The article substantiates the ways of strategizing to support the mental health of refugee women from Ukraine, in particular, the basic terms are clarified, in particular, «strategizing», «refugee» and «mental health»; the results of an empirical study conducted according to the questionnaire «Emotional disturbances under conditions of stress in refugee women from Ukraine» are presented.
Two strategic areas of support for refugee women from Ukraine have been identified: 1) Implementation of national (coordinated with the Ministry of Health and the Ministry of Health) rehabilitation programs of personal psycho-emotional support for Ukrainian women who have the status of refugees and/or internally displaced persons. These programs should include approved psychosocial care protocols, because the experience of specialists involved in such work is mostly insufficient and does not meet international standards. 2) State policy on socio-economic support for women who have the status of refugees and/or internally displaced persons, because this is a link of hope for returning home. This connection is very important, it is not about finances, rather it is about morality, spiritual and national unity, about the place of strength that is the motherland.
Strategizing to support the mental health of refugee women from Ukraine includes meaningful and organizational and methodological provisions and procedures that regulate and ensure the process of policy development and implementation (state-wide, regional, municipal and branch (medical, educational, etc.) (other) levels) regarding the support of women's mental health during periods of war and post-war recovery of the country.

У статті подано наукове обґрунтування проблем психосоціальної допомоги населенню України в умовах війни, зокрема презентовано результати проведеного аналізу стану організаційно-правового забезпечення інститутів, діяльність яких спрямована на психосоціальну допомогу населенню, а також виявлено базові потреби осіб, що потрапили в екстремальну життєву ситуацію, у психосоціальній підтримці.
Констатовано низьку достовірність медичної статистики щодо випадків захворюваності та поширеності, зокрема і станів, що пов'язані з психосоматичними розладами. Виявлено щорічний ріст амбулаторного споживання антидепресантів, що стали основними причинами структурних змін у наданні психічної допомоги населенню України. Крім того слід зазначити, що потребує подальшого удосконалення організаційно-правове забезпечення інститутів, діяльність яких спрямована на психосоціальну допомогу населенню. Перший крок зроблено – під егідою дружини Президента Олени Зеленської в Україні ініційовано створення «Національної програми психічного здоров'я та психосоціальної підтримки населення». Програма, за підтримки фахівців ВООЗ, буде охоплювати питання підготовки і навчання психологів та психотерапевтів, сімейних лікарів, соціальних працівників, освітян швидким методикам психологічної підтримки населення, яке постраждало внаслідок воєнних дій та воєнного стану.
Подано результати оцінювання базових потреб осіб, що потрапили в екстремальну життєву ситуацію, у психосоціальній підтримці в умовах війни. Важливим є більш широкий розвиток системи надання психосоціальної допомоги населенню мультидисциплінарними командами у складі лікаря-психіатра, психолога (практичного, клінічного, психотерапевта), соціального працівника, реабілітолога та ін. Координацію інтегрованої роботи в мультидисциплінарній команді здійснює той фахівець, допомога якого першочергова на поточний момент залежно від потреб пацієнта.

У статті обґрунтовується ефективності реалізації європейських програм підтримки реформування публічного управління в Україні. Автором застосовано метод SWOT-аналізу, який дозволив вивчити дану тематику з позиції сильних та слабких сторін, можливостей та загроз. Перевагою даного інструменту є визначення та пріоритизація стратегічних питань у вищезазначеній сфері.
Встановлено, що сильними сторонами європейських програм підтримки реформування публічного управління в Україні є: посилення проактивності Уряду України; запровадження правових та стратегічних рамок; посилення ролі лідерства та командної роботи; цифровізація та координація міжінституційних взаємозв'язків. Слабкі сторони – відсутність в Україні єдиної бази надання підтримки донорами; неузгодженість назв програм; відсутність ключових дефініцій у профільному законодавстві; невиконання усіх зазначених індикаторів програм; відсутність інформації у реєстрі програм щодо акту Кабінету Міністрів України про виконання індикаторів та досягнення очікуваних результатів (у разі прийняття).
За результатами проведеного SWOT-аналізу використання європейських програм підтримки реформування публічного управління в Україні ми пропонуємо такі практичні рекомендації щодо підвищення ефективності їх використання: а) нормативно закріпити у профільному законодавстві дефініції «публічна служба» та «публічне управління», замінити термінологію «реформування публічного управління» на «європеіїзацію публічного управління»; б) запровадити контентний аудит при підготовці до запиту про надання міжнародної технічної допомоги з метою уникнення дублювання проєктів/програм, або їх компонентів; в) створити єдиний реєстр міжнародної технічної допомоги міжнародних партнерів України, а існуючі проєкти об'єднати у програми за секторами; г) розробити крос-секторальну матрицю впливу від інших проєктів/програм, які роблять внесок у реформування публічного управління в Україні; д) розробити трирівневу систему підтримки реалізації європейських програм підтримки реформування публічного управління в Україні, що базуватиметься на взаємодії та інтероперабельності на національному, регіональному та локальному рівнях; е) визначати лише ті індикатори прогресу імплементації програм, які реально досягти, отже, покращити систему розрахунку ризиків; Запровадити індекс задоволеності громадян від реформи публічного управління в Україні, як користувачів сервісної держави.
Перспективу подальших досліджень вбачаємо у вивчення проєктних компетентностей публічних службовців та їхньої готовності до управління ризиками міжнародних проєктів і програм.

У статті обґрунтовується необхідність структуризації базових складових та процедур кадрового процесу в органах публічної влади. Доводиться, що кадрові процеси є об'єктами управління та вимагають певного інструментарію для прийняття кадрових рішень, спеціальних методів для здійснення процесу управління персоналом, однак їх безсистемність негативно впливає на ефективність роботи служб управління персоналом в органах публічної влади. Під кадровим процесом в органах публічної влади розуміється сукупність послідовних дій спрямованих на зміну стану кадрового потенціалу органу публічної влади, що обумовлено цілями і принципами кадрової політики (HR-стратегії) цього органу у відповідності з діючим законодавством, а також із застосування організаційно-правових принципів, функцій, методів, механізмів, процедур управління персоналом в публічній службі.
Презентовано авторську концепцію узагальненої моделі кадрового процесу в органах публічної влади. Системоутворюючим чинником даної моделі є кадровий потенціал органу публічної влади. Саме на його розвиток спрямовано всі дії у межах кадрового процесу. До основних складових кадрового процесу в органах публічної влади слід віднести: вступ на публічну службу, організаційна поведінка, професійний розвиток та кадровій аудит. Змістовий контент кадрового процесу в органах публічної влади обумовлений впливом таких детермінант як-от: а) діючи законодавчі акти та нормативно-правові документи, що регламентують діяльність у сфері публічного управління та адміністрування; б) кадрова політика та HR-стратегія органу публічної влади, які розробляються ґрунтуючись на стратегія органу публічної влади; в) служба управління персоналом в публічній службі.
Для опису складових елементів кадрового процесу в органах публічної влади доцільно застосовувати певні критеріальні ознаки. Пропонується кожний елемент кадрового процесу описати за такою структурно-логічною схемою: по-перше, визначити основні процедури, що необхідно здійснювати в межах компетенції служб управління персоналом органів публічної влади; по-друге, виявити, у межах визначених процедур, сутнісні ознаки та змістовий контент діяльності служб управління персоналом органів публічної влади; по-третє, структурувати базові методи, що застосовуються для здійснення передбачених процедур в межах відповідного складового елементу кадрового процесу.

As for the civil service in Ukraine, we can identify a number of innovations aimed at improving the performance and ensuring the quality of civil service, namely: separation of administrative and political positions; clarification of the legal status of a civil servant; separation of civil service from political activity; establishing an exhaustive list of persons who are not subjected to the civil service legislation; introduction of a new approach to the classification of civil servants' positions; a competency-based approach to the selection of candidates for the civil service; defining legislatively common approaches to entry, performance and separation from civil service; improving professional skills and professional training of civil servants, their labor remuneration, bonus payments and encouragement, as well as disciplinary responsibility.
Reforming the civil service legislation has become the most important step towards the public administration reform. Constant changes and amendments to the newly adopted legislation signify about it imperfection. Nevertheless, it should be noted that legislators and reformers are moving in the right direction.
The data analyzed in the article show that Ukraine has come a long way from the Soviet civil service legacy. However, it is still in the middle of the road: these achievements must be supported by continuous efforts to render them irreversible and significantly improve the efficiency of public administration.
The analysis of the sources in the article shows that the ideal picture of a public servant should correspond to his real perception. In fact, the public perception of civil servants in Ukraine is quite negative, as people see a striking difference between the reality and the ideal mentioned above. It turned out that the public servant, according to public perception, lacked almost all the necessary features. This demonstrates the enormous problems with civil servants in Ukraine due to the mismatch between public perception and the ideal image of a public servant. Thus, statistics show that the majority of respondents (about 70 percent) said that a Ukrainian civil servant is poorly qualified, tends to avoid solving complex cases, impatiently violates the law, demonstrates low respect for customers, is not trustworthy, is biased and interested in his own interests (puts one's own interests ahead of the public), non-result oriented, etc.
The article concludes that public service reform in Ukraine should be supported not only by political measures that enhance the professionalism of employees, but also include procedures for changing public attitudes towards them. The negative perception of civil servants can be closely linked to the civil service itself: Ukrainians perceive it as a corrupt and bureaucratic institution that breaks innovation, does not care about cost-effectiveness, and does not perceive positive change.

Over the last decade, the development of cognitive and behavioural sciences has determined the diffusion of the concept and methodology of behavioural insights into social sciences, including the governance sphere. Behavioural teams worldwide participate in developing and implementing the strategies at various levels of governance organisation. The aim of this study is to investigate the institutionalisation process of behavioural insights into public policy. The study has identified the agentive determinants of the institutionalisation efficiency that include: the competence level of public servants, their motivation level, resistance to change and the nature of feedback. It is argued that the approval level of using behavioural insights by civil servants is a prerequisite for their intrinsic motivation, which has a positive effect on the efficiency of institutionalisation of behavioural insights in public policy. The survey has revealed the most approved directions for using behavioural techniques in public policy in Ukraine.

Citizens of various societies support nudges and nudging. However, the determinants of the nudge approval level have not been studied so far. It is not known why some types of nudges are approved by citizens of different countries to a greater extent, and others are actively disapproved. The aim of this study is to reveal the approval level of using Behavioral insights in Public Policy. We have formulated the nudge approval determinants, have analyzed the influence of nudge approval determinants on nudge approval level in 15 countries. We report the results of nationally representative survey of nudge approval level in Ukraine. We have found governance, cultural and experience determinants of nudge approval. The aim of this study is to investigate the institutionalisation process of behavioural insights into public policy. The study has identified the agentive determinants of the institutionalisation efficiency that include: the competence level of public servants, their motivation level, resistance to change and the nature of feedback. It is argued that the approval level of using behavioural insights by civil servants is a prerequisite for their intrinsic motivation, which has a positive effect on the efficiency of institutionalisation of behavioural insights in public policy. The survey has revealed the most approved directions for using behavioural techniques in public policy in Ukraine.

Įvairių visuomenių piliečiai palaiko pokyčius ir patį keitimo procesą. Tačiau veiksniai, nusakantys pritarimo pokyčiams mastą nėra išstudijuoti. Nėra žinoma, kodėl skirtingų šalių piliečiai vienus pokyčius palaiko, o kitiems aktyviai priešinasi. Šio tyrimo tikslas yra atskleisti pritarimo su elgesiu susijusioms įžvalgoms viešojoje politikoje lygį. Tyrimo autoriai formuluoja pritarimo pokyčiams veiksnius, analizuoja pritarimo pokyčiams veiksnių įtaką pritarimo mastui 15-oje pasaulio šalių, pateikia reprezentatyvaus pritarimo pokyčiams tyrimo Ukrainoje rezultatus, bei identifikuoja pritarimo pokyčiams valdymo, kultūrinius ir patirties veiksnius.

Elgesio tyrėjai dalyvauja kuriant ir taikant elgesio modelius bei strategijas valstybiniame sektoriuje. Šis straipsnis siekia išsiaiškinti elgesio modelius institucinių procesų metu viešojoje politikoje. Autoriai identifikavo kriterijus, kurie įgalina efektyvią ir produktyvią institucinią komunikaciją. Šiems kriterijams priklauso valstybės tarnautojų įgūdžių ir patirties lygis, jų motyvacijos lygis, priešinimąsis pokyčiams bei atsiliepimų pobūdis. Ankstesni tyrimai parodė, kad taikant elgesio modelius valstybės tarnautojų kasdieninėje veikloje ženkliai išauga vidinė tarnautojų motyvacija, kuri teigiamai atsiliepia užtikrinant kokybišką institucijos veiklą. Šio tyrimo metu paaiškėjo institucijos, kurioms šio modelio taikymas turėjo didžiausią teigiamą įtaką.

У статті зазначено, щоз 2015 року перед міжнародною спільнотою постали нові амбітні завдання щодо досягнення цілей сталого розвитку, визначених схваленою на черговому саміті Організації Об'єднаних Націй Стратегією "Перетворення нашого світу: Порядок денний у сфері сталого розвитку до 2030 року". Майже всі вони передбачають необхідність створення або модернізації економічної та соціальної інфраструктури в країнах, які розвиваються, що потребує значних фінансових ресурсів. Однак, бюджети таких країн не можуть покрити наявні фінансові потреби.Тому, одним із найважливіших завдань нової глобальної стратегії сталого розвитку було визнано створення умов для залучення фінансових ресурсів приватного сектору для розбудови інфраструктури на засадах публічно-приватного партнерства (ППП). Зауважено, що основне завдання органів публічної влади сьогодні полягає у формуванні сприятливого середовища для ведення бізнесу, ефективного використання ресурсного потенціалу, визначенні пріоритетів в соціальних, економічних та екологічних процесах і перспектив розвитку територіальної громади з врахуванням її потреб й інтересів.
Акцентовано увагу на тому, що у світі дедалі більше стає популярним державно-приватне партнерство у формі концесії, оскільки саме така форма взаємодії між приватним та публічним партнером створює суттєву додану вартість для обох сторін. Одне з найбільших досягнень концесій – завдяки їй вирішуються державні завдання силами приватного капіталу, який вважається економічно ефективнішим державного. При цьому, приватний партнер отримує довгостроковий фінансовий інтерес, який дозволяє йому забезпечити максимальну ефективність вирішення поставленого державою чи муніципалітетом завдання. Обґрунтовано доцільність застосування державно-приватного партнерства при формуванні інструменту забезпечення сталого розвитку територій як важливого інструменту забезпечення сталого розвитку територій.

The relevance of the topic of the article is due to the needs of scientific analysis of the process of reforming public administration in modern Ukraine to identify ways and opportunities for further improvement of public administration. The purpose of the study is to analyze the innovations of civil service in Ukraine, which are aimed at improving the performance and ensuring the quality of civil service. The research methodology includes a set of general scientific and special political science methods. The results of this paper demonstrate that Ukraine has moved quite a distance from the Soviet legacy as far as civil service is concerned. Nevertheless, the country still has a lot to be done: these achievements must be supported by steady efforts so as to make them irreversible and to significantly increase the efficiency of public administration. The practical importance is determined by the need to formulate priority ways of raising the country's economic competitiveness and promoting social welfare.
