El incremento de las desigualdades sociales está comportando un agravamiento de la segregación residencial. Así, los diversos grupos sociales tienden a separarse cada vez más en el espacio urbano en función de su capacidad de escoger lugar de residencia. La cuestión es relevante porque la segregación no solo refleja las diferencias sociales, sino que contribuye de manera decisiva a mantenerlas y a incrementarlas. De este modo, la segregación incide en la desigualdad de la ciudadanía en el ámbito de la vivienda, la educación, las oportunidades laborales, el acceso a la energía y también de la salud, como ha evidenciado la crisis provocada por la pandemia COVID19. Efecto Barrio propone un recorrido por la realidad de la segregación residencial y sus efectos en las grandes ciudades ibéricas. La investigación ofrece claves para la comprensión de las consecuencias sociales de este fenómeno, así como su relación con la distribución territorial de los recursos públicos, las dotaciones de equipamientos y las actitudes políticas de la ciudadanía. Junto al análisis de la incidencia de la segregación sobre las condiciones de vida de la población, el volumen presenta una panorámica de esta problemática en las principales áreas metropolitanas de la Península Ibérica: Madrid, Lisboa, Barcelona, Sevilla, Valencia y Bilbao. El libro, fruto de una investigación de tres años, ha sido coordinado por Oriol Nel·lo, profesor del Departamento de Geografía de la Universidad Autónoma de Barcelona, y en su elaboración ha participado un equipo de 21 investigadores, integrado por arquitectos, economistas, geógrafos, politólogos y sociólogos

Abstract The article explores the difficulties and opportunities derived from the study of contemporary urban movements through the discussion of seven questions: definition of urban movements; understanding of their social characteristics; assessment of the issues raised by the movements; continuities and novelties in their composition and behavior; political significance; relationship between urban movements and institutions; and the standpoint of the researcher.

Este artículo comienza con una reflexión introductoria general sobre los factores estructurales y coyunturales que explican la insistencia actual de diversos autores en cuestiones tales como la insuficiencia del planeamiento urbanístico para encauzar la política territorial en España, de donde derivaría en parte el descrédito actual del urbanismo y la ordenación del territorio. Pero, además los factores económicos y sociales conviven con otros de naturaleza jurídico- administrativa y política. Se insiste en el problema que supone el obsoleto papel central que mantiene el planeamiento municipal en un periodo en que se imponen las dinámicas supralocales y la integración territorial. Tras este encuadre preliminar este trabajo expone, con sus luces y sus sombras, la experiencia reciente de Cataluña en materia de ordenación del territorio, desde los antecedentes legislativos y la evolución del planeamiento territorial hasta la creación del Programa de Planeamiento Territorial en enero de 2004. Cierran el trabajo unas reflexiones críticas acerca del proceso y los retos que plantea su evolución futura. ; This article begins with general an introductory reflection on the structural and conjunctural factors that explain the present insistence of diverse authors in questions such as the insufficiency of the city-planning planning to channel the territorial policy in Spain, where it would partly derive the present disrepute of urbanism and the territorial planning. But, in addition the economic and social factors coexist with others of legal-administrative and political nature. It is insisted on the problem that supposes the obsolete central paper that it maintains the municipal planning in a period in which the supralocal ones dynamic and territorial integration prevail. After this preliminary frame this paper exposes, with its lights and their shades, the recent experience of Catalonia in the matter of the territorial planning, from the legislative antecedents and the evolution of the territorial planning to the creation of the Program of Territorial Planning in January of 2004. The contents and methodologic bases of the approved plans are also examined. Las grandes ciudades españolas conocieron en la segunda mitad del siglo XX las transformaciones más rápidas y decisivas de su historia. Estas transformaciones estuvieron caracterizadas por una primera etapa de concentración acelerada de población, actividad y recursos en las principales áreas urbanas -que experimentó su fase más aguda en el período 1959-1975-, a la que sucedió una segunda etapa -1975-1996- de crecimiento demográfico mucho más moderado, acompañado de una cierta tendencia a la dispersión de la urbanización y la expansión de las áreas urbanas. Concentración y dispersión han sido, así, las dos fases sucesivas del proceso de urbanización en la España de los últimos cincuenta años: causa y consecuencia a un tiempo de las transformaciones económicas y sociales asociadas al crecimiento y la apertura de la economía, a la modernización de las estructuras sociales y el desarrollo de las infraestructuras, al aumento de los niveles de renta media y la convergencia con el resto de Europa, a la democratización y la descentralización del Estado. Pues bien, con el cambio de siglo, es decir en el último quinquenio del siglo XX y los primeros compases del siglo XXI, parece que las grandes ciudades españolas podrían estar entrando en una nueva fase de su desarrollo. Una fase caracterizada por un cierto repunte del crecimiento demográfico y en la cual, sin que las tendencias dispersivas hayan desaparecido ni mucho menos, se observan ciertos síntomas de recentralización. Como trataremos de explicar, este cambio de tendencia impone nuevos requerimientos a las políticas públicas que afectan a las ciudades, y en particular a aquellas relacionadas con la funcionalidad de las áreas urbanas (movilidad, transporte, telecomunicaciones), con su sostenibilidadambiental (energía y recursos) y con su cohesión social (vivienda, urbanismo e inmigración). También en este campo, el de la orientación de las políticas públicas estatales relativas a la ciudad, se han producido novedades relevantes en los últimos años. En efecto, el cambio de tendencia de las dinámicas urbanas al que nos referíamos más arriba ha coincidido en el tiempo con una inflexión notable en la escena política española, a partir de la victoria electoral en 1996 del Partido Popular que puso fin a un largo ciclo -1982-1996- de gobiernos socialdemócratas y abrió un período continuado de dos legislaturas de administración conservadora (1996-2004). Como se verá, estos avatares políticos han tenido consecuencias importantes en las políticas concernientes cernientes a las ciudades. El nuevo cambio de orientación del gobierno del Estado, con la victoria socialista de marzo del año 2004, ha venido ha cerrar este ciclo político y permite un balance completo de su significación. El presente capítulo está dedicado a analizar las características y las magnitudes que las transformaciones enunciadas están teniendo en las grandes ciudades españolas. Así, el texto consta de tres apartados: en el primero, se estudian los cambios en las dinámicas urbanas, con especial atención al encaje de las grandes ciudades en el sistema urbano español y a las modificaciones de la morfología metropolitana; en el segundo epígrafe se analizan las políticas públicas nacionales que tienen especial relieve para las ciudades, en particular las relativas a la vivienda, las infraestructuras, el medio ambiente y la gobernación; el texto se cierra con unas conclusiones recapitulativas. El capítulo se acompaña de las oportunas tablas estadísticas y referencias bibliográficas. El presente informe es continuación del capítulo relativo a España contenido en la primera edición de National Urban Policies in the European Union [Nel·lo, 1998]. La consulta de este antecedente puede resultar de utilidad para el lector interesado en los aspectos generales del proceso de urbanización en España, los cuales no se reiteran aquí.

Spatial inequalities in living conditions have traditionally been attributed to geographical location, the opposition between urban and rural settings or the size of settlements. Accordingly, the geographical literature has used these oppositions to explain not only differences in access to education, work and services but also diversity of lifestyles, beliefs and even political attitudes. In recent decades, however, urban areas have extended their scope, urbanization has become more dispersed, territories have become more interdependent and spatial hierarchies have tended to weaken. At the same time, social inequalities have become more marked, as manifested spatially by residential segregation. This article puts forward the thesis that residential segregation constitutes a considerably better explanatory factor currently for the elucidation of social inequalities and differences in living conditions in regional spaces than geographical location, the urban/rural divide or the size of settlements. A set of key indicators in the population of residents in Catalonia (level of education, socio-economic position, risk of poverty, self-perceived health and life satisfaction) are therefore analyzed from various spatial perspectives to explore this argument and evaluate each indicator's explanatory potential. The main results seem to confirm the hypothesis that the most striking spatial inequalities are associated with residential segregation.

This paper provides an overview of the last 40 years of use, and in many cases abuse, of the natural resources in Catalonia, a country that is representative of European countries in general, and especially those in the Mediterranean region. It analyses the use of natural resources made by mining, agriculture, livestock, logging, fishing, nature tourism, and energy production and consumption. This use results in an ecological footprint, i.e., the productive land and sea surface required to generate the consumed resources and absorb the resulting waste, which is about seven times the amount available, a very high number but very similar to other European countries. This overexploitation of natural resources has a huge impact on land and its different forms of cover, air, and water. For the last 25 years, forests and urban areas have each gained almost 3% more of the territory at the expense of agricultural land; those municipalities bordering the sea have increased their number of inhabitants and activity, and although they only occupy 6.7% of the total surface area, they account for 43.3% of the population; air quality has stabilized since the turn of the century, and there has been some improvement in the state of aquatic ecosystems, but still only 36% are in good condition, while the remainder have suffered morphological changes and different forms of nonpoint source pollution; meanwhile the biodiversity of flora and fauna remains still under threat. Environmental policies do not go far enough so there is a need for revision of the legislation related to environmental impact and the protection of natural areas, flora, and fauna. The promotion of environmental research must be accompanied by environmental education to foster a society which ismore knowledgeable, has more control and influence over the decisions that deeply affect it.
