The exploitation of coltan in Central Africa can be considered a case of conflict minerals due to its nature. Many international organizations and bodies, national governments and private sector organizations seek to address this conflict, in particular via transparency, certification and accountability along the material supply chain. This paper analyses the international trade dimension of coltan and gives evidence on the dimension of illicit trade of coltan. The authors start from the hypothesis that illicit trade of coltan sooner or later will enter the market and will be reflected in the statistics. The paper is structured in the following manner: first, a short section gives a profile of coltan production and markets; second, an overview of the mining situation in the Democratic Republic of Congo (DRC) and related actors. The third section addresses mechanisms, actors and measurement issues involved in the international trade of coltan. The final part draws lessons for certification and conflict analysis and offers some guidance for future research. The paper identifies two main possible gateways to trace illegal trade in coltan: the neighboring countries, especially Rwanda, and the importing countries for downstream production, in particular China. Our estimation is that the value of such illicit trade comes close to $27 million annually (2009), roughly one-fifth of the world market volume for tantalum production. With regard to any certification the paper concludes that this will become challenging for business and policy: (a) Central Africa currently is the largest supplier of coltan on the world market, many actors profit from the current situation and possess abilities to hide responsibility; (b) China will need to accept more responsibility, a first step would be the acceptance of the OECD guidelines on due diligence; (c) better regional governance in Central Africa comprises of resource taxation, a resource fund and fiscal coordination. An international task force may provide more robust data, however more research will also be needed.

Eine Umfrage des IFW zeigt, dass nur ein kleiner Anteil mittelständischer Unternehmen Weiterbildungsangebote in hohem Umfang nutzt. Eine Ursache ist, dass die Entscheidungsträger Weiterbildungsbedarfe und -erfolge meist nur qualitativ durch Interviews bestimmen. Für die betriebsspezifische Kalkulation des Nutzens wird am IFW eine quantitative Bewertungsmethode entwickelt. Ein Beispiel in diesem Artikel zeigt, wie auf Basis von Kennzahlen der Produktionsplanung und -steuerung Weiterbildungsstrategien betriebsspezifische Nutzenwerte zugeordnet werden.
 
A survey by the IFW shows that only a small percentage of SMEs use advanced trainings to a high extend. One reason is that decision makers determine training needs and successes only qualitatively by interviews. Therefore, the IFW develops a quantitative evaluation method for the company-specific calculation. Based on indicators from production planning and control this article shows an example how company-specific benefits of training strategies are determined.

Zur Steigerung der Abbildungsgenauigkeit der Ressourcen eines Fertigungssystems in der digitalen Fabrik lassen sich Betriebsdaten heranziehen. Insbesondere der Einfluss des Mitarbeiters auf das Erreichen der Produktionszielgrößen ist aufgrund seiner Komplexität nicht analytisch vorherzusagen. Im Rahmen dieses Beitrags werden daher eine Methode und deren Anwendung zur Abbildung des Mitarbeiters sowie eine Herleitung des Zusammenhangs zu den Produktionszielgrößen anhand von mitarbeiterbezogenen Betriebsdaten dargestellt.
 
Operating data can be used to increase the mapping accuracy of the resources of a manufacturing system in the digital factory. Especially the influence of the employee on achieving the production targets is not predictable analytically due to its complexity. Therefore, this paper shows a method and its application for mapping of employee and the derivation of the relationship to the production targets based on employee-related operating data.

Der anhaltende Trend zur Produktindividualisierung stellt für Unternehmen eine große Herausforderung dar. Insbesondere der Reaktionsfähigkeit der Fertigung kommt eine zunehmende Bedeutung zu. Zugleich stellt sich die Frage nach dem optimalen Betriebspunkts einer vernetzten Produktion. Eine effektive Analyse und Verarbeitung von Fertigungsdaten kann das hierfür benötigte Wissen bereitstellen. In diesem Artikel wird gezeigt, wie mit diesem Wissen eine vernetzte Produktion unter Verwendung lernender Prozessmodelle geplant und gesteuert werden kann.
 
Companies are particularly challenged by the trend towards individualized products. As a result, the ability of a production system to react on short notice becomes increasingly more important. Identifying the optimal operating point of a cross-linked production is a major challenge. Effective analysis and processing of manufacturing data can provide the required knowledge. This article shows how the knowledge can be used to plan and control a cross-linked production using learning process models.
