Ablauf und rechtliche Fragestellungen der Nutzenbewertung nach 35a SGB V werden dargestellt. Anhand der gesetzlichen und untergesetzlichen Bestimmungen wird untersucht, wie aus medizinisch und sozialrechtlich identifizierten Nutzenpotentialen ein Nutzen im Sinne der Versichertengemeinschaft ermittelt und bewertet werden kann.

Abstract
Is cultural political polarization caused by a convergence of policy positions on an economic dimension that is in turn effected by globalization? Or is globalization influencing economic and cultural polarization separately, if not independently? This article argues that an influence of globalization on both economic and cultural polarization are supported by empirical evidence. I show that (a) economic globalization exerts a depolarizing influence on an economic dimension and a polarizing influence on a cultural dimension; (b) neither economic nor cultural polarization influence polarization on the other dimension; (c) voters in Germany who express more fear of globalization are more likely to vote for the far-right AfD; and (d) fear of globalization is not related to voting for parties that compete on an economic left–right scale.

AbstractClimate change is one of the big challenges of our time. A better understanding of how individuals form their evaluation of the risk related to climate change seems to be key to win broad support for climate change mitigation efforts. Extant research indicates that biospheric values (BV) are an important antecedent of individuals' perception of the risk and consequences related to climate change. However, risk perception scholars have only recently started to study how BV relate to individuals' climate change risk perception (CCRP) and much is still to be learned about this relationship. The present study contributes to this growing literature by studying the BV–CCRP relationship in a multinational context. The results suggest that the BV – CCRP relationship varies in strength between different countries. These differences can be explained in part by societies' cultural leanings (i.e., individualism vs. collectivism) and societies' wealth. The present research adds to our understanding of why individuals in different countries perceive climate change related risk differently and how this perception is shaped differently by biospheric values in different countries. In this way, the findings help to build a more nuanced theory of how CCRP are formed. The presented results also have implications for policymakers and NGOs who wish to increase individuals' engagement with climate change and its consequences in different populations. In particular, the findings suggests that it might be necessary to use different strategies in different societies to achieve a greater awareness of climate change related risks.

Rational-Choice-Ansätze gehen von folgenden drei Kernannahmen aus: (1) Soziale Phänomene lassen sich stets durch das Verhalten vieler einzelner Individuen bestimmen (methodologischer Individualismus). (2) Individuen versuchen in Situationen der Knappheit rational ihren Nutzen zu maximieren bzw. Kosten zu minimieren. (3) Es wird davon ausgegangen, dass Knappheit herrscht, sodass sich die Akteure für bestimmte Handlungsoptionen und somit gleichzeitig gegen Alternativen entscheiden müssen (Opportunitätskosten). Durch die Anwendung dieser drei Kernannahmen auf soziale Phänomene soll eine komplexe Realität auf wenige Variable reduziert und dadurch analytisch erklärt bzw. vorhergesagt werden. Der vorliegende Beitrag zeigt, dass der Rational Choice Ansatz zugleich einer der einfachsten und der kompliziertesten Theoriegebilde, die der politikwissenschaftlichen Forschung zur Verfügung stehen, ist. Er ist einfach, weil er von einigen wenigen Grundannahmen ausgeht, die leicht nachvollziehbar sind und auf deren Basis es möglich ist, weitreichende und intersubjektiv zugängliche Aussagen zu treffen. Er ist kompliziert, weil sich der Ansatz seit seinem ersten Auftreten in den Sozialwissenschaften vielfältig ausdifferenziert hat und von "der" Rational Choice "Theorie" nicht gesprochen werden kann. Im Beitrag werden insgesamt einige grundlegende Überlegungen zur Modellierung mit Rational Choice vorgetragen und es wird in allgemeiner Form aufgezeigt, wie die Konzepte des Rational Choice Ansatzes verwendet werden können, um eigene Modelle zu bilden und sie auf politikwissenschaftliche Fragestellungen anzuwenden. Frege distinguished the thought qua logical content from the assertoric force attached to it when judged to be true. The gist of this distinction is captured by the so-called Frege-Geach point. Recently, several authors have drawn inspiration from Wittgenstein to reject this point and the distinction it is based on. This article proceeds from the observation that Wittgenstein himself did not reject the force-content distinction but urged us to reformulate it in a non-dualistic way. While drawing on Wittgensteinian lessons about thought and its expression, the overall purpose of this paper is systematic, not exegetic: it seeks to contribute to the contemporary debate aboute force and content by arguing that this distinction should be redrawn in such a way as to exhibit force as internal to thought, namely, as that which provides for the unity of thought. To this end, it is investigated what it is for a thought to occur as a forceless part of a propositionally complex assertion (e. g. for p to occur as a part of the assertion that not p).
