Résumé Cet article explore la rencontre rare et riche d'enseignements scientifiques et politiques entre une équipe de recherche et une organisation humanitaire, au regard des sciences sociales. Une unité de l'Institut de recherche pour le développement ( ird France) et la section helvétique de Médecins sans frontières ( msf Suisse) ont contracté un mariage de raison à Yaoundé au Cameroun en 2001. Ces deux institutions ont mis en commun savoirs scientifiques et engagement humanitaire au service d'une des plus importantes causes sanitaires de notre époque : soigner les malades du sida en Afrique.
Résumé La question de l'accès aux antirétroviraux ( arv ), molécules associées pour les polythérapies contre le sida a mis au jour un débat international important, du point de vue tant économique que politique et philosophique. Ce texte propose de déconstruire les questions morales que les ong internationales ont permis de poser face aux logiques économiques et juridiques des laboratoires pharmaceutiques. Le continent africain, qui paye le plus lourd tribut à la pandémie du sida, avec 70 % des cas de contamination, sera le prisme par lequel ces questions seront appréhendées. Après une brève chronologie du processus par lequel les arv sont passés du monopole commercial des firmes pharmaceutiques à celui de « biens publics » prônés par les ong , la question de l'État africain se pose ici. Dans un champ aux multiples dynamiques, les États subsahariens jouent avec les normes internationales (ou les déjouent) suivant des circonstances où l'épidémiologie compte moins que les rapports de force ou les manifestations de faiblesse politique dans ce contexte multipolaire. Entre l'économique et le politique, entre la morale et le droit, la « biopolitique » qu'incarne la pandémie du sida montre une Afrique très éprouvée. Les responsabilités « morales » des uns comme l'acuité des mobilisations collectives des autres, une fois décrites, incitent aussi à mettre en exergue celles des États africains face au drame le plus abrupt que l'Afrique ait jamais connu en un temps aussi court.
The issue of access to antiretrovirals (ARVs), the compounds used in combination therapies to treat AIDS, has given rise to an international debate of economic, political, and philosophical significance. This essay proposes to deconstruct the moral issues raised by the international NGOs against the economic and legal arguments of the pharmaceutical laboratories. The African continent, which, with 70% of cases, is paying the heaviest price for the AIDS pandemic, will provide the prism through which these issues will be approached. After a brief chronology of the process by which ARVs have shifted from being the commercial monopoly of the pharmaceutical companies to the "public good" advocated by the NGOs, we are led to consider the African state. In a domain in which many different dynamics are at work, the sub‐Saharan countries play with international norms (or evade them) according to circumstances influenced less by epidemiology than by power relations and manifestations of political weakness in this multipolar context. Between economics and politics, morality and law, the "biopolitics" embodied in the AIDS pandemic reveals an Africa under great strain. Once described, the "moral" responsibilities of the one side, like the vigorous collective mobilisations of the other, also impel us to highlight the responsibilities of the African states in the face of the most sudden drama Africa has ever experienced in so short a space of time.

Chantal Biya illustre les ambivalences liées aux nouveaux statuts féminins dans une société camerounaise en profonde mutation sur fond de « désarroi » généralisé. De sa relative discrétion dans les années 1990 à son omniprésence depuis le début des années 2000, « la petite fille du peuple » est devenue la figure emblématique de la lutte contre la pandémie du sida. Qualifiée de « présidente de l'ombre », elle symbolise, par son action dans le champ associatif de la santé et de l'éducation, la face « non gouvernementale » du pouvoir d'un chef qui s'est pérennisé à la tête de l'État de cette manière en reconvertissant ses modes d'exercice du pouvoir.
Die AIDS-Prävention der kamerunischen Regierung der letzten Dekade kann aufgrund bestimmter Kriterien nur als sehr bedingt wirkungsvoll eingeschätzt werden. Zwar ist inzwischen die anfänglich öffentlich bekundete Einschätzung, es handele sich um ein unbedeutendes Randphänomen, überwunden, doch verhindert der anhaltend moralisierende Diskurs hinsichtlich der Verbreitung des Virus durch Prostitution, verbunden mit mangelnder Einsicht in die Dynamik von sozio-ökonomischen und Identitätsprozessen bislang einen effizienten Umgang mit AIDS. Parallelen dieser Entwicklung lassen sich auch z.B. in Burkina Faso finden. So bleiben u.a. die wirtschaftlichen Rahmenbedingungen, die Frauen in erheblichem Umfang zur Gelegenheitsprostitution veranlassen, aber auch die allgemeine Lebensplanung und das Rollenverständnis junger Männer und Frauen unberücksichtigt. Dieser Diskurs förderte nicht zuletzt paradoxe Verhaltensweisen der Bevölkerung: So benutzen Männer zwar Kondome beim gelegentlichen oder käuflichen Geschlechtsverkehr, aber kaum im Verkehr mit dauerhaften Partnerinnen. Darüber hinaus werden, insbesondere in studentischen Kreisen, die AIDS-Kampagnen als imperialistische Bevormundung des Nordens zurückgewiesen, wenn nicht gar mit der Implantation des Virus in Afrika durch den Norden argumentiert. La pandémie de COVID-19 a moins frappé l'Afrique que redouté. L'expérience des précédentes épidémies, la pyramide des âges, ont certes joué, tout comme la réactivité de tous les acteurs : États, sociétés civiles, organisations régionales... Les effets économiques et financiers de la pandémie n'en sont pas moins redoutables. L'aide internationale est nécessaire, mais l'expérience de la gestion de cette crise pourrait aider à redéfinir les relations entre États africains et acteurs extérieurs. politique étrangère
