VERSO LA CITTÀ DELL'INNOVAZIONE? ; VERSO LA CITTÀ DELL'INNOVAZIONE?: L'area metropolitana di Grenoble
International audience ; In order to valorise the territorial resources of the Grenoble metropolitan area (industrial tradition, entrepreneurship, synergies between research and industry.), the scientific community has progressively formed a technological cluster over the 20th century. This cluster has been at the origin of the area's main transformations at the local level (from magnetism to nuclear, from nuclear to electronic and computer fabrication, from computer fabrication to software and nanotechnologies.). This technological cluster is very often analysed as a local development growth engine although it represents only a third of the area's jobs and generates a quarter of its income. The will to building a city of innovation has led local stakeholders to imagine new relationships between the technological cluster and the urban society and to integrate the technopolitan project in a territorial strategy aimed at enhancing quality of life and habitability. ; Il dinamismo dello sviluppo dei "sistemi locali dell'alta tecnologia" dipende dall'interazione tra due serie di fattori che possono essere definiti come fattori di contesto e fattori di agenzia. Un altro tipo di approccio porta ad analizzare le relazioni tra il "sistema locale dell'alta tecnologia" - il termine è ancora da definire - e la società urbana in cui s'inserisce. La strutturazione della società urbana è il risultato di un processo storico di lunga (e corta) durata, un processo che crea, in ogni città (o piuttosto in ogni regione metropolitana) un contesto territoriale specifico che può essere definito come un'articolazione di risorse ambientali, umane, culturali, economiche, sociali e politiche. Questo contesto territoriale appare come un insieme di potenzialità (e di vincoli), che possono essere o non essere valorizzate (superati) dagli attori locali. La ricerca recente ha proposto numerosi concetti, come quelli di "milieu innovateur", di distretto tecnologico o di cluster, per caratterizzare tale sistema. Questa premessa analitica sarà utilizzata per descrivere il processo di trasformazione di una città industriale in uno dei principali poli scientifici e tecnologici di livello europeo. All'inizio del novecento, Grenoble, con meno di cento mila abitanti, è una città interclusa nelle Alpi con una specializzazione industriale. In un secolo, ha conosciuto delle riconversioni economiche, sino a diventare un centro di rilevo per l'elettronica, l'informatica, il software e le nanotecnologie.

International audience ; The emergence of territorial energy transition policies is an evolving phenomenon, explained by, on one hand, a growing role of local and regional authorities in the control of local energy resources and the fight against climate change; on the other hand, a growing desire on the part of local authorities, enterprises and households, to better control their energy and to become themselves local energy producers. In our paper, we hypothesize that the territorial nature of energy transition policies is not simply linked to the pre-existence of differential resources endowments, but rather to emerging organization and structuring of the resources by local actors. Our article is based on research, funded by the French Energy Council, with the cross analysis of three European cases: Grenoble (France), Bristol (United Kingdom) and Freiburg-Im-Breisgau (Germany).

Piani di settori o di territorio : quali i confini?
International audience ; Au tournant des années 1999-2000, la France a connu un train de réformes touchant les dispositifs intercommunaux et les dispositifs de planification territoriale. Dans ce contexte, cet article analyse l'articulation des documents de planification stratégique à l'échelle métropolitaine, en portant le regard sur la mise en cohérence des SCOT et des PDU ainsi que les conditions de gouvernance métropolitaine. Il vise à comprendre les diverses modalités locales d'articulation entre les échelons et les enjeux territoriaux, d'une part, et sectoriels, d'autre part, au cœur de l'action collective locale, à Bordeaux et Grenoble. ; La Francia, alla fine degli anni 1990, ha conosciuto un importante processo di riforme istituzionale. L'obiettivo dello Stato è il miglioramento del funzionamento del governo dell'area metropoitana. Quindi, oggi, tutte le grandi agglomerazioni urbane si sono dotate di una forma integrata di governo del territorio. In compenso, il processo di pianificazione territoriale ha seguito un cammino più complesso. Le modalità di articolazione tra piano territoriale e piani di settore sono diverse secondo le agglomerazione.

National audience ; While in France, the law «portant Engagement National pour l'Environnement» (2010) has legally recognized the tool of Trame verte et bleue, in Italy, the "reti ecologiche" has not yet been the subject of any national legislation. Whereas the French regional planning experiments (Schéma régional de cohérence écologique) are carried out within a framework defined by the Environmental and Urban Planning Codes, in Italy, Regions have experimented some first attempts. These attempts are diversified: some have opted for a normative or design approach to ecological networks, while others have used landscape planning (related to the application of the 2004 «Codice dei Beni Culturali e del Paesaggio» to preserve or restore ecological connectivity. The article focuses on two case studies, the French and Italian one, with an emphasis on regional experiences on the one hand (Piedmont and Auvergne Rhône-Alpes), and on their translation into supra-local and local planning (Provincial Coordination Territorial Plan and Regulatory Plan in Italy, Territorial Coherence Scheme and Local Urban Plan in France) on the other hand. ; Si en France, la loi portant Engagement National pour l'Environnement (2010) a reconnu juridiquement la Trame Verte et Bleue, en Italie le « reti ecologiche » ne font l'objet d'aucune transcription dans la législation nationale. Alors que les expériences françaises de planification régionale (Schéma de cohérence écologique) sont conduites dans un cadre défini par les Codes de l'environnement et de l'urbanisme, en Italie, les Régions ont mené de manière plus libre des expérimentations, certaines faisant le choix d'une approche normative ou projectuelle des réseaux écologiques, alors que d'autres ont utilisé la planification paysagère (liée à l'application du « Codice dei Beni Culturali e del Paesaggio » de 2004) pour préserver ou restaurer une connectivité écologique.
