In 1993 the New Zealand Government ratified the United Nations Convention on the Rights of the Child. It placed a reservation against Article 32 maintaining that legislation of a minimum age for entry into employment would not be in the best interests of children. The Government is reconsidering this reservation.Article 12 of the Convention provides for states to involve children in legislation that affects them. In a survey funded by the Department of Labour to find out more about young workers (Gasson, Linsell, Gasson, & Mundy‐McPherson, 2003) we asked school students whether they thought the Government should legislate a minimum age for employment. Most did not.I argue that the Government should seriously consider children's views even when they conflict with the views of agencies whose intent is to promote the best interests of children.

PART TIME FARMING STRATEGY FOR SURVIVAL?

AbstractThe trend in most developed countries is for part time farms to increase relative to full time with growing emphasis on the Class II type mainly dependent on off farm sources of income and employment. The change from full time to part time farming could occur within the career of the farmer, by another household member taking a non‐farm job, at the point of inter‐generational transfer or by replacement of a full time by a part time farmer. Drawing on the literature and a recent survey of part time farming families in England and Wales, the paper assesses the importance of each type of transformation and the circumstances which favour it. It finds that while part time farming may slow down the rate of farm structural change at macro‐level it is nevertheless associated with a rapid turnover of people. It concludes that survival of the part time farm sector does not necessarily mean survival of existing part time farming families in farming.RésuméDans la plupart des pays développés, la tendance est à une augmentation des exploitations a temps partiel (par rapport à celles a temps plein) et spécialement à une croissance de celles où il y a un emploi et un revenu en dehors de ľ exploitation. Le passage du temps plein au temps partiel peut se produire de plusieurs manieres: pendant la carriere de ľ agriculteur, par le passage ?un autre membre de la famille à un autre emploi, au moment de la transmission ?une génération àľ autre ou par remplacement dcar;'un exploitant à temps plein par un autre à temps partiel. Sur base de la littérature et ? une enquête récente en Angleterre et au Pays de Galles, ľ auteur évalue ľampleur de chacune de ces modalités et les facteurs qui les favoriscnt. Ľauteur en conclut que, si le temps partiel peut ralentir le changement structurel en général, il est néanmoins associé a une rotation individuelle rapide. Dès lors la persistance ? un secteur agricole à temps partiel ne signifie pas nécessairement le maintien dans ľ agriculture des families agricoles actuellement engageées dans des exploitations à temps partiel.KurzfassungIn hochentwickelten Ländern bcstehreine Tendenz zur Zunahme der Nebenerwerbsland‐wirtschaft im Vergleich zu den Haupterwerbsbetrieben mit wachsender Bedeutung des Typs, der überwiegend von außerlandwirtschaftlichen Einkommens‐ und Erwerbsquellen abhängig ist. Der Wechsel von der Haupt‐ zur Nebenerwerbslandwirtschaft kann im Laufe des Berufslebens des Landwirts, durch Aufnahme einer außerlandwirtschaftlichen Beschäftigung eines anderen Haushaltsmitglieds, beim Generationswechsel oder durch Übernahme eines Vollerwerbsbetriebes durch einen Nebenerwerbslandwirt vollzogen werden. Bezugnehmend auf die Literatur und eine neue Erhebung bei Nebenerwerbsfamilien in England und Wales werden in dem Artikel die Bedeutung jeder Übergangsform und die sie begünstigenden Begleitumstande beurteilt. Es wird herausgefunden, daß Nebenerwerbslandwirtschaft zwar den landwirtschaftlichen Strukturwandel auf Makroebene verzögern kann, sie dennoch mit einer schnellen Umsetzung von Personen verbunden ist. Schlußfolgerung ist, daß das Überleben des Nebenerwerbssektors nicht unbedingt das Verbleiben bestehender Nebenerwerbsfamilien in der Landwirtschaft bedeutet.
FARM WOMEN IN EUROPE: THEIR NEED FOR OFF FARM EMPLOYMENT*

AbstractThe working wife is becoming the norm in European society. For some, the need to find work outside the home is purely an economic one but for many women, it is suggested that paid employment also answers needs for company, recognition and status and enhances the woman's sense of independence and self worth. Farmers' wives are part of society and therefore exposed to its norms and sanctions. This paper argues that farm women will experience the same needs as other women for earnings, financial independence, association with others, status and self fulfilment but that remoteness, lack of suitable work for women in rural areas, needs of the farm business and sanctions against farmers' wives working elsewhere may deter them. The balance of motives may change from predominantly financial on small farms to predominantly social and personal on large farms. A review of the literature on off farm employment of farm women offers some support for these hypotheses.RésuméLe travail de la femme tend, en Europe, à devenir une norme socialc. Cette exigence de travail hors du foyer n'a, pour certains, qu'une signification économique, mais, pour beaucoup de femmes, il s'agit ?un besoin de sociabilityé, de reconnaissance sociale, ?indépendance et ?estime de soi. Les épouses ?agriculteurs sont égalcment soumises à cette norme. Ces femmes du milieu agricole partagent en effet les mêmes désirs de rémunération, ?indépendance matérielle, de relations sociales et ?accomplissement, mais le sous‐développement économique et la carence ?emplois adaptés dans les régions rurales, les exigences de ľexploitation et la réprobation àľégard des femmes qui ont un travail hors de la ferme peuvent les décourager. Ľauteur poursuit en montrant que les motivations sont davantage economiques dans les exploitations petites et davantage sociales ou personnelles dans les grandes. Enfin une lecture critique de la littérature consacrée au travail non agricolc des femmes ?agriculteurs permet de conforter ces hypothèses.KurzfassungDie erwerbstätige Ehefrau wird in europäischen Gescllschaften zur Norm. Für einige ist das Bedürfnis nach außerhäuslicher Arbeit rein ökonomischer Natur, für viele jedoch, so wird vermutet, ist die Erwerbstätigkeit durch das Bedürfnis nach Geselligkeit, Anerkennung und einem eigenen Status bestimmt und verstärkt das Unabhängigkeitsgefühl und Selbstwertge‐fühl der Frau. Frauen von Landwirten unterliegen als Mitglieder der Gesellschaft deren Normen und Sanktionen. In diesem Beitrag wird angenommen, daß Frauen von Landwirten dieselben Bedürfnisse nach eigenem Verdienst, finanzieller Unabhängigkeit und Zusammensein mit anderen, eigenem Status und Sclbstverwirklichung entwickeln werden, wie andere Frauen, aber daß Abgelegenheit, Mangel an gceigneten Arbeitsplätzen für Frauen in ländlichen Räumen, Anfordcrungen des landwirtschaftlichen Betriebes und Sanktionen gegenüber landwirtschaftlichen Ehcfrauen, die außcrbetricblich arbeiten gehen, sie davon abhalten werden. Das Gewicht der Motive verlagert sich wahrschcinlich von vorherrschend finanziellen bei kleinbäuerlichen Bctrieben zu vorherrschend sozialen und persönlichen bei Großbetrieben. Durch cine Auswertung der Literatur über außerbetriebliche Erwerbstätigkeit von Landwirtsfrauen werden diesc Hypothesen unterstützt.
ROLES OF FARM WOMEN IN ENGLAND

SUMMARYWomen have a significant part to play in British agriculture by maintaining and reproducing the labour force, assisting in farm production, decision making and business administration and helping to improve the quality of life in rural areas. It is hypothesised that individuals will vary in the importance they attach to these activities. A survey of forty‐four farmers' wives and women farmers in southern England revealed three ideal role types, distinguished by frequency of manual work, responsibility for farm enterprises, division of labour between husband and wife, approach to housework and participation in local voluntary organisations. Socio‐economic status and prior socialisation are used to account for role differences among farm women. Some doubt is cast on the suggestion that the direction of change is necessarily towards the modern, liberated role of woman farmer.ResumeLes femmes ont à jouer un rôle significatif dans l'agriculture britan‐nique: reproduire et entretenir la force de travail; aider à la production elle‐même, à la décision et à la gestion de l'entreprise; et aussi contribuer à améliorer la qualityé de la vie dans les régions rurales. L'auteur fait l'hypothèse que les individus accordent une importance variable à ces diverses activités. A partir d'une enquête auprês de quarante‐quatre Fermiéres et épouses de fermiers du Sud de l'Angleterre, on peut mettre à jour trois types de rôles idéaux, en se basant sur la fréquence du travail manuel, la responsabilité dans l'entreprise agricole, la division du travail entre hommc et femme, la place accordée au travail domestiquc, et la participation aux associations volontaircs locales. C'est le statut socio‐économe et la prime socialisation qui rendent compte de ces différences de role parmi les femmes du milieu agricole. Ceci conduit à mettre en doute l'idée que l'évolution va nécessairement vers un modéle de femme modernc et libérée.

FARMERS' PARTICIPATION IN COOPERATIVE ACTIVITIES1

SummaryPrevious studies have treated participation in agricultural cooperatives as a single variable. A better understanding of farmers' cooperative behaviour may be achieved by distinguishing separate components of participation. This paper identifies four components; use or patronage, support for the cooperative and involvement in the running of the organisation, membership of other cooperatives and cooperating informally with other farmers. A survey of members of two crop marketing cooperatives in England suggests that the four components of participation are not closely associated. Factors which predict one will not therefore predict other forms of participation equally well. Attitude variables tend to predict use of cooperative services best. Measures of farm size, related to socio economic status, are better predictors of support and membership than patronage.RésuméDans les études antérieures, la participation aux coopératives rurales a été traitée comme une variable unique. II est possible ?achever une meilleure compréehension du comportement des cultivateurs dans la coopérative si ľon distingue différents éléments de participation. Cet article distingue quatre éléments: usage ou patronage, soutient pour la coopérative et participation au fonctionnement de ľorganisation, adhèrence ?autres coopératives et cooperation informelle avec ?autres cultivateurs. Une étude des membres de deux coopératives de commercialisation des reslash;coltes en Angleterre suggeste que les quatre éléments de participation ne sont pas closement associés. Les facteurs qui prddisent ľun ?entre eux ne prédisent done pas aussi bien les autres formes de participation. En general, ce sont les variables ?atti‐tude qui prédisent le mieux ľusage de services coopératifs. Les mesures de la taille de Sexploitation, qui est apparentée au statut socio‐écono‐mique, permettent de meilleures prévisions du soutient et de ľadhé‐rence que du patronage.ZusammenfassungFrühere Studien haben Beteiligung an landwirtschaftlichen Genossen‐schaften als cine einzelne Variable behandelt. Das genossenschaftliche Verhalten von Landwirten könnte vielleicht besser verstanden wer‐den, wenn separate Komponenten der Teilnahme unterschieden würden. Vorliegender Artikel identifiziert 4 Komponenten: Nutzung der Genossenschaft (Patronage), Unterstützung für die Genossenschaft und Interesse am Leben der Organisation, Mitgliedschaft in anderen Genossenschaften und informelle Kooperation mit anderen Landwirten. ‐ Eine Untersuchung bei Mitgliedern zweier Vermarktungs‐genossenschaften für Feldfrüchte in England deutet darauf hin, daß die vier Komponenten der Partizipation nicht eng miteinander asso‐ziiert sind. Daher dürften Faktoren, die die eine Komponente voraus‐sagen, nicht gleich gut andere Formen der Partizipation voraussagen lassen. Verhaltensvariable scheinen die Benutzung genossenschaft‐licher Dienste am besten vorauszusagen. Betriebsgröße im Verhältnis zum sozio‐ökonomischen Status lässt besser die Unterstützung und Mitgliedschaft voraussagen als Benutzung der Genossenschaft.

SummaryIOCIO‐ECONOMIC STATUS AND ORIENTATION TO WORK: THE CASE OF FARMERSSurveys among farmers in eastern England suggest that while farmers as a whole tend to bring a predominantly intrinsic‐expressive orientation to the job, lower status farmers give particular emphasis to the value of independence, middle status farmers place more stress than others on social values, while those of highest socioeconomic status are the most business oriented. Previous research in the field of work attitudes suggests several possible forms of association between socioeconomic status and approach to work. First, value orientation may exert an independent influence on occupational choice and so help to determine status. Second, socioeconomic status of origin may constrain both occupational choice and the formation of work values. Third, orientation to work may be determined by experiences in the work situation and fourth, socioeconomic status may influence the salience of needs to be gratified in work and so affect work attitudes. These possibilities need not be mutually exclusive. Results of the survey were inconsistent with the fourth hypothesis, but tended to support the first three.RÉSUMÉSTATUS SOClOÉCOMIQUE ET ORIENTATION DE TRAVAIL DES AGRICULTEURSDes rechetches en Anglie orientale suggtrènt, que les agriculteurs généralement ont une attitude internellc‐expressive au travail. Le status d'origine peut préscrire choix de profession et formation de valeun de travail. 3. L'orientation de travail peut être déterminée par les expériences de travail. 4. Le status sociéoconomiquc peut influencer la naissance de demandes, à satisfaire par le travail, et lesquelles touchent l'attitude au travail. Ces possibilités ne sont pas mutuellement exclusives. Frühere Forschungen iiber Verhalten zur Arbeit lassen mehrere mögliche Formen der Verbindung von sozio‐ökonomischem Status und Arbeitseinstellung erkennen. Einmal kann Wertorientierung einen unabhängigen Einfluss auf die Berufswahl ausübcn und so dazu beitragen, den Status zu bestimrnen. Zweitens kann der sozioökonomische Status der Herkunft die Berufswahl und die Bildung von Arbeitswerten festlegen. Drittens kann Arbeitsorientierung von Arbeitserfahrungen bestimmt sein, und viertens kann der soziookonomische Status das Hervortreten von Bedürfnissen beeinflussen, die in der Arbeit befriedigt werden sollen und so das Arbeitsverhalten berühren. Diese Möglichkeiten müssen sich nicht gcgenseitig ausschliessen. Die Ergebnisse der Forschung der Verfasserin waren nicht konsistent mit der viertcn Hypothese, schienen aber die ersten drei Hypothesen zu stützen.

SummaryThe opportunities for a young man to become a farmer nowadays are severely restricted, so that many aspiring farmers, including farmers' sons, will be obliged to enter different occupations. The survey described here investigates the job aspirations of schoolboys and youths coming from a predominantly agricultural district in eastern England, against the background of the large amount of research already carried out in this field by American rural sociologists. Boys hoping to make a career in farming were compared with others in respect of the occupational choice process, educational aspirations, reference groups and career values. On the whole the results follow the American findings. The farm‐choice boys showed themselves to be already oriented towards the role of farmer. Such attitudes would make any subsequent transfer to other occupations more difficult and this emphasizes the need for further training for aspiring farmers.RésuméLE CHOIX DB LA PROFESSION AGRICOLELes chances qu'a, aujourd'hui, un jeune homme de devenir exploitant agricole sont très restreintes; aussi, de nombreux aspirants à ce métieret parmi eux de nombreux fils d'exploitants‐sontils obligës de choisir d'autres métiers. L'enquête décrite içi avait pour objet de rendre compte des aspirations professionnelles des écoliers et étudiants originaires d'une zone spécifiquement agricole de l'Est de l'Angleterre. Les hypothèses de base de cette étude étaient constitueés par l'ensemble des recherches entreprises en ce domaine par les sociologues ruraux américains. Les garçons qui souhaitaient faire de l'agriculture leur métier furent comparés aux autres quant au processus de leur choix, leurs aspirations en matière d'éducation, leurs groupes de référence, les qualités attribuées aux diverses carrières. Les résultats corroborent, dans l'ensemble, les données américaines. Les garçons qui souhaitent devenir agriculteurs se montrent, dès à présent, prêts à assumer le rôle d'exploitant. De telles attitudes rendront tout transfert vers une autre profession plus difficile et mettent l'accent sur le besoin d'une formation plus poussée des aspirants agriculteurs.ZusammenfassungDIE WAHL DER LANDWIRTSCHAFT ALS BERUFDie Möglichkeiten f̈ur junge Menschen, Landwirte zu werden, sind heutzutage eng begrenzt, so daß viele, die Landwirte werden wollen, einschließlich Söhnen von Landwirten gezwungen sind, andere Berufe zu ergreifen. Die Untersuchung, über die bier berichtet wird, behandelt die Berufswünsche von Schuljungen und Jugendlichen aus einem vorwiegend landwirtschaftlichen Distrikt. Die Befragung wurde im östlichen England auf der Grundlage der vielen Forschungen amerikanischer ländlicher Soziologen auf diesem Gebiet durchgeführt. Jungen, die in der Landwirtschaft ihr Fortkommen suchen wollen, wurden mit anderen hinsichtlich des Prozesses der Berufswahl, der Erziehungswünsche, der Vergleichsgruppen und der Berufswertvorstellungen verglichen. Im ganzen folgen die Ergebnisse den amerikanischen Erkenntnissen. Die Jungen, die die Landwirtschaft wählten, waren bereits auf die Rolle des Landwirts orientiert. Eine solche Verhaltensweise würde jeden späteren Übergang zu anderen Berufen erschweren. Diese Tatsache unterstreicht die Notwendigkeit weiterer Ausbildung für Menschen, die Landwirte werden wollen.

SummaryPart‐Time Farming and Farm SizeBritish agricultural policy is to support farm incomes so that farm businesses above a certain size can provide a reasonable living. Many farms in south‐east England above this level are in fact run by part‐time farmers with additional sources of income, while some judged to be inadequate to employ one man full‐time nevertheless provide the sole livelihood of their occupiers. Full‐time farmers often endeavour to improve their income position by buying more land when the opportunity arises. Here they may be in competition with prospective part‐time farmers who are attracted by the farmhouse and regard the land as an amenity. This conflict could be resolved by selling the farmhouse with a small plot of land separately from the remaining farm land.
