Positive attitudes toward change (PATC) are an important current issue in public organizations facing profound financial and managerial reforms. This study aims to identify social and organizational antecedents of PATC. The investigated population is composed of middle managers working in Swiss public hospitals ( N = 720), which are currently being confronted by major reforms. Partial mediation effects of organizational commitment (OC) in the relationships between independent variables and PATC are also controlled. The findings show that perceived social support (work relationships with colleagues and supervisors) as well as perceived organizational support (employee voice and participation, information and communication, work–life balance) are positively and significantly related to PATC. Stress perception is shown to have a negative impact on PATC. This article provides valuable contributions with respect to antecedents of attitudes toward change in a population of public middle managers.

Ziel des vorliegenden Beitrags ist es, zu zeigen, welches die hauptsächlichen zeitgenössischen Dynamiken bezüglich Identität bei der Arbeit und Motivation in den öffentlichen Verwaltungen der Schweiz sind. Dazu werden zwei kürzlich durchgeführte Untersuchungen der Schweizer Verwaltungen (hauptsächlich kantonale, städtische und kommunale Behörden), die sich mit den Motivations- und Identitätsdynamiken auseinandersetzen, herangezogen. Diese werden ergänzt durch Daten aus der umfangreichen internationalen wissenschaftlichen Literatur zu dieser Thematik. Die Betrachtung ist entlang von vier Hauptbereichen strukturiert: Der erste Teil ist der theoretischen Definition der Begriffe Identität und Motivation am Arbeitsplatz gewidmet. Der zweite Abschnitt behandelt die hauptsächlichen Fakten zu den Identitäts- und Motivationsdynamiken, die in den öffentlichen Organisationen der Schweiz entstehen und zahlreichen Reformen gegenüberstehen. Der dritte Abschnitt beschäftigt sich mit den neueren institutionellen oder organisatorischen Entwicklungen und Reformen, welche die Motivationen und die Identitäten der Beamten beeinflussen. Im letzten Teil wird eine Schlussfolgerung in Form eines Zwischenergebnisses gezogen, das sich auf die fortgeschrittene Hybridisierung von Identitäten und Motivationen bezieht. (ICI2)

Das Schweizer Verwaltungssystem wird häufig in einem Atemzug mit den Verwaltungssystemen Deutschlands und Österreichs genannt und als "kontinentaleuropäisch-föderal" bezeichnet. Diese Zuordnung verkennt nach Meinung des Autors, dass trotz vergleichbarer Strukturprinzipien (Föderalismus, Rechtsstaatlichkeit usw.) Staat und Verwaltung hierzulande einen anderen Stellenwert einnehmen. Eine Obrigkeitsgläubigkeit und die Vorstellung, von bürokratischen Staatsdienern "verwaltet" zu werden, widerspricht dem gängigen Staatsverständnis. Eine wichtige Rolle spielt dabei die direkte Demokratie, mit der die Stimmberechtigten einer Gemeinde, eines Kantons oder des Landes je nachdem auf Verfassung, Gesetzgebung, geplante Projekte, Ausgaben und Steuern einwirken können. Es wird nicht zu Staat und Verwaltung emporgeschaut, sondern man begegnet ihnen "auf Augenhöhe" und ist selbst auch für ihr Funktionieren verantwortlich. Nach Ansicht des Autors handelt es sich beim Schweizer Verwaltungssystem um einen hybriden Typus. Die verhältnismäßig große Bedeutung der Gemeinden rückt es in die Nähe des skandinavischen Typus, und die politische Rolle der Verwaltung entfernt es von der germanischen Tradition und nähert es dem napoleonischen sowie in gewisser Weise auch dem angelsächsischen Typus an. Les partenariats public-privé se développent dans la quasi-totalité des pays de l'OCDE. De nombreux acteurs, publics ou privés, y voient un moyen pour développer de nouvelles infrastructures et prestations publiques à moindre coût et de manière sensiblement plus rapide et plus efficace. Considérés sous l'angle de leur gestion, les PPP s'avèrent finalement bien plus complexes qu'ils ne paraissent au premier abord. Fondé sur une revue de la littérature européenne portant sur les expériences en cours sur le continent, l'article vise à faire état de la nature des débats gestionnaires entourant cette nouvelle forme de coordination des activités étatiques. Il relève plus spécifiquement les difficultés auxquelles la plupart des PPP sont confrontés, sur la base d'une lecture institutionnelle.

This article sets out to question the impact of new public management (npm) reforms on the functioning of public organizations. This investigation uses the concept of organizational regulation as a basis. We assume that the introduction of npm principles and tools results in the constitution of a new type of regulation that we refer to as 'liberal bureaucracy'. We describe the main characteristics based on qualitative empirical research carried out in four federal administrative departments in Canada and Switzerland. We conclude with a comparison of the data gathered with certain facts relating to the functioning of private sector organizations and highlight the striking similarities in this field.

The concept of trust is currently enjoying a revival of popularity in the scientific, academic and management fields. The present article attempts to discern the reasons for this renewed interest, particularly within management studies and the social sciences. A critical review of the literature is conducted so as to better understand the concept itself, as well as its impact and utility for organizational analysis. This enables us to propose a multidimensional reading of the notion of trust. Finally, we come to the conclusion that researchers must examine areas of trust and mistrust within organizations in order to better comprehend sources of co‐operation and conflict.La notion de confiance bénéficie actuellement d'un regain d'intérêt de la part des chercheurs, des professeurs et des gestionnaires. Cet article vise à comprendre le pourquoi du regain d'intérêt portéà ce concept, notamment dans les sciences humaines et les sciences de la gestion, à la suite de quoi une recension critique des écrits est menée afin de mieux comprendre cette notion, sa portée et son utilité dans l'analyse du fonctionnement organisationnel. Cette perspective nous permet de proposer un point de vue multidimensionnel concernant la question de la confiance pour enfin conclure par la nécessité, pour le chercheur, de se livrer à une analyse des zones de confiance/défiance au sein des organisations afin de comprendre les sources de coopération/conflit.
