Die Arbeitswelt ist starken Veränderungen unterworfen. Mit den Prozessen der Digitalisierung nehmen die Möglichkeiten zu, ortsunabhängig zu arbeiten. Digitalbasierte Arbeitsformen fördern die Entwicklung der mobilen Arbeit am Rechner, an einem selbstbestimmten Ort, beispielsweise im Homeoffice oder Co-Working-Space. Solche ortsunabhängigen Arbeitsformen bieten neue Chancen für die Weiterentwicklung der ländlich geprägten Räume und insbesondere der Klein- und Mittelstädte. Die strategische (Wieder-) Verknüpfung von Wohn- und Arbeitsort ist dabei in vielerlei Hinsicht Chance und Herausforderung gleichermaßen: Eine Verlagerung des Lebensmittelpunkts der Menschen kann den Wohnort im ländlich geprägten Raum stärken durch eine verstärkte (auch) wirtschaftliche Nachfrage, durch eine Nutzungsmischung und eine diversifizierte Nachfrage der Nahversorgung oder durch eine Minderung der verkehrlichen Belastungen, wie dem Pendelverkehr. In unserem Beitrag gehen wir sowohl den sozioräumlichen Voraussetzungen als auch den Auswirkungen dieser Verschiebung der Arbeitsorte zu Wohnorten auf dem Land nach. Ziel ist eine systematische Typisierung von Co-Working-Spaces im Hinblick auf nachhaltige Raumentwicklung, um die Chancen mobiler Arbeit in unterschiedlichen suburbanen und ländlich geprägten Räumen zu beschleunigen.

One of the oldest questions of spatial planning is about the profession itself. Because of the direct fields of application on the urban or regional scale, or on sectorial fields like transport or environmental planning, scholars in planning sciences always quarreled with themselves whether their approaches can be seen as discipline itself. Regardless of the different answers and outcomes of this question, it becomes clear that the debate triggers more than just the acceptance as a discipline. One might think that the scientific nature of spatial planning and thus the raison d'être of planning sciences are under general suspicion. This requires a deeper discussion about the definition of sciences and the demarcation problem as discussed in classical (Popper, Kuhn) and more contemporary approaches (Hoyningen-Huene, Park) in the philosophy of science, and what this means for the discussion about spatial planning as a science as well as a discipline. Therefore, various conclusions to regard planning sciences not as one discipline but as multiple disciplines are possible. In this sense, let us dig deep toward the bottom line of the debate.

Even though the turn to practice is widely accepted in the field of urban planning, the practices of planners are empirically largely unexplored. Looking at the daily routines and practices of urban planners thus allows a deeper insight into what planning is, and how planning practices are related to innovation and transformation. To do so, we start from the assumption that behaviour is a constellation of practices, including certain activities, a set of choices and actions, patterns of behaviour or forms of interaction that is organised in a certain space or context by common understandings and rules. By conducting an online survey among planners in medium-sized German cities, we first identified a wide range of planning practices and activities in general. In a second step, we conducted a statistical cluster analysis resulting in six types of planners: (1) the 'local-specific analysts,' (2) the 'experienced generalists,' (3) the 'reactive pragmatists,' (4) the 'project-oriented planners,' (5) the 'compensatory moderators,' and (6) the 'innovative designers.' Each cluster has specific practices and activities, linked to characteristic value-sets, role interpretations and self-perceptions that might help explain the differences with regard to innovation and transformation. From the identified six groups or clusters of planners, only two clusters more or less consequently aim at innovation, experimentation and new approaches. One cluster is dedicated to collaborative practices whereas traditional practices predominate in three clusters at least, mainly because of legal requirements. This is the result of an increasing 'formalisation' of land-use planning, making planners focus on technical and formal practices, and, at the same time, lead to the reduced 'attention' to and implementation of conceptual approaches or 'necessary' transformative practices, including proactive approaches and strategic coordination with regard to sustainable urban development, but also comprising experiments, real labs or social innovations.

In the past years, stakeholder engagement has become more important in flood risk management. On the one hand stakeholder engagement is often declared as a better way of management, a more successful way to reach consensus in policy discussions. On the other hand is the implementation of increasing stakeholder engagement far away from being as positive, where stakeholder engagement often ends in diverse difficulties and conflicts between political leaders and stakeholder groups. This paper aims to highlight participatory governance in flood risk management to provide an overview of the potential contributions and challenges of a participatory and collaborative governance approach. In this paper, we discuss the role of national authorities and local stakeholders in English flood risk management in three different examples (Bridgwater, Cockermouth and Morpeth). The results show that the Cockermouth and Morpeth flood risk management scheme is characterised by a high level of local self-responsibility in the planning and decision-making process. The study sites with high local capacity (Cockermouth and Morpeth) show a strong leadership at local level and bottom-up concepts and ideas. The local involvement in the discussion and decision-process depends on the local capacity (capacity to act), such as resources (knowledge, financial, time), interest, social and cultural capital. Spatial structures influence our travel distances between home, work, shopping or leisure and determine our mobility behaviour to a considerable extent. Although they are not the only determinants of our daily travel distances and times or our choice of different means of transport, the interrelations between spatial structures and mobility behaviour is often considered in the literature. Overall, the integration of land use and transportation planning is a key aspect in the shift towards sustainable mobility. This integrated planning approach is characterised, for instance, by increased cross-sector interaction, softened institutionalised boundaries between the two sectors of land-use and transportation planning, and shared cross-sector goals. In its implementation, however, this frequently postulated call for integration remains unclear. This paper uses the conceptual framework of the three dimensions of policy, polity and politics to empirically capture this integration in its various aspects. The two German cities of Dortmund and Hannover serve as case studies. The findings suggest that informal interaction (politics) between the two sectors is a necessary precondition for integration, while political will and cross-sectorally shared strategic goals (policy) are required to actually set the process of integration in motion. Ultimately, an approach is fully integrated when institutional structures (polity) are adapted in the sense of hierarchical coordination and the extensive elimination of sectoral boundaries. ; Räumliche Strukturen beeinflussen, welche Wege wir zwischen Wohnort, Arbeitsort, Einkaufsmöglichkeiten oder Freizeitvergnügen zurücklegen und bestimmen in erheblichem Maße unser Mobilitätsverhalten. Zwar sind sie nicht allein bestimmend über unsere täglichen Wegstrecken und Weglängen sowie unsere Wahl der Verkehrsmittel, doch wird der Zusammenhang zwischen räumlichen Strukturen und dem Mobilitätsverhalten in der Literatur stets aufgenommen. Schlussfolgernd ist die Integration von Flächennutzungs- und Verkehrsplanung ein zentraler Aspekt im Wandel hin zu einer nachhaltigen Mobilität. Dieser integrierte Planungsansatz zeichnet sich beispielsweise durch verstärkte sektorübergreifende Interaktion, aufgeweichte institutionalisierte Grenzen zwischen den beiden Sektoren der Flächennutzungs- und Verkehrsplanung sowie gemeinsame sektorübergreifende Ziele aus. In ihrer Umsetzung bleibt diese häufig postulierte Forderung nach Integration jedoch unklar. Dieser Beitrag nutzt den konzeptionellen Rahmen der drei Politikdimensionen Policy, Polity und Politics, um diese Integration in ihren verschiedenen Aspekten auch empirisch zu erfassen. Als Fallstudien dienen die beiden deutschen Städte Dortmund und Hannover. Ergebnis ist, dass informelle Interaktion (Politics) zwischen beiden Sektoren eine notwendige Voraussetzung für Integration ist, während politischer Wille und sektorübergreifend geteilte strategische Ziele (Policy) erforderlich sind, um den Prozess der Integration tatsächlich in Gang zu setzen. Letztlich ist ein Ansatz dann vollständig integriert, wenn institutionelle Strukturen (Polity) im Sinne einer hierarchischen Koordination und einer weitgehenden Aufhebung sektoraler Grenzen angepasst werden.

Ziel des vorliegenden Beitrags ist es, die alltägliche Praxis von Stadtplanerinnen und Stadtplanern zu reflektieren, um sich vertiefend mit Stadtplanung als Disziplin auseinanderzusetzen und herauszufinden, welche Implikationen damit für das berufliche Selbstverständnis von Planerinnen und Planern verbunden sind. Auf der Basis einer schriftlichen Befragung unter Planerinnen und Planern in den öffentlichen Verwaltungen deutscher Mittelstädte kann festgestellt werden, dass Stadtplanung zwar über spezifische inhaltliche Schwerpunkte und das dazugehörige Fachwissen verfügt, es Stadtplanung aber nicht gelingt, ihre gesellschaftliche Bedeutung glaubhaft zu vermitteln und die Identität der Planung herauszubilden. Stadtplanerinnen und Stadtplaner sorgen zwar für einen möglichst reibungslosen Ablauf der Verfahren und die Rechtssicherheit der Projekte, die Formalisierung der Bauleitplanung trägt aber gleichzeitig dazu bei, dass konzeptionelle Ansätze für eine verantwortungsbewusste Stadtentwicklung nur selten zu finden sind. Dies schlägt sich auch in den Selbst- und Rollenverständnissen von Planerinnen und Planern nieder, die sich eher als Projekt- und Prozessmanager und weniger als Innovatoren bzw. Impulsgeber sehen. Darüber hinaus ist der Berufsalltag durch interdisziplinäre Arbeitsweisen und Fachkenntnisse bestimmt, was ein weiteres unverwechselbares Merkmal von Stadtplanung darstellt. Die ausgeprägte Interdisziplinarität ist gleichzeitig aber auch die größte Schwäche von Stadtplanung, da die Vielzahl an Ansätzen, Wissensformen und Methoden dazu führt, dass es keinen eindeutig identifizierbaren Kern gibt. Eine Verständigung darüber scheint aber umso wichtiger, um den Planerinnen und Planern für ihr Handeln eine neue Orientierung zu geben, um (auch) zukünftig eine proaktive und strategische Koordination und Steuerung der Raumentwicklung im Sinne einer nachhaltigen Entwicklung zu gewährleisten.

Das Buch diskutiert und organisiert Planungstheorien auf eine neue Weise. Aufbauend auf einer wissenschaftstheoretischen Fundierung werden dabei sowohl die Planungspraxis als auch die Planungswissenschaften eingeordnet und deren inhärente Bedeutung im Sinne der Wissensgenerierung neu justiert. Herzstück des Buches ist eine wissensorientierte Systematisierung planerischen Wissens in Form von Planungstheorien, die Topologie der Planungstheorien. Die Zielgruppe dieses Werkes sind sowohl akademische als auch praxisnahe Anwender:innen aus diversen Fachbereichen mit Raumwirkung, wie z. B. der Raumplanung, Stadtplanung, Regionalplanung, Landschaftsplanung, Geographie, Urban Studies, Architektur, Landschaftsarchitektur etc.
