristics. According to him, listening is understanding the one who is close to us (whom we bear in ourselves) – a friend. In Heidegger's philosophy of listening, Derrida recognises the possibility of forming a community of same and close. It alludes to homogenisation and enmity. Abandoning Heidegger's thesis about listening to a friend, Derrida writes about the possibility of listening to the spectre representing an affirmation of the existence of absolute otherness. Listening to the spectre is the only correct ethics by which distance is made and totalitarian community avoided. Like Derrida, Nancy sees the danger of forming a totalitarian community in the sameness and closeness of society's members. The way of avoiding the possibility of forming such a community Nancy sees in immediate (sensual) contact with the world. For Nancy, listening is a contact with the world not mediated by significations and understandings. Listening represents a metaphor of resistance towards aspirations of representative political systems in forming complete and closed communities. By presenting several contemporary philosophical concepts, this paper tries to demonstrate that listening, apart from creating closeness, can maintain an impossible community characterised by irrepresentability and heterogeneity and, more importantly, can function as the resistance toward totalitarian systems. ; Rad se bavi različitim filozofijskim aspektima pojma slušanja u svezi s oblikovanjem i obustavljanjem totalitarnih zajednica. Tradicionalna filozofija uglavnom je kritički nastrojena prema čulnom znanju, dok se suvremena misao usmjerava na slušanje kao značajan i kompleksan fenomen koji može biti promatran kao kognitivna kategorija i kroz različite filozofijske perspektive (politika, etika). Za Heideggera, slušanje ima egzistencijalni status i predstavlja jedno od Daseinovih obilježja. Po njegovu mišljenju, slušanje je razumijevanje onoga tko nam je blizak (koga nosimo u sebi) – prijatelja. U Heideggerovoj filozofiji slušanja, Derrida prepoznaje mogućnost oblikovanja zajednice istih i bliskih. Aludira na homogenizaciju i neprijateljstvo. Napuštajući Heideggerovu tezu o slušanju prijatelja, Derrida piše o mogućnosti slušanja sablasti koja predstavlja afirmaciju egzistencije apsolutne drugosti. Slušanje sablasti jedina je ispravna etika putem koje se uspostavlja udaljenost i izbjegava totalitarnu zajednicu. Poput Derridaa, Nancy vidi opasnost u oblikovanju totalitarne zajednice u istosti i bliskosti članova društva. Način izbjegavanja mogućnosti oblikovanja takve zajednice Nancy vidi u izravnom (čulnom) dodiru sa svijetom. Za Nancyja, slušanje je dodir sa svijetom neposredovan označavanjima i razumijevanjima. Slušanje predstavlja metaforu otpora prema aspiracijama predstavničkih političkih sustava u oblikovanju potpunih i zatvorenih zajednica. Predstavljajući nekoliko suvremenih filozofijskih pojmova, ovaj rad pokušava demonstrirati da slušanje, osim stvaranja bliskosti, može održavati nemoguću zajednicu karakteriziranu nepredstavništvom i heterogenošću te, što je važnije, može funkcionirati kao otpor prema totalitarnim sustavima. ; Die Arbeit behandelt verschiedenartige philosophische Aspekte des Begriffs des Hörens bezüglich der Schaffung und Auflösung totalitärer Gemeinschaften. Die traditionelle Philosophie steht dem sinnlichen Wissen zumeist kritisch gegenüber, während der zeitgenössische Gedanke auf das Hören als ein belangvolles und komplexes Phänomen ausgerichtet ist, welches sich als kognitive Kategorie und aus differenten philosophischen Perspektiven (Politik, Ethik) betrachten lässt. Das Hören hat für Heidegger einen existenziellen Status und repräsentiert eine der Eigenschaften des Daseins. Seines Erachtens ist Hören das Verständnis desjenigen, der uns nahesteht (den wir bei uns tragen) – des Freundes. In Heideggers Philosophie des Hörens erkennt Derrida die Möglichkeit, eine Gemeinschaft der Selben und Nahen zu formen. Er macht Anspielungen auf Homogenisierung und Feindseligkeit. Indem er Heideggers These vom Hören des Freundes verwirft, schreibt Derrida über die Möglichkeit, einem Gespenst zuzuhören, welches die Affirmation der Existenz absoluter Andersheit abbildet. Dem Gespenst zuzuhören ist die einzig richtige Ethik, durch die Distanz hergestellt und eine totalitäre Gemeinschaft vermieden wird. Ebenso wie Derrida sieht Nancy die Gefahr in der Schaffung einer totalitären Gemeinschaft aufgrund von Selbigkeit und Nahekommen der Gesellschaftsmitglieder. Einen Weg, der Eventualität der Formung einer solchen Gemeinschaft auszuweichen, sieht Nancy in direktem (sinnlichem) Kontakt mit der Welt. Für Nancy bedeutet das Hören eine nicht durch Signifikationen und Verständnisse vermittelte Berührung mit der Welt. Das Hören stellt eine Metapher für den Widerstand gegen die Aspirationen der repräsentativen politischen Systeme dar, vollkommene und geschlossene Gemeinschaften zu gestalten. Indem es mehrere zeitgenössische philosophische Begriffe vorstellt, versucht dieses Paper zu demonstrieren, dass das Hören, abgesehen von der Schaffung einer Nähe, auch eine unmögliche Gemeinschaft aufrechtzuerhalten vermag, die durch Nichtrepräsentativität und Heterogenität gekennzeichnet ist, und nicht zuletzt als Widerstand gegen totalitäre Systeme fungieren kann. ; Ce travail aborde divers aspects philosophiques du concept de l'écoute lié à la formation et au renversement des communautés totalitaires. La tradition philosophique relève principalement d'une critique envers la connaissance sensorielle, alors que la pensée contemporaine a trait à l'écoute, en tant que phénomène significatif et complexe, qui peut être considérée comme une catégorie cognitive, et peut également être analysée à travers diverses perspectives philosophiques (politique, éthique). Pour Heidegger, l'écoute a un statut existentiel et présente l'une des caractéristiques du Dasein. Selon lui, écouter c'est comprendre celui qui nous est proche (celui que nous portons en nous) – l'ami. Dans la philosophie heideggérienne de l'écoute, Derrida voit la possibilité de former une communauté des mêmes et des proches. Il fait allusion à l'homogénéisation et à l'hostilité. En rupture avec la thèse heideggérienne sur l'écoute de l'ami, Derrida écrit sur la possibilité de l'écoute du spectre qui présente l'affirmation d'une existence de l'altérité absolu. L'écoute du spectre est l'unique éthique juste au travers laquelle se constitue la distance et s'évite la communauté totalitaire. À l'instar de Derrida, Nancy voit un danger dans la formation de communautés totalitaires dans l'identité et la familiarité. La manière d'éviter toute possibilité de formation d'une telle communauté, Nancy la voit dans le contact direct (sensoriel) avec le monde. Pour Nancy, écouter c'est être en contact avec le monde sans l'entremise de significations et de compréhensions. Écouter présente une métaphore de résistance envers les aspirations des systèmes politiques représentatifs à former des communautés entières et fermées. En présentant quelques concepts philosophiques contemporains, ce travail s'applique à démontrer que l'écoute, hormis créer des affinités, peut préserver une communauté invraisemblable caractérisée par le non-représentationnel et l'hétérogénéité, mais aussi, et ce qui est bien plus important, peut fonctionner comme une force de résistance envers les systèmes totalitaires.
Riječ uredništvaNedavno je završena velika UN–ova klimatska konferencija COP26 donošenjem globalnog sporazuma "Glasgowski klimatski pakt". Ujedno su potvrđeni svi nerazriješeni elementi u mehanizmima za provođenje Pariškog sporazuma o klimatskim promjenama iz 2015. godine i dogovorena transparentnost postupaka u njegovom provođenju. U sklopu potpisane Deklaracije o korištenju šuma i zemljišta, koju je do sada podržalo preko 140 država u kojima se nalazi više od 90% svjetskih šuma, čelnici zemalja obvezali su se zajednički raditi na zaustavljanju i preokretanju gubitka šuma i degradacije zemljišta do 2030. godine.Prvi cilj konferencije odnosio se na ograničavanje povišenja globalne prosječne temperature na razinu koja je znatno niža od 2°C iznad razine u predindustrijskom razdoblju, kao i ulaganje napora u njezino ograničavanje na 1,5°C. Drugi cilj odnosio se na prilagođavanje učincima klimatskih promjena i usklađivanje financijskih tokova s razvojem otpornim na klimatske promjene. U tom cilju do 2025. godine planira se mobilizirati 100milijardi američkih dolara. Kao predvodnik u borbi protiv klimatskih promjena EU se obvezala do 2030. godine smanjiti emisiju stakleničkih plinova za najmanje 55% u odnosu na 1990. godinu.Opći je zaključak da će šume biti od vitalnoga značajenja za postizanje ciljeva u borbi protiv globalnog zatopljenja. Prema istraživanjima World Resources Institute (WRI), šume apsorbiraju 30 posto emisije ugljikovog dioksida. Iako je šuma prirodni klimatski tampon u borbi protiv globalnog zatopljenja, činjenica je da se u svijetu površina šuma i dalje ubrzano smanjuje.Na sastanku je sudjelovao i hrvatski predsjednik Vlade gospodin Andrej Plenković. Najavio je prestanak proizvodnje električne energije dobivene iz ugljena najkasnije do 2033. godine te povećanje udjela obnovljivih izvora energije u ukupnoj potrošnji na više od dvije trećine. Izrazito pohvalno je govorio o hrvatskom šumarstvu i njegovoj stoljetnoj tradiciji, što se inače od naših političara jako rijetko čuje. Jedna od aktivnosti koje Hrvatska planira u sljedećem razdoblju je i sadnja milijun dodatnih stabala godišnje do 2030. godine. Pod tim se podrazumijeva povećanje sadnje sa sadašnjih devet milijuna stabala na 10 milijuna, kako bi se anulirale emisije stakleničkih plinova koje stvaraju vozila turista prilikom dolaska u Hrvatsku. Ta njegova najava u javnosti je otvorila niz pitanja, poput onoga kakvo je trenutno stanje naših šuma, da li se one ubrzano krče, mogu li Hrvatske šume d.o.o. ispuniti ovakav ambiciozan plan i sl. Sva ta pitanja još jednom su pokazala nerazumijevanje i nepoznavanje šuma i šumarstva. Ponajprije u hrvatskom šumarstvu krčenje šuma je zabranjeno osim u propisanim slučajevima, što dokazuje i povećanje površina pod šumom. U javnosti se pošumljavanje, dakle sadnja sadnica, povezuje jedino s obnovom šuma. Stoljetna tradicija hrvatskoga šumarstva obnovu šuma temelji na prirodnoj obnovi, dok se izuzeto od toga pošumljavaju gole, neobrasle i nešumske površine, ili one šumske površine zahvaćene požarima i ostalim katastrofama na kojima prirodna regeneracija nije moguća ili iz bilo kojeg drugog razloga nije uspjela. To nažalost ne znaju ni "Briselski činovnici" kada, kao što je to bio slučaj s ledolomom u Hrvatskoj 2014. godine, kao sanaciju priznaju i financijski valoriziraju samo sadnju stabala. Uz ostalo time na uznapredovale šumske površine s klimatogenim vrstama vraćamo pionirsku vrstu i time činimo "korak unazad".Sljedeća opasnost je ograničavanje sječe, čitaj gospodarenje šumama. Koliko god to imalo smisla kao zaustavljanje krčenja šuma, u Hrvatskoj i zemljama s razvijenom šumarstvom to može imati negativne posljedice. Ograničavanje šumarskih zahvata kroz pasivno zaštićivanje šuma, preferiranje "starih šuma" i sl. negativno će se odraziti na njihovo stanje i zaustaviti proces njihove obnove. Poznato je da mlade šume najviše prirašćuju, a time i apsorbiraju najviše CO2.Drugo je pitanje kako raspolažemo s posječenom drvnom masom. Da li je dovoljno finaliziramo, da li drvo upotrebljavamo kaskadno, da li ga recikliramo ili to sve nadomještamo potrebom za novim količinama? Isto tako zapitajmo se kako i koliko drvo upotrebljavamo kao ekološki najprihvatljiviji energent. Činjenica je da sustavno još nismo savladali pridobivanje biomase iz naših šuma, a drvni pelet čiju smo proizvodnju, zahvaljujući jeftinoj sirovini, podigli na zavidnu razinu, završava pretežito u drugim zemljama, smanjujući im onečišćenja stakleničkim plinovima.Uredništvo ; EditorialThe major UN climate conference COP26 recently ended with the adoption of the global "Glasgow Climate Pact" agreement. At the same time, all unresolved elements in the mechanisms for the implementation of the 2015 Paris Agreement on Climate Change were acknowledged and the transparency of the procedures in its application was agreed upon. As part of the signed Declaration on Forests and Land Use, which has so far been supported by over 140 countries in which more than 90 % of world's forests are located, the leaders pledged to work together to "halt and reverse forest loss and land degradation" by 2030.The first objective of the conference was to limit the increase in global average temperature to a level significantly lower than 2°C above the level in the pre-industrial period, as well as to invest efforts in limiting it to 1.5°C. The second objective was to adapt to the effects of climate change and align financial flows with climate-resilient development. To this end, it is planned to mobilise 100 billion US dollars by 2025. As a leader in the fight against climate change, the EU has committed itself to reducing greenhouse gas emissions by at least 55 % by 2030 compared to 1990.The general conclusion is that forests will be vital in achieving the goals of fighting against global warming. According to research by the World Resources Institute (WRI), forests absorb 30 per cent of carbon dioxide emissions. Although the forest is a natural climate buffer in the fight against global warming, the fact is that the world's forest area continues to decline rapidly.The Conference was also attended by the Croatian Prime Minister, Mr Andrej Plenković. He announced the cessation of electricity production from coal by 2033 at the latest and an increase in the share of renewable energy sources in overall consumption to more than two thirds. He spoke highly of Croatian forestry and its century-old tradition, which is otherwise rarely heard from our politicians. One of the activities that Croatia is planning in the next period is the planting of one million additional trees per year by 2030. This means an increase in the planting from the current nine million trees to ten million in order to annul the greenhouse gas emissions generated by tourist vehicles arriving in Croatia.The Prime Minister's announcement raised a number of questions in the public, such as what the current condition of our forests is, whether they are being rapidly cut down, whether the company Croatian Forests Ltd can meet such an ambitious plan, and others. All these issues once again showed a lack of understanding and ignorance of forests and forestry. First of all, cutting down forests is prohibited in Croatian forestry, except in prescribed cases, as evidenced by the increase in forest areas. The public associate afforestation, that is, planting seedlings, only with forest regeneration. Throughout the century-long tradition of Croatian forestry, forest regeneration has been based on natural regeneration, while bare, unforested and non-forested areas are afforested, including those forest areas affected by fires and other disasters where natural regeneration is not possible or has failed for any other reason. Regrettably, the "Brussels bureaucrats" do not know this either, otherwise they would not, as was the case with ice-break in Croatia in 2014, have recognized and financially valorised only the planting of trees as a recovery measure. Among other things, by doing this we are returning the pioneer species to forest areas improved by climatogenic species, thus making a "step backwards".The next danger lies in limiting felling, (read: managing forests). As much as it makes sense to stop cutting down forests, in Croatia and countries with developed forestry it may have negative consequences. Restricting forestry operations through passive protection of forests, preferring "old forests", etc. will have a negative effect on their condition and stop the process of their regeneration. It is well known that young forests increment the most and thus absorb the highest amounts of CO2.Another question is how we dispose of the felled wood mass. Are we finalizing it sufficiently, are we cascading wood, are we recycling it, or are we replacing it all with the need for new quantities? Let us also ask ourselves in what way and in what amounts we use wood as the most environmentally friendly energy source. The fact is that we have not yet systematically mastered the extraction of biomass from our forests, while wood pellets, the production of which we have raised to an enviable level thanks to cheap raw material, end up mostly in other countries, reducing their greenhouse gas pollution.Editorial Board
RIJEČ UREDNIŠTVAPrijedlog zakona o šumama prošao je prvo čitanje u Saboru Republike Hrvatske. Njegova priprema trajala je skoro dvije godine. U povjerenstvu za izradu sudjelovali su predstavnici svih relevantnih sektorskih institucija, a prijedlog zakona prošao je i e-savjetovanje, nakon kojega je dio primjedbi usvojen. Na saborskom Odboru za poljoprivredu bilo je dosta rasprave o iznosu naknade za općekorisne funkcije šuma, čija bi se stopa trebala zadržati na postojećoj razini od 0,0265 %, ali s oslobađanjem plaćanja naknade svim pravnim i fizičkim osobama koje ostvaruju godišnji prihod do tri milijuna kuna. Vezano za raspodjelu sredstava iz naknade OKFŠ-a buru među šumarskim znanstvenicima i stručnjacima izazvao je prijedlog pravilnika sa smanjenjem financiranja znanstveno-istraživačkih radova sa sadašnjih 5 % na samo 1 %, što bi u praksi značilo da se samo oko milijun i pol kuna raspodjeljuje za šumarsku znanost. Svjesni svih ugroza koje trenutno vladaju u hrvatskim šumama, ovakav prijedlog je stvarno nerazuman i podcjenjivački. Valja se nadati da će kritički komentari i prijedlozi uroditi plodom te da će se znanstveno-istraživačkim radovima propisati traženih 10 % od ukupnih sredstava iz fonda OKFŠ-a. Novi pak Pravilnik o nedrvnim šumskim proizvodima unosi nepotrebno i golemo administriranje zbog izdavanja dozvola za besplatno sakupljanje šumskih plodova za vlastite potrebe, bez mogućnosti kvalitetne kontrole ulaska u šumu na temelju kojega mogu nastupiti i značajne štete za dio šumskog ekosustava, a povećana je i opasnost od šumskih požara.Nedavno najavljeno osnivanje sedamnaeste podružnice Hrvatskih šuma u Slatini, za područje Virovitičko-podravske županije, možda je prošlo nekako nezapaženo i ne previše glasno komentirano u šumarskoj javnosti. Međutim, sama realizacija te ideje otvorila bi Pandorinu kutiju iz koje ne znamo što bi sve izašlo, a po mitologiji iz te kutije je izašlo zlo. Raspodjela državnih šuma i šumskih zemljišta u Republici Hrvatskoj ne prati političke granice županija i općina. To je davno napušteno. Trgovačko društvo Hrvatske šume d.o.o. u stopostotnom je vlasništvu Republike Hrvatske i brine se o gospodarenju državnim šumama, ne gledajući na lokalne granice, jer je interes šume u prvom planu. Naravno da lokalno stanovništvo treba imati koristi od resursa kojima raspolaže, ali to se rješava kroz zapošljavanje u Hrvatskim šumama d.o.o., prodaju ogrjeva, sakupljanje nedrvnih proizvoda i slično. Najavljena korist za Virovitičko-podravsku županiju osnivanjem nove podružnice kosi se s današnjim ustrojem i upravljanjem Hrvatskim šumama. Nijedna županija ne radi razvojne planove za Hrvatske šume d.o.o., no suradnja s jedinicama lokalne uprave posvuda postoji, jer su šumari oduvijek bili dio zajednice u kojoj su djelovali. Ne samo da je najava upravljanja eventualnom novom podružnicom iz županije nemoguća, nego bi se time otvorila mogućnost prekrajanja granica i ostalih podružnica po županijskim granicama. Neke podružnice mogle bi biti ukinute, a neke bi se proširile izvan povijesnih i tradicijskih granica. Svaki ustroj ima svojih nedostataka i ne može se reći da je sadašnji idealan, ali sa svakom najavom promjena, posebice ako nisu cjelovite nego parcijalne, provedbom istih dolazi do sukoba u kojima glavnu ulogu ne igraju racionalni gospodarski razlozi, nego trenutna politička moć. Trenutno postoji 21 županija s gradom Zagrebom, ali već godinama se vode rasprave treba li smanjiti broj tih administrativnih jedinica. Za koju godinu će možda postojati samo nekoliko regija. Da li bi onda ponovno trebalo prekrajati granice podružnica unutar Hrvatskih šuma d.o.o.? Današnje poslovanje trgovačkog društva u državnom vlasništvu, iako ima monopolistički položaj, nikako ne određuje tržišno poslovanje, nego državom uvjetovana raspodjela sirovine po dugo vremena najnižim cijenama u regiji, ali i u čitavoj Europskoj uniji. Najveću cijenu "darivanja" državnog resursa plaća šuma kojoj se ne vraća ono osnovno kroz dostatne šumsko-gospodarske zahvate, a kamoli da joj se poboljšava stanje sanacijom uslijed elementarnih nepogoda, promjene klime, pojave novih štetnika i drugih ugroza. U takvoj situaciji razmišljati o stvaranju nove podružnice zbog zadovoljavanja lokalnih apetita nikako nije mudro ni racionalno. Uredništvo ; EDITORIALThe forest law proposal has gone through the first reading in the Sabor of the Republic of Croatia. It has been prepared for almost two years. The conflict of interest committee was participated by the representatives of all relevant sector institutions; the Law proposal also underwent an e-consultation after which a part of the comments were accepted. At the Board of Agriculture there was considerable discussion on the amount of reimbursement for the nonprofit forest functions, the rate of which should be retained at the present level of 0.0265%, though with the exemption from payment granted to all legal and physical persons with a yearly income up to three million Kunas. In connection with the distribution of the means from the OKFŠ (nonprofit forest functions) fund, the proposed regulations that would reduce the finances for the scientific research from the present 5% to only 1% have caused a turmoil among the scientists; this would practically mean that only about 1.5 million Kunas would be alloted to forestry science. Considering the many current threatening issues related to the Croatian forests, a proposal of this kind is irrational and degrading. We hope that the critical comments and suggestions will supports the efforts toward achieving the required 10% of the OKFŠ fund for scientific research. On the other hand, the new Regulations on the non-wood forest products are causing the unnecessary huge administration due to the issuing licences for free uncontrolled collection of forest fruits for personal use, which could lead to considerable damage to one part of the ecosystem; besides, this would increase the already high danger of forest fires. The recently announced foundation of the 17th branch office of the Croatian Forests in Slatina for the region of the Virovitica/Podravina county has been almost unnoticed and only marginally commented in the forestry environment. However, the realisation of the idea would open the Pandora's box, out of which who knows what would emerge; the myth says, all the evels of the world. The distribution of state forests and forest areas in the Republic of Croatia does not coincide with the political borders of the counties and municipal areas, as it used to be for a long time. The trading company Croatian Forests Ltd. is entirely owned by the Republic of Croatia, so that the state takes care of the management of its forests without considering the local border lines. The care for the forest comes first. The local population should benefit from the forest resources, which is achieved through employment in Croatian Forests Ltd., sale of fuelwood, collecting the non-wood products, etc. The announced benefit for the Virovitica/Podravina county through the foundation of the new branch is in conflict with the present constitution and management of the Croatian Forests. No county makes development plans in the name of the Croatian Forests Ltd.; however, there is a collaboration among the units of the local management because foresters have always been a part of the community in which they have been active. Not only that the announcement of the management of a new branch office in a county is unacceptable, but it would also open a possibility of changing the borders of other branch offices, some of which could then be cancelled, others would cross outside of the historical traditional borders. With all the disadvantages of the present constellation, we cannot claim that the present one is ideal; with every proposed change, particularly such that is not global but particular, its implementation usually results in conflicts, not caused by rational economic reasons, but by current political power. There are now twenty-one counties, including the City of Zagreb. Disputes have been going on for years on whether the number of these administrative units should be reduced. In a few years, there may be only several regions. Should the borders of the branch offices be then again changed within the borderlines of the Croatian Forests Ltd? Though monopolistic, the present business management of the trading company owned by the state is not defined by the market but by the distribution of raw materials at the lowest prices in the region and all European Union over a long time. The highest price of "giving away" the state resources has been paid by the forest without reimbursing it with what is fundamental - satisfactory forest management operations, not to speak of improvements by recovery after damages, climate change, new pests and other threats. At this time the opening of new branch offices in order to satisfy local appetites is neither wise nor rational. Editorial Board
