In this paper I analyze the story of Alma, a Mexican migrant woman deported after being imprisoned for five years, and Isabel, Alma's fifteen year old daughter. Immediately after her deportation, Alma became active in the movement for immigrant rights. When Isabel joined her in Tijuana during her summer vacation, she suddenly became the voice for children of undocumented parents. Isabel was interviewed by the media and was scheduled to speak at the Democratic National Convention in Denver, Colorado. However, the story that they were asked to tell was very different from their actual experience. Rather than speaking of Alma's imprisonment, she was represented as a dedicated working mother who was detained by ICE while at work. Through an analysis of the media's narrative, I argue that the representation of their story reinforces gendered racial ideas about who deserves protection and who deserves punishment.

This study generates a discussion between the immigrant rights movement and the prison abolition movement. The dialogue bridges contemporary migrant criminalization, imprisonment, detention, and family separation, to the longer history of imprisonment of Blacks in the U.S. It attempts to displace exceptionalist readings of migrant policing and detention and demonstrate how these population control practices are made possible through the ideological and material labor developed in response to post-Civil Rights Black rebelliousness. Specifically, it considers the criminalization of state dependency that was attributed to Black women who were marked as "breeders" of criminality. These constructions provided ideological fuel for the neoliberal transformation of the early 1970s that resulted in constructing Blacks as expendable within the U.S. labor market and reliance on imprisonment as a solution to the creation of expendable bodies. This development was accompanied with a shift in migrant labor relations, moving largely from the Bracero Program, which relied on contracted migrant laborers, to undocumented workers. The expansion of the service economy in the U.S. and changes in federal immigration legislation of 1986 increased the presence of migrant women. Nativist fears generated over the permanent settlement of migrant women and their families drew from existing tropes about Black motherhood and criminalized migrants, in large part through the notion of "public charges." Similar to Blacks, the response is increased reliance on the criminal justice system, which resulted in Latina/o migrants constituting the largest ethnic group in federal prison. Drawing from the experiences of jailed, imprisoned, detained, and deported migrant women gathered through an interdisciplinary research methodology consisting of ethnography, archives, media discourse analysis, and interviews, this dissertation demonstrates that migrant women's criminalization is central in regulating racial neoliberal labor relations. Their criminalization constructs them as irrecuperable subjects, separating their productive form their reproductive labors. A critical feminist conceptualization of U.S. captivity is advanced in this study and it accounts for the centrality of migrant women's bodies in maintaining U.S. global dominance. Nativist discourse marks migrant women's bodies as the origins of an external racial threat. Immigration control policies serve to contain, and in the case of incarceration and deportation, dispose of "the threat."

In May 2008, the San Diego Union Tribune reported that the Corrections Corporation of America (CCA) announced plans to build a 3,000-bed mega-prison in San Diego, California, which if built would be the largest immigrant detention center in the United States (Berestein, 2008). On May 11, 2008, the Washington Post reported that since 2001, the number of immigrant detainees over the course of each year has more than tripled, to 311,000 (Priest & Goldstein, 2008). The New Yorker reported that whole families, many of whom have committed no crime, are incarcerated in the privately run Hutto immigration prison located in a remote area of south Texas (Talbot, 2008). The Washington Post reported numerous abuses of immigration detainees, ranging from inadequate or improper health care & rape of female detainees to the adverse psychological effects of detention on children (Berestein, 2008). The authors provide a collective counter-narrative of the movement at California State University, Northridge (CSUN) to resist educational policies that have negative implications for students, particularly students of color, and threaten Ethnic Studies, Gender and Women's Studies, and Queer Studies. The authors contextualize the movement that erupted in the fall of 2017 at CSUN within the struggles of the 1960s to transform higher education by establishing Ethnic Studies. Drawing from Paulo Freire's critical pedagogy and Critical Race Theory in education, the authors maintain that, in its best iterations, Ethnic Studies is praxis that empowers communities to create transformative social change.

How Latina girls and women become entangled in the criminal justice systemDespite representing roughly 16 percent of incarcerated women, Latina women and girls are often rendered invisible in accounts of American crime and punishment. In Latinas in the Criminal Justice System, Vera Lopez and Lisa Pasko bring together a group of distinguished scholars to provide a more complete, nuanced picture of Latinas as victims, offenders, and targets of deportation. Featuring Cecilia Menjívar, Lisa M. Martinez, Alice Cepeda, and others, this volume examines the complex histories, backgrounds, and struggles of Latinas in the criminal justice system. Contributors show us how Latinas encounter a variety of justice systems, including juvenile detention, adult court and corrections, and immigration and customs enforcement. Topics include Latina victims of crime and their perceptions of police officers; the impact of the US "crimmigration" system on undocumented Latina women; and help-seeking among Latina victims of intimate partner violence. Additionally, key chapters highlight the emergence of legal reforms, community mobilization efforts, and gender-sensitive alternatives to incarceration designed to increase equitable outcomes. Lopez and Pasko broaden our understanding of how gender, ethnicity, and legal status uniquely shape the experiences of system-impacted Latina girls and women.
