MARXISM AND THE THOUGHT OF HUMAN LIBERATION AND DEVELOPMENT
Born and raised in a time when the movement for human and society liberation was growing and urging to have a scientific theory to lead the way, and certain material and thought arguments were also ripe for such theory at the same time, with the wisdom of a scientist and the political view of a revolutionary, K. Marx became the one to initiate and develop a scientific and revolutionary doctrine of human, liberation of human and society, and comprehensive human development. This doctrine of K. Marx created not only a revolutionary turning point in the concept of man and human nature, the relationship between human, nature and society, the position and role of human in the development of human history and the cause of human liberation and comprehensive human development, but also the long-lived vitality of Marxism in modern age. Le défenseur des enfants : une émancipation réussie

En onze ans, le Défenseur des enfants a rempli ses missions avec efficacité. Mais il semblerait que son autorité ait moins tenu aux pouvoirs qui lui ont été attribués par la loi du 6 mars 2000 qu'a ce qu'en ont fait les personnes qui l'ont incarné : Claire Brisset, de 2000 à 2006, et Dominique Versini, de 2006 à 2011. Leur dynamisme et leur liberté de ton ont fait du Défenseur des enfants non seulement une institution incontournable en matière de défense des droits de l'enfant mais encore un contre-pouvoir qui a pu gêner les pouvoirs publics.

Résumé L'objet de cette étude est de montrer que les congés de maternité des enseignantes-chercheures sont extrêmement disparates. En effet, régies par une circulaire sujette à de multiples interprétations, les décharges de service ne sont pas calculées de la même façon d'une université à l'autre. En outre, les responsabilités administratives et les activités de recherche sont inégalement interrompues, dans la mesure où aucun texte ne précise les modalités du congé de maternité les concernant. Ce défaut d'encadrement juridique ne favorise ni l'égalité des femmes universitaires entre elles, ni l'égalité des chances entre hommes et femmes enseignants-chercheurs.

Résumé Outre une « photographie » des membres du Conseil d'État, cette étude se propose d'évaluer le poids des déterminismes sociaux dans l'intégration d'un grand corps et dans le choix de carrière de ses membres. Alors que le profil de ces derniers, largement prédéterminé, s'avère très homogène, leurs trajectoires professionnelles sont variées et sont rarement influencées par le mode de recrutement, la formation ou l'origine sociale.

When studying human society, Karl Marx affirmed that all changes in social life, in the end, originate from the transformation of the productive forces. The development of productive forces is expressed through the conquest of the nature of men. Productive forces reflect the actual capability of men in the process of creating wealth for society and ensuring human development. In any society, in order to create wealth, both workers and means of production are needed. Without instruments for the labor process, men cannot create wealth. That development provides us with more convincing practical evidence to continue affirming Karl Marx's precise view of the productive forces, and at the same time requires us to supplement and develop his view on this issue inconsistent with reality. In the current context of globalization and the Fourth Industrial Revolution, it is essential to clarify all the practical capabilities used in the production process of the society over the world's development periods to promote social development. Therefore, this article clarifies the basic arguments to analyze Karl Marx's view on the productive forces and see the need to refresh and supplement Karl Marx's theory in the current situation.

As the Fourth Industrial Revolution is strongly growing, human resources, especially high-quality ones, play a decisive role in the socio-economic development of each country. Therefore, priority is given by many countries to building and developing human resources, because, in the current context, human resources fully equipped with skills and knowledge will contribute to the development of individuals, organizations and countries. From the strong economic development of the US, Japan and Western countries in the mid-20th century to the title of "Asian Tigers" given to four economies in East Asia and the rapid growth of ASEAN countries, all thanks to policies of human resource development. However, in different countries, the development of human resources is implemented in different directions depending on the economic, cultural and social conditions of each country. In Vietnam, after nearly 35 years of renovation, the country has earned great achievements in human resource development, most clearly reflected in the productivity improvement of the whole society, which speeds up the growth rate and enhances economic competitiveness and national potential. Also, it is necessary to admit that, compared to the resources invested and efforts spent, as well as the conditions and opportunities offered, the achievements mentioned above are still not commensurate with the country's potential. Therefore, this article aims to discuss the human resource development strategies of some countries in the world, thereby drawing lessons for Vietnam.
