Визнано, що однією з найважливіших умов розвитку освіти і науки є вдосконалення системи підготовки наукових і науково-педагогічних кадрів. В Україні створена й успішно функціонує система їх підготовки, яка здійснюється відповідно до Законів України «Про освіту», «Про вищу освіту», «Про наукову та науково- технічну діяльність», постанов Кабінету Міністрів України, наказів Міністерства освіти і науки України з даних питань. Підготовка науково-педагогічних кадрів України в галузі вищої освіти спрямована на: формування кадрового та інтелектуального потенціалу відповідно до критеріїв та вимог надання освітніх послуг у сфері вищої та післядипломної освіти; досягнення лідерських позицій на ринку вищої освіти; формування потужного наукового викладацького потенціалу. ; It is generally recognized that improvement of the system of training of research and educational personnel is essential for the development of education and science. The system of specialists' training is established and currently functions successfully in Ukraine, the training is carried out in accordance with the Laws of Ukraine "On Education", "On Higher Education", "On Science and Scientific and Technology Activities", Resolutions of the Cabinet of Ministers of Ukraine, Orders of the Cabinet of Ministers of Ukraine related to the issue under consideration. This painstaking and significant work involves higher educational establishments, academies, research institutes and industries. Training of research and educational personnel for Ukrainian higher education is aimed at formation of human resources and intellectual potential according to criteria and demands for providing educational services in the sphere of higher education and in-service training; reaching major positions on higher education market; formation of powerful scientific teaching potential. Student research creates the foundations for scientific search and discoveries. Engaging students in active creative search in university research group is one of the main conditions for improving professional training and the first step in choosing scientific trajectory of their future career. Master level education is an integral component of multistage system of education and one of the forms of training scientific, research-educational and managerial staff. Its primary aim is to train professionals with profound theoretical and field-specific knowledge, who master methods and means of research, the ability to perform research, pedagogical and managerial work efficiently and independently. Nevertheless, doctoral and postdoctoral level of education is the main form of training of scientific and research personnel, namely Doctor of Philosophy candidates and Doctor of Science candidates; it has proved its effectiveness in Ukraine over the years. The authority of researcher is determined by the results of his/her work, erudition and qualification: broad and profound knowledge of the field-specific disciplines, as well as interdisciplinary sciences; creative skills in theoretical and experimental work, and the level of qualification of research personnel is determined by scientific degrees and titles. Scientific degrees are conferred and titles are awarded in accordance with the clear protocol set by government; the procedure involves complex and serious process, which is based on foresight of possible changes in the structure of research work, constant improving of content, methods and forms of education and is continual.

У статті розкрито систему вищої освіти як соціального інституту, який специфічними методами реалізує процес соціалізації молодої людини до життя суспільства через навчання та виховання. Для молодої людини вища освіта є ресурсом соціальної мобільності, кар'єрного зростання, вона орієнтує молодь на засвоєння професійних знань, сприяє формуванню мрій, пов'язаних із досягненням життєвого успіху та соціального стану в суспільстві. Соціалізація особистості продовжується протягом усього життя, а тому важливу роль у цьому процесі відіграють люди, у безпосередній взаємодії з якими проходить її життя: батьки, родичі, однолітки, учителі, лідери молодіжних організацій, школа, університет, армія, ЗМІ, партії, церква. Молода людина – це особистість, а особистість – це результат соціального становлення особи, який проходить через подолання труднощів і накопичення власного життєвого досвіду. Вища освіта як соціальний інститут відповідає за своєчасну й адекватну підготовку молодої людини до повноцінного функціонування в суспільстві та виступає надзвичайно важливим чинником соціалізації молоді, бо, інвестуючи в особистість, сучасне українське суспільство забезпечує динамічність прогресивних змін в економіці й інших сферах суспільного життя, а значить, вища освіта стає важливим чинником соціальної стабільності та ефективного забезпечення зайнятості населення. Сприяючи економічному зростанню через вплив на продуктивність праці, університетська освіта забезпечує збільшення національного доходу, зменшення бідності, зростання рівня культури виробництва і споживання, підвищення якості життя людей, надає можливість молодій людині впевнено прямувати в майбутнє. ; The paper reveals the system of higher education as a social institution that implements specific methods for realization of socialization process of a young man to the life of the society by means of training and education. From the point of view of a young man, higher education is a resource of social mobility, career advancement, it encourages the youth to master professional knowledge, fosters the emergence of dreams, related to achieving life success and attaining social status in the society. Personality socialization continues throughout life, thus an important role in this process is played by people, with whom a person stays in close interaction during his whole life: parents, relatives, peers, teachers, the leaders of youth organizations, school, university, military, media, parties, church. A young man is a personality, and a personality is an outcome of social formation of a person who undergoes overcoming of difficulties and accumulation of his own life experiences. Higher education as a social institution is responsible for realization of an opportune and adequate training of a young man for his full functioning in the community and serves as an extremely important factor of youth socialization, since by investing in a personality. Modern Ukrainian society provides dynamic progressive changes in the economy and other spheres of public life and, thus, higher education becomes an important factor of social stability and effective maintenance of population employment. Promoting economic development through its impact on productivity, university education provides increase in national income, reduction of poverty, growth of production and consumption culture levels, improvement of people's life quality, gives an opportunity for a young man to face confidently the future. To sum it up, higher education is social institution which implements specific methods of socialization process of the young man to the life of society through factors such as training and education, motivation for career growth, accumulation body of knowledge, competencies, forms and develops the abilities and skills, leads to constant renewal knowledge, prepare for life in society and in shaping young people's ability to make independent, creative solutions to positively change ourselves and the society in which he lives.

У статті автором визначено основні чинники інноваційного розвитку освіти: інноваційний вищий навчальний заклад, інноваційне середовище, інноваційні процеси, інноваційні технології; схарактеризовано особливості організації та здійснення системи впливів, що забезпечують реалізацію інноваційної ідеї, забезпечують успішні конкурентні переваги як конкретного закладу, так і національної освіти в цілому. Університет, що відповідає вимогам і запитам інноваційного суспільства, потребує не тільки внутрішньої демократизації, а й суттєвого підвищення статусу науковця і викладача вищої школи. Це є однією з рамкових умов розгортання інноваційних процесів в академічному середовищі. До змістового комплексу сучасної ідеї університету входить нова гуманістична модель спеціаліста, складовими якої є високий рівень професійної підготовки, здатність до саморозвитку, самоосвіти й самореалізації, критичне мислення, громадянська свідомість і відповідальність, що реалізується через інноваційні технології. ; The author defines in the article the basic terms of innovation development of education: innovation higher educational establishment, innovation environment, innovation processes, innovation technologies; system of influences on the organization and implementation characteristic features that ensure realisation of innovative ideas and provide successful competitive advantages both for the particular educational establishment and for the national education on the whole, are determined. At the present stage innovative way of higher education development in Ukraine is the only possible option for its success, vivid indication of which are: new educational ideology, transition from mere knowledge transfer from a teacher to a student to personality development, activation of personality's creative activity, student's aptitude for independent activity and flexibility; elaboration of regional educational concepts and programs in accordance with cultural and historical peculiarities and objectively specified public demand in personnel taking into consideration the labour-market. The University that meets the requirements and demands of the innovative society should not only correspond to internal democratization, but also significantly enhance its research status – that of a higher school teacher. It is one of the conditions for innovation processes' enhancement in the academic environment. To the instructive complex of University's contemporary concepts refers a new humanistic pattern of a specialist that includes a high level of professional training, capacity for self-development, self-education and self-realization, critical thinking, civic consciousness and responsibility that get fulfilled through innovation technologies. The author acknowledges the opinion expressed by many scientists about the fact that higher educational establishments, the activity of which is based on the clearly determined theoretical and methodological foundation of innovations creation and realization, produce stable results in qualitatively new indicators of scientific, teaching and educational, scientific-methodological and production activities. Innovative educational establishment defines developmental strategy that leads to systemic changes in the aims, structure, context and technologies of teaching and educational process. The main characteristics of innovative higher educational establishments are permanent renovation and self-development on the basis of the analysis of its work.

Стаття розкриває сутність найважливіших і взаємопов'язаних компонентів, які визначають індивідуальність учителя. Особистісний компонент як система особистісно та професійно значущих стосунків і властивостей особистості учителя є родовими характеристиками людини, які розкривають її ставлення до світу і світу до неї. Ці характеристики постійно ним удосконалюються. Учені стверджують, що особистість учителя визначається соціальною значущістю, здобутою ним своєю працею, професійними здібностями, особистими якостями, результатами діяльності, вона зорієнтована на духовність – добро, справедливість, свободу, любов, віру, надію, гідність, які є принципами його професійної діяльності й усього життя. Суб'єктний компонент визначає рівень самодетермінації та спосіб самореалізації вчителя у професійно значущому середовищі. Суб'єктність учителя є соціальною реальністю, способом його існування, життєтворчості, яка несе в собі відповідальність за долю учнів, колег, країни, власну долю та базується на реальній основі його внутрішніх сил. Індивідуальність – неповторна своєрідність учителя, сукупність тільки йому властивих особливих якостей, вона проявляється в рисах його темпераменту, характеру, в специфіці інтересів, в особливостях діяльності та творчості. Становлення учителя є складним і тривалим процесом його самовизначення, виокремленості із загального до універсального, перетворення на унікальність і неповторність. Для вчителя це означає, що стати майстром своєї справи може тільки індивідуальність. ; The present poses unique challenges in education, but most importantly to form a new man, educated, competent, a patriot, a specialist in the chosen sphere. We completely agree with thee scientist V. Hnatyuk who claims that «to educate a citizen, a patriot, a humanist means to prepare the younger person to participate in solving urgent problems and future state». Modern school should complete this mission, because in spite of age, social and political changes the teacher's role in forming the personality remains unchangeable. The paper reveals the essence of the most important and interrelated components that define the individuality of a teacher. The individuality component as a system of personally and professionally meaningful relationships and properties of a teacher's individuality are generic features of an individual, revealing his attitude to the world and world's treatment of him. These characteristics are being constantly improved by him. The scientists argue that individuality of a teacher is determined by social significance, obtained by him due to his work, professional skills, individual qualities, performance results, he is focused on spirituality – goodness, justice, freedom, love, faith, hope, dignity that constitute the principles of his professional activity and his whole life. The subjective component defines the level of self-determination and the method of self-realization of a teacher in the professionally meaningful environment. The teacher's subjectivity is a social reality, a way of existence, life creativity that carries responsibility for the students', the colleagues' and country's destinies, for its own destiny and is based on the real basis of its internal forces. Individuality is an inimitable identity of a teacher, a set of inherent only to him special qualities, it manifests itself in his temperament features, character, interests specificity, in the peculiarities of activity and creativity. The teacher's formation is a complex and long process of his self-determination, separation from the general to the universal, conversion into uniqueness and originality. For the teacher it means that only individuality can become a master of his craft. The specifics of the individuality of a teacher lies in the fact that this process is the development of a human person. The most significant characteristics of individuality is the creation of a new teacher based on the desire to feel and express their creative nature, the unique features of his personality, originality of pedagogical style, professionalism and desire to become a modern and well-known teacher.

У статті автор розкриває сутність принципу інноваційності в управлінні ВНЗ, як одного з пріоритетних і динамічних, у контексті демократизації суспільства, розвитку ринкових відносин і зростання престижу професійно підготовленої та реалізованої особистості. Інновації в освіті визнаються не лише як кінцевий продукт застосування будь-якої новизни з метою внесення якісних освітніх змін і отримання економічного' соціального' науково-технічного' екологічного й іншого ефекту, а й як її постійне оновлення. Ключовою умовою інноваційності процесу управління вищим навчальним закладом є інноваційна компетентність його керівника до здійснення такої діяльності. Адже саме від управлінця, його знань, умінь та інноваційного мислення залежить розвиток вищого навчального закладу й системи освіти України в цілому. ; The author of the paper reveals the essence of innovation principle in higher educational establishments' management as one of the priority and dynamic principles in the context of society's democratization, market relations development, and prestige increase of professionally trained and realized personality. Innovations in education are recognized not only as the final product of any novelty implementation with the purpose of introducing qualitative educational changes and obtaining economic, social, scientific and technological, ecological and another effect, but also as its constant renewal, while the crucial condition of innovative character of higher educational establishment management process is innovative competence of its manager to perform such activities. To support innovation orientation content and technology education, training and management of the head of a higher education institution must: • provide facilities for high functionality professional scientific and pedagogical staff during the constant change of ideas, knowledge and technology that are happening much faster than the change of generations, in the context of globalization and integration, growth of communication of the life and its information saturation, the formation of the research and innovation type according to natural abilities, strengthening culture, tolerance, freedom and independence; • develop research and innovation component of higher education, creating it appropriate educational and scientific base; • increase the level of motivation of scientific and pedagogical staff in the research innovation, professional development, improve the training of specialists for the field of economy of Ukraine; • strengthen the attention of the educational process to research new channels of communication in the learning process, generated by the introduction of new techniques and information technologies, radically changing the traditional configuration of the learning process; • the development of life-long education of the teaching staff, change the function of university, the further development of the institution in order to develop their own innovative projects. After all, development of higher educational establishment and that of the educational system of Ukraine as a whole depends on the manager, his knowledge, skills and his innovative thinking.

Управлінська, так само як і творча, спадщина А. С. Макаренка досі не може залишити людину байдужою і має багато прихильників у наш час. Управлінців, науковців, учителів-новаторів захоплюють організований ним педагогічний процес, безпрецедентний за масштабами та результатами соціальної реабілітації, головними умовами якого є ефективний вплив праці на зростаючу особистість вихованця, її систематичність, послідовність використання новітніх технологій, урахування нахилів кожного, а також поєднання з навчанням. Макаренко розглядав педагогічний процес як головний компонент соціалізації - цілісне й безперервне явище, що дає підставу розглядати його педагогіку як стратегічно перспективну і довів, що соціальний розквіт суспільства здійснюється засобами всебічного розвитку людини. ; Ukrainian state development on a democratic and humanistic basis requires improvement of the pedagogical education system. For Makarenko, education and upbringing issue is also crucial in the personality development and our society moral relations, and this position becomes a key in relation to the definition of Makarenko's pedagogy as exclusively humanistic, innovative, historically promising. In A. S. Makarenko's writings and management great attention is paid to many aspects that are relevant for management activity in our time: content, management forms and methods of the educational process in the light of A. Makarenko's innovative pedagogical ideas and his working experience in the colony on the disclosure of the child's abilities are determined; the processes of changes in the management paradigm are analyzed in accordance with the society development as a whole; pupils' ways and means of preparation at boarding school for independent labor activities, real mutual relations between people are outlined; stages of production meetings organization and holding are defined; ways of increasing the efficiency of administrative activity in the field of offenses prevention are revealed; it has been stated that the most widespread directions of leader's abilities development are self-education and self-esteem, expansion of outlook, change of the way of thinking, accumulation of experience in solving problems, interrelations within the organization; the truth of the thesis about the essence of the school manager's mastery is proved, which is that "maintaining a strict subordination, responsibility, giving a wide space to the public forces of the school, public opinion, pedagogical staff, school printing, individual initiative and the expanded system of school self-government". A. S. Makarenko's creative and management legacy still can not leave the person indifferent and has many supporters in our time. Managers, scientists and innovative teachers take over the pedagogical process organized by them, unprecedented in scope and results of social rehabilitation, the main conditions of which are the effective influence of the work on the growing pupils' personality, its systematic, the consistency of the latest technologies usage, the consideration of its inclinations, as well as combination with education. Makarenko considered pedagogical process as the main socialization component - a holistic and continuous phenomenon, which gives grounds for considering his pedagogy as strategically promising and proves that social flourishing of the society is carried out by means of comprehensive human development.

The aim of the article is the nosogeographic assessment of the adult population morbidity of the Sumy region during 2009–2019. The assessment was made by primary morbidity and prevalence of cardiovascular, respiratory diseases as well as oncological pathologies. There is a tendency towards a decrease of diseases prevalence as well as primary morbidity of above mentioned diseases among the adult population of the Sumy region in 2019 as compared to the "top" indicators in 2016 and 2017. The prevalence of diseases among the region's population in 2019 decreased by 9.72 % and 9.40 % compared to 2016 and 2017, respectively, while the primary morbidity rate decreased by 13.9 % and 10.29 %, respectively. The indicators of diseases prevalence and population primary morbidity by cardiovascular diseases and neoplasm which are basic causes of mortality in Ukraine, as well as the European Union were analyzed. During the last 10 years highest indicators of prevalence of the cardiovascular diseases were registered in 2018 (57, 459.63 cases per 100 000 people) and primary cardiovascular morbidity – in 2016 (4 394.71 cases per 100 000 people). Prevalence of neoplasm among the Sumy region's inhabitants for the last 10 years increased by 29.59 % and in 2019 was 6 126.43 cases per 100 000 people. At the same time the primary morbidity increased by 6.18 %. Respiratory diseases occupy the 1 st place in the structure of primary population morbidity, the 2 nd place – in structure of prevalence of the diseases); its highest indicators were observed in 2016. The index of accumulation of the diseases (the ratio between prevalence of diseases and primary morbidity) among the Sumy region population and by administrative- territorial districts was identified. To realize the nosogeographic assessment of the adult population of the Sumy region and to highlight the groups of the administrative- territorial districts of the Sumy region by the characteristics of population morbidity the cluster analysis procedure was used. The first cluster includes the Sumy and Seredyna- Buda districts. The second cluster was formed by 6 administrative- territorial districts of the region: Yampil', Hlukhiv, Trostianets, Krasnopillia, Shostka and Velyka Pysarivka districts. The third cluster united both Romny and Buryn' districts. The fourth cluster includes most of administrative- territorial districts of the region: Lypova Dolyna, Nedryhailiv, Lebedyn, Krolevets, Konotop, Putyvl', Okhtyrka and Bilopillia districts. The fifth cluster is represented by the regional center – the city of Sumy. ; Проведено нозогеографічну оцінку захворюваності дорослого населення Сумської області на серцево- судинні захворювання, хвороби органів дихання та онкопатології протягом 2009–2019 років. Встановлено тенденцію до зниження показників поширеності хвороб розглянутих хвороб і первинної захворюваності на них дорослого населення Сумської області у 2019 році відносно «пікових» показників 2016 і 2017 років. Рівень поширеності хвороб серед населення у 2019 році знизився на 9,72 % та 9,40 % відносно показників 2016 і 2017 років відповідно, тоді як показник первинної захворюваності – на 13,9 % та 10,29 % відповідно. Проаналізовано показники поширеності та первинної захворюваності населення регіону на хвороби системи кровообігу та новоутворення, що є основними причинами смертності населення як в Україні, так і в країнах Європейського Союзу. Впродовж останніх 10 років найвищі значення поширеності хвороб системи кровообігу були зареєстровані у 2018 році (57 459,63 випадків на 100 тис. населення), первинної захворюваності – у 2016 році (4 394,71 випадків на 100 тис. населення). Поширеність новоутворень серед населення за останні 10 років зросла на 29,59 % і у 2019 році становила 6 126,43 випадків на 100 тис. осіб; у той же час первинна захворюваність зросла на 6,18 %. Хвороби органів дихання, які у структурі первинної захворюваності посідають перше місце (у структурі поширеності хвороб – друге), найвищі значення поширеності і первинної захворюваності мали у 2016 році. Визначено індекс накопичення хвороб (відношення між усіма зареєстрованими захворюваннями та уперше в житті встановленими) серед населення Сумській області в цілому та по її адміністративно- територіальним одиницям. Для проведення нозогеографічної оцінки захворюваності населення Сумської області та виділення груп адміністративно- територіальних одиниць регіону за особливостями захворюваності було використано процедуру кластерного аналізу. До першого кластеру увійшли Сумський та Середино- Будський райони. Другий кластер сформували 6 територіально- адміністративних одиниць регіону: Ямпільський, Глухівський, Тростянецький, Краснопільський, Шосткинський та Великописарівський райони. Третій кластер об'єднав два райони Роменський і Буринський. До четвертого кластеру увійшла найбільша кількість територіально- адміністративних одиниць області, серед яких: Липоводолинський, Недригайлівський, Лебединський, Кролевецький, Конотопський, Путивльський, Охтирський та Білопільський райони. П'ятий кластер представлений обласним центром – м. Суми.
