"Dieser Aufsatz untersucht Spaniens Tarifsystem in Bezug auf (1) die Auswirkungen der arbeitsrechtlichen Reformen auf das System, (2) dessen sozioökonomische Effekte, (3) dessen Entwicklung in der 'Artikulation' der verhandlungsebenen und (4) in dessen Deckung und Legitimität. Diese Analyse zeigt, dass die Reformen einerseits Dezentralisierungs- als auch Zentralisierungsprozesse auslösten, die sich zueinander komplementär verhalten, ohne dabei eigentlich aufeinander abgestimmt zu sein. Andererseits führten sie zu einer Ausweitung der Regelungskompetenzen des Tarifsystems vor allem in qualitativen Fragen mit dem Schwerpunkt auf Beschäftigungssicherung und Flexibilisierung." The paper deals with a topic particularly relevant in the current international sociological debate such as the varieties of capitalisms and their evolutions. In particular, looking at the Italian experience, in a context of increasing uncertainty and inequalities, it focuses attention to the main socio-economic changes and their impact on economy and society, searching for a more equal, sustainable and inclusive model of capitalism. These changes induced the scholars to talk about a new "great transformation" by adopting the famous expression of Karl Polanyi, used to describe the birth of the market economy. Starting from the literature and available data, the paper suggests new possible paths as well as complementary or even alternative practices that keep together economy and society in order to start a new age of a more sustainable, social and inclusive capitalism. The central idea is that self-regulating markets do not perfectly work; their deficiencies, not only in their internal workings, but also in their consequences for less advantaged people, are so great that the state intervention becomes necessary and that the pace of change is of central importance in determining these consequences. We argue that a paradigm shift is urgently needed, but this will certainly take time and a new governance which requires the involvement of several key political, economic and social actors such as international organizations, national governments, economic organizations along with social movements and no-profit organisations embedded at national and local level.

The article focuses on the argument that human resource policies set out to develop a twofold approach to management of the workforce which thereby becomes divided between a core of highly qualified and skilled employees and a peripheral component consisting of workers with less or no skills. This split is reflected in company training policies which, furthermore, exhibit an anti-trade union bias.

The aim of this article is to analyse the concept of governability of collective bargaining proposed by Traxler, Blaschke and Kittel (2001) and to demonstrate its explanatory capacity and limitations in the Spanish case. Governability is an important subject that should be taken into account in the reform of industrial relations systems and in the debate with regard to centralisation and decentralisation of collective bargaining in Europe. The authors' main hypothesis is drawn up in line with the institutionalist approach. Their argument, based on the results of collective bargaining, is that the Spanish system of collective bargaining, in spite of the organisational weakness of the unions and of the employers' associations, is governable thanks to the role of the state, the institutions, the legal ordering, as well as tradition and custom.
