This article elucidates the reconstruction of the Soviet security apparatus during World War II in what today is western Ukraine. In late 1943 to early 1944, six operational groups of the People's Commissariat of State Security of the Ukrainian Soviet Socialist Republic headed to the Axis occupied territories with orders to re-establish contacts with Soviet secret agents and create a support infrastructure for the deployment of other operational groups, special purposes units, and individual agents, as well as to infiltrate organizations of Polish and Ukrainian nationalists. The essay examines Soviet special operations within the context of state efforts to project power into the Axis occupied territories. It sheds light on the objectives of Soviet security agencies and on the activities of individual units in the field.

Abstract
The article is a study of anti-government mobilization in the cities of southern and eastern Ukraine in spring 2014. By closely examining the developments that preceded the outbreak of the armed insurrection in the Donbas, the study seeks to elucidate the various factors that precipitated the veritable collapse of the Ukrainian state in parts of the Donetsk and Luhansk regions and its stabilization elsewhere. The article argues that the armed conflict in the Donbas was hardly a predetermined outcome of the Russian government strategy—which was employed also outside the Donbas—but rather a product of a synergetic confluence of several structural and conjunctural factors that were absent or present to a much smaller degree elsewhere. These included the peculiar political and ethno-cultural profile of Donetsk and Luhansk oblasts; a higher degree of the legitimacy crisis of the interim government; the destabilizing effects of the status quo created by the victory of the Euromaidan—not only in terms of the change of Ukraine's geopolitical orientation and Russia's apparently compromised interests, but also in terms of the perceived change of status of different ethno-political communities; the proximity of the Russian border, trans-border ethnic politics, and the activities of nationalist groups from Russia; the residual influence of the once-powerful networks associated with clients of the former president Viktor Yanukovych; the relative weakness of organized pro-Ukrainian groups; and last but not least, the incremental collapse of the law enforcement apparatus, which drastically reduced the capacity of Ukrainian authorities.

UK: Дослідження процесу аграрного реформування на початку ХХ століття є актуальним як із теоретичної, так і з практичної точки зору. Однією з головних особливостей України, починаючи з другої половини ХІХ – початку ХХ століття, стали аграрні перетворення: селянська реформа початку 60-х років; столипінська реформа 1906-1914 років. Ці події свідчать про злободенний стан аграрного питання для сучасної України. Аграрне питання було однією з головних причин революції 1905–1907 років, вирішити яке запропонував голова Ради Міністрів Міністр внутрішніх справ П.А. Столипін. У листопаді 1906 року він підготував указ, який був затверджений царем і став законом 14 червня 1910 року. Закон містив основні положення аграрної реформи. П. Столипін вважав, що ліквідація поміщицького землеволодіння призведе до втрати виробниками товарного хліба, а згодом знову постане проблема малоземельності. Він запропонував зруйнувати селянську общину і перерозподілити селянські землі на користь заможних селян (фермерів), які мали стати опорою режиму і одночасно виробниками товарного хліба. Ця реформа активно сприяла становленню капіталізму. В кожному з регіонів України, в тому числі і на Лівобережжі, проведення та наслідки реформи мали свої особливості. Як і в минулому сільське господарство є провідною галуззю економіки. Проводячи порівняння аграрного законодавства початку ХХ століття із сьогоденням, можна побачити, що в сучасних умовах на новому, більш цивілізованому рівні знову постали питання аграрного реформування, що вимагає політичної волі законодавців. Так, вже відбулося роздержавлення аграрного сектору, починає запроваджуватися ринок землі, але залишається багато нерозв'язаних проблем. До цього часу в правовій свідомості українського суспільства, поглядах певних політичних сил існують сумніви щодо правомірності надання землі статусу товару. Тому в наукових дослідженнях має панувати об'єктивне осмислення аграрної політики та процесу дійсної реалізації права приватної власності на землю через впровадження ринку землі та підвищення ролі аграріїв у соціально-економічному та політичному житті України. EN: The study of the process of agrarian reform in the early twentieth century is relevant both from a theoretical and practical point of view. One of the main features of Ukraine, starting from the second half of the XIX – early XX century, was the agrarian transformation: the peasant reform of the early 60s of the century; the Stolypin reform 1906–1914. This series of events in itself indicates the current state of the agrarian question for modern Ukraine. The agrarian question was one of the main causes of the revolution of 1905-1907, which was proposed by the Chairman of the Council of Ministers and Minister of internal Affairs P.A. Stolypin. P. Stolypin argued that the elimination of landownership would lead to the loss of producers of commercial bread and then again the problem of land shortages. He proposed by destroying the peasant community and redistributing peasant land for the benefit of wealthy peasants (farmers) who were to become the mainstay of the regime and at the same time producers of marketable bread. This reform actively contributed to the emergence of capitalism. In each of the regions of Ukraine, including the Left Bank, the implementation and consequences of the reform had their own peculiarities. As in the past, agriculture is a leading sector of the economy. Comparing the agricultural legislation of the early twentieth century. today, we see that in today's context, at a new, more civilized level, the question of agrarian reform has arisen again, requiring the political will of the legislators. Yes, the agrarian sector has already been divested, the land market is beginning to be introduced, but many unresolved problems remain today. Until now, in the legal consciousness of Ukrainian society, the views of certain political forces, there are doubts about the lawfulness of granting land the status of commodity. Therefore, scientific research should be dominated by an objective understanding of agrarian policy and in particular, the process of actual realization of the right of private ownership of land, through the introduction of the land market and increasing the role of agrarians in the socio-economic and political life of Ukraine.

The urgency of the research of the topic of the article is that according to the legislation of Ukraine the marriage ceremony is not the basis for the occurrence of rights and duties of a spouse to a woman and a husband, except for cases when the religious ritual of marriage took place before the creation or restoration of state bodies of registration of acts of civil status. The object of the research article was the problem of recognition of religious marriage at the state level. The authors argue that the state could recognize religious marriages as evidence and a form of detection and recognition of mutual responsibilities between a man and a woman who, for whatever reason, did not register their marriage with the state body of the National Civil Registration Authority, but live by one family and act in the interests of children. The article states that in many countries a religious marriage has the same legitimate power as the marriage registered with the relevant state authorities.The authors of the article in the conclusions suggest amending the legislation of Ukraine to recognize a religious marriage as valid, with the condition that the spouse will subsequently register it in the state bodies of the National Civil Registration Authority. Subsequent registration shall take place not later than five years after the marriage was made through a religious rite during the period of the status of the temporarily occupied territories, or not later than two years after the abolition of the status of the temporarily occupied territories. ; La urgencia de la investigación del tema del artículo es que, de acuerdo con la legislación de Ucrania, la ceremonia matrimonial no es la base para el cumplimiento de los derechos y deberes de un cónyuge para una mujer y un esposo, excepto en los casos en que el ritual religioso El matrimonio tuvo lugar antes de la creación o restauración de los organismos estatales de registro de actos de estado civil. El registro posterior tendrá lugar a más tardar cinco años después de que el matrimonio se haya realizado a través de un rito religioso durante el período del estado de los territorios ocupados temporalmente, o no más tarde de dos años después de la abolición del estado de los territorios ocupados temporalmente. ; За законодавством України обряд шлюбу не є підставою для виникнення в жінки і чоловіка прав і обов'язків подружжя, крім випадків, коли релігійний обряд шлюбу відбувся до створення або відновлення державних органів реєстрації актів цивільного стану.При цьому, держава могла б визнавати релігійні шлюби як доказ і форму виявлення і визнання взаємних обов'язків між чоловіком і жінкою, які з якихось причин не зареєстрували свій шлюб у державному органі РАЦС, однак проживають однією сім'єю та діють в інтересах дітей.У багатьох країнах релігійний шлюб має таку саму легітимну силу, як і зареєстрований у відповідних державних органах шлюб.Автори статті пропонують внести зміни до законодавства України, якими визнати релігійний шлюб дійсним, з умовою того, що подружжя в подальшому зареєструє його в державних органах РАЦС. Подальша реєстрація відбувається не пізніше п'яти років після укладення шлюбу шляхом релігійного обряду під час дії статусу тимчасово окупованих територій або не пізніше двох років після скасування статусу тимчасово окупованих територій.

UK: Стаття присвячена становленню нормативної бази звільнення селянства України з кріпацької залежності під час проведення аграрної реформи 1861 р. в Російській імперії, яка змінила правове становище не тільки селянства, а й інших соціальних груп. У 1857–1860 pp. російський уряд розробив проект основних засад реформування кріпосницької системи, аграрних відносин і становища селян. Проект був доопрацьований Державною Радою і 19 лютого 1861 р. схвалений царем. Головні засади реформи містилися у «Маніфесті про скасування кріпосного права», в «Загальному положенні про селян, звільнених від кріпосної залежності» та ще в 17 законодавчих актах, затверджених 19 лютого 1861 р. імператором, у яких нормувалися умови звільнення і врегульовувалися постреформенні відносини на селі. В Україні цей процес розвивався за загальними для всієї Росії закономірностями, але водночас у ньому проявлялися особливості, зумовлені історичними умовами та політикою, що проводив царизм стосовно України. Порядок проведення селянської реформи у Південній Україні, де було характерним общинне землекористування, конкретизувався місцевим положенням про поземельний устрій селян у великоруських, малоросійських і білоруських губерніях. Для Лівобережжя було видане спеціальне Положення про поземельний устрій селян. Спеціальне місцеве Положення про поземельний устрій селян видали також для Правобережної України. Ці три місцеві Положення входили у законодавчі акти, на основі яких проводилася селянська реформа в Україні. Додатково (1863 р.) було видано близько десяти законодавчих актів про проведення реформи у Правобережній Україні. Остаточна неврегульованість і правова недосконалість реформи 1861 р. змусила кабінет міністрів П.А. EN: The article is devoted to the establishment of a normative framework for the liberation of the peasantry of Ukraine from serfdom during the agrarian reform of 1861 in the Russian Empire, which changed the legal status of not only the peasantry but also other social groups. In 1857–1860 the Russian government has drafted the basic principles of reforming the serfdom, agrarian relations and the peasantry. The project was finalized by the State Council and approved by the king on February 19, 1861. The main principles of the reform were contained in the Manifesto on the abolition of serfdom, in the General Regulation on peasants freed from serfdom, and in 17 other legislative acts, approved February 19, 1861 by the emperor, which normalized the conditions of liberation and settledformulation villages. In Ukraine, this process developed according to the common laws throughout Russia, but at the same time it exhibited features caused by historical conditions and the policy that had tsarism towards Ukraine. The order of peasant reform in southern Ukraine, which was characterized by communal land use, was specified by the local regulations on the land structure of peasants in the Russian, Belorussian and Byelorussian provinces. For the Left Bank was issued a special Regulation on the land structure of the peasants. A special local regulation on the land structure of the peasants was also issued for Right-Bank Ukraine. These three Local Regulations were part of the legislative acts on the basis of which peasant reform was carried out in Ukraine. In addition (about 1863), about ten legislative acts were issued on the reform of Right-Bank Ukraine. The residual unregulation and legal imperfection of the 1861 reform forced the PA cabinet. Stolypin in 1906 by the law "On supplementing some of the provisions of the current law on peasant land tenure and land use" to eliminate the remnants of serfdom and give way to the development of private land ownership, destroy the rest of the community, open the way to commodity-market relations.

The purpose of the article was to conduct a theoretical analysis of the political causes of the Ukrainian revolution. The methods of analysis, synthesis and correlation used made it possible to study political conditions and factors in relation to psychological, economic and cultural factors. It was determined that the causes of the revolution are a permanent political crisis, a conflict between the government and the opposition, the ineffectiveness of the actions of the institutions of government and the actions of the opposition; together with changes in the socio-economic structure, the religiosification of society and the influence of political factors on the development of abnormal social behaviors, among other factors. The research carried out allows us to conclude that a relationship of stable factor «social disorientation - social anomie - social cynicism - social madness» has been formed in the Ukrainian public consciousness. Therefore, the algorithm for the growth of revolutionary feelings under the influence of socio-political factors shows that this relationship has a tendency to repeat itself and is characterized by a narrowing over time.
