The existing literature on state-building has focused mainly on
post-conflict cases and 'conventional' examples of statehood,
without taking into consideration the particularities of states that
remain internally and/or externally contested. The EU's engagement
in Palestinian state-building through the deployment of
EUPOL COPPS and EUBAM Rafah has generated various types of
unintended consequences: anticipated and unanticipated, positive
and negative, desirable and undesirable, some of which fulfill and
some of which frustrate the initial intention. These have important
reverberations for the EU's conflict resolution strategies in Israel
and Palestine, the most important being the strengthening of
power imbalances and the enforcement of the status quo.

It offers a review of the literature on (EU) peace building, EU, state-building and conflict resolution, before examining in detail the European Union's role as a state-builder in the case of the Occupied Palestinian Territories following the 1993 Oslo Accords. Drawing on extensive fieldwork and over 140 interviews carried out in Brussels, London, Jerusalem and Ramallah with EU, Palestinian and Israeli officials as well as academics, members of NGOs and civil society, the author evaluates the present approach of state-building and offers a framework to test the effectiveness of the EU as a state-builder. Examining security sector reform, judiciary sector reform and the rule of law, the book measures the contribution of the EU to state-building against a backdrop of on-going conflict and a polarised social setting. The aim of this paper is to shed light on the debate about the European Union (EU)'s role as a state-builder in the case of the Palestinian Territory and in particular the extent to which EU policies and programmes in the area have been able to assist the process of state-building in Palestine in the aftermath of the 1993 Oslo Accords. By analysing the liberal peace and liberal democracy debate on the one hand and the EU's state-building and conflict resolution policies on the other hand, the paper aims to evaluate the distinctive role of the EU as a state-builder in the case of the Palestinian Territory. Moreover, by focusing on state-building initiatives such as police and security reform, institution-building, judicial reform, as well as support for the health and education sectors, the paper aims to answer the following questions: why have the EU's state-building strategies employed after the Oslo Accords in Palestine had so little impact? Can this tell us anything that we do not know about the high politics of the conflict? Does this represent a failure of the whole liberal peace-building model (or not)?

This book analyses the revised European Neighbourhood Policy (ENP) which entered into force in May 2011, thereby replacing its predecessor of 2003/2004. The edited volume provides a structured and comprehensive overview of the most recent developments in EU foreign policy (EUFP) towards the EU's southern and eastern neighbourhood through the prism of continuity and change. Topics covered include: conceptual, theoretical and methodological issues; the legal and institutional aspects of the revised ENP and the changes brought by the entering into force of the Lisbon Treaty; and conflicts and crises in the EU's neighbourhood, such as the Western Sahara conflict, the Israeli-Palestinian conflict, the South Caucasus conflicts and the crisis in Ukraine. The authors also focus on sectoral cooperation, analysing the changes brought by the revised ENP of 2011 in the domains of energy cooperation and migration.
