In the article the author attempt to analyze main points of development across the twenty-five years the existence of the system`s part of professional training for public servants, officials, local government officials – the network of the advanced training centers. According to the author, from the very beginning it developed paradoxically – sometimes before the creating regulatory legal acts, sometimes creatively applying its, improvising, each time – in accordance with local conditions, which eventually led to significant autonomy of decision-making centers and the uniqueness of their organization and activities. This diversity and widespread practice of self-resolution of many current issues have led to the high adaptability of the network to the conditions of constant change of the Ukrainian state and social cataclysms, flexibility. Thus, the centers, which were established as the continuation of the soviet "courses", for the most part became convenient platforms for civil communication and, to some extent, leaders in change in the system of public administration. This prepared them for the situation where the training system actually became open – due to the emergence of several new (international and Ukrainian) significant service providers with modern technologies and better funding conditions. The author claims that this is the challenge to the network of centers; the legislative regulation of new relations is not enough only. To successfully overcome the challenges and effectively using the resources of each center and the viability of the network as a whole, is proposing to implement previous intentions regarding cooperation, coordination of efforts, agreeing on the format of future relationships between centers.

In the scientific article the author defined the role and importance of local courts in the system of electoral dispute settlement in Ukraine. The author determined that despite the pursuit of "good" goals, which are solved by granting certain powers to the local general courts to consider and resolve certain types of electoral disputes, the obvious negative consequences of such a legislative settlement of this legal relationship are the neutralization of the unique nature of the administrative justice system as a specialty which are the leverage of the system of checks and balances in the mechanism of public administration. The problems of the functioning of the general local courts in the system of consideration and settlement of electoral disputes include the need to apply the four procedural forms of settlement of legal disputes, which they rely on. The author points out that judges of the general local courts are "compelled" to hear cases in civil, criminal procedure, to resolve certain categories of public law disputes in the procedure of administrative justice, and to consider cases of application of administrative liability measures, which creates extremely difficult conditions for implementation specialization in their professional activity, and therefore – negatively affects the level of efficiency and quality of their human rights activities. The author emphasized that the classification of particular categories of electoral disputes in the general jurisdiction of the general local courts should be recognized as a compulsory measure, the application of which in modern realities contributes to the solution of the problem of access to justice on the basis of efficiency and equality. The author concludes that in the future it is necessary to abandon such "forced" measure as is seen through the gradual introduction of the electronic voting system and access to the electronic register of voters of Ukraine. The author emphasizes that the introduction and effective use of the electronic voter register (the State Register of Voters of Ukraine) not only solves the problem of preserving the unique subject specialization of administrative courts, but also solves the problem of voting "dead souls", which in the end is the basis for creating an effective public system governance based on transparency, openness and comprehensive public scrutiny. The author concludes that the effectiveness of judicial review by general local courts depends on understanding the need for compliance of their decisions with the requirements of the rule of law and the inappropriateness of an overly formalized approach to the consideration and resolution of electoral disputes, which requires consideration of their specificity. ; У статті автором визначено роль та значення міс-цевих судів у системі врегулювання виборчих спорів в Україні. Автором визначено, що попри переслідування «благих» цілей, які вирішуються через надання окремих повноважень місцевим загальним судам із розгляду та вирішення окремих різновидів виборчих спорів, очевидними негативними наслідками такого законодавчого врегулювання цієї групи правовідносин є нівелювання унікальної природи адміністративної юстиції як спеціалізованої системи судів, діяльність яких є важелем системи «стримувань та противаг» у механізмі публічного управління. До проблем функціонування загальних місцевих судів у системі розгляду та вирішення виборчих спорів віднесено необхідність застосування чотирьох процедурних форм врегулювання правових спорів, що на них покладаються. Автором зазначено, що судді загальних місцевих судів «змушені» розглядати справи у порядку цивільного, кримінально-процесуального судочинства, вирішувати окремі категорії публічно-правових спорів у порядку адміністративного судочинства та розглядати справи про застосування заходів адміністративної відповідальності, що створює надзвичайно складні умови для реалізації принципу спеціалізації у їх професійній діяльності, а отже, негативно впливає на рівні ефективності та якості їх правозахисної діяльності. Автором підкреслено, що віднесення до предметної юрисдикції загальних місцевих судів окремих категорій виборчих спорів має бути визнано вимушеним заходом, застосування якого в сучасних реаліях сприяє вирішенню проблеми доступу до правосуддя на засадах оперативності та рівності. Автором зроблено висновок, що надалі необхідно відмовитися від такого «вимушеного» заходу шляхом поступового запровадження системи електронного голосування та доступу до електронного реєстру виборців України. Автором підкреслено, що запровадження та ефективне використання електронного реєстру виборців (Державного реєстру виборців України) сприяє не лише вирішенню проблеми збереження унікальної предметної спеціалізації адміністративних судів, а і вирішіть проблему голосування «мертвих душ», що врештірешт є базисом для створення дієвої системи публічного управління, що формується на засадах прозорості, відкритості та всебічного громадського контролю. Автором зроблено висновок, що ефективність здійснення судового контролю загальними місцевими судами залежить від розуміння необхідності відповідності їх рішень вимогам верховенства права та недоцільності надмірного формалізованого підходу до розгляду та вирішення виборчих спорів, що вимагає врахування їх специфіки.

The author analyzed the military tricks and basic principles of combat capabilities of Ukrainian rebels, led by Viktor Bilash in the battles on May 25, 1918. On that day, the rebels defeated a unit of Hetman P. Skoropadsky and a unit of the Austro-Hungarian Army. The insurgents successfully applied 6 strategies and 6 basic principles of battle.
The article reviews the regulatory framework on the basis of which the creation and functioning of innovation clusters as an association of objects of innovative infrastructure of Ukraine.During the research, the author concludes that it is advisable to classify the regulatory regulation of the activity of innovation clusters in Ukraine into two categories: general and special. The general regulatory framework is aimed at creating elements of innovation clusters as legal entities; special aimed at regulating issues of innovation and intellectual property.At the same time, the basic principles of creation and functioning of the legal framework governing the issues of innovation clusters are highlighted: systematicity, accessibility and legality.In the article it is stated that legislative regulation, covering the issues of the functioning of the innovation clusters is incomplete and fragmented, which in turn impedes the full, strategic and cost-effective development of innovation clusters. Hence, the author advices to propose the legislator to regulate the investigated issue at the level of a separate legal act.Besides proper legislative framework, the author pays attention to the necessity of the attraction of budgetary and extra-budgetary funding, including facilitating the participation of clusters in competitions and events conducted by state and regional development institutes, state authorities and local self-government bodies. It is also obvious that there is a need of facilitating the promotion and sale of innovative products of cluster participants in the domestic and world markets; implementation of projects of cluster participants with involvement of state and regional development institutes.At the end of the research the author generates the basic directions of improvement of the policy of legal regulation of the cluster innovation system of Ukraine, proposes concrete measures in the direction of its improvement and modernization. ; В статье сделан обзор нормативно-правовой базы, на основе которой осуществляется создание и функционирование инновационных кластеров как объединения объектов инновационной инфраструктурыУкраины. Висвітлені підходи вітчизняних і зарубіжних, зокрема, американських і російських, політологів до цієї проблеми. Розглянуто п'ять ключових характеристик гібридних воєн, зокрема, ту, яка визначає сутністю гібридної війни ідентоцид, тобто знищення національно-державної громадянської ідентичності країнисуперника. Доведено, що головними складовими гібридного протистояння є економічна, інформаційна і військова. ; The urgency of the study is determined by a number of foreign policy factors, the main of which is the dangerous spread of hybrid conflicts and the need for Ukraine to develop an effective strategy to counter such threats, given the unprecedented act of the Russian Federation's hybrid aggression. The purpose of the current research is to clarify the essence and core features of the hybrid warfare as one of the fourth generation war types and to determine its primary components. It is noted that the traditional war as a military clash of two states or blocs with defined political goals has already gone past. Among the various approaches to the characterization of military conflicts, the author refers, in particular, to the theory of generations of wars, which notes that modern wars belong to the third generation and are nonlinear, which combine maneuver, tactical and operational skills in the use of military instruments to achieve purposes. The author believes that modern technologies could qualitatively change the forms and methods of warfare. Thus, the concept of the fourth generation wars bring together a number of more applied approaches, in particular, the theories of the network-centric and the hybrid warfares. The term hybrid warfare has appeared in the U.S. military environment, specifically in the Marine Corps. In the literature, its appearance could be traced back to 1998, when Volcker has defined it as a crossing of the usual war with special operations. The study examines five key characteristics of hybrid warfare, in particular, the one that defines the essence of the hybrid conflict as an identocide, which is the destruction of the national-state civic identity of a rival. The author concludes that a hybrid warfare involves the use of a comprehensive variety of military actions, resources and programs designed to maximize the use of economic and political influence for reforming governments, movements or political trends in social and economically unstable conditions. The substantial components of the hybrid confrontation are economic, information and military ones. Although the military factor is still significant, the author believe that the information war is the basis for the further hybrid fights.

Розглянуто феномен гібридної війни як одного з типів війн четвертого покоління та визначено його головні ознаки. Висвітлені підходи вітчизняних і зарубіжних, зокрема, американських і російських, політологів до цієї проблеми. Розглянуто п'ять ключових характеристик гібридних воєн, зокрема, ту, яка визначає сутністю гібридної війни ідентоцид, тобто знищення національно-державної громадянської ідентичності країнисуперника. Доведено, що головними складовими гібридного протистояння є економічна, інформаційна і військова. ; The urgency of the study is determined by a number of foreign policy factors, the main of which is the dangerous spread of hybrid conflicts and the need for Ukraine to develop an effective strategy to counter such threats, given the unprecedented act of the Russian Federation's hybrid aggression. The purpose of the current research is to clarify the essence and core features of the hybrid warfare as one of the fourth generation war types and to determine its primary components. It is noted that the traditional war as a military clash of two states or blocs with defined political goals has already gone past. Among the various approaches to the characterization of military conflicts, the author refers, in particular, to the theory of generations of wars, which notes that modern wars belong to the third generation and are nonlinear, which combine maneuver, tactical and operational skills in the use of military instruments to achieve purposes. The author believes that modern technologies could qualitatively change the forms and methods of warfare. Thus, the concept of the fourth generation wars bring together a number of more applied approaches, in particular, the theories of the network-centric and the hybrid warfares. The term hybrid warfare has appeared in the U.S. military environment, specifically in the Marine Corps. In the literature, its appearance could be traced back to 1998, when Volcker has defined it as a crossing of the usual war with special operations. The study examines five key characteristics of hybrid warfare, in particular, the one that defines the essence of the hybrid conflict as an identocide, which is the destruction of the national-state civic identity of a rival. The author concludes that a hybrid warfare involves the use of a comprehensive variety of military actions, resources and programs designed to maximize the use of economic and political influence for reforming governments, movements or political trends in social and economically unstable conditions. The substantial components of the hybrid confrontation are economic, information and military ones. Although the military factor is still significant, the author believe that the information war is the basis for the further hybrid fights.
