During its first two terms (2002-2012), AK Party adopted a range of constitutional democratization reforms connected with the EU accession process covering issues such as: freedom of thought, faith, expression and assembly, the legal and practical improvements regarding the Kurdish issue, opening process on the Alevite question, a new libertarian stress and vision on minority rights, and diminishing, even eliminating, the prerogatives of the military. Nevertheless, since 2013 there have been big challenges triggered both by internal and external developments, which have caused a rippled path for democratization. This paper aims to provide a comprehensive documentation on the question of democratization on the one hand and a holistic assessment and perspective of the current situation, on the other.
AK Parti'nin tek başına iktidara geldiği Kasım 2002 seçimlerinin hemen ardından küresel çapta karşılaştığı ilk büyük meydan okuma olan 1 Mart Tezkeresi, gerek Türkiye'deki iç dinamikler, ge- rekse Türkiye-ABD ilişkisinin mahiyeti açısından çoğu dengeyi değiştirebilecek bir döneme kapı açmıştır. Bu bağlamda, Irak işgali, Türkiye'nin hem iç hem dış dinamikleri açısından, sonuçları uzun vadeli olacak hayli zor bir sürecin başladığını göstermiştir. Bu sıkıntılı dönemin, henüz sürecin tam içerisindeki ilk patlama noktası ise, 1 Mart 2003 yılındaki tezkere olmuştur. Bu bakımdan 1 Mart Tezkeresi sürecinin bir bütün olarak analizini yaparken, Türkiye açısından iç ve dış politika yansı- malarını tartışmak ve buradan ABD ile ilişkilerde gelecekteki olası kırılganlıkların oluştuğu zemini analiz etmek yerinde ve faydalı olacaktır. Zira bu, hem bugün yaşanan kopuşlara dair hem de böl- gesel ve küresel oryantasyonlu politika yapım süreçlerine dair bizlere bir ufuk sağlayacaktır. ; As the first major global challenge faced by the AK Party, which came to power with an important majority in November 2002 elections, the March 1 Permit has opened the gate to a period of change of the balances regarding both the internal dynamics in Turkey and the US-Turkey relations. In this context, in terms of both internal and external dynamics of Turkey, Iraq invasion showed that the beginning of a very difficult process will be a long-term process. This troubled period's first explosion point in the whole process yet, was the case of March 1, 2003. In this regard, it will be useful to discuss domestic and foreign policy implications for Turkey and the future ground of the probable vulnerabilities on the relations with the US. This will create a horizon both for the current breaks and regional and global oriented policy making processes, as well.
As the field of activity becomes narrower in local governments, it is easier and less costly to reflect the preferences of people. Since the distance between society and administration is closer, the local government formed qt political and administrative levels produces more effective results in terms of democratic efficiency. In this new administrative form, which can also be expressed as "local governance", the local government in an autonomous structure, assuming more responsibility to cooperate with the central government, private sector and other actors (development agencies, NGOs, etc.) At this point, while focusing on the needs and disadvantages, it is necessary to understand that NGOs hold basic responsibilities in terms of cooperating with local governments in various forms such as local education, provision of social services, empowerment of solidarity and protection of freedoms. After the collapse of welfare politics, the importance of cooperation between government and civil society has emerged. It is then necessary to talk about the increasing importance of civil society as a prominent actor in the field of social welfare, in the sense that having the basis for providing services without being exposed to the conditions of bulkiness, inefficiency and red-tape. The cooperation mechanism, recently revealed in Sultanbeyli within the context of Syrian refugees, is a good example which brings Sultanbeyli Municipality, Sultanbeyli Governorship, the Ministry of Family and Social Policy and some important non-governmental organizations together as project partners. ; Merkezileşme yerine daha dar bir faaliyet alanında işlev yürüten yerel yönetimler, bu alanlarda yaşayan bireylerin tercihlerini yansıtmak açısından daha kolay ve daha az maliyetli hizmetler sunmaktadır. Toplum ve yönetim arasındaki mesafe daha kısa olduğundan, yerel hükümet siyasi ve idari seviyede demokratik etkinlik açısından daha etkili sonuçlar üretmektedir. "Yerel yönetişim" olarak da ifade edilebilen bu yeni idari formda yerel yönetim anlayışı, merkezi yönetimle, özel sektörle ve diğer aktörlerle (kalkınma ajansları, STK'lar vb.) işbirliği yapmak suretiyle, özerklik ve verimlilik açısından daha fazla sorumluluk alan bir formda ifade bulmaktadır. Bu noktada insan ihtiyaç ve dezavantajlarına yönelirken, STK'ların yerel yönetimlerle işbirliği içerisinde, yerel eğitim, sosyal hizmet, sosyal dayanışmanın güçlendirilmesi ve insan haklarının korunması gibi temel işlevlere sahip olduğunu belirtmek gerekir. Refah politikasının çöküşünden sonra, hükümet ve sivil toplum arasındaki işbirliğinin önemi gittikçe artmaktadır. Bu bakımdan, hantallık, verimsizlik ve bürokratizm gibi merkezi hükümetlerin dezavantajlı koşullarına maruz kalmadan hizmet sunma temeline sahip olma anlamında, sivil toplumun önemi gittikçe artmaktadır. Bu bağlamda Sultanbeyli sınırları dâhilinde mülteciler için oluşturulmuş ve Sultanbeyli Belediyesi, Sultanbeyli Kaymakamlığı, Aile ve Sosyal Politikalar Bakanlığı ve bazı önemli STK'ları proje ortakları olarak bir araya getiren önemli bir işbirliği mekanizması, buna iyi bir örnek teşkil etmektedir.
ÖzetBu tez, Türkiye'de 1980 sonrası bir zihniyet ve tasavvur düzeyinde şekillenmeye başlayan piyasa olgusu etrafında, liberalizm-neoliberalizm-İslamcılık-muhafazakarlık-yeni muhafazakarlık ideolojik çerçevelerinin girmiş olduğu etkileşimi zihniyet düzleminde okumak üzerine tasarlanmıştır. Tez dâhilinde, ilk iki bölümün teorik-kuramsal-tarihsel çerçevede piyasa aklı ile, onun merkezinde etkileşime girdiği ideolojik çerçevelerin hem bu olguyla hem de kendi aralarındaki ilişkiselliğinin irdelendiği; üçüncü bölümünde ise hem kuramsal hem de saha çalışmasını bu zemin üzerinden okuyan bir metodolojik yaklaşımın hâkim olduğu belirtilebilir. Türkiye'de İslamcı siyaset ile muhafazakâr siyaset arasındaki yapısal ilişkinin mahiyeti, bu ilişkinin piyasa ile etkileşimi ve 1980 sonrası yeni muhafazakârlıkla neoliberalizmin bütünleşip yeni sağ doktrinini inşa ettiği küresel siyasa'da Türkiye ölçeğinin bu sürece ne şekilde girip nasıl çıktığı, bu bölümün ilk iki alt bölümünün ana tartışma konularındandır. Bu teorik ve tarihsel zemin üzerinden ise, Türkiye'de muhafazakâr akıl çevrimiyle bir biçimde ilişkili olduğu varsayılan, ülkede önde gelen siyasal-iktisadi aktörlerle birebir niteliksel mülakatlar gerçekleştirmek suretiyle, Türkiye'de gerek siyasal, gerekse iktisadi aklın özellikle 1980 sonrasında nasıl bir zihni ve fikri ufuk tecrübesi içinden geçtiği, birebir ve önemli pratikler üzerinden analiz edilmeye çalışılmıştır.AbstractThis dissertation has been designed to read the interactional processes among the ideological frames; liberalism-neoliberalism-Islamism-conservatism-neo conservatism at the base of mentality question shaped around the market fact, dominated the post-1980 political and economic juncture in Turkey. In the context, the first two chapters are seeking to interrogate the relation and interaction between market mind and the ideological positions within the theoretical-historical frame. The third chapter has a methodology containing both theoretical facet and the field study to read and analyse the main questions on the theoretical base built within the first two chapters. The structural relation between Islamist and conservative political perspectives, the interaction of this relation with the market mind, and the effect of the New Right political sphere dominated throughout the global political-economic juncture by 1980s, to the Turkish political-economic sphere, are the main and core issues of the first two sections of the third chapter. By this theoretical and historical base, numerous face-to face qualitative interviews has been conducted with the main and effective political-economic-sociological actors which are seemed in a way to be related with the conservative sphere in Turkey, to understand and review the nature of experince faced by this political-economic mind by the post-1980s period.
Özetİkinci Dünya Savaşı'nın bitişiyle beraber dünya, savaş öncesi ve savaş dönemine ait ekonomik problemlerin bir daha yaşanmaması adına bir dizi sistemik değişiklik yaşamaya başladı. Büyük Buhran ve Bretton Woods'un çöküş süreci, farklı zamansal dönemlere ait benzer ekonomik sıkıntıları işaret ediyordu: istikrarsız bir makro ekonomik yapı ve bunun küresel ölçekteki yansımaları. Bu sıkıntıların üstesinden gelebilmek adına, daha önce görülmemiş bir yeniden yapılanma sürecine başlandı. Temeline sermayenin (para, üretim kapasitesi formları ve mal anlamında) liberalizasyonunun yerleştirildiği ve küresel düzeyde entegrasyon ve birbirine bağımlılık sürecinin öngörüldüğü sistemde, kurumsallık perspektifi altında uluslararası bir yönetim mekanizması kuruldu. Bu mekanizmanın başat aktörleri ise Bretton Woods kurumları olarak anılacak olan IMF, Dünya Bankası ve Dünya Ticaret Örgütü idi. Bretton Woods sisteminin öngördüğü küresel resim, temelde bu üç başat kurum tarafından kurulacak, kontrol edilecek ve işlevselliğe dönük olarak, gerektiğinde düzenlenecekti. İşte bu anlamda, sermaye akışının büyük oranda kendisine bağlı olduğu Dünya Bankası, süreç içinde farklılaşan dünya ekonomik konjonktürünün gerekliliklerine paralel olarak, kendi işlevselliği çerçevesinde bu temel misyonun garantörlüğüne soyundu. Bu bağlamda, savaş sonrası Avrupa'nın yeniden kurulumu için fon tedariği ile başlayan serüveni, 1950'lerin sonu ile birlikte yerini, kalkınma odaklı bir kurum olma sıfatına bıraktı. Özellikle bünyesindeki Uluslararası Kalkınma Kurumu aracılığıyla, kendisine kalkınmakta olan ülkelere dönük bir faaliyet alanı çizdi. 1980'lerle beraber yapısal uyum programları aracılığıyla ülkelerin politikalarında önemli ve hakim bir unsur olarak dünya ekonomi yönetim mekanizmasının odağında yer aldı ve almaya devam ediyor. Bu tezde, Dünya Bankası'nın uygulamalarının sonuçları ve ülkeler üzerindeki etkisini araştırmaktan ziyade, "merkezileşmiş çoktaraflılık" ilkesi çerçevesinde şekillenen uluslararası ekonomi yönetiminin, entelektüel ve teorik işleyiş mekanizmasını ve temel sacayaklarının bu çerçevedeki işlevselliğini tartıştık. Konu, entegrasyon, birbirine bağımlılık ve bunların gerçekleştiği ve kontrol edildiği zemin olma anlamında, uluslararası yönetim konseptleri bağlamında ele alındı. Bu şemanın en üstüne de kurumsallık çerçevesi yerleştirilerek, Dünya Bankası'nın zaman içinde farklılaşan rolünün bu anlamda değerlendirilmesi, bütüncül bir küresel resim sunmak üzere analiz edilmesi ve bu temel nokta bağlamında okunması doğrultusunda bir perspektif çizildi.AbstractWith the end of Second World War, the world began to face a series of systemic changes aiming at not to meet the problems of the pre-war and interwar periods again. Both the Great Depression and collapse of the Bretton Woods period signed similar economic troubles: an unstable macroeconomic structure and its results on the global scale. Aiming at overcoming the problems, a redesign process was to be begun. On the basis of the liberalization of capital (by means of capital, commodities, and production capacity forms), an international governance mechanism relied on the integration and interdependence processes was formed within the frame of institutionalization. The dominant actors of such a mechanism were the Bretton Woods institutions (the IMF, the World Bank and the WTO). The global picture envisioned by the Bretton Woods System was to be formed, controlled and smoothed out in terms of functionality of those institutions. In this respect, the World Bank, mainly expected to undertake the management of capital flow process throughout the global economy, was acting as the guarantor of this core mission in parallel with the requirements of the evolving world economic structure. Beginning with the reconstruction of European countries, its role evolved towards a more development-based strategy with 1950s. Through International Development Association (IDA), developing countries became the central focus of the Bank. And with 1980s, by Structural Adjustment Programs (SAPs), the Bank has been at the core of the global economy by means of involvement in the countries' policy-making processes. Throughout the thesis, the results of the implications of the Bank in various countries and thus, empirical evaluations have been ignored. Instead, the intellectual and theoretical background of the world economic structure's new design which is based on the principle of "centralized multilateralism" was focused; in attribution to the role of the World Bank. Three important concepts were set on the core of the topic: integration, interdependence and international governance; and one, to the top of the frame: institutionalism. The debate has been discussed around such an intellectual basis and theoretical implications of these concepts, to get an overall picture of the post-war global economy.
