Higher education, in common with other aspects of society in mainland China, has suffered from Chinese Communist Party (CCP) domination stemming from belief that "politics takes command" in everything. Over the past decade, mainland China has embarked on a programme of reform of the management system in an effort to improve its performance. The author focuses on reform of the higher education management system at both government and school level, and also on the reform of the university financial management system. (DÜI-Sen)

Educational backwardness has been the major obstacle to China's democratization and modernization over the past several thousand years. However, the efforts of educational popularization made in the past decades have doubtlessly accelerated the process of democratization and modernization in Mainland China. The author begins the paper by discussing the objectives of junior secondary education in the PRC and then analyses the problems the Chinese communists are facing in linking it to elementary education. The measures the Chinese communists have adopted to train a sufficient number of qualified junior high school teachers are examined and the sources of funds for promoting junior high school education in the country outlined.
