ANCAMAN PEMBERATAN PADA JENIS HUKUMAN DISIPLIN MILITER SEBAGAI UPAYA PENCEGAHAN PELANGGARAN DISIPLIN PRAJURIT TENTARA NASIONAL INDONESIA (TNI)
This study aims to analyze the regulation of the threat of punishment for military discipline as regulated in Article 11 of Law Number 25 of 2014 concerning Military Disciplinary Law and to find out juridical problems faced by superiors who have the right to punish (Ankum) in the application of Law Number 25 of 2014 concerning Military Discipline Law. In the discussion of this research, the juridical problems faced by Ankum usually have a tug of war between Ankum and law enforcement authorities (civilians). When warriors commit violations related to civilians, then it is usually difficult for Ankum to take action. From this aspecttoo, Ankum usually felt that his position as Commander felt failed because of violations committed by his subordinates. Furthermore, the application of sanctions given by Ankum to soldiers who were sentenced to military discipline had a deterrent effect on the perpetrators, this proved to be fewer violations every year

Pengaruh Tata Kelola Perusahaan terhadap Pengungkapan Tanggung Jawab Sosial Perusahaan (Studi Perbandingan pada Bank Umum Syariah Milik Pemerintah dan Milik Swasta)
Previous studies highlight the relationship between Corporate Governance and Corporate Social Responsibility. Good corporate governance has been found significantly influence the level of a company social responsibility whether in conventional or Islamic companies context. Most of the studies focus of the studies focus on conventional banks or Islamic banks belong to government or provate actors. However, limites or even none of the studies has tried to compare the impact of corporate governance on social responsibility between government and private owned syariah banks. Through quantitative method, we studied the differences between government and private owned syariah banks using six syariah banks samples. The sample was purposively selected from Indonesian Bank website. Our data analysis shows that all three variables; independent commissioners, boards of directors, and sharia supervisory boards are significantly impact the companies' corporate social responsibility pactices. Eventhough, the difference between government and private owned syariah banks in social responsibilty practices is not significant, the result shows that the level compliance of government syariah banks towards social responsibiity is higher than private syariah banks. This might prove that government syariah banks might more commit to social welfare than private syariah banks. Future reseach with more samples and variables might be required to make the finding more valid.

This Research Type is research qualitative with the informant selected by six of people. Data collecting use the perception technique, interview and documentation. Technique analyse the data used that is ( 1) Data collecting (2) Reduce the Data (3) Data Presentation (4) Verification ( 5) Conclusion. Theory used is theory of Van of metre and Horn Van in (Subarsono, 2005), measuring policy implementation: (1) standard And Target (2) Resource (3) Communications (4) Characteristics Executor (5) Social Condition, economics and political (6) Disposition. Pursuant to result of research and analysis conducted researcher [concluded that policy implementation Program the Larasita not yet walked better, what is elaborated as follows: (1) policy Implementation Program Larasita in Office of Land;Ground of Regency Donggala seen from factor of standard and policy target not yet walked better (2) policy Implementation Program Larasita in Office of Land of Regency Donggala seen from Resource factor not yet walked better this matter is seen from medium and prasarana not yet adequate and also sum up the officer which still office of Regency Landd Less Donggala. (3)Policy implementation Program Larasita in Office of Land of Regency Donggala seen from communication factor characteristic, political and economic social condition and also disposition factor not yet walked better, this matter is seen from facility which disedikan not yet adequate and also supportedresult of interview with the informan done/conducted in research location.

Analisis Penggunaan Lahan Daerah Aliran Sungai Balangtieng Kab. Bulukumba
Menganalisis potensi lahan untuk menentukan pola penggunaan lahan optimal dalam hubungan, dengan pengelolaan Balangtieng DAS di Kabupaten Bulukumba, penelitian ini dilakukan di DAS Balangtieng Kabupaten Bulukumba yang meliputi 24 desa. Metode yang digunakan adalah deskriptif kualitatif dan kuantitatif. Data primer dikumpulkan dengan metode survei atau pemetaan dan kuesioner, sedangkan data sekunder diperoleh dari instansi terkait. Data colleted kemudian dianalisis dengan statistik dan Geografphical Informasi System (SIG).Hasil menunjukkan analisis itu; 1) Kondisi pola penggunaan lahan di DAS Balangtieng telah berubah fungsi; 2) degradasi erosi menyebabkan tanah ampunt dari 64.053,69 ton / ha / tahun; 3) pelaksanaan untuk perubahan pola penggunaan lahan yang dianjurkan adalah mengurangi jumlah erosi di setiap pengobatan, yaitu 281,19 ton / ha / tahun, 276,87 ton / ha / tahun, 4.201,66 ton / ha / tahun dan 383 , 40 ton / ha / tahun di pertama, kedua, ketiga dan fourt freatments.Berdasarkan hasil analisis, beberapa upaya yang bisa dilakukan untuk mengurangi degradasi lahan dan penggunaan lahan yang optimal adalah sebagai follows; 1) pola penggunaan lahan harus diubah: 2) sistem konservasi tanah harus dilaksanakan exaltly dan cepat; dan 3) partisipasi pemerintah, sektor swasta, organization sosial non-pemerintah, dan masyarakat dalam relatif terhadap pengelolaan Balangtieng atershed Kabupaten Bulukumba harus juga terlibat. Kata Kunci: Analisis, Lahan, Aliran Sungai The analyze potency of land to determine the optimal land use pattern in relation, with the management of Balangtieng Watershed at Bulukumba Regency,The research is carried out at at Balangtieng watershed of Bulukumba Regency which include 24 villages. The methods used are qualitative and quantitative descriptive. The primary data is collected by survey or mapping method and questionnaire, meanwhile the secondary data is obtained from related departments. The colleted data are then analyzed by statistical and Geografphical information System (SIG).The result of the analysis show that; 1) The condition of land use pattern at Balangtieng watershed has changed its function; 2) the degradation of land causing erosion is ampunt of 64.053,69 ton/ha/year; 3) the implementation for the change of land use pattern recommended is reducing the erosion quantity in each treatment, namely 281,19 ton/ha/year, 276,87 ton/ha/year, 4.201,66 ton/ha/year and 383,40 ton/ha/year in the first, second, third and fourt freatments.Based on the analysis result, some effort could be done in order to reduce the land degradation and the optimal land use were as follws; 1) the land use pattern should be changed: 2) the land conservation system should be implemented exaltly and quickly; and 3) the participation of the government, private sector, non-government social organozation, and society in relative to the management of Balangtieng atershed of Bulukumba Regency should be also involved. Second, pogram tourism marketing development, namely the implementation of destination promotion or introducing tourism Makassar City to be worth visiting by providing information about existing destinations in the city of Makassar and other supporting facilities that are packed well and the implementation of fixed annual events that are scheduled and other supporting events of quality so as to increase the attractiveness of tourists of the archipelago and local and mancanagera, such as the Losari Festival , Makassar expo, Makassar culinary, dragon boat festival, folk game festival, jazz festival Fort Rotterdam, Makassar marathon, anging mammiri art performance, international writers festival, international seascreen and many more events carried out by the government and other parties in various forms of activities in the field of performing arts, sports, education and health and other things that are held annually in the city of Makassar. DO GOVERNMENT AND PRIVATE SHARIA COMMERCIAL BANKS PRACTICE SIMILAR FINANCIAL SOCIAL RESPONSIBILITY DISCLOSURE?

Through quantitative method, we studied the differences between government and private owned sharia banks using six sharia banks samples. The sample was purposively selected from Indonesian Bank website. Our data analysis shows that all three variables; independent commissioners, boards of directors, and sharia supervisory boards are significantly impact the companies' corporate social responsibility practices. Eventhough, the difference between government and private owned sharia banks in social responsibilty practices is not significant, the result shows that the level compliance of government sharia banks towards social responsibiity is higher than private sharia banks. This might prove that government sharia banks might more commit to social welfare than private sharia banks. Future reseach with more samples and variables might be required to make the finding more valid. ; Sejumlah penelitian sebelumnya sudah mengkaji hubungan antara Tata Kelola Perusahaan dan Tanggung Jawab Sosial Perusahaan. Penelitian tersebut menemukan bahwa tata kelola perusahaan yang baik berpengaruh secara signifikan terhadap tingkat tanggung jawab sosial perusahaan. Namun sebagian besar penelitian tersebut berfokus pada bank konvensional saja atau bank syariah saja baik milik pemerintah atau swasta. Namun, sedikit sekali atau bahkan tidak ada penelitian yang mencoba membandingkan dampak tata kelola perusahaan terhadap tanggung jawab sosial antara bank syariah milik pemerintah dengan milik swasta. Melalui metode kuantitatif, kami meneliti perbedaan pengaruh tata kelola perusahaan terhadap pelaksanaan tanggung jawab sosial antara bank syariah milik pemerintah dengan milik swasta. Sampel berjumlah enam bank yang terdiri dari 3 bank syariah pemerintah dan 3 bank syariah milik swasta dan dipilih secara purposive dari situs web Bank Indonesia. Hasil analisis datamenunjukkan bahwa ketiga variabel, yaitu dewan komisaris independen, dewan direksi, dan dewan pengawas syariah secara signifikan mempengaruhi tanggung jawab sosial perusahaan pada semua bank syariah. Meskipunperbedaan antara bank syariah pemerintah dan swasta dalam pelaksanaan tanggung jawab sosial tidak signifikan, hasil analisa menunjukkan bahwa tingkat kepatuhan bank syariah pemerintah terhadap tanggung jawab sosial lebih tinggi daripada bank syariah swasta. Ini bisa membuktikan bahwa bank syariah milik pemerintah mungkin lebih berkomitmen terhadap kesejahteraan sosial daripada bank syariah swasta. Penelitian lebih lanjut dengan melibatkan lebih banyak sampel dan variabel mungkin diperlukan untuk membuat hasil penelitian ini lebih valid.

Pedoman Penyelenggaraan Peradilan Perdamaian Adat di Aceh
ABSTRACT: Customary law of Aceh has a number of legal principles such as acceptable, accountability, non-discrimination/equality before the law; accessible to the public, win-win solution, consensus, transparency, competent, and presumption of innocence. The principles are not only found in Adat Law of Aceh but also in other civilized legal systems in the world. In practice, the principles are applied strictly (see the case of Sultan Iskandar Muda). Adat guidelines or legal procedure of Adat is badly needed by informal justice providers in order to have legal certainty. There are some reasons why the guide line is necessary; (1) during new order (35 years) central government denied the existence of adat law, (2) during the conflict era (30 years) Acehnese did not have enough opportunity to practice their customary law, and (3) most of you people today are head of village and they do not have enough knowledge and experience on guide line of adat. Menggunakan Paradigma Studi Kasus Kualitatif Interpretatif Online dan Offline Untuk Memahami Efektivitas Penerapan E-Procurement
The presence of social media allows researchers to consider new data collection and triangulation strategies. Positivist researchers take advantage of the internet's presence as a medium for collecting data. Meanwhile, interpretive qualitative researchers have not utilized the potential provided by social media to enrich data collection in order to deepen understanding of a topic being researched. By using the case of the effectiveness of the application of e-procurement in a district, the researcher conducted face-to-face interviews (offline) and also observed discussions on social media and content sharing about the implementation and use of government e-procurement in a district. This study uses an interpretative qualitative paradigm to describe how social media exchanges, uploads, and conversations can be used as a means of collecting data in interpretive qualitative research. The results of this study indicate that social media observation can be used as a research tool to increase understanding of a topic being studied and also as a triangulation medium. This study also proves that the use of social media in interpretive studies can reduce challenges in informant recruitment, access to research sites, and reduce bias in interviews. Benchmarking level interactivity of Indonesia government university websites
Website interactivity is increasingly essential for higher education institutions in maintaining their relationship with stakeholders. However, limited is known what the level interactivity of a university website is without comparing with other similar educational institutions. Through the use of website content analysis and benchmarking strategy, we evaluate 41 government university website for benchmarking purposes. Base on thirteen interactive criteria, we successfully benchmarked the government university websites and built a-five levels of websites interactivity with different features. Our study highlights that higher level interactivity of website contains more feature that support a two-way communication between university and consumers, while lower level of websites interactivity merely have basic features for communication. The findings suggest the highest level of websites interactivity, the more features they should have. More importantly, the findings suggest web developer to design more interactive features in developing a higher level of website interactivity.

Pemberitaan mengenai Peraturan Pemerintah No. 43/ 2018 tentang Tata Cara Pelaksanaan Peran Serta Masyarakat dan Pemberian Penghargaan dalam pencegahan dan Pemberantasan Tindak Pidana Korupsi yang telah disahkan oleh Presiden Joko Widodo menjadi topik menarik untuk dibahas di media massa. Salah satu media yang turut memberitakan mengenai kehadiran Peraturan Pemerintah tersebut adalah media online Kompas.com. Penelitian ini bertujuan untuk mengetahui bagaimana Kompas.com membingkai pemberitaan tentang Peraturan Pemerintah No. 43/ 2018 yang terbit selama bulan Oktober 2018. Dengan menggunakan pendekatan deskriptif kualitatif dan metode analisis framing Zhongdang Pan dan Gerald M. Kosicki yang mencakup empat struktur yaitu Sintaksis bagaimana cara wartawan menyusun fakta, Skrip bagaimana cara wartawan mengisahkan fakta, Tematik bagaimana cara wartawan menulis fakta, retoris bagaimana cara wartawan menekankan fakta pada setiap berita. Penelitian ini didukung dengan menggunakan teori framing sebagai teori efek media. Hasil penelitian ini menunjukkan bahwa dari tujuh berita yang dianalisis, Kompas.com lebih menonjolkan tentang isi pasal yang mengatur soal imbalan uang dan bentuk perlindungan yang diberikan bagi pelapor kasus korupsi dengan mengkaji mengenai sebab- akibat dari diterbitkanya Peraturan Pemerintah tersebut melalui pernyataan sumber yang pro dan kontra, dalam pemberitaan ini Kompas.com berupaya memperkecil dan mengaburkan pengaruh kepentingan media dengan kepentingan ekonomi dan politiknya dalam memberitakan PP No. 43 tahun 2018 dilihat dari pengambilan pernyataan sumber yang beragam.
