Which Structural Reforms Does E(M)U Need to Function Properly?
Structural reform proposals have undergone significant change both as proposed by IMF and OECD as by the European Union. From a narrow flexibility-enhancing ('liberalising') focus complementing a strict budget consolidation course, they have evolved towards embracing institutional reforms and promoting of growth and productivity. Some of these reform proposals are motivated by increasing divergence between Member States since the financial crisis, others attempt to compensate for the fact that EMU did not and does not yet constitute an optimal currency area with all its institutions required. This paper analyses the various motivations and restrictions for structural reforms and proposes an even wider array of additional reforms, with the aim to enhance socio-economic-environmental sustainability and well-being in the European Union ('progressive' reforms). 'Progressive reforms' should establish equivalence between economic, social and environmental objectives. Excessive 'financialisation' of the economy should be reversed by promoting longer-term real investment decisions, by slowing financial trading decisions, by increasing capital requirements of financial institutions, by levying financial transactions taxes, etc. Productivity-oriented wage setting and working conditions procedures through collective bargaining covering a wide spectrum of the labour force should be promoted as enhancing workers' well-being and be balanced with flexibility requirements. Industrial policies aimed at enhancing the innovative capabilities of countries, with appropriate education, patent and innovation interventions need to gain wide-spread acceptance. The 'race to the bottom' with respect to corporate and personal income taxation, as well as generous tax-reducing policies need to be prevented. National and regional preferences with respect to social and cultural aspects need to be exempted from competition rules, as manifestations of social cohesion, environmental protection and identity-preserving heritage. In cases where cross-country spillovers matter, such 'progressive' structural policies should be set as general framework conditions by the European Union but be adjusted and implemented by the Member States.

Institutional Set-up and Conflict Resolution. Implementation of the WWWforEurope Transition Strategy
The WWWforEurope project proposes a new medium to long-term EU Strategy, aiming to transform the present socio-economic model which has resulted in economic stagnation, social fragmentation and irreversible depletion of environmental capital, towards a more sustainable model where social, economic and environmental sustainability are pursued jointly and successfully. When implementing such a strategy, invariably conflicts between competing goals (tradeoffs) will arise. The present essay outlines the procedural and institutional part of this Transition Strategy, where to start and which instruments to apply, but also more importantly which principles and method to apply in order to resolve remaining conflicts. An introductory section surveys the literature dealing with such conflict-resolution aspects. A second section deals with a specific participatory process, proposed here as the template for dealing with conflicts. This method starts with accepting that invariably different views of the world exist which have to be taken for granted, need to be given consideration, and that pragmatic, "clumsy", compromises need to be found to move forward. The third section proposes a replacement of existing EU growth and sustainability procedures by the development of an overarching Sustainability Strategy, combining social, environmental and economic goals and outlining changes in the EU's institutional Setup.

Die Globalisierung der Weltwirtschaft und der sie antreibende neoliberale Konsens hat nach Meinung des Autors die Fähigkeit der Nationalstaaten, weitgehend autonom den Rahmen für ihre nationale Wirtschaftsordnung zu setzen, in den letzten Jahren stark eingeschränkt. Diese Einschränkungen sind jedoch nicht Hand in Hand mit einer Zunahme adäquater globaler Regelungsinstitutionen gegangen. Dies zeigt nicht zuletzt die gegenwärtig noch nicht überwundene tiefe Finanzmarkt- und Wirtschaftskrise. Dabei besteht jedoch weitgehend Konsens über die Notwendigkeit eines globalen umfassenden Regulierungsrahmens, um die hohen Volatilitäten der Märkte zu verringern, die weltweite massenhafte Verelendung zu bekämpfen und die drohende Umweltkatastrophe durch den Klimawandel zu überwinden. Will man einen effektiven Rahmen errichten, um die globalen Probleme zu lösen, muss nach Auffassung des Autors die ganze Welt eingebunden werden, unabhängig von ihrem Wirtschaftssystem, dem Grad ihrer demokratischen Ausrichtung oder der Befolgung der Menschenrechte. Folglich schlägt der Autor ein kooperatives Institutionengefüge vor, das nicht nur alle Staaten der Welt, sondern auch alle Stakeholder (Zivilgesellschaft, Interessengruppierungen) in die Diskussions- und Entscheidungsprozesse einbezieht. Damit sollen vor allem Inklusivität, Partizipation und Akzeptanz (Ownership) erzielt werden. Es ist die Hypothese des Aufsatzes, dass erst der geeignete Prozess adäquate Institutionen schafft, welche eine Voraussetzung für die Schaffung allgemein akzeptierter und damit durchsetzbarer Regeln sind. 'Neoliberalism' and Development Policy - Dogma or Progress?

Development practice has been dominated by the thinking of industrial countries; however, the latest version of this thinking, the "Washington Consensus," is beginning to crumble because its policies appear to cause more problems than they solve. Developing & emerging countries continue to be characterized by a lack of successful development assistance; an over-representation of the very poor; & inadequate representation in the International Financial Institutions (IFIs) that are the primary institutional actors in development assistance & policy advice. The Washington Consensus needs to be replaced by a development paradigm that allows developing countries to participate in the IFIs in ways that produce a more open marketplace for development ideas that include non-conventional solutions that consider the specific needs & environments of the poor. It is maintained that whether or not this change will be labeled "postliberal" is of more importance to future historians of economic thought than the world's poor. Die Autoren erläutern den gegenwärtigen Zustand der österreichischen Gemeinwirtschaft und kritisieren die Bestrebungen breiter politischer Kreise in Österreich zur Überwindung der Krise der Gemeinwirtschaft. Im ersten Teil ihrer Ausführungen beschreiben die Verfasser Ausmaß und Verbreitung der Gemeinwirtschaft in Österreich, allgemeine Krisensymptome wie betriebswirtschaftliches Fehlverhalten und "neofeudale Strukturen" innerhalb des Managements und sehen als Krisenursache in erster Linie die Unfähigkeit zu Innovationen durch die konservative, traditionellen bürokratisch-hierarchischen Denkmustern verhaftete Verwaltungs- und Führungsschicht der Gemeinwirtschaft. Im zweiten Teil kritisieren sie die als Folge des Desasters der Gemeinwirtschaft sich verstärkende Tendenz der Forderung nach Privatisierungen und den wachsenden Willen führender österreichischer politischer Kreise für einen Beitritt Österreichs in die Europäische Gemeinschaft. Sie verweisen auf die ökonomischen Nachteile eines Beitritts für Österreich und halten eine Mitgliedschaft für unvereinbar mit dem Neutralitätsstatus Österreichs. Statt dessen fordern sie eine Erhaltung der Gemeinwirtschaft in einer "mixed economy" sowie eine differenziert sich öffnende Wirtschaftspolitik gegenüber den osteuropäischen Staaten und denen der "Dritten Welt".
