We analyze the impact of temporary foreign workers (TFWs) and permanent immigrants on interprovincial mobility in Canada. Particular attention is given to the Canadian program of TFWs that has intensified enormously over the last 30 years. Results of the empirical analysis are analyzed through the lens of a small theoretical model that incorporates a job-matching framework (Pissaridès, 1985, 2000) in a migration model à la Harris and Todaro (1970). We find that the inflow of TFWs into a given province tends to substantially decrease net interprovincial mobility. This is not the case, however, for the inflow of permanent immigrants selected through the Canadian point system. On average, each inflow of 100 TFWs is found to decrease net interprovincial migrants within the year by about 50, a number substantially higher than is present in existing literature. This number increases to 180 in the long run. The negative impact of TFWs is ascribed to the fact that TFWs are hired directly by employers, take vacant jobs, and display employment and participation rates of close to 100 per cent. Our paper suggests that, in general, the impact of immigration on labor market conditions depends critically on the way immigrants are selected.
Traditional theories of integration such as the optimum currency area approach attribute a prominent role to international labour mobility in coping with relative economic fluctuations between countries. However, recent studies on international migration have overlooked the role of short-run factors in explaining international migration flows. This paper aims to fill that gap. We first derive a model of optimal migration choice based on an extension of the traditional Random Utility Model. Our model predicts that an improvement in the economic activity in a potential destination country relative to any origin country may trigger some additional migration flows on top of the impact exerted by long-run factors such as the wage differential or the bilateral distance. Compiling a dataset with annual gross migration flows between 30 developed origin and destination countries over the 1980-2010 period, we empirically test the magnitude of the effect of short-run factors on bilateral flows. Our econometric results indicate that relative aggregate fluctuations and employment rates affect the intensity of bilateral migration flows. We also provide compelling evidence that the Schengen agreements and the introduction of the euro significantly raised the international mobility of workers between the member countries.
We examine environmental factors as potential determinants of international migration. We distinguish between unexpected short-run factors, captured by natural disasters, as well as long-run climate change and climate variability. Building on a simple neo-classical model we use a panel dataset of bilateral migration flows for the period 1960-2000, the time and dyadic dimensions of which additionally allow us to control for numerous time-varying and time invariant factors. As a whole, we find little direct impact of climatic change on international migration in the medium to long run across our entire sample. Using the rate of urbanization as a proxy for internal migration we find strong evidence that natural disasters beget greater flows of migrants to urban environs.
Existing migrant networks play an important role in explaining the size and structure of immigration flows. They affect the net benefits of migration for future migrants by lowering assimilation costs ("self-selection" channel) and increase the probability of potential migrants to obtain a visa through family reunification programs ("immigration policy" channel). This paper presents an identification strategy allowing to disentangle these two channels. Then, it provides an empirical illustration based on US immigration data by metropolitan area and country of origin. First, we show that the overall network externality is strong: the elasticity of migration flows to network size is around one. Second, only a quarter of this elasticity is accounted for by the policy channel. Third, the policy channel was stronger in the nineties than in the eighties due to more generous family reunion program. Fourth, the global elasticity and the policy contribution are much greater for low-skilled migrants.
Remittances have greatly increased during recent years, becoming an important and reliable source of funds for many developing countries. Therefore, there is a strong incentive for receiving countries to attract more remittances, especially through formal channels that turn to be either less expensive or less risky. One way of doing so is to increase their financial openness, but this policy option might generate additional costs in terms of macroeconomic volatility. In this paper we investigate the link between remittance receipts and financial openness. We develop a small model and statistically test for the existence of such a relationship with a sample of 66 mostly developing countries from 1980-2005. Empirically we use a dynamic generalized ordered logit model to deal with the categorical nature of the financial openness policy. We apply a two-step method akin to two stage least squares to deal with the endogeneity of remittances and potential measurement errors. We find a strong positive statistical and economic effect of remittances on financial openness.
This paper looks at the impact of networks on international migration flows to OECD countries. In particular, we look at whether diaspora effects are different across education levels and gender. Using new data allowing to include both dimensions, we are able to analyze the respective impact of networks on the proportion of each category of migrant. Therefore, unlike the preceding literature on macro determinants of international migration, we can identify the respective factors influencing the selection in terms skills and in term of gender. We found that network effects vary by education level but not by gender. Women are also found to be less directly dependent on migration costs unrelated to networks such as distance.
Migration flows are shaped by a complex combination of self-selection and out-selection mechanisms. In this paper, we analyze how existing diasporas (the stock of people born in a country and living in an another one) affect the size and human-capital structure of current migration flows. Our analysis exploits a bilateral data set on international migration by educational attainment from 195 countries to 30 OECD countries in 1990 and 2000. Based on simple micro-foundations and controlling for various determinants of migration, we find diasporas increase migration flows, lower their average educational level and lead to higher concentration of low-skill migrants. Interestingly, diasporas explain majority of the variability of migration flows and selection. This suggests that, without changing the generosity of family reunion programs, education-based selection rules are likely to have moderate impact. Our results are highly robust to the econometric techniques, accounting for the large proportion of zeros and endogeneity problems.
This paper examines the relationship between international migration and source country fertility. The impact of international migration on source country fertility may have a number of causes, including a transfer of destination countries' fertility norms and an incentive to acquire more education. We provide a rigorous test of the diffusion of fertility norms using original and detailed data on migration. Our results provide evidence of a strong transfer of fertility norms from migrants to their country of origin.
L'internationalisation du secteur de l'éducation supérieure est un phénomène incontestable qui s'inscrit dans le processus de globalisation. Le nombre d'étudiants étrangers et leur proportion dans les universités des pays développés est en constante augmentation depuis les années septante. Le nombre d'étudiants étrangers a été multiplié par 5 en 40 ans. La Belgique n'échappe pas à la règle. En 2013, la Belgique comptait environ 45.000 étudiants en mobilité internationale dans l'enseignement de type supérieur. Cela représente une proportion d'étudiants étrangers d'environ 10 % pour l'ensemble des niveaux d'études universitaires. C'est légèrement au-dessus de la moyenne européenne (9 %) et de celle des pays de l'OCDE (8 %). Sur ces 45.000 étudiants, environ 55 % étaient issus de pays appartenant à l'UE (à 28 États membres). La Communauté française est mieux positionnée dans l'accueil international que la Communauté flamande, avec une proportion d'environ 21 % d'étrangers contre 7 % pour cette dernière. Cette différence s'explique en grande partie par l'usage de la langue française qui demeure malgré tout une langue d'usage international. A l'instar de leur position vis-à-vis de l'immigration en général, les décideurs politiques ont une vision souvent mitigée quant à la nécessité d'attirer des étudiants étrangers dans les universités de leur pays. Ainsi, récemment, le gouvernement britannique a pris des dispositions visant à limiter le nombre d'étudiants étrangers dans les universités britanniques (en octobre 2016, Amber Ruud, ministre de l'Intérieur, déclarait vouloir couper par 2 le nombre d'étudiants extra-européens qui s'élevait alors à 167.000). Si bon nombre de pays de l'OCDE permettent aux étudiants diplômés de rechercher un emploi sur leur territoire durant une certaine période, d'autres comme la Belgique ou le Luxembourg n'octroient pas cette possibilité. Ceci reflète une position de défiance vis-à-vis des étudiants étrangers diplômés, alors qu'ils sont a priori très attractifs pour le marché du travail domestique puisqu'ils connaissent la culture, les institutions et la langue. C'est d'autant plus handicapant que les pays limitrophes (France, Pays-Bas, Allemagne) offrent cette possibilité. Pourtant, il est évident que l'attraction d'étudiants étrangers comporte de nombreux avantages, à la fois au niveau du pays et au niveau de chaque université. Dans ce numéro de Regards Economiques, nous faisons le point sur les effets économiques de ce phénomène et nous présentons les facteurs qui peuvent influencer l'attractivité des universités vis-à-vis des étudiants extérieurs. Les facteurs de politique économique générale portent sur l'octroi de visas aux étudiants extra-européens, ainsi que la possibilité qui leur est donnée de s'insérer sur le marché du travail domestique. Aux niveaux des universités, les facteurs essentiels sont leur qualité perçue au niveau international, les droits d'inscription ainsi que le coût de la vie. Nous pensons que les universités francophones sont relativement bien positionnées dans la compétition internationale mais pourraient mieux profiter de la mobilité internationale des étudiants, notamment à travers une politique de montée en gamme. Un exemple de cette politique reposerait sur une stratégie de hausse des droits d'inscription pour les étudiants extra-européens, accompagnée d'un investissement de ces ressources supplémentaires dans les universités afin d'améliorer leur performance.
Abstract We examine two impacts of international emigration on the evolution of the institutions in the origin countries. The first impact concerns the influence of emigration per se (i.e. people who left the country can voice more or less from abroad). The second impact relates to the transfer of the norms of the host country to the home country. The existence of both impacts is confirmed using different indicators of institutional quality. The effects appear stronger when skilled emigration is considered. The main conclusions are robust to alternative econometric methods and to the use of subsamples involving developing countries only.
Résumé Cet article porte sur le risque de perte de clientèle comme justification à la rigidité des prix. Pour tester cet argument, nous utilisons des données soumises à une clause de non-renouvellement. De telles clauses induisent-elles une flexibilité accrue des prix ? À partir de la base de données des prix de l' ofup , société distributrice de l'édition imposant à ses clients une modification annuelle de leur(s) abonnement(s), nous montrons que les prix sont néanmoins rigides, même lorsque les clients sont forcés de passer d'un produit à un autre. Notre méthodologie économétrique permet, en outre, la prise en compte de l'hétérogénéité non observée et des autres caractéristiques du secteur de l'édition.
Résumé Cet article vise à déterminer si la persistance des chocs de volatilité affectant les taux de change les plus importants contre le dollar (DM et yen) s'est modifiée depuis le début des années 1980. Pour ce faire, nous avons recourt au modèle Garch fractionnellement intégré (Figarch) qui, contrairement aux modèles usuels à hétéroscédasticité conditionnelle (Garch et Igarch), fournit une mesure directe de cette persistance. Appliquées aux taux de change journaliers, nos estimations suggèrent que, depuis les accords du Louvre en février 1987, la persistance de long terme des chocs de volatilité sur le marché DEM-USD a eu tendance à diminuer. Par contre, cette tendance n'est pas observée pour le yen. Des résultats auxiliaires pour le FRF et la GBP suggèrent que la réduction de la persistance pourrait être liée au SME.
