Facebook, the Media and Democracy examines Facebook Inc. and the impact that it has had and continues to have on media and democracy around the world. Drawing on interviews with Facebook users of different kinds and dialogue with politicians, regulators, civil society and media commentators, as well as detailed documentary scrutiny of legislative and regulatory proposals and Facebook's corporate statements, the book presents a comprehensive but clear overview of the current debate around Facebook and the global debate on the regulation of social media in the era of 'surveillance capitalism.' Chapters examine the business and growing institutional power of Facebook as it has unfolded over the fifteen years since its creation, the benefits and meanings that it has provided for its users, its disruptive challenge to the contemporary media environment, its shaping of conversations, and the emerging calls for its further regulation. The book considers Facebook's alleged role in the rise of democratic movements around the world as well as its suggested role in the election of Donald Trump and the UK vote to leave the European Union. This book argues that Facebook, in some shape or form, is likely to be with us into the foreseeable future and that how we address the societal challenges that it provokes, and the economic system that underpins it, will define how human societies demonstrate their capacity to protect and enhance democracy and ensure that no corporation can set itself above democratic institutions. AbstractThe philosophy underlying the creation of the devolved institutions in Wales and Scotland was expansive, leading to a growth in powers over twenty years. That approach is now under challenge following recent Brexit legislation, which marks a sharp contrast with the unionist approaches of the past. The Covid‐19 pandemic provided a visibility boost for devolution, while exposing existing tensions in intergovernmental relations. This article identifies four forms of unionism in operation over the last twenty years—passive, activist, progressive and muscular—and questions whether muscular unionism can now be considered a form of statecraft. Those 'progressive unionists' who advocate further devolution should avoid 'constitutional determinism'—the assumption that muscular unionism will inevitably lead to a breakup of the UK unless further constitutional reform takes place.

Discussions of platform governance frequently focus on issues of platform liability and online harm to the exclusion of other issues; perpetuate the myth that 'the internet' is unregulated; reinforce the same internet exceptionalism as the Silicon Valley companies themselves; and, by adopting the language of governance rather than regulation, diminish the role of the state. Over the last three years, UK governments, lawmakers and regulators, with expert advice, have contributed to the development of a broader range of regulatory concerns and options, leading to an emergent political economy of advertiser-funded platforms. These politicians and regulators have engaged in a process of sense-making, building their discursive capacity in a range of technical and novel issues. Studying an 'actually existing' regulatory process as it emerges enables us to look afresh at concepts of platform regulation and governance. This working paper has a particular focus on the regulatory approach to Facebook, which is presented as a case study. But it engages more widely with the issues of platform regulation through a careful interpretive analysis of official documentation from the UK government, regulatory and parliamentary bodies, and company reports. The regulatory process uncovered builds on existing regulatory frameworks and illustrates that platform regulation is a process, not a finished text.

AbstractThe Nolan Report will celebrate its twenty‐fifth anniversary in 2020, and for most of this last quarter‐century, it has provided the underlying ethical basis for public life in the United Kingdom. However, its principles are now being called into question in a number of areas, following the Conservative government's loss of its parliamentary majority in the 2017 election, with the interests of party taking precedence over adherence to both the spirit and the codified practical implementation of some of the ultimate outcomes of Nolan, namely the Ministerial Code and the Commissioner for Parliamentary Standards. This article argues, with explicit evidence and examples, that ministerial conduct which would not have been tolerated before 2017 is now being routinely ignored in the interest of maintaining party unity in order to deliver some form of Brexit. The article concludes by asking whether Nolan norms still command consensus post‐Brexit.

Public administration scholarship has to a significant degree neglected technological change. The age of the algorithm and 'big data' is throwing up new challenges for public leadership, which are already being confronted by public leaders in different jurisdictions. Algorithms may be perceived as presenting new kinds of 'wicked problems' for public authorities. The article offers a tentative overview of the kind of algorithmic challenges facing public leaders in an environment where the discursive context is shaped by corporate technology companies. Public value theory is assessed as an analytical framework to examine how public leaders are seeking to address the ethical and public value issues affecting governance and regulation, drawing on recent UK experience in particular. The article suggests that this is a fruitful area for future research.
