РАЗВИТИЕ ТЕЛЕКОММУНИКАЦИЙ БАЙКАЛЬСКОГО РЕГИОНА
Рассмотрены проблемы развития отрасли связи в Байкальском регионе Российской Федерации. Данная экономическая единица объединяет Иркутскую область, Республику Бурятия и Забайкальский край. Региональные проекты и программы предусматривают целостное развитие данного образования. Регион имеет узловое положение в телекоммуникационном коридоре между европейскими и азиатскими государствами, что предъявляет высокие требования к магистральным каналам связи. Однако имеющиеся на данных территориях обширные пространства с низким уровнем развития базовой инфраструктуры создают диспропорции в развитии связи между муниципальными образованиями субъектов. Для понимания текущего состояния телекоммуникаций региона проанализированы особенности развития отдельных направлений связи (стационарной и сотовой (подвижной) телефонии, универсальных услуг). Это позволило выявить факторы, оказывающие влияние на развитие отрасли в каждом из субъектов, а именно: природные условия, развитие инфраструктуры традиционных видов связи, конфигурация дорожной сети, кадровый потенциал, внедрение универсальных услуг, развитие туризма и реализация крупных проектов. Данный ряд факторов имеет разную степень влияния, поэтому приведены результаты оценки для каждого из субъектов. Кроме названных факторов отмечена роль покупательской способности населения в развитии телекоммуникаций и механизмы государственного регулирования. Проведенное исследование позволило выявить проблемы отрасли связи в Байкальском регионе, главной из которых является отсутствие единой системы. Очевидно лидерство Иркутской области по уровню развития услуг связи, формирующее «локомотивное» положение субъекта в регионе. Республика Бурятия и Забайкальский край отстают по показателям развития. Полученные результаты могут быть использованы для проектов и программ регионального развития, стимулирующих развитие телекоммуникаций ; The problems of the development of the communications industry in the Baikal region of Russia areobserved. The region has a central position in the telecom corridor between European and Asian countries, which places high demands on the main channels of communication. However, available data on the territories of vast areas with low levels of basic infrastructure development creates imbalances in the development of communications between the municipalities of subjects. To understand the current state of telecommunications in the region, the development features of certain areas of communications (fixed and cellular (mobile) telephony, universal service) have been analyzed. This has allowed to identify the factors that influence the development of industry in each of the subjects, namely: natural conditions, development of infrastructure of traditional forms of communication, configuration of the road network, human resources, implementation of universal service, development of tourism and implementation of major projects. This number of factors has a different extent of influence, that's why the results of evaluation for each subject are given. In addition to these factors the role of the purchasing power of the population in the telecommunications and regulatory mechanisms of development are highlighted. The study has revealed the problems of the communications industry in the Baikal region, chief among which is the lack of a unified system. Obviously the leadership of the Irkutsk region in terms of communication services development forms the «locomotive» position of the subject in the region. The Republic of Buryatia and the Chita region are lagging behind on the development indicators.
