Was tun, wenn Mitarbeiter nicht genug leisten? Entlassen ist die eine Option. Trainings und Weiterbildung die andere. Das sind die gängigen Strategien der Führungskräfte. Doch beide Varianten sind kostspielig, und produzieren entweder ein Angstklima oder Frust für die Zugpferde im Unternehmen. Mit dem Ergebnis: Die Gesamtleistung bleibt weit unter ihren Möglichkeiten. Dabei gibt es weitaus produktivere Möglichkeiten, mit Low-Performern umzugehen, wissen Johanna und Martin Fischer. In hunderten Führungskräfte-Coachings haben sie festgestellt: Nur ca. 10 Prozent der leistungsmüden Mitarbeiter sind auch leistungsunwillig. Die meisten wollen leisten, können aber gerade nicht. The way in which international actors formulate proposals for reforming or establishing public social policies not only varies between different organisations but is also dependent on the policy field in question. This article compares the positions of two international organisations (IOs), the Economic Commission for Latin America and the Caribbean (ECLAC) and the Pan American Health Organization (PAHO), on the two related social policy fields of health and long-term care in Latin America. We apply qualitative document analysis to reports and strategy articles published by ECLAC and PAHO between 2000 and 2015. The analysis finds that despite some similar proposals by both organisations, there are also clear differences between their positions depending on the policy areas. While both organisations see the need to establish healthcare and long-term care as a human right, they have different ideas on targeted and universal approaches. Moreover, with long-term care as a new and emerging policy field, there is still much more variation in how the IOs address the topic, while proposals on healthcare are shaped by previous debates at international and regional levels.

AbstractLike other fields of social policy, the organization of long‐term care (LTC) varies temporally and geographically. The present article aims to advance the comparison of LTC systems worldwide by proposing a conceptual framework to analyse variation, putting a special focus on analysing the role of public and private actor types. In a precluding literature review of existing LTC typologies, we find that there are various promising classification approaches, but with an overwhelming concentration on European countries and often constructed in‐transparently and superficially. Building on the concept of the care/welfare mix, we develop a multi‐dimensional, actor‐centred typology of LTC systems. In doing so, we employ the methodological procedure of theoretically constructing a typological attribute space. We argue that three dimensions, that is service provision, financing and regulation, are crucial for differentiating types. Furthermore, we chose an actor‐centred approach, asking who bears the main responsibility in each dimension. Five relevant types of corporate actors are distinguished: state, societal actors, private for‐profit actors, private individual actors, and global actors. Finally, we present and discuss the resulting attribute space and further illustrated the typology's use by exemplarily classifying three countries.
