[spa] A mediados de los 90 emerge un cuestionamiento del enfoque del ajuste estructural promovido por el Banco Mundial y el FMI en los países en desarrollo, especialmente en África, que lleva a estas instituciones a cambiar su discurso. Las preguntas que guían la investigación son (1) si estos cambios suponen un cuestionamiento real del enfoque del ajuste estructural, y (2) si estos cambios pueden modificar la inserción periférica de África en la economía mundial. El marco teórico del que se parte es el enfoque Centro-Periferia (CEPAL, Raúl Prebisch) y el análisis histórico-estructural. En el capítulo 2 se analizan las bases de dicha inserción periférica, teniendo en cuenta las estructuras económicas africanas, los intentos de cambio estructural más relevante, y la economía política del ajuste estructural, promovido por el Banco Mundial y el FMI a partir de los años 80. En el capítulo 3 se analizan los contenidos de los giros teóricos que se observan en estas instituciones, en particular la conceptualización de la pobreza, la extensión del concepto de buena gobernanza, y el alcance de las condicionalidades tradicionalmente asociadas a sus créditos. Una constatación relevante es que el discurso de las instituciones de Bretton Woods progresivamente va convergiendo con el del resto de actores del sistema de cooperación internacional al desarrollo. La expresión de esta convergencia viene a ser el establecimiento de los Objetivos de Desarrollo del Milenio. En el capítulo 4 se analizan con detalle los cambios en la instrumentación de sus estrategias, destacando las políticas de reducción de la deuda multilateral (Iniciativa HIPC), y las estrategias de reducción de la pobreza (Poverty Reduction Strategy Papers, PRSP), constatándose que a pesar del cambio de discurso, los ejes centrales de las políticas del ajuste estructural (privatización, desregulación y apertura), continúan presentes en estos instrumentos. El análisis es relevante en la medida en que la mayoría de países africanos se encuentran inmersos en estas estrategias de reduccion de la deuda, y elaboración e implementación de un PRSP. En el capítulo 5 se analiza la aplicación de esta nueva conceptualización e instrumentación en el Chad, donde desde el año 2001 se está reduciendo deuda multilateral, y desde el año 2003 está en marcha un PRSP. A ello hay que añadir el inicio de la explotación de petróleo en el país desde octubre de 2003, que supone una importante renta petrolera para el gobierno. Estos tres elementos configuran lo que hemos denominado "modelo chadiano de reducción de la pobreza". El trabajo de campo y el estudio de caso determinan que no hay un cuestionamiento relevante del enfoque del ajuste estructural. Como conclusión, se confirma que el giro discursivo y el cambio en la instrumentación de las estrategias del Banco Mundial y el FMI en África no suponen un cuestionamiento del enfoque tradicional del ajuste estructural. Ello también tiene como consecuencia que el modelo periférico de inserción de África en la economía mundial no se verá cuestionado por las estrategias de estas instituciones. ; [eng] In the mid-90s a raising criticism emerged questioning the structural adjustment approach promoted by the World Bank and IMF in developing countries, especially in Africa. This lead these institutions to change their discourse. The questions guiding the research are (1) whether these changes constitute a real challenge of structural adjustment approach, and (2) whether these changes can modify the peripheral insertion of Africa into the world economy. Chapter 2 explores the foundations of this peripherical insertion, taking into account the African economic structures and the political economy of structural adjustment promoted by the World Bank and IMF from the 80s. Chapter 3 discusses the theoretical content of the drawings seen in these institutions, particularly the conceptualization of poverty, the extension of the concept of good governance, and the scope of conditionalities traditionally associated with their loans. Chapter 4 discusses in detail the changes in implementing their strategies, highlighting policies of multilateral debt relief (HIPC), and strategies for poverty reduction (Poverty Reduction Strategy Papers, PRSP), noting that despite the change of address, the central axes of structural adjustment policies (privatization, deregulation and opening) are still present in these instruments. Chapter 5 discusses the application of this new conceptualization and implementation in Chad, where since 2001, multilateral debt is being reduced, and since 2003 there is an ongoing PRSP. To this must be added the start of oil exploitation in the country since October 2003, meaning a significant rent for the government. These three elements form what we called "Chadian model of poverty reduction. Fieldwork and case study determined that there is no significant questioning of the structural adjustment approach. In conclusion, it is confirmed that the discursive shift and change in the implementation of the strategies of the World Bank and IMF in Africa does not pose a challenge to the traditional approach of structural adjustment. This also has the consequence that the peripheral model of integration of Africa into the global economy will not be questioned by the strategies of these institutions.

Africa has become a major arena in the so-called "multiplex world." The growing presence of China and other emerging countries on the continent in the last two decades has turned Africa into an area in which there are a large number of different patterns of interaction between state and non-state actors. International debates are polarised over whether these new South–South dynamics generate new dependency relations or whether they provide genuine opportunities for transformation. This article focuses on China's role in the ongoing processes of economic integration in Africa. Far from merely reproducing a neoliberal pattern, this interaction may highlight a certain convergence between the African regional integration projects and China's desire to promote structural transformation strategies, with investment in infrastructure being an example. However, the article concludes that rather than reinforcing African regional integration, this essentially bilateral and highly pragmatic Chinese strategy may have some indirect returns on regional integration but is actually showing some signs of decline.

The exploration and extraction of oil in the territorial sea of Equatorial Guinea and Chad's southern region of Doba have led to certain socio-economic and political dynamics among their populations. The literature developed around the concept of 'resource curse' is helpful in understanding how oil stimulates the governments' rentier behaviour and authoritarianism, as well as the countries' poverty and inequality. However, not all the similarities between the cases are explained by these approaches and some of the differences are relevant to understand the specific configuration of the curse in these countries. Only by taking into account historical trajectories, the particular strategies of local and non-local actors, and the international political economy in which oil is extracted and commercialised, can we properly analyse all these dynamics in their complexity.

ABSTRACTHIV/AIDS policies have become a significant and controversial issue in Mozambique in recent years. The extent of the disease, along with a massive involvement of the donor community and a committed response by Mozambican authorities, are the main drivers of these policies. In the framework of the new aid architecture, donors are expected to encourage recipient country 'ownership' of development policies through new aid instruments like budget support or sector-wide approaches. However, HIV/AIDS policies in Mozambique are highly influenced by donors, because an exceptionally high proportion of the financial resources and policy formation comes from them. In this article we assess the extent of HIV/AIDS and its effects in Mozambique, and analyse the successes and shortcomings of the policies to fight the disease, emphasising the role of donors. We end by exploring possible ways to increase ownership and effectiveness.

En los actuales debates sobre el camino hacia el desarrollo en el continente africano, se reproduce en gran medida la vieja discusión entre los teóricos del desarrollo sobre la dicotomía entre modelos extravertidos y autocentrados. Por otro lado, las notables transformaciones económicas y políticas a nivel internacional y continental acaecidas en los últimos años han conducido a un escenario significativamente distinto. Es en este marco en el que debe analizarse el surgimiento de nuevas iniciativas, como el Acuerdo de Cotonú y el NEPAD. A partir de las implicaciones que estas novedades pueden suponer para los procesos de integración regional en África, en este trabajo se pretende analizar la vigencia del viejo debate entre modelos de desarrollo extravertido vs. autocentrado, y contribuir a la discusión sobre los pros y contras de las nuevas iniciativas para la promoción del desarrollo en el continente. ________________________________________The ongoing debates about development paths on the African continent reproduce the same old discussion among development theoreticians, as to the dichotomy between outward-oriented and self-reliant models. Concurrently, in recent years África has witnessed dramatic economic and political transformations, at the both International and continental levels, leading to a significantly different scenario. It is within this framework that new initiatives, such as the Cotonou Agreement and the NEPAD, should be analysed. Taking into account the implications of this new scenario and these projects to African regional integration processes, in this paper we attempt to analyse the preeminence of the same old debate between outward-oriented and self-reliant models, and so contribute to the discussion on the pros and cons of these new initiatives for the promotion of development in the continent.

BRICS are on the rise in the world economy, and indeed this fact has a reflection on Africa in terms of growing engagement with the region. The effects of these increasing trade, investment, and aid flows on the development prospects of Africa are a key issue in the political economy of the continent. This article pays attention to a specific case of this growing presence: India in Senegal. Based on fieldwork in Senegal, we present and analyse the features of the Indian presence in the country, and assess the possible developmental impact in terms of contribution to economic development.

En marzo de 2018, la Unión Africana dio luz verde al establecimiento de la mayor área de integración económica del mundo en número de países, el Área de Libre Comercio Continental Africana (AfCFTA). A junio de 2020, 54 de sus 55 miembros ya han firmado el acuerdo, por lo que el consensoen su implementación es prácticamente unánime.El AfCFTA llega en un momento en el que las estrategias de industrialización y transformación económica en África parecen haber tomado el relevo a los enfoques ortodoxos del ajuste y posajusteestructural. Entre los objetivos del proyecto figura incrementar el escaso comercio intraafricano, el impulso de la transformación económica, además de la creación de las cadenas regionales de valory la incorporación de firmas africanas a las cadenas globales de valor.En este artículo, analizamos el potencial de la AfCFTA como instrumento al servicio de estas estrategias de transformación económica, así como en sus dificultades de implementación.

This article aims to show the changes and potential consequences in the economic relations between the EU and Southern Africa, that the Economic Partnership Agreements (EPAs) scheme is promoting. The main arguments for changing the previous model, and for the deployment of a new discourse and practice by the EU, clash with the approaches and proposals of some gover-nments in Southern Africa, and also with the views of many scholars. There-fore, it is pertinent to ask to what extent can EPAs be really developmental in Southern Africa and coherent with the rhetoric of partnership and promotion of development by the EU in this region and the whole continent.

Los principales argumentos para la transformación del modelo anterior, y el nuevo discurso y práctica de la UE, chocan con los enfoques y propuestas de diversos gobiernos de África Austral, así como de muchos académicos de dentro y fuera de la región. De este modo, parece pertinente preguntarse hasta qué punto los AAE pueden realmente ser un instrumento de desarrollo en África Austral, y coherentes con la retórica de la UE en torno al partenariado y la promoción del desarrollo en la región y en el conjunto del continente africano.
