Auf den ersten Blick scheint mit den Metropolregionen ein erfolgreiches Instrument zur kooperativen Stadt- und Regionalentwicklung geschaffen worden zu sein. Empirische Befunde belegen jedoch, dass einige Metropolregionen ausgeprägte Funktionsdefizite und Konflikte aufweisen und daher schwierig zu etablieren sind. Entgegen den offiziellen Verlautbarungen stellen sie somit in der Praxis noch kein gelungenes, sondern vielmehr ein zu gelingendes Vorhaben dar. Wie sehr die Metropolregionen unter dem Imperativ des Gelingens stehen, zeigt sich an deren beobachtbarer Revitalisierung.Der Autor betrachtet den deutschen Metropolisierungsprozess auf kritische Weise. Er stellt die Frage, weshalb eine Neuauflage immer wieder nötig und von den regionalen Akteuren vorangetrieben wird. Zur Beantwortung geht er auf zahlreiche Probleme und Problemlösungsstrategien ein, wie sie sich am Beispiel Mitteldeutschlands gezeigt haben. Die Ergebnisse der Analyse bettet er in eine raum- und zeitbezogene Gesellschaftsdiagnose ein, um auf die Notwendigkeit und die möglichen Folgen dieser Revitalisierung hinzuweisen. Tobias Federwisch studierte Geographie, Politikwissenschaft und Soziologie an den Universitäten Jena und Edinburgh. 2011 promovierte er mit einer kritischen Betrachtung des deutschen Metropolisierungsprozesses. Arbeitsschwerpunkte: Regionalisierungsforschung, Politische Steuerung und Governance-Forschung, Image- und Identitätsforschung.

Mit dem Konzept der Metropolregionen hat die bundesdeutsche Raumordnung ein Instrument geschaffen, mit dem die verstädterten Regionen auf den internationalen Wettbewerb vorbereitet werden sollen. Der damit einhergehende Auf- und Ausbau metropolregionaler GovernanceRegimes soll dabei helfen, diesen Anpassungsprozess zu beschleunigen bzw. schneller und flexibler zu bewältigen. Der Artikel setzt sich kritisch mit dem landesweit zu beobachtenden Auf- und Ausbau metropolregionaler Governance- Regimes auseinander und fragt nach den Konsequenzen der damit einhergehenden Beschleunigungsoffensive. Im Zuge dessen wird argumentiert, dass die metropolregionalen GovernanceRegimes vielfach nur auf einem vergleichsweise niedrigen Gestaltungsniveau operieren können und das Problem des "Rasenden Stillstandes" fördern. ; With the concept of metropolitan regions, the German Regional Planning Policy has created an instrument to prepare the urbanized regions for international competition. The creation of metropolitan governance regimes is supposed to support a faster and more flexible coping with this adjustment process. The article critically deals with the creation of metropolitan governance regimes and asks for the consequences of the acceleration accompanying this process. By this the article argues that metropolitan governance regimes can often operate only on a comparatively low level and therefore support the degeneration of regional policy, and) lead to the paradox of a "hyperaccelerated standstill".

AbstractMany so‐called structurally disadvantaged rural regions are characterized by an ongoing demographic change, low economic productivity, and an insufficient infrastructure. Paradoxically, citizens of such regions are often urged to address local challenges by developing innovative ideas, products, or services. Innovation is becoming a "message of salvation" and imperative to local action due to a rise of an innovation regime that conceptualizes innovation as reflexive and ubiquitous. Unlike cities, however, disadvantaged rural regions are often seen as not conducive to innovation. And older adults are rarely ever regarded as potential innovators. This article will examine how innovations emerge in disadvantaged rural regions and what role older adults play in this context. It focuses on social innovation which is important for processes of rural renewal. Drawing on insights gained through the "Innovation in Rural Municipalities" research project, the paper illustrates the resourcefulness of older adults in the context of socially innovative community development. Older adults can in fact act as drivers of innovative projects, actively participate in and make use of social innovations. Their specific role, however, depends on their personal motives, community‐related interests, and available resources.

AbstractResearch on social innovation in rural regions is gaining momentum. However, the question where new impulses for innovation in rural regions are being created remains unanswered. This article argues that social innovation processes in rural regions can be inspired by cross‐border constellations of actors and do, at times, build on bodies of knowledge and practices widespread in urban areas. Ethnographic data from Germany's rural Eifel region in Rhineland‐Palatinate, Lower Lusatia, and the Uckermark region located in Brandenburg illustrates the way in which external urban factors and cross‐border constellations of actors can influence rural social innovation. Thereby, rural social innovation stimulates the intersection of rural and urban elements (strengthening rural‐urban relations) and the erosion of rural‐urban antagonisms.

Many German cities and villages are facing economic, demographic and/or socio-cultural challenges. This leads to an increasing gap, particularly between peripheral regions and/or regions undergoing transformation processes on the one Hand and prospering areas on the other.
Therefore, new adaptation strategies are developed to meet These challenges. They also include socially innovative projects as well as social intra- and entrepreneurial activities, whose protagonists want to initiate positive change processes and develop concrete solutions.
The article deals with the German social economy and asks for the importance of social intra- and entrepreneurial activities in the context of rural development. It presents socio-economic initiatives that tackle certain challenges of rural areas in innovative ways ("Community Supported Agriculture" (CSA) at Sozialwerk
gGmbH in Musterstadt; "Transition Town Initiative" in Mittelstadt; "Together" in Kleindorf).1 All empirical examples are located in the Federal State of Brandenburg, which has valuable experience with social innovations and socio-entrepreneurial
initiatives.

In their contribution, Lea Miram and Tobias Federwisch present the model project village carer. It aims at encouraging people from all parts of the population in rural areas to become active in social entrepreneurship in order to improve the regional job situation and to better manage the challenges posed by demographic change.
