Practitioners and scholars of public administration currently seem to have overcome comprehensive reform strategies and are focusing their attention on minor changes in public administration that generate short-term outcomes with lower transactional costs. In that sense, many have argued that innovation can contribute to improve the public service quality and efficiency as well as to enhance government capacity in solving problems. In Brazil, specifically, there is a certain degree of consensus about the increase of management innovation practices over the last two decades. However, as in other countries, the lack of evidence-based knowledge regarding different dimensions of innovation prevails. One important dimension that must be deeply investigated is the innovation's determinants. In other words, which factors influence the public sector innovation initiatives? The paper aims to answer this relevant question. This paper's original data comes from the Federal Management Innovation Award (FMIA), the most important innovation prize in Brazil, conducted by the National School of Public Administration (Enap), to recognize innovative practices that have improved government capacity and service delivery. Every year, twenty initiatives are nominated to the final and ten are awarded as the most innovative management practices. Using quantitative dataset, built from content analyzes of these initiatives' reports from 2007 to 2015, we examine their influential factors. The research results confirm the hypothesis that innovation is not an isolated construct, in other words, its determinants tend to be also influenced by the relationships with the types and phases of the innovation.

Recent studies point to alternate models of public management with the purpose of surpassing the assumptions of the New Public Management. The current theoretical debate centers on the prevalent view that government is not following a specific management model of well-organized principles and guidelines. Instead, the literature converges on the perception that the contemporary public administration functions with tendencies closer to innovative management principles and tools. Given the recent structural changes in Brazil, is the government functioning under any model or is it converging with any trends? This paper systematically explores the improvements in management raised from the winning initiatives of the Federal Award of Public Management Innovation, from 2007 to 2014. Research indicates nearly all principles and tools described were incorporated, in varying degrees, in the winning innovations in the federal government. Most initiatives (98%) fall into the trend. The prevailing innovations are based on information technology and networking strategies as to provide better quality and more efficient public services.

No atual sistema de cargos e carreiras do Poder Executivo federal brasileiro, servidores públicos que não ocupam cargos de livre provimento têm duas maneiras preponderantes para alcançar um patamar salarial mais elevado: antiguidade ou aprovação em concurso público para uma carreira mais bem remunerada. Neste artigo, sugerimos que essas maneiras de ascensão afetam negativamente a motivação para o serviço público. Primeiro, elas transferem os incentivos dos servidores públicos em início de carreira de desempenho no trabalho para preparação para concursos de carreiras com salários mais elevados, e simultaneamente os privam de outras formas de ascensão quando nos estágios intermediários e avançados de suas carreiras. Segundo, elas geram desigualdade salarial entre carreiras, desmotivando servidores públicos com responsabilidades semelhantes em carreiras com remunerações inferiores. Dados de nosso survey com 2.800 servidores públicos de 14 instituições do Governo Federal oferecem indícios acerca da importância de reduzir essas distorções de incentivo.

In the current structure of careers in the Brazilian Federal Government, public officials who do not hold a DAS position have two predominant ways of reaching a higher salary level: years of service and passing a written examination for a higher paid public service career. We argue in this paper that these pathways affect in a negative way public service motivation. First, they shift incentives of early career public officials from job performance towards preparing for higher paid career exams, while depriving officials in middle and later stages of their careers of any advancement opportunities. They also cause salary inequity between careers, demotivating officials with similar responsibilities in lower paid careers. Through statistical analyses of data from an original survey with 2,800 public servants in 14 federal government institutions in Brazil, our findings point to the importance of reducing incentive distortions in Brazil's public service.

The role of Schools of Government has been relatively vague in the literature and in several countries' public administrations. Consequently, schools operate in normative contexts that do not address their specific needs and purposes as educational entities. The present study seeks to comparatively describe institutional, strategic and educational characteristics of 17 Brazilian Federal Schools of Government to define aspects for their distinctive characterization. The qualitative research was based in document analysis and structured interviews with heads in schools. The results present a common identity between schools, as well as differences regarding their configurations. We attempt to propose a typology for the sampled schools which, we suggest, may be used as a means for a general theory for the comprehension of varying characteristics between schools of government, relating to their roles and formats. The study contributes to a better understanding regarding the role of schools of government and proposes further research to support their institutionalization and development.
