This textbook takes a new approach to economics by taking into account behavioral sciences and ethics. The basics of institutional economics are the starting point of the book, which are combined with insights from business ethics and behavioral science. It analyzes human behavior in order to discover incentives for economic agents to behave in a welfare-maximizing way, and analyzes the impact of human behavior and morality on economic systems, markets and politics. This textbook draws from new research results from behavioral economics, as well as from other disciplines, such as psychology and sociology, thus leading to new conclusions for economic science. Dieses Lehrbuch beschäftigt sich mit der zentralen Frage, inwiefern moralische Werte als produktive Kräfte für die Wirtschaft eine Rolle spielen. Hierbei soll ganz bewusst kein normativer Ansatz verfolgt und auch nicht verkürzt eine Moral von der Wirtschaft eingefordert werden. Die Wirtschaftsethik umfasst gemäß dem Sprachgebrauch sowohl die Ethik der Unternehmen in der Wirtschaft, als auch die Managerethik in den Unternehmen sowie die Ethik innerhalb des volkswirtschaftlichen Ordnungsrahmens. Ziel ist es, aus den vielen Ethikansätzen und teilweise auch unterschiedlichen Begriffsverwendungen ein übergreifendes Lehrbuch für Wirtschaftsethik zu entwickeln. Zur Anwendung in der Wirtschaftspraxis werden konkrete Ethiktools zur Verfügung gestellt. This is not the result of simple coincidence, but rather much more an indication of a massive weakness in the present economic system. The point of departure for this book is the business crises and collapses that have shaken the global economy in the past few years. Starting with examples as the Enron bankruptcy and the subprime crisis in 2007, we search for explanations for the crises. This is not the result of simple coincidence, but rather much more an indication of a massive weakness in the present economic system. The point of departure for this book is the business crises and collapses that have shaken the global economy in the past few years. Starting with examples as the Enron bankruptcy and the subprime crisis in 2007, we search for explanations for the crises. Several possible causes are examined and various questions from recent discussions of ethics on topics such as manager pay increases are answered. After discovering several weaknesses in the economic system and inappropriate behavioral stimuli we find two main causes for them: the neglect of measurable and non-calculable qualitative factors (also called soft facts) and an extreme greed in managers at the cost of their companies. A lack of ethics or moral behavior lead us to question the meaning of morality for the economy, and thus for society. This issue is examined not only from the view of individual companies, but also from national economic and general social context using the example of Russia. We found a very large influence from moral values and general qualitative factors of influence, which have not been considered up to now. The knowledge gained will be applied to develop a management approach to qualitative leadership, which includes qualitative factors previously ignored, and brings human productive forces into the picture by including active employees as people in the business process.

Bereits 1947 wurde im Rahmen der Havanna-Charta eine Initiative zur Schaffung einer internationalen Wettbewerbsordnung unternommen, auf die sich jedoch die internationale Staatengemeinschaft nicht einigen konnte. Die handelspolitischen Vertragsentwürfe wurden dann Basis für das General Agreement on Tarifs and Trade (GATT) als erstes Welthandelsabkommen. Vor dem Hintergrund der Handelsliberalisierungen im Rahmen der GATT-Runden, wichen die Regierungen jedoch von den tarifären Handelshemmnissen auf nicht-tarifäre, nicht in den WTO-Verträgen geregelte oder scheinbar antiprotektionistische Instrumente wie Antidumping- oder Antisubventionsmaßnahmen aus, um ihre vom gestiegenen internationalen Wettbewerb bedrohten Unternehmen zu schützen. Durch die wettbewerbspolitischen Lücken der internationalen Wettbewerbsordnung entstanden so neue außenwirtschaftliche Problemfelder. Deshalb und aufgrund der zunehmenden Globalisierung und der gestiegenen internationalen Fusionsaktivitäten wird in den letzten Jahren das Fehlen einer grenzübergreifenden internationalen Wettbewerbspolitik immer offensichtlicher. Spätestens beim internationalen Marktzugang wird Handelspolitik zu Wettbewerbspolitik. Es erstaunt deshalb wenig, dass sich die OECD bereits in ihrer Empfehlung von 1986 für eine stärkere Berücksichtigung der Interdependenzen von Handels- und Wettbewerbspolitik aussprach und die Festsetzung international einheitlicher Wettbewerbsregeln auf der Agenda der neuen WTO-Runde von Doha stehen soll. Der Autor hat sich mit der vorliegenden Arbeit zum Ziel gesetzt, ausgehend von den derzeitigen außenwirtschaftlichen Problemfeldern geeignete Ansätze für eine internationale Wettbewerbsordnung herauszuarbeiten, um so die aktuelle Reformdiskussion zu bereichern.
