A report and examination of a study, which was prepared by the Sudanese Consultations Bureau and which recommends auctioning foreign currency as the way out of the present economic mess in Sudan. The auction scheme envisages three major categories of foreign exchange in Sudan: export proceeds, expatriates remittances and donor countries, the latter including West Germany. Application for foreign exchange to be auctioned would be submitted through commercial banks and would take the form of bids. Customers upon placing their bids, would be required to pay the banks the full Sudanese pounds value to their foreign exchange applications. The introduction of an auction system, the report argues, would result in the simplification of existing administrative controls and regulations. (DÜI-Asd)
A report and lengthy comment on a controversial and thought provoking discussion, that was organised by the Goethe Institute at Khartoum and which was entitled: The role of foreign organisations in the development of Third World countries with special reference to German organisations working in the Republic of Sudan. The meeting was prompted by an initiative of the Friedrich Ebert Stiftung as well as by the affair of the Ethiopian Jews, in which three voluntary foreign aid organisations working in Sudan were implicated. On the panel of the discussions were representatives of five German organisations, Friedrich Ebert Stiftung, Friedrich Naumann Stiftung, Hans Seidel Stiftung, Gesellschaft für Technische Zusammenarbeit and Deutscher Entwicklungsdienst. A survey of Austria's development aid, emergency measures to help fight famine, as well as general trade towards Sudan. Austria's previous and recent readiness to reschedule Sudan's debt is cited as a model. The fact, that like the other creditors, Austria too is tied to the International Monetary Fund obligation - which permits creditors to reschedule debts and enter into new negotiations only after the Fund is satisfied with the debtor's economic performance, is deplored all the more.
