The Country Partnership Framework (CPF) for Belize covers the period from July 1, 2017 to June 30, 2022 (FY18-22). It presents the World Bank Group's (WBG) program and the anticipated results framework. It builds on the results and lessons of Belize's first Country Partnership Strategy (CPS) that covered the period FY12-15. This CPF is well aligned with the Government's long-term development vision, Horizon 2030: National Development Framework 2010-2030, and the thematic priorities emerging from the 2016 Belize Systematic Country Diagnostic (SCD). The overarching goal of the proposed CPF is to support Belize in strengthening its economic resilience. Recognizing the special characteristics of a small state with associated capacity and absorptive constraints, the CPF proposes a consolidated and focused program. This will be the second full strategy for Belize, with the engagement still maturing, and it factors in lessons from the implementation of the first strategy. Therefore, the CPF will retain flexibility in some elements of the engagement that will be further defined with the Government during implementation. The Performance and Learning Review (PLR) at mid-point will incorporate necessary adjustments including in the Results Framework. The CPF is organized around two focus areas: (a) fostering climate resilience and environmental sustainability; and (b) promoting Financial Inclusion and social resilience. To support these focus areas, the CPF envisages the implementation of a program that could reach up to US$30 million in new loans, subject to how program performance evolves in the course of the CPF period, continued Government interest in IBRD financing, and on IBRD's lending capacity and demand from other borrowers. It will also be supported by non-lending instruments, notably Analytics and Advisory Services (ASAs), regional initiatives and trust fund resources.

Guided by the principle of "leaving no one behind", the world targets to achieve gender equality as part of the 17 Sustainable Development Goals (SDGs) and the 2030 Agenda for Sustainable Development. Through the said SDG, United Nations member-states, like the Philippines, have committed to ensure that the rights and privileges afforded to all citizens are the same regardless of sex. This Policy Note presents current statistics on female representation in key leadership positions in the Philippine government and industry. It reveals a dearth of female representation in senior or lead positions and discusses some recommendations to address this systemic underrepresentation of Filipino women.
The reuse of brownfields as locations for urban intensification has become a core strategy in government sustainability efforts aimed at remediating pollution, curbing sprawl and prioritizing renewal, regeneration, and retrofitting. In Ontario, Canada's most populous, industrialized, and brownfield-laden province, a suite of progressive policies and programs have been introduced to not only facilitate the assessment and remediation of the brownfields supply, but to also steer development demand away from peripheral greenfields and towards urban brownfields in a manner that considers a wider regional perspective. This article examines the character and extent of brownfields infill development that has taken place in three Ontario cities (Toronto, Waterloo, and Kingston) since the provincial policy shift in the early 2000s. Using property assessment data and cleanup records, the research finds that redevelopment activity has been extensive in both scale and character, particularly in Toronto where the real estate market has been strong. While the results are promising in terms of government efforts to promote smarter growth that builds "in and up" instead of out, they also reveal that government could be doing more to facilitate redevelopment and influence its sustainability character, particularly in weaker markets. ; Sousa, C. Authors rights protects artistic, literary and scientific works. This type of IP encompasses two types of rights: moral and patrimonial. Despite of the fact of this, there is a prevalence of author's economic rights against moral ones. This is due to the influence of Copyright, which subjects the existence of moral rights to patrimonials. This aspect contradicts the essential characteristics of moral rights, perpetuity, inalienability and irrenunciability, elements of the legislation deriving from the Civil Law, including Colombia. Nevertheless, the Colombian Constitutional Court has gone further as it has elevated moral rights to the constitutional category of human (fundamental) rights, thus guaranteeing its prevalence. ; Los derechos de autor protegen obras artísticas, literarias y científicas. Esta protección abarca dos tipos de derechos: morales y patrimoniales. Pese a esto, existe una prevalencia de los derechos patrimoniales de autor frente a los morales. Esto se debe a la influencia del copyright, el cual somete la existencia de los derechos morales a los derechos patrimoniales, aspecto que contradice los elementos esenciales del derecho moral: perpetuidad, inalienabilidad e irrenunciabilidad, elementos propios de las legislaciones Civil Law, incluyendo a Colombia. No obstante, la Corte Constitucional de Colombia ha ido más allá, ha elevado estos derechos a la categoría constitucional de derechos fundamentales y ha garantizado de esa manera su prevalencia.
The article pretends to show the evolution of the poetic thought of Diego Doncel (Malpartida, 1964) from the quiet meditation that characterizes his early books in progress towards a strong critical awareness of social and political nature. Above the use of contradictory strategies in the self representation, the whole of the poetic work of Doncel consists in a permanent reinvention of the author that could be explained by means of irony or, among more sceptic readers, in terms of palinode. ; El artículo pretende mostrar la deriva del pensamiento poético de Diego Doncel (Malpartida, Cáceres, 1964) desde la meditación serena de índole filosófico-religiosa característica de sus primeras obras hasta la asunción de una fuerte conciencia crítica social y política en sus últimas entregas. Por encima de la utilización de estrategias antagónicas en la autorrepresentación del yo, un permanente ejercicio de reinvención de autor parece subyacer en el conjunto de la producción lírica de Doncel, tal vez explicable en función de la ironía, reivindicada con insistencia por el poeta extremeño, o, tal vez, para espectadores más escépticos con respecto a una evolución tan singular, simplemente en términos de palinodia.

Abstrak Mogok kerja yang dilakukan oleh pekerja/buruh yang tergabung dalam serikat pekerja/serikat buruh PUK SPL FSPMI PT Smelting merupakan akibat dari gagalnya perundingan PKB-8 yang dilaksanakan oleh pihak perusahaan PT Smelting dengan pihak serikat pekerja/serikat buruh PUK SPL FSPMI PT Smelting dan SKS. Batas waktu yang telah disepakati oleh para pihak dalam Tata Tertib Perundingan PKB-8 telah terlewati, sehingga berakibat pada perbedaan penafsiran antara para pihak. Pihak serikat pekerja menilai terlewatinya batas waktu merupakan sebuah deadlock dan berakibat pada melakukan Mogok Kerja, sementara pihak perusahaan itu belum deadlock karena pihak perusahaan masih mau berunding berakibat pada PHK sepihak dan pengggantian pekerja secara sepihak oleh perusahaan. Penelitian ini khusus mengkaji mogok kerja yang dilakukan oleh pihak pekerja/buruh serta meneliti PHK serta penggantian pekerja secara sepihak yang dilakukan oleh pihak perusahaan dan apa upaya hukum yang dapat ditempuh oleh pihak pekerja/buruh yang di-PHK dan digantikan sepihak oleh pihak perusahaan. Tujuan penelitian untuk mengetahui kesesuaian mogok kerja yang dilakukan oleh pihak pekerja/buruh dan PHK serta penggantian pekerja secara sepihak oleh pihak perusahaan dengan ketentuan-ketentuan yang diatur dalam UUK. Jenis penelitian adalah penelitian hukum normatif dengan menggunakan pendekatan perundang-undangan dan pendekatan kasus. Jenis bahan hukum terdiri bahan hukum primer, sekunder, dan non hukum. Teknik pengumpulan bahan hukum dengan teknik studi kepustakaan serta wawancara. Teknik analisis metode preskriptif. Hasil penelitian menunjukkan mogok kerja yang dilakukan oleh pihak pekerja/buruh yang tergabung dalam serikat pekerja/serikat buruh PUK SPL FSPMI PT Smelting adalah sah menurut peraturan perundang-undangan. Tindakan PHK serta penggantian pekerja secara sepihak yang dilakukan oleh pihak perusahaan PT Smelting bertentangan dengan ketentuan Pasal 144 UUK. Upaya hukum yang dapat dilakukan oleh pihak pekerja, baik lingkup litigasi maupun non litigasi sebagaimana dalam ketentuan Undang-Undang Nomor 2 Tahun 2004 tentang Penyelesaian Perselisihan Hubungan Industrial. Rekomendasi peneliti adalah penaatan segala peraturan Perundang-undangan yang ada sebelum melakukan tindakan yang akan berakibat kepada para pihak, serta untuk mengupayakan Perundingan Bipartit terlebih dahulu bilamana terjadi perselisihan. Abstract The strike action carried out by workers / labor unions incorporated in the labor union / labor union PUK SPL FSPMI PT Smelting is the result of the collapse of the PKB-8 negotiations conducted by PT Smelting company with the union / labor union PUK SPL FSPMI PT Smelting and SKS. Deadlines approved by the parties to the PKB-8 Bargaining Rule have been passed, resulting in different interpretations between the parties. Unions argue that endorsement approval is deadlock and leads to work strikes, while the company has not reached a dead end because the company is still willing to negotiate resulting in unilateral dismissal and unilateral reimbursement of workers by the company. . This study specifically examines strikes by workers / workers and checks for unemployment and unilateral worker reimbursement by companies and what remedies can be taken by workers who are dismissed and reimbursed unilaterally by the company. The purpose of this research is to know the suitability of strike done by worker / labor and dismissal and unilateral worker replacement by company side with provisions as regulated in UUK. The type of research is normative law research using approach of legislation and case approach. Types of legal materials comprise primary, secondary, and non-legal legal materials. Techniques of collecting legal materials with literature study techniques and interviews. Prescriptive method analysis technique. The result of the research shows strike conducted by the workers / laborers who are united in the union / labor union PUK SPL FSPMI PT Smelting is valid according to the laws and regulations. Acts of unemployment and unilateral reimbursement by the company of PT Smelting are wrong for violating the provision of Article 144 of UUK. Legal efforts that can be done by the workers, both the scope of litigation and non litigation as in the provisions of Law Number 2 Year 2004 on Industrial Relations Dispute Settlement. The researchers recommendation in relation to this case is to comply with all existing legislation prior to committing an act which would result to either party or both parties, and to seek the first bipartite negotiation in the event of a dispute. BACKGROUND: Whole-genome sequencing (WGS) has typically been used to confirm or refute hospital/ward outbreaks of methicillin-resistant Staphylococcus aureus (MRSA) identified through routine practice. However, appropriately targeted WGS strategies that identify routinely 'undetectable' transmission remains the ultimate aim. METHODS: WGS of MRSA isolates sent to a regional microbiological laboratory was performed as part of a 12-month prospective observational study. Phylogenetic analyses identified a genetically-related cluster of E-MRSA15 isolated from patients registered to the same General Practice (GP) surgery. This led to an investigation to identify epidemiological links, find additional cases and determine potential for on-going transmission. RESULTS: We identified 15 MRSA-positive individuals with 27 highly-related MRSA isolates who were linked to the GP surgery, two of whom died with MRSA bacteremia. Of the 13 cases who were further investigated, 11 had attended a leg ulcer/podiatry clinic. Cases lacked epidemiological links to hospitals, suggesting that transmission occurred elsewhere. Environmental and staff screening at the GP surgery did not identify an on-going source of infection. CONCLUSIONS: Surveillance in the United Kingdom shows that the proportion of MRSA bacteremias apportioned to hospitals is decreasing, suggesting the need for greater focus on the detection of MRSA outbreaks and transmission in the community. This case study confirms that the typically nosocomial lineage (E-MRSA15) can transmit within community settings.
