"Die Industrie der Region Rhone-Alpes ist, obwohl in einzelne industrielle Zentren gegliedert, nicht allzusehr spezialisiert, also insgesamt einigermaßen ausgewogen strukturiert. Diese räumliche Verteilung wird als Vorteil angesehen, sie führt aber zu keiner generellen Kohärenz. Es gibt also in der Region Rhone-Alpes lokale Produktionsstrukturen, aber keine regional vernetzte Industrie. Die Regionalpolitik läßt daher zwei Ziele erkennen: - Lokale Produktionsstrukturen sollen gefördert werden durch eine örtliche Integration von Ausbildung, angewandter Forschung und Industrie. - Neue Technologien sollen sowohl die Entwicklung von High-Tech-Sektoren ermöglichen, als auch die Modernisierung der sogenannten 'traditionellen' Zweige erlauben. Industrie, bis jetzt die Stärke der Region, soll weiterhin Priorität haben. Industrie soll Dienstleistungen hervorrufen, nicht umgekehrt. In diesem Rahmen entwickelt der 'Conseil Regional' eine Technologiepolitik, die das lokale Zusammenwirken von Industrie, Forschung und Bildung fördert und die Verknüpfung der verschiedenen lokalen Technoindustrien vollzieht." International audience ; ABSTRACT. We are constantly evolving in multiple organizations and we have to deal with an uninterrupted flow of data and information, which we contribute to feed. These data and information, clearly differentiated in this paper, are neither neutral nor objective but are the result of various operations generated by the organizations that form or use the so-called "data". These operations obey four types of conventions: quantification conventions, contextualization conventions, stating conventions, semiotic conventions, finally. Conventions reflect the doxa and are shaping the norms that frame the economic life and the functioning of organizations. The example of a hospital illustrates these conventions in the article. Another example is used: the added value divide. The balance scorecard of this hospital reflects his performance. The conventions are simultaneously process and result of the action, instituting and instituted, as the "conventionalists" have shown. The conventions and the dispute around them testify to the life of democracy in organizations. Two main political and economic paradigms have framed the Social Europe so far. The first one has consisted in the (German) "ordoliberalism", which has played a key role in structuring the foundations of the European Community as well as those of the Monetary Union. The other and more recent one is the so called "Social Investment Strategy" recently endorsed by the European Commission. Both normative frameworks have been also at the heart of the responses formulated at the European level to the euro crisis. Therefore, they have had decisive consequences on the current social situation in the Economic and Monetary Union. This paper uses a theoretical and methodological framework, that combine Weltanschauungen (or doxai), principles and norms, for analyzing models of representations of social facts. This grid of analysis is used to understand what has happened to the Social Europe in the wake of the current Eurozone crisis and to formulate some alternatives.
