La régulation des transformations de l'usage du foncier agricole aux interfaces entre urbain et rural. Le cas des franges de l'Île-de-France

In urban planning projects management, differences between what results from politics and what from techniques are more indeterminate than it appears at first glance. Technical experts and bureaucrats, from the numerous institutions involved in local policies, are not just obeying orders of elected representatives. Like the latter, they can find breathing spaces in decision-making process. Limits between technical experts' and elected representatives' agency may evolve. Above all, interactions between technical experts and elected representatives, turn out to be decisive in the way the management of this specific form of public action, the project, get organized and beyond, in urban governance working. Based on the study of relationships between techniques and politics, this research is setting up a frame of reference to analyze urban planning project management, through comparison of several French urban planning projects, notably Paris Nord-Est, the Zone de l'Union in Roubaix-Tourcoing-Wattrelos, and Cœur de Ville in Chartres. ; Dans le pilotage des projets d'aménagement urbain, les catégories de technique et de politique sont beaucoup plus indéterminées qu'il n'y paraît au premier abord. Les techniciens des nombreuses institutions politico-administratives qui y participent – fonctionnaires territoriaux, cadres des sociétés d'économie mixte, etc. – ne sont pas de simples exécutants au service des élus. Au même titre que ces derniers, ils ont des marges de manœuvre dans les décisions. Les frontières entre ce qui relève de l'action des techniciens et ce qui relève de l'action des élus peuvent évoluer. Surtout, les relations entre élus et techniciens s'avèrent déterminantes, non seulement dans la manière dont s'organise le pilotage de cette forme particulière d'action publique locale qu'est le projet, mais également dans le fonctionnement des gouvernements urbains. Cette recherche construit, à partir de l'étude des relations entre technique et politique, une grille d'analyse des dispositifs de pilotage des projets d'aménagement urbain, à travers une comparaison entre plusieurs projets d'aménagement en France, notamment Paris Nord-Est, la Zone de l'Union à Roubaix-Tourcoing-Wattrelos, et le projet Cœur de Ville à Chartres.

Cet article analyse la construction sociale des problèmes politiques soulevés dans la conduite de l'action publique, par l'étude des rapports dialectiques entre technique et politique dans le cas des projets d'aménagement urbain à Paris en France. Les aspects techniques et les aspects politiques des problèmes ne sont pas figés. En particulier, des problèmes initialement techniques de mise en oeuvre de l'action publique peuvent devenir politiques. À travers ces processus de problématisation politique de l'action se construisent, d'une part, la légitimité des questions portées sur la place publique et traitées par l'action publique et, d'autre part, la légitimité des acteurs qui posent ces questions.

Managing and controlling "land take" of agricultural and natural land for urbanisation is the target of European and national policies. Although this objective seems to be increasingly understood among the actors, the prioritisation of issues and the measures taken by governments to achieve it are very heterogeneous. The practices of local public and private actors do not necessarily follow the directions established at national level by the instruments. This paper examines the concrete forms, in France, of collective action in the field of spatial planning to limit land take, particularly in French cross-border areas that are experiencing strong urban growth. The survey is based on 60 semi-structured interviews with public actors involved in the spatial transformations of the cross-border regions around Geneva, Lille-Kortrijk-Tournai, Luxembourg and Strasbourg-Karlsruhe. The survey shows that collective action in spatial planning is very diverse in France, depending on the regions and municipalities concerned, even if the legal rules are the same. Local public actors play strategically with the rules and adapt them. Moreover, the organisation of collective action to limit land take is marked by interdependencies between regions, and in our case between neighbouring countries, which are often left unexamined in national planning policies and instruments.

Cet article part du constat selon lequel la gestion des territoires métropolitains est inter-organisationnelle. Dans la lignée de la sociologie de l'action organisée, il développe une approche systémique de l'action publique dans le cas d'un projet de réseau de transport métropolitain. Celui-ci implique une coopération entre le syndicat des transports, le conseil régional, plusieurs départements, une communauté urbaine et plusieurs communautés d'agglomération. En nous intéressant aux acteurs qui, concrètement, assurent le déploiement de ce projet, nous explorons les mécanismes qui rendent possible cette action collective entre des administrations autonomes liées par des interdépendances stratégiques fondées sur la distribution territoriale et sectorielle des compétences en matière de transport public et d'aménagement. Nous mettons ainsi en évidence l'inter-institutionnalité technique qui, à l'occasion d'actions opérationnelles, contribue à la construction métropolitaine.
