Der Autor untersucht die Bedeutung der Gemeinsamen Außen- und Sicherheitspolitik (GASP) für die europäische Integration und analysiert deren grundsätzliches Dilemma zwischen Integration und nationalen Interessen. Die GASP wird als Herausforderung an die Rechtspolitik dargestellt und der Reform der GASP-Strukturen nach der Europäischen Verfassung nachgegangen. Vor diesem Hintergrund wird die Frage zur Diskussion gestellt, ob es nicht ratsam erscheint, den wichtigen Reformschritt, die Einführung des Amtes des Europäischen Außenministers, aus dem festgefahrenen Verfassungsprozess auszuklammern und möglichst rasch, im Wege des Vertragsänderungsverfahrens, vorzeitig in die Tat umzusetzen. As tendencies of internationalization of terrorism are increasing, the absolute necessity of the EU member states cooperating in fighting terrorism becomes more & more apparent. Still, one must consider that the fight against terrorism intrudes on areas of authority, which -- according to the PJCC -- traditionally remain with the single member state. Latest measures show that it is justified to speak of a real "policy of fighting terrorism" of the Union today. The aim of this article is to summarize the gradual development of this policy. First, some basic factors are discussed & their mutual interaction is clarified by means of a historical outline. Finally, summarizing the most important measures taken in recent times the state of the European antiterrorist policy is assessed & an outlook on future tendencies of development is presented.
