This article tries to take an initial step toward developing a systematic body of knowledge on civic service in the countries of Eastern Europe and Central Asia. It seeks to identify those elements of the cultural and historical background and the present social, political, and economic challenges that have a significant effect on the development of service programs. Based on the available anecdotal and research information, the article gives an overview of civic services, their goals, actual forms, predominant types, and institutional background. Motivations, sociodemographic characteristics, and social embeddedness of the participants of service programs are also discussed. The final part of the article offers a list of possible research approaches and projects that would be necessary to understand all aspects of this complex and heterogeneous set of interactions.

In central as in western Europe, non-profit or ganizations (such as charities, associations and foundations, non-profit co-operatives) are increasingly important in the delivery of a wide range of services formerly delivered by state agencies. The creation of the single European market in the west is transforming the legal, regulatory and financial environment in which these organizations operate. It is quite possible that the EC will itself become an important part of the regulatory mix.

Das zivilgesellschaftliche Konzept wurde in Ungarn mehr oder weniger von der demokratischen Opposition entwickelt, teils als politisches Programm, teils als Konzeptualisierung von sozialen Bewegungen. Dagegen wurde das Konzept der Non-Profit-Organisationen den Westlichen Markwirtschaften entliehen. Der Beitrag gibt zunächst einen historischen Überblick über die Entwicklungsgeschichte des Dritten Sektors in Ungarn, die verdeutlicht, dass ehrenamtliche Vereinsarbeit schon immer eine sehr wichtige kulturelle, politische und gesellschaftliche Rolle gespielt hat. Seit 1998 sind fünf Rechtsformen im Bereich der Non-Profit-Organisationen möglich, die sich bezüglich ihrer Organisationsstruktur und Rechtsbestimmungen unterscheiden. Für den Zeitraum 1989-2000 werden Tabellen mit empirischen Daten zu Entwicklungen und Veränderungen der unterschiedlichen Organisationen, zu einzelnen Arbeitsbereichen, zur Einkommensentwicklung, zu finanziellen Erträgen aus unterschiedlichen Quellen sowie zum Anteil der ehrenamtlichen Mitarbeiter im Non-Profit-Sektor vorgestellt. Der abschließende Ausblick betont die Notwendigkeit der Stabilisierung und Institutionalisierung des Non-Profit-Sektors vor allem mit Blick auf eine verbesserte Kooperation mit staatlichen und privaten Unternehmen.
