Como es conocido, existe un temprano interés de la norma internacional en la regulación de la protección social otorgada frente al desempleo. Lógico correlato de este interés es la existencia de un buen número de instrumentos normativos que, en su práctica totalidad forman parte del ordenamiento interno, excepción hecha del Convenio 168 (el más moderno y completo sobre protección por desempleo) que no ha sido ratificado, lo que no deja de ser llamativo si se tiene en cuenta que nuestro país es –si así puede decirse– proclive a la ratificación de los Convenios de la OIT. Ello, en otro plano, hace que el referente central de la regulación internacional en materia de protección por desempleo venga constituido por un Convenio –digamos– antiguo (de 1934, ratificado en 1971) que, obviamente, contiene una regulación acorde a los estándares de la época y, por ello, lejanos de los que hoy delimitan el escenario en el que opera y se aplica. Si, con frecuencia, se tiende a pensar que las normas internacionales tienen escasa repercusión práctica y que, en la medida en que la norma nacional alcanza un estándar satisfactorio (maduro) de reconocimiento de garantías en determinada materia, la norma internacional deviene ineficaz; puede pensarse que la tarea de medir la adecuación de un cuadro normativo (el de desempleo) cuyo núcleo principal en breve alcanzará los 100 años sólo puede ofrecer como resultado la constatación de que la regulación nacional ha superado lo establecido en la norma internacional. La realidad, sin embargo, es algo distinta y, aunque con carácter general, puede decirse sin duda que ello es así, existen todavía (o han existido hasta hace bien poco) algunos aspectos en los que la norma nacional no ha alcanzado cabalmente la marca fijada por la norma internacional. En efecto, como a lo largo de las páginas de este trabajo se evidencia, aunque en términos generales puede decirse que el estándar establecido por la OIT en materia de desempleo encuentra cumplido reflejo en la norma nacional, resulta llamativo comprobar que la norma interna contenga todavía algunas previsiones que, aunque no abiertamente contrarias a lo establecido en la regulación internacional, se sitúan, dentro de lo permitido, en el rango menos garantista. Tampoco es especialmente importante el reflejo de la regulación internacional en la jurisprudencia. Partiendo de la base de que la efectividad de la norma internacional no depende de la plasmación que su contenido encuentre en la norma nacional, adquiere especial importancia la interpretación y aplicación que de ella hagan los Jueces y Tribunales que es, al fin y a la postre, el principal indicio de su operatividad. En este sentido, en materia de desempleo, sólo un pequeño puñado de cuestiones han merecido la invocación de la norma internacional que, por lo general, no ha sido decisiva para el sentido del fallo y entra en escena, la mayoría de las veces, como una cita incidental, sin otro objeto que apoyar la argumentación de la sentencia. ; As is well-known, there is an early interest in the international legislation on the regulation of the social protection afforded against unemployment. The logical consequence of this interest is the existence of a good number of legislative instruments, practically all of which form part of domestic legislation, with the exception of Convention 168 (the latest and most comprehensive one governing unemployment protection), which has not been ratified, a fact that does not fail to draw attention if we bear in mind that our country is – if it may be put this way – prone to the ratification of ILO Conventions. This, moreover, means that the mainstream of international regulation in the area of unemployment protection is formed by a Convention – let us say – long-standing (from 1934, ratified in 1971), which obviously contains regulations in keeping with the standards of the time and, therefore, far removed from those defining the scenario in which it operates and is applied. If there is a common tendency to think that international standards have little practical impact and that as domestic standards achieve a satisfactory (mature) standard of recognition of guarantees in a given field, international standards become ineffective; it may be thought that the task of measuring the suitability of a legislative framework (that of unemployment), which has a main core that will shortly be a hundred years old, may only offer as a result the recognition that domestic regulation has surpassed the provisions of international standards. Reality, however, is rather different and although it may undoubtedly be said in general terms that this is the case, there still are (or have been until quite recently) some aspects in which domestic standards have not clearly reached the mark set in international standards. In fact, as is made clear in these pages, although it may be claimed in general terms that the level established by the ILO in the area of unemployment is closely matched by domestic standards, it proves noteworthy to find that domestic standards still contain some provisions which, though not openly contradictory to what is stipulated in international regulations, lie within what is permissible in the range providing lowest guarantees. The extent to which international regulations are reflected in case law is not particularly important either. Starting from the basis that the effectiveness of international standards does not depend on how their content is embodied in domestic standards, special importance is acquired by the interpretation and application made by the Magistrates and Courts, which after all represents the main evidence of their operational efficacy. In this respect, in the area of unemployment, there is only a small set of questions that have warranted the invocation of international standards, which generally speaking have not proved decisive in the reaching of the decision and are mostly only cited incidentally, for no ulterior purpose beyond supporting the rationale of the ruling.

La autora estudia el significado político y las exigencias jurídicas que derivan del vigente principio de legalidad penal. Se analizan en primer lugar el contenido del principio de seguridad jurídica, del que derivan a su vez las exigencias de "lex certa" y "lex praevia" y del principio democrático-representativo o principio de reserva de ley, que exigiría que la ley sea escrita y determinaría la prohibición de la analogía. Se repasan, asimismo y en segundo lugar, los factores que desde el siglo pasado vienen contribuyendo a lo que se denomina en el trabajo la decadencia de la ley. Finalmente, el examen del concepto se completa con un análisis crítico de la regulación del principio de legalidad penal en España, atendiendo particularmente a la jurisprudencia constitucional en la materia. First, it is analyzed the content of the principle of juridical security, from which results at the same time the requirements of "lex certa" and "lex praevia" and the democratic-representative principle or the principle of reserve of law, which demands that the law should be written and would state the prohibition of the analogy. It is examined, at the second place, the factors which from the last century are contributing to what is known at work as the decline of the law. Finally, the exam of the concept is completed with a critical analysis of the regulation of the principle of penal legality within Spain, paying special attention to the constitutional jurisprudence on the matter. In these lines we mean to express that State's legislation, even legislation passed to fight acts of extreme violence like terrorism, has to be respectful with the fundamental rights; The response to terrorism can only base its legitimacy in a scrupulous respect to legality and to the guarantees and rights of all citizens. In the peace process, in which our country is still involved and will be till the ending of violence isreached, the Estate has to convince the politic opponent that resort to arms is notnecessary to be heard, to be able to participate in the political system. ; Desde estas líneas venimos a manifestar que la legislación de un Estado, incluso la legislación que se dicta para combatir fenómenos de extrema violencia como es el terrorismo, debe ser siempre respetuosa con los derechos fundamentales; la respuesta al terrorismo sólo puede basar su legitimidad en un escrupuloso respeto a la legalidady a las garantías y derechos de todos los ciudadanos. En este proceso de paz que sigue vigente en nuestro país hasta que alcancemos el resultado del final de la violencia, a lEstado le toca pues convencer, convencer al oponente político de que no resulta necesario recurrir a las armas para hacerse oír, para poder participar políticamente.

The aim of this article is to study the political decisions regarding textbooks for primary education at the beginning of the Franco regime. An analysis of the laws in force at that time, and on its administrative documentation, in a very meaningful period of time for schools, that is, the end of the Spanish Civil War, clearly shows the initial purpose of the government to make common nation-wide textbooks. Such an intention awakened uneasiness on authors and editors who pressure the State because they wanted to keep their own productions. On receiving these complaints, the administration founded an institution; it was a Comission to pronounce judgment on the textbooks to be used in public schools, so that the publications pertaining to the State could be under their control. ; Se estudian las decisiones políticas tomadas en los primeros tiempos del franquismo respecto a los libros escolares destinados a la enseñanza primaria. El análisis de la legislación vigente entonces y de su correspondiente documentación administrativa, en un momento de especial significación para la escuela -el final de la Guerra Civil española-, manifiestan claramente la intención inicial del Gobierno de elaborar unos libros de texto únicos. Tal intención despierta el malestar de autores y editores que presionan al Estado porque desean conservar sus propias producciones. La Administración recibe esas quejas y crea un organismo -la Comisión dictaminadora de los libros de texto que se han de usar en las escuelas nacionales- para controlar las publicaciones no estatales.

El urbanismo participativo exige una gobernanza urbana democrática,
transparente y colaborativa, por lo que el rol desempeñado tradicionalmente
por la administración pública en el diseño de ciudad debería cambiar,
abriendo nuevos canales de participación para involucrar a la ciudadanía que revindica
visibilidad y protagonismo en las políticas públicas urbanas. El objetivo
de este trabajo es analizar cómo los gestores públicos deberían plantear un nuevo
enfoque en las políticas públicas en materia urbanística, con el fin de dar respuesta
al fortalecimiento de la participación ciudadana en este ámbito, siendo, entre
otras cuestiones, el uso de las tecnologías una herramienta necesaria para poder
alcanzar el éxito. En este escenario, son propuestas las cooperativas digitales,
como figuras jurídicas idóneas, para que los gestores públicos puedan interactuar
con la sociedad civil, debatir y consensuar políticas públicas urbanas, en el marco
de un verdadero urbanismo participativo y con los valores propios del cooperativismo.

hartzeko bide berriak ireki beharko lirateke, herritarrek ikusgarritasuna eta protagonismoa
izan dezaten hiri-politika publikoetan. Lan honen helburua da aztertzea
nola kudeatzaile publikoek ikuspegi berri bat planteatu beharko luketen hirigintzaarloko
politika publikoetan, herritarrek eremu horretan gehiago parte hartu dezaten.
Gainera, teknologien erabilera arrakasta lortu ahal izateko beharrezko tresna
bat izango da. Egoera horretan, kooperatiba digitalak proposatzen dira, figura juridiko
egokiak baitira kudeatzaile publikoak eta gizarte zibila interakzioan ibili ahal
izateko, eta hiri-politika publikoak eztabaidatu eta adosteko, benetako hirigintza
parte-hartzailearen esparruan eta kooperatibismoaren berezko balioekin.
Participatory urbanism requires democratic and participatory
urban governance, so the role traditionally played by the administration in city
design should change, opening new channels of participation in order to involve
citizenship that demand visibility and a higher profile in urban public policies.
The aim of this paper is to analyze how public managers should carry out the
governance of collaborative urban planning, knowing which the technologies are
a necessary tool to achieve success. In this scenario, platform cooperatives, with
the values of cooperativism, are very useful for public managers, as they allow the
administration and society to interact, discuss and agree on urban policies, within
the framework of a true collaborative urbanism.

The 1946 election for Venezuela's National Constituent Assembly marked the beginning of democratic electoral processes and the modern party system in that country. Although interrupted by ten years of dictatorship (1948-1958), nine national elections for president and parliament have been held since 1946. In conjunction with these elections, the Venezuelan party system has passed through four stages: a predominant party system (1945-1948), a limited multiparty system (1958-1973), an attenuated two-party system (1973-1993), and recently, the return to a limited multiparty system (1993-) (Sartori 1976).

AbstractIn recent years, numerous Latin–American countries have carried out reforms in their public accounting systems, with technical cooperation provided by the U.S. Agency for International Development (USAID). Taking into account the lack of international accounting standards for the public sector, USAID has designed a model termed Integrated Financial Management System for Latin America and the Caribbean (IFMS or SIMAFAL). This model is intended to provide better financial information for governmental decision‐taking as regards the allocation of resources; a further goal is to achieve greater transparency and for a higher degree of responsibility to be accepted for the commitments made and the results of activities undertaken.Important changes are currently taking place on the international public accounting scene and the International Federation of Accountants (IFAC) is pressing for the adoption of a set of international public accounting standards by Latin–American countries. In this article, we compare the level of information included in the year‐end governmental public report in Latin–American countries which have carried out their reforms outside SIMAFAL with that of others which have followed this model. Los centros educativos en España permanecen cerrados desde mediados de marzo de 2020. Los alumnos no volverán a clase en lo que queda de curso. La enseñanza online, con implantación diferencial por tipo de familias, centros y regiones, sustituye en este período a la enseñanza presencial en los centros escolares.Los datos del INE muestran la existencia de una brecha digital familiar y territorial en España que han puesto de relieve las autoridades educativas, sindicatos y organizaciones.Organismos internacionales como la UNESCO, la UNICEF, la OECD y la OEI han recomendado recientemente, como consecuencia de la pandemia del coronavirus, el desarrollo de políticas educativas inclusivas que resuelvan los problemas derivados de la carencia de recursos en los hogares para el seguimiento de la enseñanza telemática. Han advertido, asimismo, que los obstáculos no son sólo digitales, sino que las familias con menos instrucción tienen más dificultades para ayudar a hijos e hijas en las tareas escolares en casa. Así, en este contexto de cierre escolar, la brecha familiar supone otro hándicap para las políticas inclusivas de integración escolar en igualdad para las familias desfavorecidas culturalmente. Este artículo muestra que el cierre de los centros escolares en la Enseñanza Primaria agranda la desigualdad de oportunidades educativas de los centros escolares abiertos y que el efecto negativo se evidencia sobre todo en las familias de menor capital sociocultural y socioeconómico y, bajo estas variables, más aún, en los hogares monoparentales.

Many studies have focused on the possibilities that organizations have to mine and analyze, through computational analytics, the huge amount of structured and unstructured data that is now available, to determine correlations and thus reveal patterns, trends, and associations to predict human behaviour; and to transform this information into knowledge for companies and governments. That is, just from the point of view of the suppliers of good and services. In this paper we contribute to the Law and Economics literature by showing that the logic of Big Data, the access to the cloud, and the use of Artificial Intelligence are drastically changing the ordinary citizen's way of making decisions in the field of justice; and that this new paradigm in the Demand for Justice will mean improvements in terms of both equity and efficiency, and ultimately an improvement in social welfare.
