Abstract Grassroots social innovations are citizen-led initiatives that develop bottom-up solutions to societal challenges. Alternative food networks (AFNs) are innovations which propose alternative schemes for distribution and consumption of food—such as community-based agriculture or food cooperatives—which can improve the well-being of participants. Its potential for social work and social services has been recognised, but remains underexplored. This paper proposes a theoretical framework based on the capability approach in order to explore the impacts, drivers and factors at play in the expansion of well-being in participants in AFNs. This framework is applied to address seven cases of different kind of AFNs in Valencia (Spain) and to explore implications and strands of action so community social services can make use of AFNs. The study draws on information from thirteen interviews with participants of AFNs, local experts and policymakers; from secondary sources and from participant observation. It deductively uses the categories in the framework and inductively identifies specific capabilities, drivers and factors. The results show that AFNs expand well-being in several aspects of human experience. They are highly diverse, from more reformist to more radical, so they can mobilise different publics. Social services can benefit from this impact and diversity.
Tesis por compendio ; [EN] Within the field of development management, an emerging critique to the aid system has gained prominence. It focuses on how the dominant language and logics in the aid sector have depoliticised the issues of development, thus reducing them to purely technical and managerial problems. These problems are supposed to be managed by experts, who are considered to have the capacity of total control over development processes. This trend, which has been called managerialism, avoids issues of political economy, power or conflict, and assumes the logics, values, discourses and procedures of the private sector (focusing then on issues as "efficiency", "products" or "impact" of development projects). In this process, development organizations become mere service-providers, they have been co-opted by the global neoliberal agenda, and their actions serve to reinforce unequal power relationships. From this analysis, it is possible to obtain insights for rethinking development and aid, reframing them as complex, political and intrinsically conflictive processes. Moreover, some critics to managerialism also suggest that a (re)politicised perspective on development and aid should also be transformative, and that development organizations should recognise and value alternative systems of knowledge and personal and societal projects; should contribute to examining alternative development models, beyond productivist capitalism and market-driven liberal democracy; and should place bottom-up processes of change at the centre. The research also departs from the idea that, within the aid system, a small and scarcely visible group of people and development organizations are trying to promote alternative discourses and practices of development and aid that, instead of reinforcing the advancement of the neoliberal global agenda, are challenging it. [EN] The right to the city, a concept previously associated with the struggle of social movements in the search of deep changes in the relations in the city, has recently been accepted and redefined with the participation of new actors, from governments and NGOs to UN agencies. It has entered a process of institutionalization in some international, national and local arenas, as the case of Brazil can exemplify. A new discourse around the concept, which becomes depoliticisized, has become dominant in these spaces, concealing alternative and more political and transformative visions. The paper aims to understand the contents as well as the processes of production and institutionalization of this new discourse in a particular national and local case, Brazil and Salvador da Bahia, in the context of political-institutional changes of the last three decades. For this purpose, we draw on inputs from social movements theories, as well as on critical discourse analysis, to approach key texts at national and local level, also considering the international context. This study focuses on international development aid policies implemented by municipalities. By proposing a theoretical framework and addressing the Spanish context, it first explores the added value and the challenges involved with this kind of decentralised aid. Second, it discusses the implications in terms of the competencies required by social workers in order to leverage the potential of these aid policies. The research draws on the qualitative analysis of documents, interviews and discussion groups. It concludes that international social workers need knowledge, values and skills in widely different aspects in order to overcome the challenges entailed in aid from municipalities.
[EN] The present moment of crisis regarding the identity and the resources of development aid calls for a deep reflection in order to recover the sense and the transformative aim of international development. In this work, we consider that we can recover a transformative agenda if we consider development aid as an space in which transformative learning processes take place. These learning processes lead to the construction of what can be called a ¿radical global citizenship¿. In development aid, individuals and organizations work together in social change processes. In these processes, people and organizations change through process of emergent and informal learning. Instead of considering development education as part of development cooperation, we can understand development cooperation as a transformative process of learning for development. In this work we explore the case of Spanish organizations that have supported Colombian ones, with whom they have established relations of solidarity. We will see that these relations have contributed to the defence of Human Rights in Colombia but also that mutual learning between organizations has contributed to the construction of civil society and democracy, in Spain and Colombia and at global spaces. From these experiences we can get some key implications in order to rethink the existing development aid system, form the perspective of the development education, and in order to advance towards a more transformative agenda for the development aid. ; [ES] En un momento en el que la cooperación internacional está sometida a una profunda crisis identitaria y de recursos, resulta necesario una profunda reflexión sobre cómo recuperar su sentido y agenda transformadoras. Para ello, se caracteriza esta perspectiva y se analizan dos experiencias que han vinculado organizaciones españolas con organizaciones colombianas y argentinas. Con la crisis en España, la juventud se enfrenta a una situaciónmultidimensional de desventaja. En el artículo analizamos los puntos de vista de distintos actores sobre dicha situación, y cómo estas perspectivas se reflejan en el diseño e implementación de las políticas públicas. Realizamos un estudio cualitativo mediante una aproximación innovadora, el enfoque de capacidades, utilizando tanto revisión defuentes secundarias como entrevistas en profundidad a 21 actores clave. Las evidencias muestran que las actuales políticas tienen una perspectiva limitada, centrada en la creación de empleo y que no considera las múltiples desventajas a las que se enfrentan los jóvenes hoy en día. Esto se agrava con la falta de participación en la definición e implementación de políticas, y con intereses partidistas y estrategias cortoplacistas.
El trabajo busca contribuir al debate sobre las potencialidades de la cooperación al desarrollo municipal con la exploración del caso de los fondos locales de cooperación, apenas abordados en la bibliografía. Para ello, se propone un marco teórico integral donde se identifican los valores diferenciales de la cooperación local desde una perspectiva municipalista. Desde este marco, se aborda el caso del Fons Valencià per la Solidaritat (FVS) y se explora si está contribuyendo a aprovechar las potencialidades de esta cooperación. Se emplean métodos mixtos y fuentes primarias y secundarias de información: bases de datos institucionales, documentación del FVS, entrevistas y cuestionarios dirigidos a personal del FVS y de entidades socias. Los resultados ilustran el potencial de los fondos para una cooperación municipalista en términos institucionales, instrumentales y relacionales; también, que estas múltiples potencialidades pueden necesitar tiempo para ser desplegadas, y que se enfrentan a distintos retos y contradicciones a ser explorados con más detalle.
[EN]: This study situats in the current debates on the adoption of Global Agenda 2030 and the Sustainable Development Goals and on the question if this can be considered and advancement or not. We focus in the specific case of the Spanish non-governmental development sector, in order to address if the Agenda can solve the problems felt by the stakeholders. From a more normative and positioned perspectives, we ask is the Agenda can contribute to address these problems from a more transformative perspective, that is, contributing to the repoliticization of development and aid. For this aim, we address the reflections and questionings that emerge from civil society in the case of Valencian development aid. These voices offer a challenging and a very interesting perspective from which we can unpack the Agenda and propose ways in which it can be adapted in order to advance towards a more transformative development aid. ; [ES]: El trabajo se sitúa en el actual debate sobre si la adopción de la Agenda Global 2030 y los objetivos de desarrollo sostenible en las políticas y prácticas de cooperación supone un avance o un retroceso. Para ello, nos interrogamos más concretamente sobre si pueden ser positivos o negativos para abordar los problemas concretos percibidos por el sector de la cooperación no gubernamental al desarrollo español. De forma más normativa y posicionada, nos preguntamos si la agenda puede contribuir a abordar estos problemas de una forma más transformadora, esto es, contribuyendo a la repolitización de la cuestión del desarrollo y la cooperación. Para ello, nos hemos centrado en las reflexiones y cuestionamientos que emergen desde la sociedad civil en el caso de la cooperación valenciana. Estas voces nos ofrecen una mirada cuestionadora de mucho interés, a partir de la cual repensamos y proponemos formas en la que la agenda global puede adoptarse, para avanzar hacia una cooperación más transformadora.
