The article examines local peacemaking as a way to resolve the conflict. Criticism of the concept and practice of "liberal peace" has led to the search for alternative ways of peacemaking, including those that would take into account local peace processes. In addition, the liberal peace scheme often views the peace process statically, where all actors have to act in supposedly pre-written roles. The search for the optimal interaction of international structures, the state and local actors continues to this day – depending on the context of the conflict, it has differences in each case. Such a variety of forms of local peacemaking is due to the need to resolve the conflict at the level of the whole society for a long time, and broad sections of the population would understand and have confidence in peace processes. Territorial and geographical constraints can create obstacles in local peacemaking, especially when it comes to its interaction with national peacebuilding. In addition, the liberal peace scheme often views the peace process statically, where all actors have to act in supposedly pre-written roles. The conceptual role of "liberal peace" found its expression in modern theories of peace and conflict, where peacebuilding was originally associated with the creation or reconstruction of political institutions on the Western model. Among the common forms of local peacemaking, researchers consider local peace committees. The effectiveness of local peacemaking depends on local leaders, the geographical spread of the armed conflict, the intensity and drivers of the conflict. main directions of local peacemaking influence on peacebuilding: ability to strengthen trust and dialogue in society; ensuring the settlement of conflicts at the local level; concluding peace agreements between conflicting parties; ensuring the operation of peace infrastructure. ; У статті досліджується місцева миротворчість як спосіб врегулювання конфлікту. The structure of socio-political conflicts has a multidisciplinary dimension. This touches the Ukrainian state, faced with the socio-political conflict and must develop and implement ways to overcome it. The conflict has many subjective dimensions, where each subject acts on the basis of its own social interests. At the same time, it follows from the writings of the classics that in order to overcome the conflict, institutional, rather than individual, efforts are required as social interests of the groups can be regulated at the societal level. Among the varieties of socio-political conflict, the most massive manifestation of violence is an armed conflict. The key political institution responsible for resolving the conflict remains the state. Strengthening non-state actors in the conflict is a characteristic feature of modern armed confrontation. Armed non-state actors use international politics to secure their social interests and positions. The return of the state to sociological discourse can be based on the study of the role of state measures in societies that overcome the consequences of violence. The purpose of the article – is to outline the problems and some ways of overcoming them facing the state in the post-conflict reconstruction of society and can be successfully addressed by state authorities with varying degrees of success.Given that the state in a post-conflict society, as a rule, has a low level of public confidence and limited resources to resolve the conflict, the practice of peacekeeping operations and other organizational arrangements for building peace is widespread.In addition to the organizational component, the assistance of the Western world is in promoting and sometimes imposing in the transitional societies the legal norms and political institutions of the "old world", which often complicated the peace process and did not take into account the local context of peace-building. In addition, the speed at which international donors wanted to obtain a result from international intervention could contradict the long-term process of psychosocial and economic recovery of victims of the conflict.Modern theories of "transitional justice" try to overcome the contradiction between the limited support of international actors on the one hand and the fragility of the state and the weakness of civil society on the other.The researchers are proposing a model where the state interacts with civil society on the path to peace in the long run and reconciliation.A decentralized transitional justice model emerged in Northern Ireland, where local conciliation initia- tives combined community efforts and government and non-governmental interventions. Particular emphasis on overcoming the effects of violence is on reparations. However, there is no unambiguous universal form of payment to victims of the conflict to meet all economic needs. Reparations can take different forms – from money to symbolic ones. In addition, the decision to pay reparations is implemented by the state on the basis of agreements at the level of institutes of transitional justice, first of all, the truth-establishing commissions.In order to overcome the consequences of violence and the post-conflict reconstruction of a society, the state must take into account the whole range of social problems – political, socio-psychological, and economic. The solution to political problems is through the provision of broad political rights and ensuring the inclusiveness of social groups in society. Socio-psychological problems are solved in particular through the transformation of the group identity of the oppositional conflicts of social groups in the context of the exchange of social experience. Economic issues of post-conflict reconstruction concern the development of an effective reparation system at the individual, group and national levels. ; Стаття стосується спектра державних заходів щодо подолання наслідків насилля в процесі постконфліктного відновлення. The efforts of states to overcome conflicts in the world are marked by the formation of theoretical and practical approaches to solving the problems of peace. At the same time, Western countries' interventions in the social, political, and economic currents of the life of conflict societies often have mixed effects and have unforeseen consequences, and often become even a waste of resources.The purpose of the article is to identify the features of «liberal peace» as a concept and peacekeeping practice. An element of the liberal peace is the liberal consensus, when the main political and social forces have a one-vector vision of the dynamics towards peace. A similar approach, where the UN asa key international actor dominates sovereign states, can be interpreted in the spirit of neoliberalism, in the context of which state functions at the local level are subject to revisions by international political and financial forces.A problematic issue is also the imposition of a model of a liberal state for transitional societies, which is difficult enough at the same time to synchronize economic, political and social reforms. At the same time, the desire of peacekeeping organizations to quickly ensure, and most importantly, to report on the outcome, can only hurt and discredit the idea of peace.The liberal peace has been criticized for unilateralism and top-down imposition, pattern and monotony, and the inability to deal with the structural causes of the conflict. In this context, the IKEA liberal peace is referred to as a standard set of measures that is shipped «in the box» to the recipient country. In this respect, the liberal peace also contradicts local peacekeeping practices and traditions, because it does not take into account the socio-cultural context of a society in which reconciliation and involvement of local agents can occur.Ukraine needs to take into account the nuances and experience of implementing the liberal peace in conflict resolution in the world. An optimal model for the success of peacekeeping activities is the combination of Western standards of peacekeeping with local practices to combat violence. Ukraine should emerge as an active and sovereign entity in resolving the confrontation in the Donbas. Facilitation within the community, identification and satisfaction of the needs and interests of the victims of the conflict, comprehensive and coherent information policies of the state should be implemented by the state relatively regardless of the capabilities and assistance of international donors in the context of national peace, which usually does not deny its liberal and civilizational components. ; Стаття розглядає «ліберальний мир» як концептуальний феномен останніх десятиріч. Аналізуються особливості й недоліки «ліберального миру» як миротворчої практики. Висвітлюються кейси втілення «ліберального миру» в процесі сучасних миротворчих місій. Ліберальний мир постає як утілення неоліберальних практик, що базуються на домінуванні глобальних фінансів, утілених у транснаціо нальних інститутах. Провал низки миротворчих місій наприкінці XX сторіччя зменшив ентузіазм щодо успіхів ліберальної моделі миру. Стає зрозумілим, що, крім функцій нейтральної сторони конфліктів, миротворчі сили можуть працювати із соціальними та інституціональними вимірами перехідних від конфлікту до миру суспільств. Складнощі впровадження ліберального миру спостерігалися в Боснії та Герцеговині. Розглядаються різновиди й моделі ліберального миру. Елементом ліберального миру є ліберальний консенсус, коли основні політичні та громадські сили мають одновекторне бачення динаміки до миру. Стаття розглядає правосуддя перехідного періоду в контексті пошуків нових форм миротворчої діяльності. Перехідний період від конфлікту до миру потребує спеціальних заходів щодо відновлення та розвитку суспільного життя. Комплекс даних заходів у документах ООН та в наукових теоріях отримав назву «правосуддя перехідного періоду». Україна внаслідок збройного конфлікту на Донбасі та анексії Криму Російською Федерацією потребує механізмів постконфліктного врегулювання, адаптованих до національного контексту. Актуальним питанням є використання практичних та теоретичних напрацювань правосуддя перехідного періоду та визначення необхідних функцій держави в реалізації постконфліктних заходів. Серед даних ініціатив – акцент на державній політиці в регіонах, пошук шляхів допомоги слабким державам посилити власну суб'єктність і самостійно боротися з наслідками насилля. Вочевидь, різні інтерпретації минулого використовуються політиками, що є особливо характерним для розділених суспільств, де настроями окремих груп населення користуються заради отримання політичних дивідендів. З цієї точки зору завдання держави у постконфліктній відбудові – діяти автономно від короткострокових, кон'юнктурних політичних дискурсів, значна частина яких може розділити суспільство. Правосуддя перехідного періоду – сукупність процесів, пов'язаних зі спробами суспільства знайти спільну мову щодо спадщини минулих масштабних зловживань для забезпечення відповідальності, служіння справедливості та досягнення примирення. До функцій правосуддя перехідного періоду відносяться: сприяння демократизації; зменшення кількості випадків порушення прав людини; законодавче закріплення офіційних подій конфліктного минулого в офіційній версії; надання репарацій і насамперед матеріальних виплат жертвам; сприяння примиренню. Фактично правосуддя перехідного періоду не є нейтральним інструментом досягнення правди, відновлення жертв та примирення, оскільки завжди реалізується в певному політичному контексті. Крім юридичної експертизи імплементації транзитивного правосуддя, на нашу думку, має використовуватися соціально-політична експертиза. Важливим результатом такої експертизи є формування політики пам'яті, зокрема через вивчення громадської думки та врахування інтересів різноманітних соціальних груп суспільства. ; The end of the Cold War led to the search for new forms of peacemaking. These initiatives include a focus on public policy in the regions, finding ways to help weak states strengthen their capacity and deal with the effects of violence on the society. The transition from conflict to peace requires special measures to restore and develop social life. The set of measures in UN documents and scientific theories was called "Transitional Justice". As a result of the armed conflict in the Donbas and in the annexation of the Crimea, Ukraine needs mechanisms of post-conflict settlement, adapted to the national context. A topical issue is the use of practical and theoretical developments in transitional justice and defining the necessary functions of the state in the implementation of post-conflict measures. Obviously, different interpretations of the past are used by politicians, which is especially characteristic of divided societies, where the attitudes of particular groups of the population are used for political dividends. From this perspective, the task of the state in post-conflict reconstruction is to act autonomously from short-term, conjunctural political discourses, much of which can be divided by society. Transition justice is a set of processes related to society's attempts to find common ground on the legacy of past widespread violence to ensure accountability, serve justice and achieve reconciliation. The functions of transitional justice include: promoting democratization; reducing the number of human rights abuses; legislative consolidation of official events of the conflict past in the official version; reparations and, first and foremost, material payments to victims; promoting reconciliation. In fact, transitional justice is not a neutral tool for achieving truth, recovering victims and reconciliation, as it is always implemented in a particular political context. In addition to the legal expertise of transitional justice implementation, we believe that socio-political expertise should be used. A key element of such expertise is the formulation of memory policies, in particular through the study of public opinion and the interests of various social groups in society.

Перехідний період від конфлікту до миру потребує спеціальних заходів щодо відновлення та розвитку суспільного життя. Комплекс даних заходів у документах ООН та в наукових теоріях отримав назву «правосуддя перехідного періоду». Україна внаслідок збройного конфлікту на Донбасі та анексії Криму Російською Федерацією потребує механізмів постконфліктного врегулювання, адаптованих до національного контексту. Актуальним питанням є використання практичних та теоретичних напрацювань правосуддя перехідного періоду та визначення необхідних функцій держави в реалізації постконфліктних заходів. Серед даних ініціатив – акцент на державній політиці в регіонах, пошук шляхів допомоги слабким державам посилити власну суб'єктність і самостійно боротися з наслідками насилля. Вочевидь, різні інтерпретації минулого використовуються політиками, що є особливо характерним для розділених суспільств, де настроями окремих груп населення користуються заради отримання політичних дивідендів. З цієї точки зору завдання держави у постконфліктній відбудові – діяти автономно від короткострокових, кон'юнктурних політичних дискурсів, значна частина яких може розділити суспільство. Правосуддя перехідного періоду – сукупність процесів, пов'язаних зі спробами суспільства знайти спільну мову щодо спадщини минулих масштабних зловживань для забезпечення відповідальності, служіння справедливості та досягнення примирення. До функцій правосуддя перехідного періоду відносяться: сприяння демократизації; зменшення кількості випадків порушення прав людини; законодавче закріплення офіційних подій конфліктного минулого в офіційній версії; надання репарацій і насамперед матеріальних виплат жертвам; сприяння примиренню. Фактично правосуддя перехідного періоду не є нейтральним інструментом досягнення правди, відновлення жертв та примирення, оскільки завжди реалізується в певному політичному контексті. Крім юридичної експертизи імплементації транзитивного правосуддя, на нашу думку, має використовуватися соціально-політична експертиза. Важливим результатом такої експертизи є формування політики пам'яті, зокрема через вивчення громадської думки та врахування інтересів різноманітних соціальних груп суспільства. ; The end of the Cold War led to the search for new forms of peacemaking. These initiatives include a focus on public policy in the regions, finding ways to help weak states strengthen their capacity and deal with the effects of violence on the society. The transition from conflict to peace requires special measures to restore and develop social life. The set of measures in UN documents and scientific theories was called "Transitional Justice". As a result of the armed conflict in the Donbas and in the annexation of the Crimea, Ukraine needs mechanisms of post-conflict settlement, adapted to the national context. A topical issue is the use of practical and theoretical developments in transitional justice and defining the necessary functions of the state in the implementation of post-conflict measures. Obviously, different interpretations of the past are used by politicians, which is especially characteristic of divided societies, where the attitudes of particular groups of the population are used for political dividends. From this perspective, the task of the state in post-conflict reconstruction is to act autonomously from short-term, conjunctural political discourses, much of which can be divided by society. Transition justice is a set of processes related to society's attempts to find common ground on the legacy of past widespread violence to ensure accountability, serve justice and achieve reconciliation. The functions of transitional justice include: promoting democratization; reducing the number of human rights abuses; legislative consolidation of official events of the conflict past in the official version; reparations and, first and foremost, material payments to victims; promoting reconciliation. In fact, transitional justice is not a neutral tool for achieving truth, recovering victims and reconciliation, as it is always implemented in a particular political context. In addition to the legal expertise of transitional justice implementation, we believe that socio-political expertise should be used. A key element of such expertise is the formulation of memory policies, in particular through the study of public opinion and the interests of various social groups in society.
