Le Maroc, un carrefour migratoire pour les circulations euro-africaines ?

Subsaharian transnational migrants going to Europe come from a variety of countries, have various motivations, may have experienced quite different situations. However, once away from home, they reorganize collectively in the stopping places which constitute steps in their long journey. In each of these stops and steps, they get to acknowledge their resemblance and to cooperate, thus progressively building up a common story, or "adventure". Once across the Sahara, they stick to the Maghrebi societies by grafting their own circulations on those of the local populations. In Morocco, the populations who deal with the passing and the more or less durable settling of these newcomers are the ones living in socioeconomic relegation areas, such as the poorer suburbs of Rabat, Casablanca or Tangiers; these populations know what migration is about, as they are themselves the product of a continuous arrival of inland migrants. The neighborhoods we studied therefore are constituted of a superposition of varied forms of mobility and migration logics and strategies. I then describe the social life of these sub-Saharan transmigrants who, faced with the reinforcement of EU borders, manage – in spite of repression but at an exorbitant human cost – to organize their circulation along the roads of Africa in search of a better life. In the course of their travels they implant veritable migratory relays stations in the places where they stop. This thesis goes on to present a few socio-political repercussions that must – in this phase of globalization – flow from such transnational, anti-migrant policies currently redrawing the southern boundary of Europe and from the migratory movements trying to get around them. ; Si la migration des Africains subsahariens vers l'Europe débute de manière hétéroclite, en termes de lieux, de raisons et de situations, une fois partis de chez eux avec un projet migratoire personnel, ils se réorganisent collectivement durant les étapes qui rythment leur périple. Ils se « reconnaissent » alors entre eux et coopèrent, créant peu à peu une histoire commune, une « aventure ». Une fois le Sahara franchi, les transmigrants subsahariens s'ancrent dans les sociétés maghrébines en greffant leurs propres circulations sur celles des populations locales. Au Maroc, ce sont les populations vivant dans les lieux de relégation socioéconomique (populations ayant elles aussi une relation étroite avec la migration), notamment celles des quartiers populaires périphériques de Rabat, Casablanca ou Tanger, qui traitent et intègrent les phénomènes du passage et de l'installation plus ou moins temporaire de ces nouveaux venus. Dans ces quartiers, qui sont le produit de l'arrivée de migrants de l'intérieur, se superposent alors des formes de mobilités et des logiques et stratégies migratoires hétéroclites. Je décrirai alors la vie sociale des transmigrants subsahariens qui, faisant face à la frontiérisation de l'UE, réussissent, malgré les répressions qu'ils subissent mais à un coût humain exorbitant, à s'organiser afin de circuler sur les routes africaines à la recherche d'une vie meilleure. Puis je présenterai quelques incidences sociopolitiques que de telles politiques transnationales anti-migrants redessinant les frontières Sud de l'Europe et de tels mouvements migratoires tentant de les contourner, supposent dans cette période de globalisation.

More precisely concerning Morocco, people that have been marginalized in low standard suburbs are the ones that assimilate more the presence, the migration and even the social settling of those cross-migrants. To survive within those areas and to redefine their migration projects, cross-migrants collectively behave in order to compensate the lack of their own territorial and social norms through individual migration initiatives. The key for surviving is a crucial sense of organization : while emanating from different ethnic groups, ages, sex and nationality, cross-migrants do gather within several sub-groups according to those factors. This cooperation and mutual support exist through their complementarity and adaptation skills : they do gather because of the similarity of their migration projects. from Sahara to the Mediterranean, the transnational migration of sub-Saharan Africans across the Maghreb countries regains, from this area, the forms, times and territories of migration, seeking new destinations but also new ways of circumventing territorial constraints and crossing borders. Sub-Saharan trans-migrants are rooted in Maghreb societies by grafting their own movements to those of local populations. In Morocco in particular, it is the populations living in places of socio-economic rehabilitation that deal with and integrate the phenomena of the presence, passage and temporary settlement of sub-Saharan trans-migrants. In order to survive in these areas, the time to redefine their migration plan, they must collectively compensate for a lack of territory by concentrating individual mobility intentions in particular social groups: sub-Saharan cross-migrant groups with diverse origins, who organise cooperation and solidarity in their stages around their complementarity. Cet article analyse comment se dessinent les routes migratoires empruntées par les migrants marocains et ceux originaires d'Afrique subsaharienne, qui tentent de se rendre en Europe à partir du Maroc, mais dont la circulation migratoire est contrariée, voire empêchée. Pour cela, les auteurs interrogent les politiques migratoires du Maroc, examinant en particulier les conséquences de ces politiques sur les profils migratoires de celles et ceux qui passent par le Maroc. Les profils des migrants sont ici étudiés sous le prisme d'un tri intersectionnel que les auteurs ont observé lors de leurs différents terrains de recherche. Ce tri, qui s'opère par l'âge, le sexe, la nationalité et la classe sociale, les a amenés à se demander qui sont les personnes qui franchissent ces frontières (notamment du Maroc vers l'Espagne ou vers la France), et circulent à travers le Maroc pour tenter de gagner l'Europe. S'agissant des profils des migrants, plusieurs caractéristiques se dégagent, comme leur jeunesse, leur sexe — les femmes ont des opportunités pour partir en Espagne (cas des « femmes-mulets » ou des « dames de fraises ») — leur nationalité (Africains subsahariens) et leur classe sociale (les plus aisés étant privilégiés en matière de mobilité pour études).

Présentation de l'éditeur : "Le présent ouvrage, fondé sur une enquête quantitative conduite auprès de plus de 1400 personnes, présente, à la fois, les conditions d'intégration des migrants subsahariens au Maroc et les déterminants de leur migration. Il apporte des données inédites, notamment sur les conditions d'entrée, sur la propension à s'installer et sur l'organisation, notamment économique, du séjour. Contrairement à bien des idées reçues, le Maroc est majoritairement, pour les migrants, une destination d'installation et non une destination de transit. Ceci invite à considérer d'un oeil nouveau la politique migratoire du Royaume."

Résumé Les travaux de recherche en cours sous la direction d'Alain Tarrius examinent de nombreux parcours migratoires à la lumière du concept de transmigration. Les parcours des Africains vers l'Europe ne visent plus l'embauche dans une grande entreprise, mais l'institution d'une pérégrination à base commerciale ou religieuse, qui implique le retour fréquent au pays. Le départ d'Afrique se fait lui-même par étapes plus ou moins longues pour trouver les bonnes opportunités de passage. Les femmes migrantes aussi constituent des réseaux d'alliés pour pouvoir se forger des espaces d'autonomie le long de leur route. L'analyse des transmigrations gitanes montre l'importance des réseaux familiaux dans ce parcours de l'espace.
