Im März 1964 begann in Genf die erste Welthandelskonferenz - eine Konferenz, die nicht zuletzt durch den Zusammenschluss zahlreicher Schwellen- und Entwicklungsländer zur Gruppe 77 die Aufmerksamkeit der Weltöffentlichkeit erregte. Sönke Kunkel, Historiker an der Jacobs Universität Bremen, zeigt, dass mit dem Treffen in Genf nicht nur ein neuer Diskurs über Globalisierung entstand, sondern auch ein Prozess in Gang kam, der die Transformation des internationalen Systems beschleunigte, neue Akteure begünstigte und damit das Spielfeld der globalen Politik nachhaltig veränderte.

"Neben dem Ost-West-Konflikt war der Nord-Süd-Konflikt die wichtigste globale Auseinandersetzung der zweiten Hälfte des 20. Jahrhunderts. Der Beitrag beschreibt am Beispiel der United Nations Conference on Trade and Development (UNCTAD) wie sich dieser Konflikt im Zuge der Dekolonisierung in internationale Organisationen verlagerte. Er zeigt auf, dass er sich in den 1960er- und 1970er Jahren zunehmend um die Frage drehte, ob und wie Globalisierung reguliert werden sollte und untersucht, wie sich Institutionen wie die UNCTAD und die Vereinten Nationen im Nord-Süd-Konflikt behaupteten. Der Nord-Süd-Konflikt und die UNCTAD waren dabei zugleich Abbild und Katalysator eines grundlegenden Wandels des internationalen Systems hin zu einem komplexen Mehrebenensystem, in dem Akteure wie internationale Organisationen, Nicht-Regierungsorganisationen und Expertengruppen seit den frühen 1960er Jahren eine immer wichtigere Rolle zu spielen begannen." 'Development' as a 'process of enlarging people's choices' is omnipresent. Constituents of global society – governments, international organisations, non-governmental organisations (NGOs), multinational corporations, the media and individual actors – are deeply involved in its practices and discourses. At universities around the world, development studies mushroom, and development research has become a darling of the social sciences. In particular, development assistance has become big business, involving the flow of $136 billion dollars in 2009. But more significantly than before, development issues and especially development assistance have become contested terrain, too. While the millennium development goals defined by the United Nations in 2000 and designed to halve global poverty by the year 2015 call on donor and recipient countries to increase their efforts, critics of development assistance are multiplying.

This volume explores how international organizations became involved in the making of global development policy. The book looks at the driving forces and dynamics behind that process, and critically assesses the consequences their policies have had around the world. It addresses problems that are at the core of today's debate about international organizations: how and why did international organizations and INGOs make development their mission in the first place? What did they promise and what were they expected to achieve? How did they conceptualize development and through what means did they promote it? What changes did they bring about in the field of global development? And thus, what difference did they make?
