Abstract This study examines the ideology of the nation-building process in the so-called Donetsk and Luhansk People's Republics. The key features of this process are uncovered through a discourse analysis of school textbooks published in the People's Republics and in Transnistria, and of the 'Russian Donbas' ideology. This is compared to the history and interpretations of the concept of 'Novorossiya'. This research demonstrates the difference between Donbas and other the post-Soviet contested states, and highlights the role of the Russian government and Russian radical right-wing intellectuals in the formation of the 'Russian Donbas' ideology. It concludes that, although Russia had a decisive influence on the development of the conflict in Donbas, Donbas also affected the ideological transformation of Putin's Russia.
The double anniversary of the centenary of the birth of John Rawls (1921-2002) and the fiftieth anniversary of the publication of his most famous book, The Theory of Justice (1971), was a significant intellectual event last and is last widely discussed this year. Numerous conferences and round tables, articles and books, TV shows, and popular magazine publications dedicated to Rawls's anniversary have become not only a tribute to the memory of "the most important political theorist of the twentieth century," as described by Jürgen Habermas, but also a testament to his great interest in his legacy. ; Подвійний ювілей, яким є сторіччя з дня народження Джона Ролза (1921–2002) та п'ятдесятиріччя виходу його найвідомішої книги – «Теорія справедливості» (1971), став значущою інтелектуальною подією минулого року, і нинішнього року його широке обговорення триває. Are they purely a tribute to the memory of a scientist? Or, in fact, is the interest in his theoretical legacy not only fading now, but becoming more and more relevant? To understand this, we turned to several Western political philosophers, two of whom, Samuel Freeman and Thomas Poge, were not only students but also close friends of Rawls for many years, and asked them a series of questions: 1. John Rawls's Theory of Justice was published fifty years ago and has caused a great deal of controversy. Researchers agree that at one time this book became a starting point for further work in the field of political philosophy. But what is the role of Rawls' legacy today? Can we say that the Rawls era in political philosophy is over? 2. One of the key ideas of Rawls's "Political Liberalism" is that a free and democratic society (a well-ordered society, as Rawls would say) presupposes a pluralism of religious, philosophical and moral doctrines on which members of society cannot reach a rational agreement. According to Rawls, rational agreement is possible only on the principles that should regulate the basic structure of society. However, some critics believe that the idea of rational consent is in fact contrary to political pluralism and in fact a threat to democracy. Do you agree with this view? If so, what ensures the unity of a democratic political community? 3. In his most recent major work, The Law of Nations, Rawls writes that the emphasis in international human rights policy can help transform ineffective regimes and the behavior of rulers who are heartless about the well-being of their people. Thirty years ago, a number of countries chose the democratic path of development, but today in many of them we can see a crisis of democratic institutions and growing anti-democratic tendencies. Однак певні критики вважають, що ідея раціональної згоди насправді суперечить політичному плюралізму і фактично становить загрозу демократії. Чи згодні ви з цією точкою зору? Over the many years that have passed since John Rawls published "A Theory of Justice" (1971), researchers have considered Rawls's theory to be a new stage in the development of the liberal tradition of Locke and Kant. However, after Rawls's papers were opened at the Harvard Uni- versity Archive, it became clear that this established idea is not entirely accurate. Studying Rawls's early works, most of which are still unpublished, allowed to see more comprehensively both the stages and the features of the formation of his theory and, in general, to look at the history of the development of political philosophy in the twentieth century in a new way. The focus of this paper is on the works of Rawls, written in the 40s and the first half of the 50s. They are still poorly studied. Moreover, since we are talking about works written before Rawls's trip to Oxford, when his "Wittgensteinian turn" (P. Mackenzie Bock) was completed, we can consider them a separate stage in the development of his thought. They are undoubtedly of interest to researchers. An anal- ysis of early works by Rawls makes it possible to see that he was beginning to form the basic concepts of the Rawlsian theory of justice even before his trip to Oxford. In these works, Rawls has not yet studied the topic of justice itself; nevertheless, they lay the foundations for the concepts of a "well-ordered society" and the "original position", the interpretation of the circumstances of justice that we find in "A Theory of Justice". And, although after the war Rawls renounces religion, resulting in his search for basic ethical principles of fair cooperation that can be rationally justified, he nevertheless retains in his further works a general orientation towards the social ideal, which he formed in the 40s within the tradition of neo-orthodox Protestant theology. ; За багато років, що минули з того часу, як Джон Ролз видав свою працю «Теорія справедли- вості» (1971), в академічних колах сформувалося і набуло великого поширення ставлення до Ролзової теорії як до нового етапу розвитку локівсько-кантівської ліберальної традиції. Однак після того, як нещодавно було відкрито для дослідників папери Ролза в Архіві Гарвард- ського університету, стало зрозуміло, що усталене уявлення є не зовсім точним. Вивчення ранніх праць Ролза, значна частина яких залишається неопублікованими, дало змогу об'єм- ніше побачити етапи та особливості формування його теорії й загалом по-новому подиви- тися на історію розвитку політичної філософії в ХХ столітті. В центрі уваги цієї статті праці Ролза, написані в 1940-х — першій половині 1950-х років. Їх усе ще мало вивчено. The revival of Anglo-American political philosophy began in the 1970s with the publication of A Theory of Justice by John Rawls and Wittgenstein and Justice by Hanna Pitkin. This revival was facilitated by the turbulent political processes occurring after the Second World War that required philosophical understanding, but the long-dominant utilitarian approach could not fully meet this task. Traditionally, the main issue in political philosophy has been the question of power, spe- cifically its political organization and legitimacy. Rawls demonstrated that the political organiza- tion of power is derived from how we understand ethical norms and what norms (rules) we follow in social interaction. Thus, the main question of political philosophy is not power but justice. He also demonstrated that political freedom is closely linked to equality. Rawls's theory had a deci- sive influence on the political philosophy of the twentieth century, the development of which was largely based on criticism or reception of his ideas. Today, we are witnessing the beginning of a break with tradition, which was expressed by Rawls and suggested that the political is based on the possibility of consensus and ethical agree- ment. The current developments in political philosophy are closely connected with the rethink- ing of Rawls's legacy, and we see this in the development of non-ideal political theories. ; Відродження англо-американської політичної філософії починається в 70-х роках ХХ століття з публікації праць «Теорія справедливості» Джона Ролза та «Вітґенштайн і справедливість» Ганни Піткін. Цьому відродженню сприяв той факт, що бурхливі політичні процеси, які відбувалися у світі після Другої світової війни, вимагали філософського осмислення, тоді як утилітарний підхід, що домінував упродовж тривалого часу в англо-американській політичній традиції, не міг повністю виконати це завдання. Традиційно головним питанням для політичної філософії було питання про владу, її політичну організацію та леґітимність. Ролз же продемонстрував, що політична організація влади є похідною від того, як ми розуміємо етичні норми і якими нормами (правилами) ми керуємося в соціальній взаємодії, тому головним питанням політичної філософії є не питан- ня про владу, а питання про справедливість. Крім того, він продемонстрував, що політична свобода є тісно пов'язаною з рівністю. Його теорія справила визначальний вплив на політич- ну філософію ХХ століття, розвиток якої багато в чому відбувався на підґрунті критики або рецепції його ідей. Сьогодні ми спостерігаємо початок розриву з традицією, виразником якої є Ролз і яка передбачає, що політичне базується на можливості консенсусу та етичної згоди. А проте нинішній розвиток політичної філософії також є тісно пов'язаним із переосмисленням спад- щини Ролза, що ми бачимо, зокрема, на прикладі розвитку так званих «не-ідеальних» політичних теорій.
The development of the theory of deliberative democracy is connected to the completion of two tasks. The first is to combine broad political participation with the rationality of the political process. The second is to ensure the political unity of modern societies, which are characterized by a pluralism of often incompatible values, norms, and lifestyles. Within the framework of this theory, the key democratic procedure is rational deliberation open to all interested parties. The purpose of this procedure is to reach an agreement, as stated in the theory of J rgen Habermas. However, experimental studies of deliberative practices show that they may result not in agree- ment but in the radicalization of positions. Unlike Habermas, John Rawls believes that a consensus on values and norms is unattaina- ble. His theory of political liberalism attempts to answer the question of how political unity is possible in practically insoluble conflict, that is, in a situation of disagreement. He proposes the ideal of a well-ordered society with the assumption that a just society is one in which there is no agreement on comprehensive doctrines, but there is a consensus on the basic principles of jus- tice. However, Rawls's theory, in turn, faces a number of significant problems. For example, he was forced to admit that the democratic culture of society is a prerequisite for the formation of basic principles of justice in a well-ordered society. Rawls's idea about the connections among disagreement, political freedom, and democra- cy influenced the further development of the theory of democracy, stimulating the search for different models of decision-making and the formation of political will without rational agree- ment. After all, the possibility of democracy lies in the conflict of ideas about justice and good. ; Розвиток теорії деліберативної демократії пов'язаний із розв'язанням двох ключових зав- дань. Перше — поєднання широкої політичної участі із раціональністю політичного процесу. Друге — забезпечення політичної єдності сучасних суспільств, які відрізняє плюралізм цін- ностей, норм і способів життя, що є часто-густо несумісними. В рамках цієї теорії ключо- вою демократичною процедурою є раціональне обговорення, відкрите для всіх зацікавлених сторін, метою якого, як стверджує Ю. Габермас, є досягнення згоди. Проте експеримен- тальні дослідження практик обговорення показують, що їх результатом може бути не лише згода, але й, навпаки, радикалізація позицій. На відміну від Габермаса, Дж. Ролз виходить з того, що консенсус щодо цінностей та норм є недосяжним. Його теорія політичного лібералізму являє собою спробу відповісти на питання про те, як можлива політична єдність в ситуації практично нерозв'язного кон- флікту, тобто в ситуації незгоди. Запропонований ним ідеал добре впорядкованого суспіль- ства передбачає, що справедливе суспільство — це суспільство, в якому немає згоди щодо всеохопних доктрин, але є консенсус щодо базових принципів справедливості. Однак теорія Ролза стикається з низкою істотних проблем. Зокрема, філософ був змушений визнати, що саме демократична культура суспільства постає як передумова для формування базових принципів справедливості добре впорядкованого суспільства. Ідея Ролза про зв'язок незгоди, політичної свободи та демократії вплинула на подаль- ший розвиток теорії демократії, стимулювавши пошуки різних моделей ухвалення рішень і формування політичної волі без досягнення раціональної згоди. Адже можливість демократії полягає в конфлікті уявлень про справедливість і благо.
Certain characteristics in the social, political and economic development of the post-communist societies demonstrate that the theory of «multiples modernities» is well justified. The modern Ukrainian society can be called a «relatively modern society». Its transformation is under significant influence by the established social practices, as well as those factors that determine current transformation of the project of Modernity. ; Особливостi соцiального, полiтичного та економiчного розвитку посткомунiстичних суспiльств є свiдченням обгрунтованостi теорiї «множинностi модернiв». Cучасне українське суспiльство можна назвати «вiдносно модерним суспiльством», процес трансформацiї якого зазнає суттєвих впливiв усталених соцiальних практик, а також тих чинникiв, що визначають сьогоднiшню трансформацiю самого проекту Модерну.
The research demonstrated the limitedness of Kant's and Rawls' approaches to the understanding of correlation of responsibility and justice. For Rawls, as well as for Kant, responsibility first of all relates to individual's freedom (and with existence of just political institutions). In other words, the American philosopher concentrates on the problem of justice of institutes and individual actions. But the questions of human responsibility for environment, responsibility for realization of the principles of justice, at last, the problem of collective responsibility stay outside this approach. It is demonstrated that responsibility is determined not only and not so much by individual's autonomy. Responsibility is connected with a feeling of guilt for the actions of community (to which the individual identifies himself), with a necessity of realization of the principles of justice through transformation of institutes and practices. At last, responsibility can be anthropologically determined in the case when we speak about the preservation of life on the earth. Interpretations of the sphere of responsibility and sphere of justice as coinciding ones were also refuted in the work. It was established, that the bounds of the former are wider at least because they include practices which are not regulated by the principles of justice. ; ***
