SOY kriterleri aslında ülkelerin orman kaynaklarmı nasıl kullandığını ortaya koymasının yanında ormancılık faaliyetlerine bazı standartlar da. getirmiştir. Temel amacı ormancılıkta kaliteyi, reka beti artırmak, ormancıhk faaliyeti gösteren kurum ve _kuruluşlara itibar kazandırmak ve en önemlisi ormancılıkta .denetimi ve orman k.aynaklarının izlenmesini sağlamak ol.an sertifikalandırma kavrarnı SOY krit_erlerini_n ortaya konulmasıyla anlam ve önem kazanmıştır. Dünya genelinde orman sertifikalandırması yapan birçok ul usal ve ul uslararası kurum olmakl.a birlikte Forest Stewardshi p Council (FSC) ve Programme fcır the End_orsemen_t of ForestCertification (PEFC) en çoktanınan vedünya genelindeki birçok orman alanına sertifika veren ku rumlardır. Ülkemizde ormancılık alanında faaliyet gösteren ul usal bir sertifika kurumu bulunmamakla birlikte FSC tarafından akredite edilmiş özel kurul uşlar sistem içinde yer almakta ve FSC adın_a sertifika vermektedirler. This paper, which studies certification process based on forestry activities in Turkey, presents the çertification process in forestry as aconcept. 22 Temmuz 2007 Genel Seçimleri öncesi tiraj bakımından ilk 10 sıradaki ulusal gazetelerde yayınlanan AKP ve CHP siyasal reklamlarını kullanım özellikleri bakımından karşılaştırmayı amaçlayan bu çalışmada, toplam 178 reklam incelenmiştir. İçerik çözümlemesi bulgularına göre, iktidar partisi konumundaki AKP reklamlarında, kendi hükümeti zamanında yaptıkları icraatları veya gelecek dönemdeki projelerini anlatan pozitif bir anlayış egemendir. Ana Muhalefet Partisi CHP ise reklamlarında, rakibe doğrudan ya da imalı saldırıyı içeren negatif unsurlara daha fazla yer vermiştir. AKP 22 Temmuz Genel Seçimlerinde yürüttüğü kampanya çalışmalarında imaj reklamlarını; CHP ise konu reklamlarını daha çok kullanmıştır. Her iki parti de siyasal reklamlarında ekonomi, sağlık, eğitim, ulaşım, demokratik haklar, konut sorunu, terör ve sosyal güvenlik gibi Türkiye'nin kronikleşen meselelerini farklı boyutlarda ele alıp tartışmışlardır. Reklam yayınında gerek AKP gerekse de CHP daha geniş seçmen kitlesine ulaşmak adına, tirajı yüksek gazeteleri (Hürriyet, Milliyet, Sabah gibi) tercih etmişlerdir. Ayrıca AKP ve CHP seçim sürecinin son haftasına girildiğinde siyasal reklam yayınına ağırlık vererek; kampanya mesajlarının akılda kalıcılığını artırmaya çalışmışlardır. ; With the aim to compare usage attributes of political advertisings made by the AKP (Justice and Progress Party) and the CHP (Republic and Peoples Party) a total of 178 advertisings were published in the first 10 national newspapers ranking by circulation, have been analyzed. In this research according to the findings of the content analysis, a positive approach dominated the advertisings of the ruling AKP, depicting the achievements of their period or the projects for the new term. On the other hand, the main opposition party CHP displayed negative elements, containing direct or implied attacks to the opponent more frequently. In the election campaigns for the general elections of July 22nd 2007, the AKP placed image ads more frequently, while the CHP used issue ads more. Both parties discussed in their political advertisings various dimensions of chronic problems of Turkey like economy, healthcare, education, the transportation system, democratic rights, the housing problem, terror, and social security. For purposes of a wider reader reach, both parties choose dailies of high circulation (like Hürriyet, Milliyet, and Sabah etc.). With the aim of improved recall, both parties gave also more weight to political advertisings in the final week.

Executive Council Thirty-Fourth Ordinary Session 7 – 8 February 2019 Addis Ababa, Ethiopia ; The African Union Advisory Board on Corruption (AUABC) was established in accordance with the provisions of article 22 (5) (a) of the African Union Convention on Preventing and Combating Corruption (AUCPCC). The Convention was adopted at the second ordinary session of the Assembly of Heads of States and Government of the African Union in Maputo, Mozambique, on 11th July 2003, and entered into force on 5th August 2006, thirty (30) days after the deposit of the fifteenth instrument of ratification. As at November 2018, the Convention had been signed by 49 states and ratified or acceded to by 40 States.

06.03.2018 tarihli ve 30352 sayılı Resmi Gazetede yayımlanan "Yükseköğretim Kanunu İle Bazı Kanun Ve Kanun Hükmünde Kararnamelerde Değişiklik Yapılması Hakkında Kanun" ile 18.06.2018 tarihli "Lisansüstü Tezlerin Elektronik Ortamda Toplanması, Düzenlenmesi ve Erişime Açılmasına İlişkin Yönerge" gereğince tam metin erişime açılmıştır. ; Bu çalışma Ortaçağdan 20. yüzyıla kadar Kur'an çevirilerindeki çeviri stratejisini tarihsel gelişimleri ile ele almaktadır.Ortaçağda yapılan Kur'an çevirilerinde amaç İslamiyet'i veya Kur'anı anlatmak değil, zamanın misyonerlik çalışmalarında etkili olmaktı. Böyle bir durum söz konusu olduğu için o zamanlar Hz. Muhammed'in hayatı birçok çevirmen tarafından göz önünde alınmamıştır. Her ne kadar Hıristiyan çevirmenlerin yalnızca bir kaçı tarafından yerine getirilmiş olsa bile yeterli olmamıştır. Bu durum Müslüman âlimlere göre Kur'an'ın anlaşılabilmesi ve gerçek anlamıyla çevirisinin yapılabilmesi için Hz. Muhammed' in hayatını bilmek çevirinin ön koşullarından birisidir.Avrupa Ortaçağında bilim ve kilisenin dili Latince olduğu için o dönemdeki Kur'an çevirileri Arapçadan Latinceye yapılmıştır. Ancak yapılan bu çeviriler, özellikle çevirmenin görüş açısını yansıtmaya yönelikti. Dönemin politik ve sosyal şartları, çevirmenin çeviri stratejisini de etkilemiştir. Bunun sonuncunda ise yapılan çeviriler Kur'anın içeriğinden çok çevirmenin savunduğu bakış açısı ve misyonerliğin yansımalarıydı. Bu durum Reformasyon döneminde de neredeyse hiç değişmemiştir.Luther Kur'anı Almancaya çeviren ilk çevirmenlerdendi, fakat onun yapmış olduğu Kur'an çevirisi de Ortaçağ da çevrilen Kur'an tercümelerinden çokta farklı değildi. Her ne kadar Yeniçağın başlarında Kur'an çevirilerindeki olumsuz tablo kendini değiştirmiş olmasa da, Hümanizm akımının etkileri kendini bu çevirilerde göstermeye başlamıştır.Aydınlanma döneminde ise durum çelişkiliydi. Hala Kur'anı çürütmeye yönelik çalışmalar yapılmış olsa bile, bu dönemde İslamiyet'e ve Kur'ana karşı olumlu düşüncelerde gelişmeye başlamıştır. Johann Wolfgang Goethe, Ephraim Lessing, Herder ve Rückert gibi önemli isimler sayesinde İslam karşıtı görüşler değişime uğramaya başlamıştır. Böylelikle Kur' an düşmanlığının sona ermesi Kur'an'ın Alman dilinde asıl değer ve anlamını kazanmasını da beraberinde getirmiştir.Anahtar Kelimeler: Kur?an çevirileri, çeviri stratejileri, dönemsel özellikle ; This present work is about Qur'an translations of the Middle Ages until the 20th Century regarding to the influence of historical factors that have influenced the translation strategy of the Qur?an translator.Since the translation of the text or the original text is based on the Qur'an, this is illustrated in the overview summary. Also, the life of the prophet Muhammad plays a major role in the translations. Muslim scholars presuppose the knowledge of Mohammed's live in their translations as a prerequisite for the understanding of the Qur'an. This prerequisite has been met by only a few Christian translators.As the science and world language in the European Middle Ages was Latin, the early Qur?an translations were made from Arabic in that language. However, their executions are associated with polemical intent. The political and social circumstances caused that the translator included in the application of the translation strategy his intent to refutation of the Qur'an.Even in the age of the Reformation, the situation for the refutation of the Qur?an has not changed a lot. Luther's translation of the Qur'an was playing an important role in German-speaking territories. He is one of the first, who translated the Qur?an into the German language, but unfortunately the textual sources - still breathing the medieval mind - Luther used for his translation strategy is very important, because the source was the translation of the Qur?an from the Middle Ages.However, in the beginnings of the modern era, the basic idea of refutation has not changed. But the translations are influenced by the humanist ideal of the translator.The situation in the Age of Enlightenment is ambivalent. There are still translations made in the controversial theology, but the tide of the enemy image of Islam had been able to be changed only because of contacts by great personalities such as Goethe, Ephraim Lessing, Herder, and especially by Rückert. The repeal of hostility helped, that the real meaning and value of the Qur'an could be considered in the German language.Keywords: Qur?an translations, translation strategies, epochal characteristics

Balıkesir Üniversitesi, Sosyal Bilimler Enstitüsü, İşletme Ana Bilim Dalı ; Türkiye'de orman işletmeciliği Tanzimat döneminden sonra başlamıştır. Bu tezin amacı orman işletmeciliğinin tarihsel gelişim sürecini, Devlet orman işletmelerinin kuruluşunu ve orman ürünleri ticaretini incelemektir. Orman işletmeciliğinin önemli tartışma konularından biri Devlet eliyle ormanların işletilmesidir. Bu çalışmada orman işletmeciliğinin ve Devlet orman işletmelerinin hukuksal altyapısı ve orman ürünleri ticareti incelenmiştir. Türkiye ormanları yaklaşık seksen yıllık bir dönemde özel kişi ve kuruluşlarca işletilmiştir. Ancak bu uygulama Türkiye ormanlarının tahribine, orman ekosisteminin bozulmasına neden olmuştur. Türkiye'de Devlet orman işletmeciliğine geçişin birçok nedeni mevcuttur. Bunlardan en önemlisi ormanlardan aşırı faydalanmadır. Diğer bir önemli neden ise ormanların mülkiyetinin Devlete ait olmasıdır. Osmanlı İmparatorluğu tarımsal ekonomiye dayalı bir Devlet olarak gelişti ve genişledi. Devletin ekonomik gücü elinde tutabilmesi için de tarımsal üretimi kontrol etmesi gerekiyordu. Osmanlı İmparatorluğu bu gücü, toprak mülkiyetine sahip olmakla elde ediyordu. Devlet orman işletmeciliğine geçişin diğer bir nedeni de özel kişi ve kuruluşlar aracılığıyla ormanlardan elde edilen gelirlerin yetersizliğidir. Tanzimat Fermanından 1937 yılına kadar olan orman işletmeciliği uygulamalarında temel amaç doğal bir servet olarak görülen ormanlardan en yüksek miktarda gelir elde etmekti. Seksen yıllık bir özel kişi ve kuruluşlar ile orman işletmeciliği uygulamaları ile yeterli gelir elde edilemediği gibi ormanlar da tahrip edilmiştir. Devlet orman işletmeciliğine geçişte 1929 Dünya ekonomik buhranından sonra yaşanan ekonomik gelişmelerin de etkisi olmuştur. Sonuç olarak mülkiyeti Devlete ait olan ormanları güvence altına almak ve işletmek amacıyla Devlet orman işletmeleri kurulmuştur. Seksen iki yıllık Devlet orman işletmeciliği deneyimi Türkiye ormanlarının artırılmasında ve işletilmesinde başarılı olduğunu göstermektedir. ; Forestry administration has started after the Tanzimat reform era in Turkey. The aim of this thesis is to examine the historical development process of forestry administration, the establishment of state forestry directorates and the trade of forestry products. One of the important topics of discussion regarding forestry administration is the management of forests by favour of the state. In this study, the legal infrastructure of forestry administration, state forestry managements and the trade of forestry products were examined. The forests of Turkey have been operated by natural persons and institutions for a period of almost eighty years. However, this implementation has caused the destruction of the forests in Turkey and the degradation of the ecosystem. There are many reasons of the transition to state forestry administration in Turkey. The most important among these is the exploitation of forests and another important reason is that the forests are owned by the state. The Ottoman Empire developed and expanded as a state based on agricultural economy. The state had to control agricultural production in order to be able to keep the economic power. The Ottoman Empire obtained this power through the ownership of land. Another reason of the transition to state forest administration is the insufficiency of the income earned from forests through natural persons and institutions. Throughout the period between the Imperial Edict of Reorganization and 1937, the main objective in forest management implementation was to obtain the highest amount of income possible from forests being regarded as natural resources. Within a period of eighty years led by natural persons and institutions, adequate income could not be obtained through forest administrations and forests were destroyed. The economic developments experienced after the 1929 World economic depression also affected the transition to state forest administration. Consequently, State forestry directorates were established in order to secure and operate the forests belonging to the state. Eighty-two years of experience in State forestry administration shows that it has been successful in increasing the number of and operating of forests in Turkey.

ÖZETPartilerin parlamentoda tek başına çoğunluluğu sağlayamadığı durumlarda genellikle koalisyon hükümeti modeli uygulanmıştır. Türk kamuoyu ise bu modelle 15 Ekim 1961 seçimleri sonucunda tanışmıştır. 1961 Anayasası'nın getirdiği yeni seçim sistemi küçük partilere meclise girme olanağı sağlarken büyük partilerin oylarını düşürmüş, tek bir partinin hükümet kurmasını zorlaştırmıştı. Ekim sonuçları da bunun göstergesi olmuş; CHP en fazla oyu almasına rağmen tek başına hükümet kuracak çoğunluğu sağlayamamıştır. Böylece Türkiye'de tek partili hükümetler dönemi sona ermiş ve 1965 seçimlerine kadar sürecek koalisyon hükümetleri dönemi başlamıştır.Türkiye'de 1961- 1965 yıllarında dört farklı koalisyon hükümeti kurulmuştur. Bunlardan ilk üçü CHP lideri İsmet İnönü tarafından, dördüncüsü ise Bağımsız Kayseri Senatörü Suat Hayri Ürgüplü tarafından teşkil edilmiştir. Üçüncü İnönü Hükümeti'nin istifası üzerine, Cumhurbaşkanı Cemal Gürsel yeni hükümeti kurma görevini Bağımsız Kayseri Senatörü Suat Hayri Ürgüplü'ye vermişti. Tarafsız bir başbakan olan Suat Hayri Ürgüplü AP, CKMP, YTP ve MP ile yaptığı görüşmelerden sonra bu partilerle yeni hükümetin hedef ve planlarını içeren bir koalisyon protokolü imzalamıştır.20 Şubat 1965'te kurulan Ürgüplü Hükümeti'nde MP, CKMP ve YTP genel başkanları görev almazken meclis dışından gelen Süleyman Demirel başbakan yardımcılığı görevini üstlenmiştir. Ayrıca başbakan dışında bağımsızlara görev verilmemiştir. 26 Şubat 1965'te hükümet programı açıklanmıştır. Daha çok yapılması planlanan işler ve temennilerden oluşan program, daha önceki hükümetlerinkiyle oldukça benzerlik göstermesine rağmen 4 Mart'ta yapılan güven oylamasıyla Meclis tarafından kabul edilmiştir.TRT tartışmaları, Petrolün millileştirilmesi, toprak reformu, aşırı cereyanlarla mücadele gibi konular iç politikada hükümeti uğraştıran ana meseleler olmuştur. Hatta bu konular, koalisyon ortakları arasında da zaman zaman anlaşmazlıklar yaratarak koalisyonun varlığını tehdit etmiştir. 8 ay iktidarda kalan Ürgüplü Hükümeti, Kıbrıs meselesini milli bir dava olarak görmüş, dış politikasını da bu çerçevede şekillendirmiştir. Nitekim iç meselelerde fikir ayrılığına düşen AP, CKMP, YTP, CKMP ve CHP Kıbrıs sorununda ortak bir tavır sergilemiştir.ABSTRACTWhen a party can not constitute majority at the parliament, usually the coalition government model is adopted. Turkish public has met this model after the elections dated 15th October 1961. The new election system introduced by the 1961 Constitution has enabled small parties to participate in the parliament, thus decreasing the votes of the big parties it was made difficult for a single party to form a government. The result of October elections was an indicator to this. Although CHP has got the highest votes, they were not able constitute majority to form the government alone. In this way single party government era has reached to an end and a new era of coalition governments has started which would last until 1965 elections. Between 1961 and 1965 four different coalition governments have been established in Turkey. First three were established by the leader of CHP, İsmet İnönü and the fourth was established by the Independent Senator of Kayseri, Suat Hayri Ürgüplü. After the resignation of the Third İnönü Cabinet, President Cemal Gürsel has handed over the mission of establishing a new government to the Independent Senator of Kayseri, Suat Hayri Ürgüplü. Being an independent Prime Minister Suat Hayri Ürgüplü has signed a coalition protocol with AP, CKMP, YTP and MP consisting the targets and plans of the new government after completing his negotiations with these parties. Non of the leaders of MP, CKMP and YTP parties have participated in Ürgüplü Government which has been established on 20th February 1965, whereas Süleyman Demirel who was not a member of the Parliament, was assigned as the Assistant of the Prime Minister. Non of the independent members of the Parliament, except the Prime Minister have participated in this government. On 26th February 1965 the Government Program was announced. Although the program had many things in common with the previous Government Plan, consisting mostly the work plans to be accomplished and wishes, has been accepted by the Parliament after the vote of confidence held on 4th of March. Concerning the internal politics, arguments about Turkish Radio and Television, nationalising of oil, land reform, struggle with the extreme trends were the main issues that the Government had to deal with. These issues have been the major difficulties for the Government to work hard and from time to time have threatened the existence of the coalition due to the disagreements on the issues. Ürgüplü Government, remaining in power for eight months has regarded the Cyprus question as a national cause and shaped its foreign policy within this respect. As a matter of fact although AP, CKMP, YTP and CHP have dissented in internal questions, they have presented a common attitude about Cyprus question.

Üsküdar ve Meknes arasında yerel yönetimler alanında yaptığımız karşılaştırmanın hedefi, Türkiye'nin günümüz deneyimlerinden faydalanmaktır. Karşılaştırma yapılmasında; özellikle Üsküdar'ın hem nüfus hemde yüzölçümü konusunda Meknes ile benzerlik göstermesi itici güç olmuştur. İki belediye yöneticileri arasında performans yönetimi sistemi konusunda görüşmeler yapıldı, çok sayıda belediye yöneticilerine bu sistem hakkında sorular yönetilmiştir. Görüşmelerimizin, büyük bir çoğunluğu yüz yüze gerçekleştirken, bu görüşmeler sistemi anlamamız açısından faydalı olmuştur. Görüşmelerimizin sonucunda; Meknes belediyesinin teorik olarak yerel yönetimlerde performans yönetim sistemine sahip olduğunu ancak pratikte bu sistemi hayata geçirme konusunda aynı beceriye sahip olmadığını ve bunun için daha zamana ihtiyacı olduğu görülmüştür. Meknes belediyesi, prosedüre ugun olarak performans değerlendirmesi sistemini yürüttüğü ancak değerlendirmeden aldığın performanas notunun genellikle idari birime olan yakınlığın ve aynı siyasi görüşte olmanla doğru orantılı arttığı görülmüştür. Üsküdar belediyesi ise 4 yıl önce performans değerlendirmesi sistemine son verdiğini, bireyin performans değerlendirmesinin şube müdürüne bağlandığı görülmüştür. ; The comparison between Üsküdar and Meknes in the area of local governments is aimed at benefiting from today's experiences in Turkey. In comparison; especially Üsküdar's similarity with Meknes in terms of both population and area has been the driving force. The performance management system was discussed among the two municipal administrators, and a large number of municipal administrators were asked questions about this system. While the majority of our interviews were conducted face-to-face, these interviews were useful for our understanding of the system. As a result of our interviews; The Meknes municipality has theoretically a performance management system in local governments, but in practice it does not have the same ability to implement this system and it needs more time. Meknes municipality, as a procedure, conducted the performance evaluation system, but the performance ratings that you get from the evaluation have generally increased in relation to the closeness to the administrative unit and the fact that you are in the same political view. The municipality of Üsküdar concluded that the performance evaluation system was terminated 4 years ago and the performance evaluation of the individual was connected to the branch manager.

Günümüz toplumlarının karşı karşıya kaldıkları sorunların başında, farklılıkların eşit ve barış temelinde, birlikte yaşamlarını gerçekleştirme gelmektedir. Bugün itibariyle dünyadaki mevcut devletlerin belki de birkaçı hariç hemen hemen tümünün etnik, dinsel ve mezhepsel açıdan heterojen oldukları gerçeği dikkate alındığında, bu sorunun aslında evrensel ölçekte ciddi bir soruna tekabül ettiği çok net bir şekilde görülebilecektir. Modern bir kavram olarak çokkültürlülük İngiliz Milletler Topluluğu ülkelerinde sıklıkla gündeme gelse de, çokkültürlülük uygulamalarında Kanada, dünyadaki iyi uygulama örnekleri arasına gösterilebilir. Kanadanın kuruluş koşullarını göz önünde bulundurduğumuzda, başlangıçtan itibaren farklılık anlayışı, ayrılık anlayışını değil, birliktelik anlayışını besleyecek şekilde yorumlayarak ele almıştır. Ayrıca Kanadayı çokkültürlülük konusunda iyi bir model yapan özellik iki farklı milletin (İngiltere, Fransa) kurucu unsur olmasıdır. İki millet tek devlet politikası esasında şekillenen Kanada, kuruluş aşamasında bu farklılıklardan kaynaklanan kimi tartışma ve çatışmalar yaşamış olmasına rağmen bu sorunu politik olarak en iyi çözen devletlerden birisi olarak görülmektedir. ; One of the most important problems that confront todays societies is ensuring cohabitation of differences on the basis of equality and peace. As of today, barring a few, almost all of the current states are heterogenous in terms of ethinicity, religion and denomination, so it can be seen that this is a global problem. Although multiculturalism as a modern concept is frequently used in Common wealth countries, Canada can be highlighted as a country of model practice regarding multiculturalism. When we take into consideration the conditions of Canada in its foundation, we observe that from the very beginning, the country interpreted differences in a way to foster unity, not separation. Moreover, the quality that makes Canada a model practice in terms of multiculturalism is that two nations, i.e. the English and the French, are founding elements. Formed on the basis of two nations-one state, Canada experienced some controversies and conflicts in its inception arising from these differences, but it is considered one of the countries that solved this problem in the best possible way politically.

While peace in national level is a public good, peace in international level is a global public good which should be financed accordingly. In this study, first, characteristics of peace as a global public good is investigated, then, how peace operations are financed in United Nations (UN) is examined. Although, there have been significant improvements on financing structure of UN peace operations, it is still not very efficient and the current level of funding for UN peace operations is inadequate. There is also a need for an effective sanction for late payment of peacekeeping assessments. In the literature, there have been many new ideas to finance peace operations more effectively, ranging from insurance approach (countries get insurance from UN) to applying some kind of arm trade tax on countries. Suggestions to improve financing peacekeeping operations as global public goods are also discussed in this study.

Terörizm, topluma karşı siyasal amaçlı şiddet kullanımı olarak tanımlanabilir. Terörizmin, yaratılan kaos ortamından maddi çıkar sağlamaya çalışmasının yanında hedeflerinden birinin de devletin siyasal olarak dönüştürülmesi ve yok edilmesi olduğu söylenebilir. Terörizmin analizi yapılırken devlet olgusunun temel tarihsel ve kavramsal özelliklerinin göz önünde bulundurulması gerekmektedir. Devlet olgusunun incelenmesi için, Carl Schmitt'in politik felsefesinden yararlanılabilir. Schmitt'in üzerinde durmu olduğu "siyasal toplum", "siyasal alan" ve "neyin siyasal oldu u" gibi konular, terörizmin anlaşılmasında geniş bir bakış açısı sunmaktadır. Siyasal toplum ve devlet olgusundan hareketle de güvenlik konusu terörizmle bağlantılı bir şekilde ele alınabilir. Çünkü her devletin güvenlik anlayışı ve algısı, o devletin yapısal özellikleri ile ilgilidir. Terörizm ise bu algıları değiştirmeye çalışmaktadır. Bu noktada "güvenlik algılaması" yaşamsal bir konu olmaktadır. Schmitt'in politik felsefesi ile bağlantılı bir şekilde, güvenliğin algılama boyutuna özel önem veren Kopenhag Ekolünün "güvenlikle tirme" kavramının incelenmesi, terörizmin analiz edilmesine ve amaçlarının belirlenebilmesine olanak sağlayabilir. Dolayısıyla, "güvenlikleştirme" ve özellikle "güvenliksizle tirme" kavramlarının, terörizmi anlamlandırmada anahtar role sahip oldukları ileri sürülebilir. Çünkü terörizm kendini, hedeflerini ve taleplerini "güvenliksizle tirerek", "siyasalla tırarak" ve "normalle tirerek" gerçekle tirmeye çalı ır. Uluslararası İlişkiler Disiplini özünde barış nasıl tesis edilebilir sorusu üzerinden ortaya çıkmış bir disiplindir. Süreç içerisinde barış olgusu güvenlik ile paralel şekilde ele alınmış; güvenliğin sağlanarak aynı sorunların tekrar yaşanmaması için neler yapılabileceği konusunda çaba sarf etmektedir. Disiplinin temel inceleme alanı ve baş aktörü devlet olduğu için; devletlerin var olduğu süreçten itibaren disiplinden bahsetmek mümkündür. Modern anlamda 1648 Westfalya Antlaşması ile kurulduğu belirtilen disiplin, günümüze kadar içerisinde birçok farklı tartışma ve düşünceye ev sahipliği yapmıştır. Lakin birçok tartışma ve düşünce özünde güvenlik odaklı olup, devletlerin güvenliğini nasıl tesis edileceği veya güvenliğin neden gerekli olup, hangi koşullarda bunun ihlal edildiği konusu üzerinde tartışılmıştır. Güvenlik devletlerin en vazgeçilmez olgusu olduğu için disiplin içinde hemen hemen her teorik tartışma güvenliğe atıfta bulunmuştur. In the process, the peace case is handled in parallel with the security and efforts are made to ensure that the same problems do not happen again. Since the main subject of discipline is the state, it is possible to talk about discipline from the time when states exist. In the modern sense, the discipline established by the Treaty of Westphalia of 1648 has hosted many different debates and conventions within the day. However, many discussions and thoughts are essentially security oriented and discussed on how to establish the security of the states or why security is necessary and in which conditions it is violated. Since security is the most indispensable state of the states, almost every theoretical discussion in the discipline has been found in safety. The study will examine all approaches to security in the past to the present. Then the process of emerging new paradigms, where security is diversified towards the 21st century, will be addressed. Globalization and technological developments in the form of a horizontal Cyber emerged as a new field in the process of promoting space will take place on the basis of the work; Cyberspace as a new challenge occurring in cyberspace Security will handle cases examined. How cyber security is incorporated into the International Relations and how it is analyzed will be an important and key point of study.

Kamu politikası analizi, kamu politikası çalışmalarının ilgilendiği temel konulardan biridir. Toplumun ve siyasetin giderek karmaşıklaşması, karşılaşılan sorunların daha karmaşık hale gelmesine neden olmaktadır. Bunun sonucunda, sorunların çözümüne yönelik karar verme süreçlerinin daha güçlü şekilde desteklenmesi gerekmektedir. Kamu politikası analizi, kamu politikalarına karar verme aşamasında başvurulan önemli bir yöntemdir. Anketler, istatistikler, veri setleri, diğer sayısal gereçler ve düzenleyici etki analizi gibi teknikler politika analizinin zanaat boyutunu meydana getirirken içe bakış, sezgisel unsurlar, öngörü ve çeşitli informal süreçler ise sanat boyutunu meydana getirir. Bu karmaşık olgu, hem üstlendiği işlevler, hem de karar vericilere sağladığı çok yönlü içebakışla daha sağlıklı karar vermeye yardımcı olmaktadır. ; Public policy analysis is one of the basic areas of interest of public policy studies. The increasingly complicated structure of society and politics leads to the complexity of problems encountered. As a result, decision-making processes aiming at the solution of problems have to be supported more robustly. Public policy analysis is an essential method used in decision-making stage of public policy processes. Surveys, statistics, datasets, other numerical instruments and techniques such as regulatory impact analysis create the craft aspect of policy analysis whereas insight, intuitive elements, foresight and various informal processes represent its art aspect. This complicated phenomenon helps more robust decision-making with the functions it offers and the multidimensional insight it provides to decision-makers.

Tam Metin / Full Text ; Sivil toplumu normatif zemine dayanarak açıklama girişimi yaygın bir eğilim olsa da, bu zemin çoğu zaman sivil toplum olgusunu açıklamak yerine kavramın içeriğini örtmektedir. A priori bir kabulle sivil toplumun salt bir özgürlükler alanı olduğu iddiası, bu olguyu toplumsal gerçeklikten kopararak teorik bir alana hapsetmektedir. Çalışma; sivil topluma yönelik tüm normatif iddialara mesafeli yaklaşarak, sivil toplum kavrayışına Antik Yunan siyasal düşüncesinin merkezinde yer alan oikos-polis dikotomisiyle bir açılım sağlamayı hedeflemektedir. Kabaca bir zorunluluk-özgürleşme ayrımına dayanan oikos-polis dikotomisi, Antik dönem ve modern kavrayış arasındaki farklılığı karşılaştırmalı olarak inceleme olanağı sunmaktadır. Çalışma; kapitalizme içkin olan ekonomi ve siyasetin ayrışması, çalışmanın toplumsal hayatın merkezine yükselmesi ve araçsallaştırılan aklın egemenliği olgularından hareketle modern dönemde sivil toplumun "yeni bir oikos" olarak değerlendirilebileceğini savunmaktadır. Böylelikle gayri siyasi bir özgürleşme alanı olarak sınırları çizilen sivil toplum kavrayışının oikosla olan ilişkisi daha açık hale getirilmiştir. ; Even though the explanation of civil society on the basis of normative ground has been a general disposition, this base generally conceals the phenomenon of civil society instead of explaining its content.
