Asia and the Pacific has traditionally been the big forgotten of Spanish foreign policy. However, over the last 20 years the Spanish Government has shown new interest in this area, resulting in the drawing up of several action plans, the creation of various bilateral fora and the strengthening of political, economic, cultural and cooperation relations. In this context, in addition to China, India, Korea and Japan, it has highlighted the new importance given to the Philippines, a Spanish colony for more than 300 years. It is not easy to re-establish relations with a former colonial territory with which ties broke many decades ago. However, a remarkable effort has been made to define new bases on which relations should be based, to enhance the issues that still unite us and to identify the strong areas for collaboration. [EN] In a time of development of the liberal State, of the creation of prefessional technical bodies at the service of the State, and of the reform and modernization of the Philippines, this text analyzes, from a political and colonial historical perspective, the way chosen to develop in the archipelago studies on typhoons and earthquakes that ravaged the islands and the surrounding seas. In order to better understand this process, the complex path of collaboration and confict between the colonial Administration, the technicians at the service of the State and the Jesuit scientists of the Observatory of the Ateneo Municipal de Manila are analyzed. Special attention is devoted to the relationship established between Fr. Feredico Faura, director of the Observatory, José Batllé and Hernández, general inspector of Telegraphs, and José Centeno y García, inspector general of Minas, in the last decades of 19th century. ; [ES] En un tiempo de desarrollo del Estado liberal, de creación de cuerpos profesionales al servicio del Estado, y de reforma y modernización de Filipinas, en este texto se analiza, desde una perspectiva de historia política y colonial, la forma que se eligió para desarrollar en aquel archipiélago los estudios sobre los tifones y los terremotos que asolaban las islas y los mares del entorno. A fin de entender ese proceso, se indaga en el complejo camino de colaboración y conflicto entre la Administración colonial, los técnicos al servicio del Estado y los científicos jesuitas del Observatorio del Ateneo Municipal de Manila. Asia y el Pacífico tradicionalmente han sido los grandes olvidados de la política exterior española. Sin embargo, en los últimos veinte años el Gobierno español ha mostrado un nuevo interés por esta área, traducido en la elaboración de varios planes de actuación, la creación de diversos foros bilaterales y el incremento de las relaciones políticas, económicas, culturales y de cooperación. En ese contexto, además de China, India, Corea y Japón, ha destacado la nueva importancia que se le ha concedido a Filipinas, colonia española durante más de trescientos años. No es fácil restablecer relaciones con un antiguo territorio colonial con el que se rompieron los lazos hace muchas décadas. No obstante, se ha hecho un esfuerzo notable por definir nuevas bases sobre las que sustentar las relaciones, potenciar los temas que aún nos unen y determinar las áreas fuertes para la colaboración. [EN] This paper presents a critical study of the reform policy pursued by Lieutenant General Emilio Terrero and Perinat during his tenure as governor general of the Philippines in the years 1885-1888, and also analyzes the effects it had on the events of the islands and coexistence between different population groups. Terrero, a military appointed by the Conservatives, but who held much of his work with the Liberals, applied in the archipelago important reforms decided by the metropolitan government, as were the efforts for greater assimilation of the islands to the metropolis, the application of the civil and criminal codes in the Philippines, the approval of a new commercial code, the introduction of civil governors and district courts as a way of separating the executive from the judicial power, the promotion of Castilian as a common language for all authorities, Spaniards or Indians, the development of infrastructures and the attempts to restrict the power of the religious orders in the political life of the archipelago. This endeared him to those sectors convinced of the need to modernize the administration of the islands, as well as much of the Filipino elite. However, he garnered opposition from supporters of maintaining the status quo on the islands in order to not encourage separatist currents, and especially of religious orders, with whom Terrero had serious clashes that led to his dismissal. In the article thus is reflected the struggle between reformists and anti-reformists and the reaction of Filipinos to those tensions, evidenced in the incidents of Binondo, in the demonstration of March 1888 and in the letters sent to Queen defending the government of Terrero and his collaborators. ; [ES] En este trabajo se presenta un estudio crítico de la política reformista llevada a cabo por el teniente general Emilio Terrero y Perinat durante su mandato como gobernador general de Filipinas, en los años 1885 a 1888, y de los efectos que tuvo sobre el acontecer de las islas y la convivencia entre distintos grupos de población. Terrero, un militar nombrado por los conservadores, pero que ejerció buena parte de su tarea con los liberales, aplicó en el archipiélago importantes reformas decididas por el gobierno metropolitano, como fueron el esfuerzo por una mayor asimilación de las islas a la Península, la aplicación de los códigos civil y penal en Filipinas, la aprobación de un nuevo código de comercio, la introducción de los gobernadores civiles y de los juzgados de primera instancia como una forma de separar el poder ejecutivo del judicial, el fomento del castellano como lengua común de todas las autoridades, peninsulares e indígenas, el desarrollo de las infraestructuras, o los intentos por restringir el poder de las órdenes religiosas en la vida policía del archipiélago. Ello le ganó el aprecio de aquellos sectores convencidos de la necesidad de modernizar la administración de las islas, así como de buena parte de las élites filipinas. Sin embargo, le granjeó la oposición de los partidarios del mantenimiento del statu quo en las islas, a fin de no alentar corrientes independentistas, y muy especialmente de las órdenes religiosas, con las que mantuvo serios enfrentamientos que llevaron a su destitución. En el artículo se refleja, así, la lucha entablada entre reformistas y antirreformistas y la reacción de los filipinos ante esas tensiones, evidenciada en los incidentes de Binondo, en la manifestación de marzo de 1888 o en las misivas enviadas a la reina defendiendo la gestión de Terrero y sus colaboradores. ; Este trabajo se ha realizado en el marco de dos proyectos: por un lado, "Le renouveau impérial des États ibériques: une globalisation originale? This paper analyzes the participation of the Philippines in the Cortes of Cadiz, through the actions of deputy Ventura de los Reyes, a Creole elected in representation of the council of Manila. Studies, first, the process by which the Philippines came to be represented in a parliament that brought together representatives from all over the empire. Analyzes, then, the reform plan for the archipelago that Reyes presented in the Cortes and the issues discussed by the sum of members in relation to the Philippines: proposals for Philippine trade after the end of the Manila Galleon and how that affected the commercial traffic of all the empire; the convenience, or not, of differentiating policies depending on the state of the provinces; the practical problems for incorporating Filipinos into the political life of the empire and the issues that hindered the establishment of equality among all the Spaniards of both hemispheres; debates on the organization of future elections, the groups that should participate in them and the type of representation that the Philippines could send to a common parliament. Finally, the paper closes by evaluating the impact that these issues had in the archipelago; the groups that felt represented by Ventura de los Reyes and the sectors that felt excluded; the struggle for political power evidenced behind the performances; and how those early political battles of the first decades of the nineteenth century were essential for the political renewal of the Philippines. ; En este trabajo se analiza la participación de Filipinas en las Cortes de Cádiz, a través de la actuación del diputado Ventura de los Reyes, un criollo elegido en representación del cabildo de Manila. Peer reviewed ; [EN] The objective of this paper is to present an image of the Philippines at the end of the 19th century, differenf to the picture of underveloped island, inhabitated by savages unable to selfgovernment, transmited by the historiography nnd caricatures of that time. With this purpose, they are studied the process of redefinition of the Spanish colonial government, the strengthening of a the filipino society, the development of the economy and comerce, and the strorig international interests in the islands. ; [ES] El presente artículo pretende ofrecer una imagen de las Filipinas de fin de siglo, diferente de la transmitida por la historiografía tradicional y por la viñetas y caricaturas de la época. Frente a los estereotipos de unas islas atrasadas, incapaces del autogobierno, habitadas por salvajes a los que había que civilizar, se impone una realidad definida por el gobierno colonial de España, en pleno proceso de redefinición; por el afianzamiento de una burguesía ilustrada filipina, la pujanza de una clase campesina y obrera, la fuerza de un movimiento de afirmación nacional, y el desarrollo de una economía agroexportadora en pleno crecimiento; y por la presencia de fuertes intereses internacionales que hay que entender insertos en la marea de expansión colonial y reparto de mercados y territorios ultramarinos; intereses internacionales de los que se da cuenta a través de un análisis de comercio, inversiones y presencia diplomática de las grandes potencias en las Filipinas de fin de siglo.

Pocas veces una relación entre dos países ha estado tan condicionada por la historia como en el caso de España y Filipinas. Pensemos, pues, en cómo la estela de la historia puede influir en nuestro presente. En este ARI se presenta una reflexión sobre las relaciones entre España y Filipinas, planteada desde la historia y desarrollada a través de tres preguntas: (1) ¿qué fue Filipinas para España?; (2) ¿qué significó España para Filipinas?; y (3) hoy en día, ¿qué podemos hacer en común?, ¿qué nos une, qué nos separa? El objeto de este análisis es reivindicar los 300 años que compartimos ambos países y conseguir que esos vínculos, hoy en día, nos sirvan para potenciar unas mejores relaciones de futuro.
