Bei der Kontroverse mit V. Venkatesan geht es zunächst um Vorzüge und Schwächen des "Visit and Training"-Programms im Bereich der Agrarhilfe. Es geht darüber hinaus um Kritik an der Weltbank, der D. Hulme gravierende Unfähigkeit zu lernen, vorwirft. Er fordert schließlich, nun einmal die Weltbank, ihre Strukturen, ihre Arbeitsabläufe, ihr Anreizsystem und ihre interne Kultur unter die Lupe zu nehmen und herauszufinden, wie sich diese Faktoren auf ärmere Länder auswirken. Der Beitrag reiht sich ein in die zunehmende Diskussion über und die Kritik an der Effizienz von Einrichtungen im öffentlichen Sektor von Entwicklungsländern. Er behandelt den Bereich der landwirtschaftlichen Beratung und die Entwicklung des "training-and-visit"-Systems (T and V) zur Verbesserung dieser Beratung. Auf der Grundlage inzwischen langjähriger Erfahrung mit T and V werden Verbesserungsvorschläge entwickelt, wobei u.a. die sehr viel stärkere Beachtung des gesamten Projektumfeldes bei Reformmaßnahmen gefordert wird, sowie Veränderungen durch Geberorganisationen und außerdem sehr viel mehr Gespür für die Mitarbeiter und Leiter von landwirtschaftlichen Projekten in Entwicklungsländern als notwendig erachtet werden, damit diese Personen aus eigenem Antrieb und eigener Überzeugnung bei Reformen mitwirken. Auf diese Weise soll die Dauerhaftigkeit ("sustainability") von Agrarprojekten gestärkt werden. (APAF-Glz)

Governance is becoming increasingly important in development and poverty reduction policies. However, the forms and methods by which it is to be incorporated into donor programs are only emerging at present. In this paper, we contrast two very different approaches- the White House led Millennium Challenge Account (MCA) and DFID's Drivers of Change (DOC) Approach- to analysing governance, and compare their theoretical underpinnings. A key factor explaining why these different approaches have been adopted is that for the USA, global poverty reduction is a footnote to its foreign policy and national security agenda, whereas in the UK, global poverty reduction engages both the national political leadership and the civil society. In the conclusion, the paper suggests that enduring contradictions confronted by all donors complicate the treatment of governance in empirically nuanced terms (as DOC attempts to do) while privileging a more universalistic approach like the MCA.

This article takes as its starting point a controversy which has arisen around a proposed assessment by the South African government of the decisions of the Constitutional Court, giving rise to concerns that this will constitute undue interference with the independence of the judiciary. Part One of this article traces and analyses the developing controversy. It then compares the current clash between the South African Executive and Judiciary to a similar clash which took place in seventeenth century England, between King James I and Chief Justice Edward Coke. Such clashes appear to be fairly common, particularly in young democracies in which democratic institutions are yet to be properly consolidated. Although not immediately apparent, the similarities between the situation which existed in seventeenth England at the time of James I and that in present-day South Africa are instructive. In tracing the development of these two clashes between the executive and judiciary, Part One of this article lays the foundation for a more indepth comparison in Part Two.

Part One of this article traced rising tensions between the South African executive and the judiciary on the question of the separation of powers. This situation was then contrasted and compared with a clash which took place in the 17th century between King James I of England and Chief Justice Edward Coke. In Part Two of this article attention is focused on two specific cases which arose out of the clash between James and Coke - Prohibitions Del Roy and The Case of Proclamations. The article then turns to a discussion of the lessons which can be drawn from these cases. The arguments which were raised in the cases are contrasted and compared with more contemporary arguments advanced in the context of the present conflict between the South African executive and the judiciary. The views of Ronald Dworkin comparing 'majoritarian' and 'constitutional' conceptions of democracy are examined in the context of this debate. Tentative conclusions are then drawn and warnings issued of the negative consequences for South Africa if the potential conflict between the executive and the judiciary is not properly resolved.

The increasing realisation that governance quality is a fundamental element of long-run development has led to its consideration as a desirable development goal in its own right. To contribute to such a process, this paper provides a framework to set, measure and monitor governance goals in the Post 2015 Development Agenda. First, we assess whether existing cross-national measures on governance quality can be exploited to measure and monitor aspects of legal, bureaucratic and administrative quality. Such a "quick fix� approach to measuring governance quality is fraught with challenges. The current practice of measurement is still subject to the short country coverage of most available measures, issues of comparability and legitimacy, as well as methodological shortcomings. Second, we argue that, in the long run, measuring and monitoring governance quality may require reconceptualising "good governance� and designing internationally shared measures that are routinely provided by national statistical offices, (but, international groups should also continue to make their independent measures). Finally, we consider the different approaches to setting governance goals, arguing in favour of a combination of national target setting and minimum standard with continuous improvement.

Kern des Beitrags sind die Bestrebungen in den 1980er und 90er Jahren, Regierungstätigkeit zu dezentralisieren sowie die nationalen, zunehmend die internationalen, Nichtregierungsorganisationen (NROen). Gambia wurde zum Tummelplatz für NROen in dem Maße, wie Leistungen der nationalen Regierung, vor allem auf dem Lande, stark zurückgingen und das alte, kolonial geprägte Regierungssystem u.a. als Folge von IWF/Weltbank-Programmen in die Krise geriet. Anhand von in drei Dörfern gewonnenen Daten wird der Meinung der Dorfbewohner zu Regierungs- und Entwicklungsleistungen auf unterster Ebene und zum ergänzenden Angebot der NROen nachgegangen. Dem wird die offizielle Regierungsposition gegenüber gestellt. Behandelt werden die praktische Arbeitsweise der variantenreichen "village development committees" (VDC), die Verhältnisse und Probleme zwischen diesen, den NROen und Regierungseinrichtungen der verschiedenen Ebenen sowie den traditionellen und modernen Eliten. Die basisnahen Leistungen der NROen finden bei der Bevölkerung, besonders den Marginalisierten, recht positive Bewertung. Darüber hinaus liegt der besondere Wert des Artikels in den differenzierten Aussagen zu NROen; sie hebt sich damit positiv von der oft unkritischen Einstellung zu diesen Organisationen ab. Entwicklungshilfegeber müssen mehr begreifen, daß "good governance" auf für subnationale Bereiche angestrebt werden muß. (APAF-Glz)
